i'm excited. really to bring my expertise and my excitement was fortunate to be able to sit down with the director and not once but twice to make sure not only i had an understanding of the role and responsibility of a new commission. a commission this is going to be the forefront and the most important departments in the city as we think about our future. and she reminded me of all the person things. one thing that groundses me and will propel me and i think is our responsibility more than a thousand staff that represent public works. that show up every day. 24/stone make sure we are safe and make sure the things happen. i have not lost site of that it is a thing i'm grateful for as joining the commission and hiring a director and others. these other core ensure our next handled years let alone 2 and 300 remain what public works has

i like to extend the commission's gratitude to the d. public works staff who works through our march rain and storms. we have not met since march first and, lot of busy goings on boy the departmentful rain and wind and inclement weather and the staff did a wonderful job and we thank you for it. i like to point out an article in the chronicle on march 20, on page 2, this was a description of the daily work by 2dpw employees. del calfo and del brett. they work to enforce the vender permit program article focuses on progress and success in the mission district. the commission would like to commend them for their

effectiveness, conscious execution of a difficult job and high standards of professionalism. there has been coverage in the past few weeks of homeless individuals po tegzs removed boy dpw street cleaning teams they work to provide clean approximate safe streets to the city. as i read the reports i was struck by the difficulty of this work. my own conversations with dpw staff on the front lines of the dutiesnd a high level sensitivity and conscious effort to respect homeless individual's dignity and he their possession as the department carries out mandates and i thank them for doing this work. >> there was an article in the media this week, on the department's tree watering

candidates for the permanent director of the departmentful i sent out a fairness and hiring training -- which will prepare commissioners for that process. i will resend it to ensure folks have every opportunity to take that training. it is very useful. and then my left is my report about the sanitation taigz and streets commission. this commission met on monday march 20. heard i report from urban forest row on the street tree sf program and presentations about the proposed refuse rate changes by the refuse rate add administrator. our own bruce robertson's representing the d. public works as well as ricology.

>> good morning. welcome commissioner turner. i'm bruce robertson sitting in for carla short who is off today. i have a couple of update and respond to questions. i want to start with the budget. and march 31st the major's office, the budget and legislative analyst of the board of supervisors and controller's office issued their joint report. that's a report they dot 5 year financial condition. and unfortunately due to lower ref now projections. higher employee benefit costs and spending proposals the situation financially in the city got worse. the short fall next fiscal year 24 got worse boy 90.1 million dollars and the deficit is 290.9 billion dollars. the second year it got worse the 2 year number is 779.8 million

up from the 728.3 million dollars. so the rust prosecute jections the mayor's office come become to departments asked for budget reductions. gwen we have been asked to cut another 5% in the next 2 years about 3.5 million dollars of reductions on top of the reductions we took when we came before the commission in january and february. >> what that means for us is we are looking at all of our options to identify savings that a little operational impact on the budget of it gets challenging in addition to just the five % 3.5 million dollars reduction, the mayor's budget asked us to review and look at on going projects and programs and the mayor's office asked us

to cut 8 million dollars from those projects. so hathat means is we are w to make sure we obviously eliminate where we can without having operational impacts. and want to reiterate to the public and the commissioners and staff listening, we are work heard and believe we can do this without layoffs. there should be no lives in public works. i want to be clear. we are finalizing the cut and witness we w with our staff internal low our executive team will report back as we do when we finalize the budget. we did explain when we presented that all of these are just proposals. everything is being negotiated and discussed and the mayor put our her priorities clean and safe streets.

last month city attorney dave you'd chu initiated disbarment against firms in the public corruption skandzal formy public works director mohammed in january of upon 2020. the city attorney issued suspension against firms not being able to do business with the city. the 4 companies are the 4 that have been implicated the city attorney said they had close ties to 2 executives who pled get green light [inaudible]. the next ban them from doing work with the city for up to 5 years. we looked at record and went become to 11 years and found this we never had a contract with any of the 4 companies.

beeners we permit. i wanted provide background and information here. the short answer is this we issue permits that is content neutral. we cannot take into account the content. per sudden front public works code section 187.78 the department shall not discriminate on the viewpoint in a banner. there are limited exceptions. we can reject applications for beeners with a content over low offensive or call to arms to break the luand commit violence. for example if than i contain racial slurs or images by hate groups they cannot support or oppose a candaceidate or ballot measure. the banners cannot be used to advertise a business or product. they are intended for nonprofits, business

associations, neighborhood associations and will skos to prosecute mote events and mission and history. they are high low visible and popular and platforms promote against civic pride. we have 41 active utility pole permits. each covers locations with hundredses of light poles permits on display in any one time. moving on to another topic commissioner post, thank you for the performance of public works march storm events. an impact was the third street bridge of like to talk about that. you may have seen and heard in the news the third street bridge located near the stadium suffered damage on the storm of march 21st. upon winds exceeded 70 miles per hour and 3 private low owned construction barges broke lose at pier fret and moved to the

waters in the china basin and rammed into the third street bridge. our engineers and bridge engineers evaluated the east side walk was damaged including several steel beam and it is guard riabove. >> also damaged the east/west concrete sidewalk and north end of the bridge was shoved out of place. stints is a draw bridge there is a watch man's house that suffered significant damage. this is a perfect example of public works coming together to handle an emergency situation. teams from operations lead boy carpenters worked quickly to make the bridge safe for motorists, pedestrians and others to cross the bridge and allow it to open to traffic the following day.

our engineer staff looking at integrity competence looks to be okay but we need additional evaluations to confirm that. now the draw bridge remains closed. before we can lift it and allow boats to pass we need to remove places that came loose. that work involving our steam fit and carp terse begin witness stand of this week. before we lift the bridge we need to resume normal merry time navigation we need to make sure we don't damage the bridge when it lifts. we need to verify proper alignment and make sure safe for the mariners and public. once the work is completed we should be able to lift resume lift operations. u.s. coast guard granted permission to keep it closeed navigation until april 21st while we perform repairs. more w to get it become to the condition it was before the

barge incident will take months. interim impacts to the public and mariners should be insignificant. once the work on the historic bridge gets under way we will taik make sure we inmyself impact to the giant and warriors game and other events we don't want to impact the public. the initial cost is 6.5 million dollars. the funding source has not been finalized but look for options including the barge operator's insurance and fema on site monday morning to review the bridge as well. we will bring in a contractor to dot work the documents for the repairs likely take months to appropriate. third street bridge was designed by joseph strauss the same behind the golden gate opened in 1933 and a city landmark. 3 years ago we completed a rehab project to sustain the 90 year

most of our general fund street cleaning efforts we get general fund money for illegal vending program and other elements. by and large 90% goes to street cloning when we talk about reductions that's where it has to come. that is where the balancing act hak for efficiencies, and as i mentioned, under my watch there is a performance team. we look at our data, how can we stream line and improve thing its is an on going process. >> so, that's part of it the other part of it is a lot of our budget come from other funding source. we got operating budget under 400 million dollars. we are doing close to a billion dollars in expend tours a lot of funding sources whether commercial paper.
