workers in san francisco, including both businesses and potential employees. so, next wednesday april 12 the oewd and office of small business will be hosting their second annual hospitality and small business job fair at the ferry building. the job fair is a free opportunity for employers and job seekers to connect and help advance our city economic recovery. and the deadline for businesses to request a booth past, job seekers can register on oewd website. we also shared a link to the event in the latest news letter and it is in our social channel. wanted to let you know something very fun that occurred yesterday. senior analyst dylan rice president bleiman and commissioner thomas were all together shooting some raw footage that will be used for a overdose prevention training video that the entertainment commission will be promoting as a part of our harm reduction

advocacy efforts. might take more then 30 seconds. >> let's get the sheriff back up. >> let me speed it up. as you are all well aware, sentinel -fentanyl is leading overdose death in the united states as well as san francisco. a small amount of fentanyl can be fatal and people quhoo use drugs may be unintentionally exposed to it. fentanyl can be found in other street drugs share as heroin, cocaine, pressed pills. sfgovtv thank you so much and drag queen (indiscernible) this training video will give night life workers and patrons a basic understanding how to use narcon to reverse a ovdose and save a life and also two, will help you understand how to use fentanyl test strips to test drugs for the

presence of fentanyl so we plan to release the video in the coming weeks as a part of them capain. we also plan to show at the summit june 5. so, again just special thanks to commissioner thomas for her advocacy and all this work and thought partnership. the city has a important first step in the larger vision for a night life industry that is fully resourced and well positioned to prevent overdose and save lives so thank you and thanks to dylan for project managing this. that is a really big win for us and thank you president bleiman for playing a supporting role yesterday. >> starring role. >> starring role. okay, big deal. >> pretty sure there was a drag queen there and they used me to set the baseline. >> exactly. perfect. final update is just around legislation. on march

21 supervisor peskin introduced ord nchbs amending the police code to change from 10 to 11 p.m. that time at which limited live performance permitted in the polk street ncd conclude so that is fancly way of saying there are three zoning districts left in the entire city that limit limited live performance ending at 10. this removes one of the zoning districts um. it is under a 30 day rule and i just wanted to bring this to you all tonight and change up my director's report item to make it so you can take an action here if you like and direct staff to essentially send along comment that supports this item to the clerk of the board. i would suggest that you do. it is kind of a slam dunk in our opinion as staff to continue to relieve some of these

azevedo. >> thank you. good evening commissioners. we received 34, 311 complaints since the last hearing two weeks ago and had a quick update about two businesses that are not listed on the enforcement report. as always, feel free to ask questions if you have them. the first is (indiscernible) hearing on december 20, 2022 we had a item for discussion and possible action to amend the permit conditions of limited live performance permit ec1601 at 3159 (indiscernible) as you may recall, the owner of the business didn't show up to the hearing and the manager came to speak on bemalf of the business. at the hearing you voted to amend the conditions so can host entertainment friday and saturday night and can't coast sunday-thursday. since then we only received 1

complaint (indiscernible) however the business was in compliance when we followed during inspector next scheduled shift. the owner reached out to me expressing desire to host entertainment during the week stating that is when they get the most business so i bring this up to get direction how to proceed. would you like to bring the owner back before the commission to (indiscernible) after done reading through the memo i'll take your direction for next steps. my other update tonight is about imperial palace. they hold a poe permit. at the last hearing i advised the business had been hosting after hours parties and issued two citations for unpermitted events. i also explained that i learned the business was under different ownership then what 80 had on file noting the previous owner sold the business to his sister and everything was kept under the same corporate entity

name and business account number and i was working on getting the new owner to submit a change in ownership application, so since that update or after the update the commissioner present that night asked for the new owner to come into hearing when they submit the change in ownership application and ypted to bring this back to your attention to advice since our last hearing i received payment for both citations, they paid the amendment fee for the change in ownership and updated application is now current in the file and since the citation were issued i had a few calls with the owner son who manages the business explaining they cannot host the after hours party and they are not in a zoning district that allows extended hours premises permit and the city attorney office (indiscernible) about the ramifications having unpermitted events so feel the manager and owner have been made very clear of the rules and only operate under

