10:42 pm
thank you very much for having mow here today. this is a slide you see before i will not spend time but you asked questions last time about recycled water i wanted to provide you further information. this graphic shows data going become to napa 86/87 our latest where zee comprehensive data. and shoes the comparisons from fiscal 21-22 to 1986. so mark for identification this is in the new you are seen it 42% reduction in per capita use. 33% increase in population. the 2 bottom arrows other 2 i will call your attention to which the 61% reduction in grounds water use when i pulled up the numbers. i think this is a result of the current draught conditions we are experiencing and agencies reducing that supply in the
10:43 pm
south bay and also al modea water district who has not been able to utilize the ground water supply for a few years. the recycled water use, you note i are a value there. is up 8mgd since 1986. buzz we don't have a number for recycled water in 86. i suspect it was near zero probably process water in plants. i just felt like the solid number was appropriate to show. 8 million per day of recycled currently. look to the future from today forward to 1945 or 204546 are now updated figures. you will see things we talked about increases populations 30%. increased total water use. these number when is you compare against 21 and 2.
10:44 pm
something to watch for back to reassignmented and groundwater numbers. the 1 where are 9% increase in recycled water use. that was what i was trying to find for to you show to you that commitment for investments in recycled water. and to show it in a different way. here is a graph of the member agencies. this is current recycled water use. the aemgss are listed on the right side of the slide going from a-circumstance. in various jurisdictions around the bay. and the amount we are producing and then a new graphic that i have in the shown, which is -- from agency urban water plan and other planning efforts through
10:45 pm
our completed round table effort. have a boska round table left year and a half. published the report on our website attach trying it foster the one water concept and the assessment of agencies this are looking started planning for this recycled water. you seat full picture at least where things stand today for those plans. i upon can't see they are all commitments they are under study shows a development moving forward. and left low, as per of this looking at how we meet our future needs boska is initiating an update to long teerm reliable strategy this is our long-term planning document calling at this time strategy 2045. this is an assessment of water supply, relinocaine needs through 2040.
10:46 pm
we evaluated those in 20 felony. this will do it now moving forward and we are purke the envelope and apts how we envision in concept not in analysis that is one thing but the question of how do you implement a thing across 3 counties jurisdiction and wastewater agency and land use districts i don't have the answer yet. it was clear through the round table there was i mode for this. we will look to figure out how we step in that space to assist our agencies to get the work done. from boska it is in the a desire for us to work but make sure the work happens i expect this this will be the result of things like ordinances. furthering collaboratives and things like this i look forward to giving the commission further reports as it progresses. why commissioner stacy. >> that was really helpful.
10:47 pm
i irrelevant also compliment you on the focus collaborate rig. there are issues whether state wide. initial or regional that we will take all collaboration in solving problems that face us in the future and also improve how we splay water and handle the wastewater and energy. i had a question about your recycled water. is are the statistics that you show us mostly from like a centralized recycled water plant or do you agencies also have sort of on site recycling -- requirements or incentives? >> the statistics i showed are if you the centralized plants. certain agents have further requirements and it depends on
10:48 pm
the development in the agencies. mountain view come to mind. east bay here side they have developments. large technical developments and requirements for on site reous had is a thing we know happen its does not get reportod there is in the a nature or way to capture it. mou there is a demand reduction. that as i electric to strategy is the questions we figure out hudo we quantity foil it and capture it. it is there. we can't capture it if it doesn't exist. can't move it forward. how do we move it forward if the 2 pieces one thing i'm interested in figuring out how dot systems do in the situations we find ours. what happens admit long run
10:49 pm
because if as utility, because someone puts on reuse does in the remove fruobligation to serve them if this does in the work. we have an obligation to make sure the systems continue to work through fruition. so this that demand is met and does in the come back. this is a developing area i'm excited now i don't have a lot of data. i agree there are ways to recycle t important for all of us to explore all of them. thank you. >> you are welcome. >> so, i really appreciate it. obviously you know it is always xoit to see data and information. able to make decisions in are a brighter light. i think on the on sight reuse piece i want to say, well is another side to it. we had this conversation.
