it is my pleasure to introduce you to yuka nagamine >> officer nagamine assigned to the northern police station since may have 2015. she works the swing shift the busiest in san francisco. she shows up every day with a mile on her face. works hard and an exetch lar partner and role model to her pierce. at northern station officer nagamine worked japantown where she made many friends. ralph nagamine puts many at ease speak nothing japanese. not only does officer nagamine work on the days she works and does in the hesitate to work with them on her off days as

well. ralph nagamine is a great asset to the northern station but to the japantown community. . most reasonable ralph nagamine from northern station respondsed japantown regarding a shooting turn in the a homicide of a security agent who worked at the japantown center. ralph nagamine was the primary officers on scene and did not hesitate to take charge. ralph nagamine used her resources to gain access to the centers cameras with ralph nagamine's support, great evidence was recovered work used to lead and help in the arrest of a suspect who was responsible for the agents dead. for the above mentioned reasons and many more officer nagamine should be recognized for her outstanding work.

the remembering our children murdered on the streets is going to stay in our minds. i bring this with me and this is my mother's day gift am me standing over my son in a casket murdered on the streets of san francisco in his case is not solved what do we do about temperature i have been coming here for 17 years 17 years every week with new commissioners and new police chief and new everybody i gotta start all over again and all over again explaining about my son and you guys getting to know who i am. it is sad. and i'm tired. but i will keep going through this. what do we do about i was here about when are we hiring new people to solve the cases? solve the cases so i can get closure for my son?

development and diversion program in oak land happening. in a closet making this presentation before going down to participate in the celebration. so a few quick things is i'm daved mohammed executive justice reform. worked a lot in san francisco. and we are involved in several initiatives in san francisco. including working with chief scott on a gun violence reduction strategy and should include involved with the chief miller on the for the development of community based alternatives and reforms to the probation department and work closely with the department, youth and familyos a number of issues. a lot of connection and work in san francisco, tonight, we have

been asked to talk about the diversion program we prit in both oak land and richmond, i'm going to be rather quick with the presentation. and i'm hoping that able to share -- let me ask our are you able to see my screen? see. it looks like it is loading. now we see it. >> okay. >> wonderful and -- so might be delays i had this issue with web ex before but -- hopeful low we get through it as i change slides. some quick context and background.

the neighborhood opportunity and acounsel at board is the name of this youth development diversion program. we spent several years in oak land. too long planning and develop thanksgiving. and launched soon after covid hit. it certainly made changes to how we operated but you have been able to be successful in the program. the -- again. we work on several front and yaroslavsky arounded country. the model of the neighborhood opportunity and accountability board is to be this community driven development model that young people charge with offenses for which they would absolutely otherwise be detained or ajude indicated in the juvenile justice system. they can be have a path way off of involvement in the juvenile

justice system and have opportunity in the community but also accountability. and so the model offers the new approach as diversion sxrm a model of youth justice on restorative rather than and community practice. i will talk about that -- you know some of the negative impacts that a lot of research shows on the impact of young people in oak land. the program was launched in may of 2020. we have received directly as a diversion from arrests. 58 referral and 25 young people who were also referred to from opd who had initial low gone throughout adjudication process

and no longer involved. we took in and people had higher risk levels that happened after a lot of success with the young people. so let mow fwoet how the process works. sorry if this is a hard to read slide. young people arrested by the oak land police department special make a decision at the point of arrest. they have a youth desk a sergeant makes a decision whether they are going to send this person to deattention to the alameda juvenile hall or sends that young person to the diversion. and there is a form we developed with the police department and the diversion they contact our coordinator who receives the referrals immediately.

young. how the >> in n this case begin a notice to appear allow to come home come in 48 hour contacted by our coordinator. they go to a conference i will talk about the board briefly. a board of community leaders, faith leaders, business ordinance, former incarcerated individuals, victims of crime. stick with the young people and their families the conference. and the young people talk about being accountable for the behavior they mitigation and offer them the opportunity of a series of youth service and connection to life coaches and mentors. a community plan is developed. and then that plan is resourced through a serious and opportunity. they graduate 6-9 months it has been 9 months because we don't want to ever let young people g.

tonight i gotta get off of this meet and go yoin that celebration that is happening. tonight in oak lan ironically and so -- 2 points i want to make who is down stairs deputy chief of police in oak land and the deputy chiefs when we were providing updates to how young people were doing. general updates, there was response was we don't hard low ever get these updates on what happens after we engage young people at the point arrest. and we were having good out come. i tell myself i stop saying. out come better than i upon expected. very few young people that were arrest comed zero rearrested for a serious offense. and all of the young people referred referred for cases that they would have otherwise been ajude indicated for 85% are

felony case. most are car thefts or commercial burglars and others a couple of more serious offense and a few that are less serious but it is a thirds arrests for that young person or more. and so we had extraordinary out come with the young people it is an intensive engagement they are all assigned a life coach who ren gage them in person multiple times a week and talk to them every day and engage the family. conference i want to show the board this slide moving is the board that the families and the youth must meet with. within a 2 weeks of the arrest to be a part of the program of when young people agree to participate they agree that they are going to comply and adhere

with the enengage in the program. if they don't they have -- they might face that charge when we back to the before going to the court. and we have a series of part naers provide services in the community, this is everything from mentoring to employment to restorative injuries. family counciling and youth leadership develop examine all of the young people are able to take advantage and they do because their life coach connect them to the service. i will stop there it is again a rather innovative approach. it is the at the point of rest so we stop further in the system. it is an intensive engagement and wrap around services and again for the 2 years we have been and up running had significant success and started the process that replicating the

community assess and resource center. an organization the partners with organizations in the mission. and the bayview throughout san francisco to provide support on young people that had contact with the system. we are looking at what do we do to completely deviate and not have young people go to the ajudecasion process? when we are looking at a prebook alternative to detention. which is why we wanted bring the presentations to the commission so the public can have an opportunity to ask question and so that the city can begin to look at what fit and when can we put together. how can we enhance when we are in accomplice to provide young people with more opportunities. to be successful and not to be involved with the probation simples so. i want to president margaret to introduce herself and s
