officer alfredo oropeza. sorry. >> working on that all day. >> let me thank the commission for this opportunity. director henderson and chief scott, thank you very much temperature has been my pleasure to work with jose and alfredo for the better part of 2 years now. they are my foot beat officers work in the castro. to say this lightly does not give them enough credit. jot gentlemen working up in the castro for over 4 years as the foot beat. they have been a vital part of commission police station. you know there are challenges throughout the city of san francisco with the unhoused mentally ill and drug addicted the 2 set an example of what foot beat officers really do and how valuable they can be to the police department and to the community at large. >> i will give you an example.

last year at about this time. we were having a number of problems in the castro with the unhoused and mentally ill. and as you imagine we have an active community group up there who brings that to the attention of the police department and the board of supervisors and the mayor's office regularly. >> we put together a team of city agencies the d. public health and homelessness. emergency communication division and the police department to come up with a solution to address these. when we sat down to identify those individuals in the castro who were causing the most calls for service and causing most disruptions up tlshg jose and alfredo here wasted now time in let'sing us know who the folks were. i credit that to their ability

to know upon the business ordinance. the community and those in their beat that are in distress. they have spent years make those relationships with folks and we have made great strides up there. we do have a number of community group individuals regular low sends us a graph on tent counts. calls for service, number of homeless and i tell you without a doubt, in the last 6 mont wes seen the numbers go down dramatically. so great has the program been because of the officers participation that the other districts are looking at that as a model. and they know everybody in the district and -- with the challenges we had with the injunction regarding the

unhoused, we have had to change gears and come up with a different plan on how to deal with will people in need of services and get an upon number of complaints b. hose competence alfredo know those individuals. developed relationships with them example when we go and i get an e mail in the morning they gallon out and make contact with the persons and services and many times they decline the service. they connect with them and know them and know their backgroundses and know by their first and nick names and street names and whatever they are going by on that day. they have been invaluable resource there and set the example of what foot beats can do and how they can be operated when i went with my first walk with them we walked the different businesses on the

castro district. it was refreshing they knew business owners and the community and the dynamics of everything going on up there. and a vital resource. i'm going to callum captain harvey who is now the captain at mission police station and an example of something they did today a recognition of how vital they are. tom? >> okay i will get to this this morning we received a complaint at the station. regarding an individual who was causing disturbance on -- hartford street. and -- in no time flat information was developed that the person causing a ruckus had a warrant for their arrest. i reached out to the 2 gentlemen and asked, can you respond to this area and attempt to locate the person? within minutes, the person was

located. and placed under arrest. bring about a sense of reprieve to the neighborhood once more. so that is sort of a very recent today example of the good work the two do, thank you >> with that, thank you very much for honoring these 2 officers. and i don't have anymore to say. thank you. important that we -- i think it is complicated we focus on things that need to be fixed when things are working that we acknowledge. when that gets done and who is doing that work. i want to thank you for the work you are doing. and the captain. you have a long history of doing this work and setting a good model for folk whats needs to get done, thank you all. american benedicto. >> thank you vice presidentism want to congratulate officer oropeza and canchola. hearing what the tasks were taken on foot beat is the community policing and knowing the community and building relationships with the community that we want to see and really thank you for your will commitment. we ask a lot and expect of lot of our officers that means asking hard questions and means

and my last upon comments. i want to thank the mission for this recognition. this work this than i do the daily work. not medal of valor stuff butt work that is the life of the sudden front police department it is when they do every day. may not be the extraordinary thing that makes the news but this is the work that makes the community want foot beats all over they do it right. i've seen them. i heard many positive comments about them. thank you and thank the mission for recognizing this time work that's important. so, thank you president and vice president. and the mission for rescue noising this work, it makes a difference. chief will be limited to determine whether to calendar for a future meeting. chief scott. >> good evening. commission and the public. i will start this week with over all the crime trend and violent crime is up 4%. and property crime down 9%. the total serious crime is down 8% that is a 1300 crime reduction from the time left year. highlights homicides we have 17 year to date compared to 15. y we also one of those 17 is an incident that happened in 2004. the person died from complications from the injuries. that has the crime reporting requires will be count against us this year. >> total gun violence down by 3%

