. very bravely we won't hold meetings in july but we will be holding the commission regularly scheduled meeting on july 20 at 10:00 a.m.. all regularly scheduled august meetings are canceled so that gives everybody a little relief and just to note two events for this month. happy pride month and happy juneteenth and with that i pass the gavel over to commissioner louis for an aapi luncheon update. >> aapi luncheon. it was quite the turn out. i was astonished over 300 work force people and staff attended the luncheon. >> do you want to let people know what it stands for? >> the asian american pacific islander

-- well, president biden names it a longer acronym but we will go with aapi. general manager ginsburg was sweating and working so hard because the food display now we know why it was called "eats" because the food was on literally two walls. it would equal any las vegas bevue for sure but the general manager was working hard and the volunteer staff besides them. they served over 350 attendees i would say and thank you vice president anderson and commissioner hallisy and ashley. thank you for coming. it was a really fun day. they had singing, karaoke to back street boys. we did line dancing. it was wild and the food was off the chart. there were two rosted pigs that were like not a morsel left after so

thank you to the department for bringing this logion back. the walnut shell, the walnut out of it the whole day was the work force. i think over 25% of the work force in the department are asian but there are two specific data points in i want to bring out. i looked into the -- i was just quite surprised the turn out. the racial equity action plan that was introduced to us some months ago i went home and looked it up and surprisingly and really wonderful as far as park rangers in the park -- the current park ranger work force consists of 31% asian and 25% filipino, so the park rangers 56% of them are of asian

heritage which represents 52 different cultures by the way, not just one or two, 52 so we so mowian and others and the data for the day is the permanent custodian work force consists of 63% asian hired and 7.5% filipino which totals a whopping 70.5% custodial help so i know why because asian like to keep a clean house so we like to keep a clean park and playgrounds so thank you president breed. >> thank you commissioner louie and that concludes the report. >> . >> commissioner hallisy. >> i am not paying attention, commissioner louie is. let's also tell everyone you were honored that day. you are the first asian female to ever sit

for both of these wonderful celebrations this coming month. i am start with pride which obviously san francisco is known internationally as a brace that diversity is embraced and all are welcome and that's why san francisco's pride celebration now in the 53rd year draws hundreds of thousands annually and one of the largest events on the planet and obviously at a time when sadly lgbtq plus rights are under attack in state legislatures all across the country put approximating our own values is critical and i am wearing my pride pin today so some pride events this. saturday the famed pink triangle is displayed at top twin peaks during the 11:00 a.m. ceremony and san francisco tradition is now in the 28th year and once a symbol of nazi persecution it's reclaimed as a symbol of pride. volunteers are needed and anyone can sign up

at sf pride.org and this saturday is the national aids work memorial and volunteers will plant trees and flowers and scrubs and remove debris and support infrastructure projects and i understand there maybe a former democratic leader and former speakers of house rolling up her sleeves and doing a little planting herself. to sign up visit our volunteer page at our website. also the 20th is the annual trans march on medicine -- the 20th annual trans march at dolores park and draws thousands to the park and followed by a march through city streets. saturday the 24th kicking at transphobia soccer event taking place at james lang athletic field and

celebrates trans and nonbinary and athletes and the groundbreaking event will have matches from nine to 11:00 a.m. to one and then the adult and then the parade and array of performers and food options and everything that embodies the city's spirit and the pride event will include director and don't want to miss that and starts at 1030. juneteenth celebrating liberation for all black americans and san francisco's black community and has shrunked over the decade and juneteenth recognizes resilience and the first time the holiday is observed on june 19 and many events this month and an parade on

market street and the fillmore juneteenth freedom fest val and our bayview celebration from nine to six, free event and live music and performances and food, local businesses, the black millionaire marketplace and kids rides and father's day tent and more. we look to seeing everybody out there. always i shouldn't over look wonderful juneteenth celebrations in the music concourse all weekend. tonight three amazing perform ans at the band shell and a new exhibit at the concourse and i'm sorry i am pulling up a different note here because i wanted to get the name of the installation correct. it is called potentially layerity which was installed yesterday and if you go out to