their permit conditions going forward so the updated (indiscernible) do not need to come back before the commission for change in ownership, but please #5d vice if you like to discuss this further. >> comments on either of these? i tell how i'm feeling about both--right up until the end of 2022 was a open revolt against the rules or lack of better term, so i'm not sure that i personally have seen enough of a track record of compliance to personally entertain the idea of bringing them back in. i don't know how long that will be but think at least

in 2011 it was just indoor entertainment. they held a jam permit since 2021 and applying to formalize the outdoor entertainment under the existing permit. the reason they are on regular agenda versus consent is because the jam permit has specific daily fixed hour increments for programming but under the permit amendment they request to have the flexibility to host outdoor entertainment and or amplified sound between 9 a.m. to 10 p.m. not to exceed 6 hours a day. while the permit had a condition about outdoor sound levels staff will go out to set a limit in accordance with 1060.16 once the next outdoor programming begins later this months. the applicant conducted extensive outreach sending a letter notifying the commercial and residential neighbors of the amendment as well as posting to the neighborhoods next door page which is geared towards residents. as of 2

p.m. today we had not received any opposition for the permit but as you may recall when chambers was limited to one time event permits there was a neighbor who sometimes complained about their sound. reached out this afternoon asking we return to the pre-jam permit limited to two events per month only on the weekdays and need to end by 6 p.m. sun day so the letter is included in the file tonight for consideration. otherwise there was no opposition for the permit and tenderloin station didn't have added conditions. here to speak is owner isabel manchester. >> hi, everyone. my name is isabel manchester the managing partner of the phoenix hotel and chambers eat and

drink. the phoenix hotel has been here since 1987 when my partner chip conley bought the hotel. he is the original owner of the boutique hotel and bought the hotel and decided it will be a perfect place for traveling bands and buses. since then that is 36 years. we have been home to lots of traveling artists and bands and hosted the events in the courtyard since then. i became a partner in 2010 and we opened chambers eat and drinks the restaurant still there at the phoenix hotel today. we are primarily hotel and restaurant and where the indoor permit started. because we have the amazing courtyard we found to be home to amazing events. we host corporate events and galas and fundraisers. we do an annual fundraiser in tandem with the tndc, raised over $5

million for the children of the tenderloin and also have special programming in the summers as she was mentioning where we bring in sort of highly rated national artists and we generally do that programming on sundays from 1-6 and it is occasionally throughout juts summer months. and we have been doing this 12 years so familiar with the good neighbor policy. we do have one neighbor who we try to communicate very well with about these events. we are also a hotel and so it is important to us that we are insuring that our hotel guests have quite enjoyment so very careful about our programming in the courtyard. >> questions? >> thanks for coming.

welcome. i see the letter from this one neighbor who had some issues. did you get a chance to speak with this particular neighbor? >> many times. >> okay. >> many many many times over the past 12 years. >> what the policy of a complaint from not particularly this neighbor, but any potential neighbor that might have issue with the noise? what is the policy to address in real time? >> all our neighbors, everyone has our phone number, all the phone numbers for anybody on property. if there is complaint we encourage them to call and we can try to address the complaints there are. we work closely with entertainment commission and have every year with our sound volume levels we are allowed to have. we had one that has been there forever and we have somebody coming in again for the next event to make sure that is still compliant. we always work within the parameters. we have sound technicians on site for every event to make

sure we never go past those. for this neighbor in particular, we actually give him a update. we try to give him a update at least once a month for every single event we have upcoming, sometimes one or two fall through because we have a rain date and forget to let him know but do a good job trying to keep him up to date as to our events. >> with regards to the speakers, are you able to position so they don't directly face the neighbor? >> over the years we tried a lot of different ways of-we added more speakers so the sound doesn't just shoot one way so added a lot of speakers and the sound techs we have on property now know how to really work the sound volumes and they know things i don't know understand to make sure that it lowers the impact it has on this one particular

