jury room good morning. an honor to stands here along side mayor breed. epa administrator fox and epa9 add administrator martha and community lead and president of our citizen advisory committee garcia. if this occasion marks a mile stone in the puc commitment to environmental stewardship, climate change resilience. i want to thank the team usa of the puc this made today a reality and those in the loan agreement to crews working hard on site at north point and the city to keep ore our service

running 24/7. thank you. i want to extend deep gratitude to the environmental protection agency. the long-term lones they under the water, infrastructure, finance and innovation act. and enable utilities the puc to invest not just in water and wastewater systems and in our communities and san francisco's workers. the loans are a component of the complex financial planning of a major utility they are one of the best tools we have to advance prushth projects while keeping rates affordable for our rate payors. the loans result in millions of dollars in savingos interest payments we would have paid otherwise and not for prefer utility we pass those savingos to customers. make needed up grids to aging

infrastructure and keeping rates competitive. a commissioner this week vetted on rate imagination that was lower than the ones or utilities passed or proposing. per of the reason for this is the mart financial decisions like had is the foresight of our federal partners in the biden administration represented by the epa representatives here. i want to thank them very much. >> today we are garthed at the north point wet weather facility a critical part of city's wastewater management system. this was built in 1951 and served for 7 decades during heavy rain critical capacity it handle wastewater during storms. over time requirement and challenges of i changing climate

money that significant upgrades were needed and this it is where the epa loan program plays a role. this loan we were receiving as a low 69 million dollars across 6 key project loan and as a commitment that could toll over 790 million dollars in the master agreement. will enable up grids to the fasipity and others across our city. tell bring additional state of the art technology to our system and improve on the high quality service we pride ourselves on and provide to customers. here is the north point facility improve ams like replacing 4 aging pumps with 4 new pumps they'll provide resiliency for aging infrastructure and part of our condominium and to meet established levels of service endorsed by the san francisco

puc. what's the importance? sports anal gee this facility is like a pinch hit mera baseball game the needed boost to win the game or in this case manage the storm. tell allow you to upgrade the pumps here to do the same work with 3 pumps that we had to do with 4. while adding our ability to operate at max capacity during storms with built in redundzancey. we face more wet weather this is important. there will increasing demand to prit the highest level in this victim will allow us to do that. and the funsdz benefit communities beyond this fasaility the master lone will build resilience in climate change and make life better for all. the projects are not just infrastructure upgrades they are neighborhood investments.

and they are made from treasuring lieshgs land to the west side and here to the day view. one is creek day laying portions of historic yosemite creek rain guard expense high efficiency irrigation system this reuses storm water torous run off entering the sewer system. another example is the construction of a new wastewater treatment plant on treasure island. many are waiting for. reliable service and meet projected recycled demands. and foiblely the loans will support our flood water management projects in 15th and 17th and folsom that experienced terrible flooding latch several years. as we know, had past year we witnessed historic level of rain in this city and elsewhere that no system can be designed to

handle. and we saw the impacts across the state. and thankfully the multimillion dollars upgrades making here will manage more storm water and prevent pollutants. these are examples of how the loan program is leading to a water future for san francisco. our first loan in 2018 is helping to fujtd the southeast treatment plant in the bayview neighborhood transform a 50's pleasant that will capture and treat effectively and maximize energy recovery. important stuff. the second loan in 2020 further improved the southeast treatment plant infrastructure increasing efficiency and reliability. the loans are more than a financial agreement. they are a clear commitment to our mission of providing reliable, high quality and affordable water, power and

sewer services to san francisco and residents. this financing allows the puc to upgrade keeping rates low as possible for customers. we know the puc's combined sewer system serves 800,000. these new projects will ensure the reliability of the systemeen as we face the challenges of a changing climate. so i'm excited share this loan agreement makes puc the learningest beneficiaries of the program to date. today's closing is a mile stone on our journal tow sustainable future and this journey requires investment, foresight and dedication and with our 30 loan we demonstrated we're preparing for the future and shaping it. and once again i can't thank the epa and the biden administration for commitment to be per in to

ensure a sustainable future for san francisco. as i introduced our mayor no one in the city that takes more of an interest. i tell you from first hand experience the latch group of storms we had this winter. that she was monitoring things every day and every hour andmented updates about when we were doing to ensure we had a system not failing the residence denials of the city of san francisco. i'm sure she did not realize she will be a flood manager. holding all feet to the fire and that's our mayor breed. thank you very much. and we are grateful for all that you do especially when we are dealing with things that we never would have participated in light of climate change. we are asking our city employees those had the san francisco public utility commission to do so much more. and under the leadership of dennis herrera this department has really not only livid up to the challenge of the times that we are living in but xoeded that. we appreciate you showing up daily tow protect and serve the people of the city of san francisco. and i want to really start by thanking our federal partners the epa. we will save aloment of money that's what i'm happy about. as well as so many others who come are together to not only look at ways for us to invest in our aging infrastructure. but ways to of course, save machine competence dennis talked