a difference of 2. 67 this year and 65 last year and weapons seizures up by 23 from over last year. we are getting guns off the street. 39 of the 336 weapons were ghost guns that is about 15% or so. 10%. over 10%. there are 2 major homicide incidents. 2 homicides to report. one occurred on 4/87 on market. security guard at the business of that location attempted detain a suspected shop lifter when an altercation occurred with the security guard and the shop lifter. shop lifter/victim left the store and turn to the security

goord. spat on the guard. raised an arm toward the security guard the security guard shot the victim and the victim died that night. the security guard was detain exclude arrested. this is an open investigation. very public. the da did not file chargeos this case. but there is more investigation what our homicide investigators are doing on this case. it is in the a closed case yet. the second incident was on 4:30, 2023 at 4. . 35 a.m. on folsom. victim in the driver's seat of his car with 2 friends. subject knockod the driver's door. victim was shot at close range. victim drove and stopped. the 2 friends in the vehicle with the victim were unharmed. with thes were able to get

accounts about the 2 sense involved. this is an investigation on going with no arrests at this time. >> 2 shooting incident in this period one was the 100 block in qatar valon april 6 at 2 p.m. officers arrived and found the victim outside of his vehicle. the victim was unsure of who shot him and no witnesses to the incident. however, several residents heard shots and a vehicle crashing and more shots the victim was transported for medical treatment. no arrested made. victim injuries status is not life threatening at this time. on april 30 at 7th and stevenson in the tenderloin a victim had a gunshot wound the victim was

transportd and did not provide information. witness saw a possible suspect flee on muni headed to the mission. subject was at 16th and mission and was taken in custody and the firearm was recoveried. and that particular case there were -- a couple of homicide arrests -- that occurred on april 23rd. this was reported on left week. a shooting in grant and columbus involving 5 victims. one su.commed to injuries at the scene. victims were transported with injuries. several witness were interviewed and the result was an indication one of the subjects shot with another subject was attempting to rob upon the other shooting victimace gun point. an altercation result instead

shooting on april 24th. suspect was taken in and both charges of 187 ap c and 3 counts of attempted murder. 664-187 and attempted robbery. and additional charges. this incident remains under investigation. robbery with gun that stretched from february 22nd to march 9. along 16th and mission. 2 sense were identified from video footage during the investigation. a third suspect is known to be involved however his identification has not been confirmed from the evidence. warrants for the robbery and assaults issued for 2 subjects. 2 subjects on april 21st near 18th and mission. and the city of after a short

pursuit both were taken in custody am officers recognized an individual at the scene as a third suspect not guilty video of the robberies and detained them. both vehicles were parked at the scene and toed as evidence. there are other incident in the robbery series this are under investigation. this was good work by our investigators and our officers involved in this case. more to follow as there are more robberies connected to the series. and the last thing for a stabbing that occurred 427, 2023 to. . 18 on grant and the tenderloin. the victim urban alchemy staff member he was stabbed the victim provide now further information. the victim was in stable condition. no arrests at this time the investigation is on going. the last incident was a battery

with injuries elder abuse. 448ace 8:30 a.m. market and no net mission. 2 victims walk when a subject ran in their direction. causing the victim that fall. victim one fell on the concrete. struck her head come lost consciousness. no arrested at this time that is urngd investigation. tenderloin, there was 8,000 fentanyl seized. that is increase of 177% compared to this time last year. we had 15 arrests for possession for sales. over the week for most of those almost all have been in the tenderloin. total year to date is 284. the last is the california highway patrol deploy am in the city. that started monday.