historic building built in 1907 and this shows what is on each floor. we have the hotel and hostile on the top 2 floors along with bar and restaurant at the bush level and then you see 3 floors dedicated to rehearsal spaces for our local musicians including the basement and on the first and second floor as well. we have a a breakdown on the left side the basement, the purple rooms are going to be our different rehearsal spaces. the striped rooms are actually private event spaces for any sort of events for community members or private events or corporate events. in the middle we have the gold our main music venue with two bars and you'll see studios throughout that floor along with karaoke rooms in the back in orange and the right hand size we have the

mezzanine, with a ton of different studios along with our karaoke rooms in the back. so, we are building 23 new rehearsal studios for all our musicians. there is zero hourly rehearsal studios in san francisco now so there is a huge need in the community. we are also provided live streaming along with recording out of all the rehearsal spaces. and a little about the venue itself is on the main venue, around 153 people and also the three basement venues which have 35 people in two of those and 60 people in one of the larger event spaces, and we are really looking forward to bringing entertainment to the neighborhood, which is seems to be a big need as well. that's kind of all that we are doing and really excited to

be opening this summer hopefully in july. >> questions? >> hello, sorry, i did not catch your name. >> my name is alvy. >> hi, alvy, you mentioned you did extensive neighborhood outreach. can you give a review or summary of the results from that outreach, please? >> yeah, april is best to answer that. >> i can comment on that. i was the one that did the outreach. along with the extensive outreach i did i'm board member with lower polk neighbors and the lower polk cdb so did outreach through both of those organizations as well, but i reached out to (indiscernible) who is one of our neighbors who

we worked with providing music programming in the past. we have a great relationship with them, also with on lock, the senior center, we provided music at the senior center so we have a existing relationship. (indiscernible) architects, 3d bike fit. this is all on bush street within a few block radius from us from music city. the first congressional church, we reached out to tammy groves, the minister there who we have existing relationship with, and her response was that she was glad to hear from me and excited to see about the progress of opening music city. we also reached out to terrace apartments. nobody got back to me there. the sfmta polk garage, we made them aware we will be opening in the summer. nobody got back to me there. we reached out to the

resident hotel, spoke to them briefly and i sent over the information, but nobody responded. also redding elementary, we have existing relationship there. they are aware of music city. in addition we reached out to 1299 bush street. the management company there. jackson fuller real estate. a lot of these people we reached out to with the property management companies did not respond. we reached out to mercy housing. and then we have the existing music city hotel where my coworkers is the manager, brian davie and through brian we reached out to the long-term tenants we have staying at the property so they know that this is all under development. but that was it as far as outreach. >> that is a lot. thank you. that is very extensive. >> yeah. thank you.

>> with regards to your karaoke rooms, do you have windows on the doors? >> we do. >> awesome. just want to check. i think that is required, right? >> it is required. >> awesome. thank you. >> of course. thank you for the question. >> this is commissioner thomas. just a request that you as you get your staff hired up that you include training on overdose recognition and response as you may have heard earlier, we are in the process of developing a training video, and are going to be moving forward or going to be asking our permit holders to insure that their staff are able to respond to overdose, given the scope of the public health crisis right now. i just wanted to say that we

love to have you train your staff in how to identify an overdose and respond to it. >> absolutely. we have no problem with that and think that is a great idea. anything we can do to help. >> thank you. >> of course. >> i just-this is commissioner torres. i just also had a question about staff. can you speak a little bit to the composition of your staff, bartenders, sound techs, that kind of-security and that kind of thing. how many? are they local? >> we dont have all them hired at the moment, but we are planning on doing as best we can to hire within the community, especially the lower polk neighborhood, but that's something that we definitely want to try to do is to help the neighborhood to get anyone that we can to work within the