about helped to ensure our rate payors are paying the minimum possible. today is a celebration of our commitment and investments in the resiliency the environment and the future of our city. and the last decade we have seen the affects of extreme prolonged droughts across the state of california. followed by an unprecedented storm during the winter. i was born and raised. never experienced anything of this manage tude. these events search as a reminder climate change is role and impacting us now. we must take bold action to appropriate and mitigate and respond to these new challenges. this is why san francisco suspect proud and grateful to be a part of epa mission of protecting our health and environment as we are at the forefront of this fight against climate change this say global

crisis and we need to act now. through the city's climate action plan we committed to making our city carbon newt roll by 2040 and creating a road map with 1 hirt implemental stjs to achieve this goal. protect, and reuse one of our most precious resources. our drinking water. and earlier this month i joined dennis herrera and the commissioners from the puc at the hetch hetchy reservoir a really long drive. the story of our water system begins over 100 miles away. we commemorated the anniversary because of the foresight those who came before us. we are blessed because san francisco has some of best drinking water. you don't have to filter it you

drink it directly out of the faucet. it is clean, reliable and it continues to receive rave reviews today. through a multiyear billion dollars investment program by puc, we are upgrading our water system to last for hoorth hundred years and building resilience in the face of new challenges the system's original engineers never would have predicted. the work does not stop there. we also need to rethink how we manage the resources we embrace for additional extreme weather condition thanksgiving includes diversifying our water supply. promoting conversation. yellow, mellow. brown. flush it down. remember this in elementary school. implementing our water reuse strategies. i'm excited one of the project beneficiaries is of this loan is the construction of a new water

reservoir recovery facility on treasure island. it will help us better manage, tree and recycle to protect the bay meeting the growing demands of i lands we add more house and hotel and many other great things there with the epa support through the program the puc modernizing facilities like the north point weather facility for conditions reliability all year round example i will tell you the projects are not about pipe and pumps they are about the air we breathe. water we drink. environment real leave to future generations. talked about hetch hetchy now we other stewards of the facilities and we have to think about generations to come. building the critical infrastructure that serves residence dens and addressing climate change and protecting

the environment does not happen over night. takes partnership and thanks to the epa the loan will be a part of efforts puc will use to make the necessary up grids to our system while keeping rates fordable to customers. every day under dennis leadership and the work of this team the puc is making major investments in wastewater and power infrastructure and whether it is to maintain hetch hetchy or make significant improvements like this we need to have the same foresight to provide infrastructure that the city needs now and in the next hundred years. excuse me. my allergies a bit yoochlt this is our city and our responsibility to protect it to sustain it and ensure it thrives in a challenging climate and challenges over the years i'm proud that we are doing this work. proud of the puc dp proud of our city official and our per nirs

[applause]. >> good morning, everybody. how are you. >> good morning. >> my goodness it is wonderful to be back here in san francisco some of you miknow i started my water career here at the san francisco puc. it warms my heart to be back here. i want to echo mayor broed in

thanking workers providing an essential service to the san francisco bay each day. kudos to you. you know water is such an irreplaceable part of our daily lives. think about your morning the coffee. brushing teeth none of that would be possible bout the infrastructure and water services provide residents each day. but when we know is this our in addition's water infrastructure is at risk and in need of investment. both because the system are age and we have new challenges like the growing climate crisis. nationwide epa estimates we need to invest 625 billion dollars over the next 20 years to maintain and up grid our drinking and wastewater

services. president biden has made it a top prior to invest in water infrastructure. he knows that invest nothing our water infrastructure is about invest nothing america and invest nothing our upon communities of that's why heave is the biden @stragdz secured 50 billion dollars in investment through infrastructure law dedicated to local water systems like this here at the puc. this is the single largest investment the federal government has ever made in our nation's water systems and we are moving quickly at the ep, to get this funding out the door. left year alone my office delivered 5 billion dollars in infrastructure funding and over the last couple days i have been in verse parts of california seeing the investment hitting the ground and communities, supporting them and securing

clean water for all. so, i think dennis did an excellent job going over the excellent projects this are funded through this significantly loan. you know we can't wait to see the results the benefits to the community that will accrue from this investment. whether the storm water management, climate resilience and water reliability over all. with that i want to congratulate puc, you are power users of the program. we are proud of that. and you know just kudos to all that you do. to make san francisco a thriving community with clean, safe water. congratulations. [applause]. and i now have the great honor of introducing my dear friend

mothera guzmon. >> thank you. well, as everyone has said so well, thank you to the mayor and to dennis for celebrating today. i wanted highlight here in this region we have had a long standing partnership with the puc and since we began the program over 800 million in state revolving funds have gone to the puc so when fox said the power users of the federal financing you are leading the way exit want to congratulate the staff who have put w in this. >> and in the uniqueness of the types of projects you are funding as you are leading with the reuse and the creative thinking about how to capture all of the elements of water and wastewater. so congratulations for that. and just to bring down the

numbers that'd strirt fox said in 2021 the law yielded 3 billion in supplemental funding for california for the clone water and the drinking water side. thanks to this funding, we are able to leverage more projects like the ones we are celebrating today. so, with this i will be short and just acknowledging also that we have a great partnership with folks on the grounds with the state water board and acknowledge the state water board because they have a water management strategy this is facilitating the leveraging of both promise. i know than i are not here but i want to acknowledge the role of the state water resource control board they administer the funds. and then upon we talked about federal, state and local partnerships and is our citizens