the band shell the lift every voice band shell. >> >> and i will be out there this afternoon and you will see two gigantic flags, a white and black flag sandwiching the stage and it's very dramatic and very embracing and inspiring, and so come out and see it if not this weekend at some point please see that new installation. we got some good news for the trust of public land late last months i am trying to think of the rights sports team metaphor to roll with here but we're end up in the top 10 in the ranks frequently so we're i roll with all park systems in the country the 100 most populous city we're number seven which is good. we have been number one, three, nine, five and every year they tweak the rankings a little bit and come up with

different formula but the point whether we're first, thirds, fifth, 11th and we're in the top park systems in the cities and we should be proud of it. we particularly ranked strongly in access and park investment. obviously reflecting our the fact that we're i think -- well, we're the first and now one of two cities in america where all live within 10 minutes of a park and obviously the amount of money the city spends on the parks and not just the local system and include the golden gate recreation center, the prisid i don't and all the parks and looks at our system of parks and hovers around 20, 20% green space and i have been spectacular inning about the presidents and the governor at this time by 30 initiative and maybe we should be

going for 30%. >> all right. stern grove return this is weekend and it doesn't feel like summer and i shouldn't taken off the hat yet and gets warmer to the east and another indication summer is here of the stern grove festival. the 86th festival kicks off this sunday by grammy winning jazz and funk ensemble and the festival started in 1938 and it's a stable for music lovers in the bay area something we look forward to every summer. this season features super stars like patti smith, the indigo

girls, flaming lips, lyle lifeet and san francisco symphony and others and the concerts are free but tickets are reserved on a first come first serve basis and they're popular and reservations fill up fast so jump on it if you want to see music this summer and the tickets are available one month before the show and available on their website and additional personal note to the stern grove leadership nancy gold man, bob, [inaudible] and the entire stern grove board that space and that non-profit has had a tough few years. we had seen everything. we have seen a water main break which is still not fixed. we have seen storm damage to our beloved track darrow and also to the stage and also some of the back office area that stern groves relies on. we

have seen regrettably remarkable vandalism in the space at times and i really want to just applaud and thank stern grove for their resilience and patient because the truck is not an easy fix; right? we're going to have -- it's not going to be accessible for a little while and they have had all kinds of other -- we've together had other challenges in the space and i am grateful to our friends over at the stern grove foundation and to my own staff for understanding how special this event is and making sure we're doing everything we can to give the stern grove folks a smooth ride they deserve this summer. last week we had such -- we were blessed with such an honor and i don't know it got frankly enough attention. the high line network which was created after the high line was built. it was sort of a legacy non-profit to help

cities who are engaged in similar projects that sort of reclaimed former industrial space, and lessons learned from the high line when you come in and build one of america's great spaces in a neighborhood it's going to have unintended impacts such as displacement and rent increases and things like that, so as part of its commitment to share lessons learned from that project the high line network was born a national felt fit with representatives from mostly non-profit representatives but from all over the country. they held their inaugural policy lab here in san francisco. it was really engaging, future focused conference that delved into new approaches with infrastructure park projects and our own indian basin was the star of the show. the policy lab was also organized by the washington,

d.c. 11th street park and the north star and the urban institute and included panels and site visits to our parks and indian and shoreline park and [inaudible]. we spent time in golden gate park where local 261 partnered with us and had some of the young people talk about the importance of youth development and work force development. it was really exciting. i got to participate in one of the conversations about infrastructure reuse and community wealth conversation focused on using projects like this for community wealth development which is the whole goal of indian basin efforts and focused on work force and economic development in the communities they serve. many thanks are due to jackie flynn, kirt grimes from the randolph institute. rosee theo pitts and a graduate of one of the

workforce training programs. i think commissioner hallisy you spent time at the graduation. she is working for sinton and raising a child in the bayview and had her share of struggles and she's actually been on parole, but really was very devoted to turning her life around. she was the basic number one star of our first work force training cohort, and she is now -- she doesn't just have a job she has a career. she is a member of local laborers 261 and working and she came back to participate in this panel discussion with all the mucky mucks from across the country and a beautiful moment and thanks to her. i also want to thank our city buildings operation manager janet and nicole from swinton for participating in the panel and indian basin water park engagement through construction and many folks on