neighborhood. when it comes to security we are going through the protocols there. for every hundred people in the building we will have a security person. we plan having two on the weekdays and one on the week days. and then if we need more for any special events we'll definitely do that, but we plan on using definitely different local sound people. we have a connection through just all the different music organizations that we already worked with, so plan on using as many people locally as we possibly can. >> thank you. i would just encourage you to reach out to community stakeholder groups in the area, especially lower polk. there is lots of vulnerable communities with people that could use the work and there is the transgender cultural district is nearby, and there is other groups that can help distribute information about your hiring.

>> definitely. we would definitely love to use those resources. >> absolutely. thank you. >> can you--i heard about this coming for a long time. i actually think i toured it once like years ago. can you give a sense of how long this project has been in the works? >> yeah. so, the project has been going on for over 10 years. our owner rudey colombini had hardships. he is a musician in san francisco and has been his whole life so this is something we wants to give back to the community especially with arts and culture leaving the city. we like to do something to bring it back. unfortunately he had a bran an urism and

as well. and then there is-i did have a question that i would-if i may ask staff to look into, and i can assist with in doing if you need anything from me. i as it was referenced, i am a bartender and work at twin peaks in the castro. one thing that changed since we had to get our leed recertification earlier, while extended but everyber tender and security guard has to do this now, and one thing that changed in terms of identification is the (indiscernible) component of that and how it is narrowed and so, things that are-that had been previous-for example, for vizsters

visitors from san francisco, we are only allowed to accept passports so this can provide a little obstacle to visitors to the city if they are not adequately prepared to carry their passport with them. another item that is listed as not being bona fida is the u.s. government identification card. if someone has not apply ied for the california id which in our state you can do so as a immigrant, but the-or it isn't as widely available in other states so i was wondering maybe if we can look into this and although the alcoholic beverage control is a different entity, perhaps we might look into somehow distributing information and better education to allow visitors to know what they do have

the blue our friend passed away in london. so, i met hecklina in 2011 i believe at a bar i had called rebel and she and darcie started the sex in the city live shows at rebel and they were a instant run away success to the point where we had to beat bacheloretparties 59 the door to keep them out. we became very quick friends and she officiated my wedding with my wife and me in 2012. we worked together a little bit. i helped a little bit tiny bit at oasis to set up the bar and get her program i & known her. even during the pandemic i became a de facto

booking agent for drag queen corp ht shows and would book hecklina via room. she was one of the most amazing people i have met in the city of san francisco and what struck me post about her was just how gracious her spirit was and full of love and life she was. she never lost-even as her prominence rose and rose and she was already a legend by the time i met her but as prominence rose and she became one of the icons of san francisco drag community and our community night life community as a whole, she never lost who she was. she was incredibly down to earth and gracious, one of the people when she talked to anyone they felt they were the only person, which is just such a gift and she was so serious about it and she was so funny, and she was so raunchy and never

lost that side of her, even right up to this weekday hosting she did and before. she never apologized and wasn't afraid to say what a lot of people are always thinking and she is willing to say it. her heart was just amazing and the other thing i think your can't mention without talking about hecklina is how much a professional she was. so well prepared, so quick on her feet, and so truly a host or hostess of the situation she was in and i'm sure it seemed effortless but know behind the scenes the amount of work to hone the craft and make it amazing. we go to see golden girls and my wife starlted watching golden girls beginning to end every episode in a row,

which i highly recommend. she kept saying you have no idea how much hecklina nails dorothy and you think she is just impersonating dorthy but you realize incredible amount of work that went behind it and know hecklina changed san francisco for the better and truly representative of all most everything i love for the city. it is a place people can come to be themselves and celebrated rather then shamed or told called horrible names or all the things that happened outside san francisco that we are so blessed to have and i'll always remember her and she certainly changed me so here is to hecklina and she will be sorely missed. any comments? public? >> no public comments for this item.