on the ground here. i want to turn next to garcia the chair of the citizen's advisory committee. [applause]. >> thank you add administrator. good morning i'm the chair of citizen's advisory committee to the puc. cac a 17 member body rep 7ation from every district in the city and responsible for listen to concerns and ideas and chairing them with the puc. the left 5 years i served on the committee and proud of our engagement on behalf of resident and rate payors. i serve as executive director of the democratic party i'm speaking to you as a member of the communities. activist committed to environmental justice and equal decision making. . we know the past few years presented unique challenges. thanks to the mayor and city leaders our focus remainod

affordability and investing wisely for the benefit of all san franciscans. the puc a key partner in this journey. always prioritizing people over prefers whether through assistance programs, discounts and resources to low income customers or good neighbors to community impacted. the puc opening of a beautiful new southeast community center in the bayview. which delivers the promise made to the community and serves local hub for nonprofit and residents used for a variety of purposes. today we are here to talk about investment embodies the heart of the mission and shared values. vision. the loan. testament to the approach to challenges of the future it alighthouse the puc top funds projects this enhance our city's resilience. creates jobs and benefits all.

aging wastewater and infrastructure, seismic resilience competence climate change. i know first hand the impacts of storms on the city's low lying neighborhoods. with the help of this loan the puc will strengthen the management cape acts and protect public health and the environment. projectses like the treasure island plant will provide service to residence denial and meet future recycled water demand. contributing to the city's resilience examples of the project this is excite environmentist, cac member and residence den like me. i want to acknowledge the leadership. thank you to mayor broed for a champion and leading our city to a sustainable future and thank you to dennis herrera. puc staff and everyone accommodating us here at the north point facility the puc had

an opportunity to tour before of the pandemic temperature it is a shining example the puc's commitment as environmental stewards. this facility is a guardian of the city's sewer system streeting storm and wastewater of pollutants during wet weather events to keep our bay and ocean safe this loan will drive the mission forward helpingly us adapt the changing climate and system reliability for generations. and i would like to thank the biden administration and the epa. this agreement and support are instrumental to advancing our goals for sustainable san francisco. now like to ask our mayor, herrera and add administrator fox and guzmonto commencement rit the closing signing the document and holding it up for

history and legacy with si as a teacher, mennor, teaching u.s. history. and u.s. government. social studies and english. although, i know shawn who is my chief. staff is trying to learn that every day. and not only teach as a teacher but a mentor and the work that you have done has touched the lives of so many students here is one stount in the front row. that's my teacher! paul, calm down we know he is your teacher, too. >> mike went to si and a couple other folks who work as a part of government in city hall. you did something right with making sure they learned when they needed to have been but they understood and appreciated the history of san francisco. and the history of san francisco includes a former mayor.

mayor agnus. thank you for joining us. in the city. and i'm sure bob can tell stories about your time as mayor. and so many other mayors of the past and how the city was built and the challenges we have been able to over come and many students had the privilege work under him and learning all of that history. i thank you it is attributed to why so many people who have worked under him love the city so much when you been the history you appreciate how far we come. you know that despite the challenges we face, that san francisco is a resilient city. if there is nothing else that happens we'll over committee obstacles that come our way. i'm about to join the san francisco historical society and i know we have some of our upon

students who won the essay contest to talk about the resilience and he history of san francisco. everything from what happened after the 1906 earthquake and during the aids pandemic and there were challenging time in our city's history. one thing that is clear then and as we move toward the future is that nothing stops us from rising out of ashes the phoenix that we are to be better, stronger, badder and bolder than before. we realize the importance of preserving our history is something we need to do because we need to make surety next generation understands it. appreciates it. and uses it as an opportunity to really make sure that we can learn from temperature we don't repoe the mistakes of the past. and the first place winner talks about that in how the pandemic was used as an opportunity to go

become and look at when we did right during the aids pan dem exhibiting take the tame policy and things we does and not reinvent a wheel to guide us through. what we saw in san francisco as a result of learning from our past is all we are the densest cities in the counsel row we saw the lowef death rates that is attributed our history and how fortunate is. and why do we need a historic preservation commission? yes, we need more bureaucracy. more personal low we need to make sure there are stewards of what happens in san francisco when we make changes the city is changing every day. neighborhood i was born and raised in is changing all the time and some places i don't recognize anymore. and there are places of

significance this we need to protect. and the historic preservation commission whether it is a physical location or related to san francisco, they help us make educated and informed decisions. bob will be serving in the historic preservation seat and in fact, leaving his colleagues here may wu and allen and others who are a part of the city hall preservation bodies. these other people if any begin day for years, you see ellen guiding tours and talking about the history of the building and bring nothing students and people nonstop. he served on this body. why only promote as a true history yen what he takes the next step and serves in the capacity on historic

preservation commission for the city and county of san francisco. before he makes a few res to his many new colleagues in previous colleague and folks and friends and family. and university of san francisco, folks all joining us here today. it is time that i wear him in. let's go.