10:50 pm
which is we over build and have not enough demand on the centralized system. it is person for us to get a handle on it shows up if you think about equation demand and supply showing up on the other side. i was looking at your graph that said, demand by 2045 will be 55 gallon per day and i wonder if twenty % of new develop or -- 20% of total pop lithe in the peninsula have on sight reuse system. that can bring that number further down. making sure we account for this is important. >> right. i agree that goes to policies. right. talk about the policies piece. whonp one thing we have been
10:51 pm
successful with is getting policies moved in the entire region through the 3 counties. we have done that several times. to the extent this you know, as a region the decision is this is manage we want to sflft and happen. okay, come up weapon this policy we try to support that enables us to the numbers will change. but it it is had we think of now and also the challenge before you. and one last thing i say on this topic. my conversations with on the number other had with people who have been trying to implement on site reuse on a greater scale. the tech company its is difficult to get permits. because -- you are lucky we are a county and a city. they we have mull pull jurisdictions that needs to be
10:52 pm
permitting the projects. as you are having the conversations i think the question would be also how can we make sure we can stream line the process. and if people are willing to do it they can do it easily and more way it is in the burden some, absolutely agree. >> thank you. if there are no more comments or questions, thank you. can we have public comment, please. members when wish to make 2 minutes of remote public comment on item 6 press star 3 to speak. do we have members to provide comment on this item? >> mr. moderator do we have callers? >> there are no caller wishing to be rescue noised. >> public comment on item 6 is

mechl randum of understanding with lafco to perform services for clean power sf including remaining funds up to 600,000 in new funds over the duration of the agreement 3 scombroers 2 months commencing mi1 of 23. >> good afternoon. go ahead. please. >> good afternoon, commissioners i'm might be hinze the general manager for purfor cleanpowersf program. i'm back with mem right-handum of understanding between the puc and lafco. to perform w for cleanpowersf. last friday the lafco mission approve third degree and authorized the executive officer to execute the mou pending
11:10 pm
approval by this commission. mou proposes studies lafco would under take focused on opportunity impedaments and barriers to clean energy support implementation of the city's energy related climate action plan goals. we were last beforeow january 10 of this mou and that time you sunrised reservations. since we had conversations with lafco and made revisions to address the concerns you identified. first, the amount new funding provide has been reduced to 600 thousand dollars for agreement term of 3 year and tw months run from may of this year through the end of fiscal 25-26. using 129 thousand dollars
11:11 pm
remain progress a prior mou with lafco. since this work was not part of the current 2 year budget, the puc seek appropriations of clone clean funds up at this time additional 600 thousand dollars over the term of the mou. second, we have clarified in the updated mou if the funds allotted for fitsical not used by the end of this fiscal year the puc miafter consideration of clone clean rates issue ref nows issue financial reserves and other funding needs recommend to the mir this those funds carry over to the next fiscal year. here we added financial guard rails lafco agreed to. in the everyone the puc cannot recommend carrying over funds the puc'd vise life landfall in wrooitting of this. giving the financial guard rails
11:12 pm
we agree to lafco request for notice and dialogue. third we have remove friday the mou scope it would fund lafco monitor and advising to the board of supervisors regarding the cleanpowersf program. we heard your reservation busy this being a puc role for mature program. it was our determination this role is more appropriately funds through lafco general fund and they agreed to it removed from the current mou scope. the study identified instead version presented to in january remain the same in the proposal. no order we identified the lafco would 1, identify opportunity and barriers to energy storage installations across the city. two, identify challenges regarding the decommissioning of natural gas infrastructure in san francisco. three, identify bear dwroers
11:13 pm
broader adoption of electric vehicle in san francisco including it is provision of equal access to charging infrastructure. 4, identify opportunity and barriers to financing clone clean initiatives through green bank models that might be able to access funding available throughout federal inflation reduction act green house fund and other studies of specific e merging clean energy technologies agreed to by puc and lafco the areas identified by staff with the lafco executive officer topics this we believe would benefit from the perspectives lafco can provide topics leverage lafco's role with special study says in municipal services and convening agencies with responsibilities impacting the studied topics. this list of studies is not set in stone and may be modified
11:14 pm
subject to approval from the life landfall executive officer and the assistant general manager for power and written changes made would be provided to the life landfall and p uc commissions. i noted early mraflt friday the lafco commission approved the mou with these changes. and authorized the executive officer to execute it pending president trump boy this commission staff recommends you adopt this resolution. that concludes my res and happy to take questions you may have >> thank you. >> commissioner paulson. thank you for this report. and it is the first time i heard the word guard ris use immediate a policy decision in a time. it was interesting to see you took the occurrence the commission had to put together
11:15 pm
those occurrence. and error specific policy areas with areas of what is our scope and what is not. i don't want to talk long is this what is well this commission in terms of the departments do do in terms of research and out roach and dealing with the different, whether or not financing or looking at bat row opportunity or everything in terms of green power and i have felt you know without getting in the absolute nitty-gritty as an engineer but as a commissioner i'm proud with had they do research or what have you. a language way of saying i like the pieces that are there but i'm leary about you have the guard ris as you said put up. this this could be a fishing
11:16 pm
exhibition. you know for starting to try to figure out you know what ideas there are. in a town like san francisco there are 3 nonprofits for every issue that you can come up with. you know whether or not it does with health care our energy. i hope them does novelty this is a green light to take something and make it parallel to when the scope of our commission is. i i do have concerns about that i have one question is this there is 120 thousand dollars left in appropriation, that will be the first go ahead spends it down. did we have brickos this in is that why there is within 20,000 there in and secondly, i guess what is the number of 600,000 for the contract. you know when triggered spending