the there is a press conference on friday i spoke and the commissioner of the california highway patrol and from the california national guard. and basically i will put out what was -- will stated and what the chp what work they are doing in the city. and this is from commissioner from the chp they have an interest in california community. california highway patrol committed to collaborating with partners and identified specific action items can take to help improve. officers deployed work with sfpd to enhance public safety. assist sfpd increasing uniform officers within areas in this case the tenderloin area. and the disrupt and deter

activity. provide train to officers to assist to deter and detect jug crimes. and use the existing resources from units provide support to develop criminal case disrupt narcotic's trafficking the presence of officers is to deter criminal activity they will take action if they have to and make arrests. c ph is here to supplement sfpd they will compliment them. immediate measures of success is we hope to see a change in the conditions on the streets. that was the statement from chp. national guard administrative and analytical support. they are part of a regional partnership and as well analyst

in the partnership. what we hope to see from this, the support that the governor gifrn us more focus on san francisco the task force as a responsibility outside of the city. most dochlt we thome see focus with the analytical support in san francisco. we gotten a lot of questions from the public about the national guard's role. they are not going to be boots on ground with national gurpd soldiers. no military equipment or nothing of that nature. so that was stated by the general in the conference. i want to reiterate. analytical and administrative support this is an on going partnership. won't don't have an end date but we'll continue to work at the

>> and at one point i read the victim may have been shot in the back is that correct >> that is not correct. >> okay. and do we know much about the shooter. i have not seen much reported about him. we than the shooter employed as a security guard armed security guard there is further investigation on the shooter and the shooter's history. but that basically when we know at this point. >> do we know how long he has been a security guard. >> no , i don't vice president that information that is a part of this investigation. >> do we know if he has prior military experience or law enforcement experience? >> don't know. >> again. that person's background is

being investigated. >> and i guess you say then the investigation is on going. this -- so the da said that charges would not be brought in this case. why is there an investigation that continues to go on? >> there are still questions unanswered and the da has made a decision obviously and put out statements based on what evidence was brought to the case. our team is has been asked to further inquire. i don't know where that will go and can't commit anything to what the da may or may not do but we have not closed our investigation. who asked? our folks have been asked by their upon chain of command to continue to investigate. in of the things you are asking about. because we believe they are

important to this case. so -- where that will go, i don't know. if anywhereful but as a part of having their investigation of the case we will continue this investigation. >> okay. if you can't say at this time it is fine. if you can say who asked. who asked the investigation to be continued i'm curious. i'm -- have not been on the commission that long but never seen where the d assays no charges will be brought butt police department continues investigation. i'm wondering if that is not disclose today is in the. >> that is there are case where the da has declined charges to file charges they are still investigative steps zoe to take. charges can be resubmitted if this is appropriate. i will be clear on that.

this happened quickly over a couple day and they are day nas our command staff think there needs to be done on this investigation. so those things will be done and i don't know where that will lead but we have directed the investigators do those things we asked of them that's as much as i can say. >> fair enough. i want to ask you about before this commission when i first started early on. which was a presentation by supervisor stefani's chief of staff about a bill she planed introduce at the time and has passed. and essential supervisor stefani discovered that there was an article 25 of the police code that said that the san francisco police department was charged with supervisoring the registration, licensure and issuing regulations that cover

private security guards. >> and this had been pass in the 1972 but never philidelphia. the board thereafter i think it was men in january of 2022, passed a law basically asking the department and the controller to put together a study on how article 25 needed to be updated. it was almost a half century old the state paddled laws since. we need to figure out where we were and how it needed to be amended. has that report been completed by the controller and police department? >> that report has not been completed. but that report is still in process. so that was over a year ago. and on april i'm sorry. the i don't remember the date when it went to the boards of

supervisors but what came out was what you said. the department asked for that -- article and -- implementation of the article to be looked at by the controller's office and there are many reasons for that. and this was a 1972 ordinance that most of us if not the marnlts of us never heard of. there is some questions about whether that needs to be revisitd and who has the authority to or needs to have the authority of security guards as the law state. the article exist this is is a state of california consumer affairs00 issue in terms of governing of security guards in the state. we have worked on that report. has not been publishd and worked with the controller's office that report will go to the board