our own team and the program manager and program manager and others for participating in a panel and monitoring partnerships for a successful economic development and we had staff on that panel too and a great week and proud of our efforts. we know we're doing something important. it's hard work but it's important work and it was a good moment for our stay and for our efforts in the bayview and at indian basin specifically. turning to downtown. this week the mayor's office, director and another planet entertainment announced to bring three free corners to our downtown plaza and one at civic center, one at union scare and one at embarcadero plaza. each year of the lease this commission approved and sent to the board of supervisors where it is still stuck as i shall

say that if we are able to move forward with the second week of concerts in golden gate park and bring $2 million in needed revenue to the department and significant impact to the hotels, our restaurants, our work force ise. this is important stuff but hearing and leaning into very reasonable interest in continuing to think about ways to activate downtown another planet actually they are here. they care about the city and they agreed to cohost with us three free shows in the downtown corridors starting in 2024 so i'm very excited about that. other developments have been in agreement between another planet and mta and starting in 2024 there will be a small surcharge passed on to ticket holders

that will help under rate mta transit and allow riders to ride for free and more service to reduce impact on the neighborhood in and out of the concert areas in golden gate park and a great development and at supervisor's request adding a second show to community and for sunset and the richmond district as a thank you and recognition these shows have impact on the neighborhoods and it is up to the district supervisors to work their constituents to figure out how they want that money spent so all and all another planet and rec and park have kind of heard the feedback and kind of leaned in and i am grateful to another planet for understanding the importance of investing in our city. we hope although we're not sure that the supervisors will

card amy and 5c and 5e. . >> so i will start with 5c judge hello. my name is amy and representing the san francisco park alliance. i would like to share about the bench program. in addition to the funding it's self supporting and creates engagement in our park system. the program gives people to commemorate a special event and family visits with family and engage with partners and staff and report on graffiti and maintenance and issues and they're frequent visitors to the park. this is unique and natural out come of the program and stronger park communities. although this is intangible part of the program we believe it's most important.

thank you. so for 5e. along with the fiscally partners dahlia dell of california we are happen to give funding for paramaintenance improvements to the dahlia dell hillside gardens in golden gate park. this may include construction and design services with replacement of the retaining walls and pathway upgrades and ada actity and the renovation built on previous work to improve the garden and safety as the committed volunteers [inaudible]. since 2010 the dahlia dell society partnered with the san francisco park alliance and the department to support the engagement, advocacy and development of greater financial resources to support the dahlia dell and golden gate park. it's our pleasure to promote education and the dahlia dell long history in san francisco and while providing opportunity to san

presentation. . >> good morning. nancy chan, san francisco zoo zoo. june 8 was -- i'm sorry, worlds ocean day and due to our proximity to the pacific ocean we generally celebrate the day for the entire month. sf zoo brought the light of -- (paused) national marine sanctuary on initiatives. our location next to the ocean provides us an unique opportunity to protect

the oceans you can see the whales right from the benches. okay. also on june 8 we held our beach clean up day on worlds organization day with 50 volunteers from the general public and zoo members and staff. in just two hours they picked up 500 pounds of garbage from organization beach and cigarettes and other things and like rugs and furniture. over memorial day we had summer line up and animal feedings at schedule times and big cat talk and presentations in the wildlife theater and story time and a biofact presentation and skulls and feathers and more and a active fun presentation featuring the animal yosef tahbazofs bass.