11:17 pm
of this. does this happen after lafco come in and does more presentations hey. we want to spends machine tow reach out to communities to explore the green bank or something like that what that is a 2 part question one was about the 129 and the other what triggers penning of the 600,000 if we approve at this time next couple years we have a sunset by us if we say what we don't want it anymore temperature is not a good use of our funding. question one is where did the why do we have the 129 thousand dollars this is unspent funds from the first mou put in place more then and there 10 years ago to support lafco work in helping stand up cleanpowersf we have
11:18 pm
been holding that money and over. for continued use, toward cleanpowersf and so since the other 600 thousand dollars we are propose nothing this new mou not identified in the budget of we are proposing that be the seed to start the studies we identified here. lafco will be recommending and developing written reports. and these will not be bn done think serialy we will report back on the results of that work and sharing the reports at the lafco generates. that will be an opportunity for this commission to see the work and the quality of the work this is generated. >> there are quality people overnight years that come in and out and doing things with life landfall this it is nothing to
11:19 pm
do with a talent level. i'm skeptical of a fishing exhibition that could come out of this when we're having enough time trying to focus on the. amount of stuff we have to do. those are my comments. commissioner stacy. >> thank you. i appreciate the questions. i had a question, you mention in the your presentation you were removing something from the scope. i missed you were removing from the scope. i'm sorry. >> upon the first version included scope for life landfall monitoring and advisory function to the board of supervisors over the cleanpowersf program. we agreed to remove that from the scope of work. >> got it, thank you i comments. i am pleaseed see more financial
11:20 pm
control by puc. i think having involved in the study and allocating funding is a good move in the right direction. since our last hearing i did more read and research on lafco and san francisco lafco, and i feel more comfortable this will thereupon is a role for life landfall in these studies. i think bring nothing perspective of other00 although city agents and perspectives is a good irrelevant for lafco to play. i do really want to see the results of the studies and i know there will be follow up with the commission but i will be interested in hearing the results of those studies and seeing the progress this lafco makes. so. thank you for planning on that.
11:21 pm
so. may beil. . will give you thought this is is a progress from [inaudible] i'm glad we worked so hard to get to where we are now. i think one thing i say sillment to make sure that as the studies get done they are quality. i don'tment a 3 page bullet point by consultant who charged x amount of dollars to do quick goodlett search on had matters and put it on a format and send it to us if you are spends thanksgiving money i want to spends on quality research and work done. so -- i'm expecting and hoping cleanpowersf will keep a close eye on who does this research and make sure we get value out of our dollars we are spending.
11:22 pm
i think -- you know that's grit if we get. the list looks better. i know it is sort of original even expanded, that's great. and i think to commissioner paulon's comment on -- that is the 40 of this partnership. i think we will see. and there is no , i don't think there is any -- requirement or need to continue beyond the [inaudible] we have in that mou. i think at every point my understanding is this if we feel the value and i appreciated that add-on to the think if we seat value is not achieved throughout mou we look back and say was a great partnership, thank you. and move on.
11:23 pm
with this i -- i thank you for all your dill yens to making this happen. public comment. member his wish to make remote ment on item 3 press star 3 to speak. is there anyone on comment for item 11. mr. moderator did we have callers with hands raised? >> there are no callers in the queue. thank you. public comment is 11 is closed. >> next. if clothes can i have a motion and second. moved. second. >> >> president ajami. >> aye. >> vice president maxwell. >> aye. >> commissioner paulson.

[♪♪♪] [♪♪♪] >> so i grew up in cambridge, massachusetts and i was very fortunate to meet my future wife, now my wife while we were both attending graduate school at m.i.t., studying urban planning. so this is her hometown. so, we fell in love and moved to her city. here and i met the people and i fell in love with them in the neighborhood. so it also was a place in the city that at the time that i could afford to buy a home and i wanted to own my own home. this is where we laid down our roots like many people in this neighborhood and we started our family and this is where we are going to be. i mean we are the part of san francisco. it's the two neighborhoods with the most children under the age of 18. everybody likes to talk about how san francisco is not family-friendly, there are not a lot of children and families. we have predominately single family homes. as i said, people move here to buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots. family, and the vibe is great and people feel at home. it's like a little community gathering spot. >> this is the part of the city with a small town feel. a lot of mom and pop businesses, a lot of family run businesses. there is a conversation on whether starbucks would come in. i think there are some people that would embrace that. i think there are others that would prefer that not to be. i think we moved beyond that conversation. i think where we are now, we really want to enhance and embrace and encourage the businesses and small businesses that we have here. in fact, it's more of a mom and pop style business. i think at the end of the day, what we're really trying to do is encourage and embrace the diversity and enhance that diversity of businesses we already have.
11:55 pm
we're the only supervisor in the city that has a permanent district office. a lot of folks use cafes or use offices or different places, but i want out and was able to raise money and open up a spot that we could pay for. i'm very fortunate to have that. >> hi, good to see you. just wanted to say hi, hi to the owner, see how he's doing. everything okay? >> yeah. >> good. >> we spend the entire day in the district so we can talk to constituents and talk to small businesses. we put money in the budget so you guys could be out here. this is like a commercial corridor, so they focus on cleaning the streets and it made a significant impact as you can see. what an improvement it has made to have you guys out here.