be done that is not my understanding but i cannot confirm that. before this hearing i looked at article 25 of the police code special section 1750.19, shall be unlawful for an armed guard in san francisco to draw or exhibit other then and there in a holster a handgun except to a threat to person or property. so, if in fact the guard did as was reported by an outlet take his gun oust holster before there was a 38 that violates recall 25. >> yea. this is not my understanding, commissioner but i have not seen the video so i have not been briefed that is in the my understanding. >> okay. >> thank you. i wanted to move on to the

publicly reported incident about the former fire commissioner. who was badly youred by unhoused person. and and then appears to implicated in potential suspect. sounds like in a slew of attacked on unhoused people. >> so. i will start the report there were 8 please reports the da turned to the defense. is this right? >> yes. >> so at the time department turned over the reports, its material that the department has reason to believe would be and terrible low -- this means the

department has a high certainty or -- better than a hunch that the it is the victim in the case who committed those 8 assaults on unhoused people? no, that's -- not accurate >> no. >> there were 8 case bunkham there were a variety of suspect descriptions on one of the case there were video. and january of this year the one officer involved put out an e mail to the department to tray to identify the person on the video. there were a wide range of descriptions of this person in terms of the size and weight of the person. i would not say that's accurate.

>> great. if there is a low level certainty why would they be turned over as material if the department did not think they were connected and all >> is this on upon agenda. >> yes. it is agenda the chief's report this it is within the >> did not report on it. >> yes that00 autochief's report is not tethered what the chief report in his opening statement its is what is on the public notice on the brown act. when is your question >> i lost my train of thought, chief i will say it again. i guess my question is it was turned over as this might be but seems like there has to be some belief on the department's per they were committed by the same person and that person there is some chance this person might be the victim in this case. do i have that wrong >> my understanding it is public

defend are brought this issue out the allegation that the victim of that case may be this person and that lead to upon the -- turning over of these case. that does in the mean the upon department said or -- saying that these are all the same person. i mean the descriptions are vary in age and size. but my understanding is that raised the issue i don't know if public defender released the video but it was released. i think we have to turn that information over once that issue was raised. >> great. okay. >> another issue related is there is commentary asking why did the public not know about this i wanted ask you as a general matter. i benched sometimes the

department asks for public's help in solving crimes sometimes. i wanted ask if not a policy an informal practice around one the. department decides to ask for help from the public or not to solve a crime. >> depends on the case. there are times we ask for public's help and times where we don't the times where we don't could be a number of things. not alerting the person that you have focussed on this you have your focus on. trying to prevent destruction of evidence. it is specific to the case this is in the a perfect science when it come to this issue and sometimes they are. have you to make a decision on -- whether or not you want to disclose that information to the public or whether it is statute right thing to do but there are

also other considerations once we do that when we repolice videos you know is that going to sometimes that can do harm to the case there is consultation on the matters. when we did do was release it to the entire department this video from the january incident to try to hoist this person >> last question, is there an investigation in whether the former fire commissioner is responsible for all 8 assaults? >> yes this , is we -- have to investigate that. number one it is brought up by the defense attorney that this could be a person will involved could be the victim in the case we are talking b. we have to investigate this to determine whether or not that it is true. yes , there is an investigation. but again others because i heard

beds. i think given the imperative of giving folks humane alternative and the imperative of more aggress pilf and draegsz encampments the mayor needs to do this. and it is minimum of i think -- shock when we considered this embarcadero safe navigation center. supervisor safai made this point, there are -- can you get 80 of the beds toward the 2,000 just by using the pace that the embarcadero safe navigation center and buying the mattresses. how much further could we get toward air total of 2,000 over 2 years looking at resources we are using and making better use. how many folks go in to unit catharsis m. now this remain empty. i think there are ways to get to 2,000 unit its it is on the