>> . >> . >> rescueues. this is a cautionary tail why coins are not put into the habitats and especially the penguin pool. one of the female named did not breed this year as she is a prolific breedser and brought to the hospital for x-rays and she ingested several coins and can cause gi problems and can be fatal. you can see all the coins that have been removed from her digestive system. these coins were removed and after a period much recovery she back to normal health and birds are curious and likes shiny objects and we ask the public to read the signs ofy throwing things in the penguin habitat. san

francisco zoo has been partnering with yosemite park on frog restoration projects for years and western pond turtles for projects there. a large population of turtles was found for major restoration and found that several turtles were killed by predator and two severely injured but alive and beat to us for treatment and will be released over the next months. unfortunately limb injuries and loss are not uncommon in wild turtles. you can see that these turtles have three legs. poor things. summer zoo cam is here and starts monday on june 19 and participates learn about habitats and bio-diversity hot spot and conservation efforts while exploring the

regions at the zoo and. visitors will meet with staff and the camp is through august 11 and gear to kindergarten and sixth grade and these are the instruct ors during training. so i have to apologize and i was going to bring story boxes to you and we are original ones installed and the turn of an elephant key you would hear all the animals jump up and down for and you 1959 and had a version of the story boxes here and including solar box ones and we installed new ones in 18 years. the boxes tell fun facts about the animals and conservation messaging. you can also see we have new zoo keys in the shape of a notice leopard. our greater one horn rhino turned 28 years old and presented with two enrichment items or

toys and was a scratcher used by the blank rhino and has his scent and interesting for him and got a toy that he played with for hour and if you want to see any of these on the tiktok or instagram i recommend because they're a lot of fun. enrichment like these provide stipulation mentally and physically and had a huge school group watching him and a kick for them to see a rhino birthday party. really important matters. we had a hang 10 for the birthday with our red panda and a surfer theme party and this photo was training to surf and a standing behavior they use to appear larger when threatened but in this case he stood up for treateds and can you see the video of the party on our instagram and he actually wiped out.

pride month. sf zoo is celebrating pride month and recognizing with colorful decor and observe pride month we will present the animals with pride enrichment to our various animals. lastly this month is zoo and aquarium month and the spot light on the role we play around beyond sharing wildlife with the public and providing care for exon thetic animals. our industry plays an important role in conservation working with other zoos to manage and maintain population under human care and research and sharing knowledge. we educate all ages and bring awareness to wild places and wild things and of course zoos are fun, engaging and your visit is different

shows the may bunch assumptions taking into account and preparing the budget. attendance, wages and benefits, and new exhibits are the cue drivers. wages and benefits account for 69% of our total budget. we received a $4 million management fee from the city. however much of that is eaten up by utilities and parking tax paid back to the city. i'm getting feedback. can you hear me? >> we can hear you. i will turn you down a little bit. >> okay. and the last fiscal year we have -- [inaudible] leaving us a net of 2.4 million. the zoo began paying parking tax creating a drop in revenue and the price is included in the prices of the ticket. the $4 million is not [inaudible] since the assumption years ago and taking into account inflation and it doesn't go nearly as far in 2023 as 1993. next slide

please. this pie chart breaks down the revenue sources as percentage of total revenues. the largest sources continues to be admissions representing 39 percent of total revenues. when you add in parking and retail 48% of the revenues come from daily visitors. next slide. this slide shows the revenue in tabular format. the budget is 23.$5 million up less one that 1% and operating revenues in may are down compared to $750,000 fiscal year '20 23. we're only trending as cited. attendance was below budget and took a major hit with the weather in january, february and

march. as a result we budgeted lower attendance but not as low as the current levels. while attend ages is budgeted lower admissions retch new is budgeted higher and due to the fact we had paid attendance at 48% in 2023 but 54.6 percent in 2024 and reflects where we are today and the prior year was budgeted lower and coming out of covid and conservative in the approach. membership is budgeted lower and reflective of attendance. most of the memberships come from the front gate from admissions to memberships. next slide please. this pie chart breaks down the major expense categories, animal care and wellness and building and grounds anything maintenance horticulture and custodial services account for 65 percent of the expenditure and consistent with prior years. next slide please. most of the expense line items are

consistent with prior years with overall expenses up less than 1% over the prior budget. most of the variances are personnel changes and admissions increase due to the addition of vp of guest services and transfer to admissions, general administrative increased due to director and culture and wronging as well as for raises for people who haven't had one since covid. education increased with winter and spring camps. marketing decreased with less on advertising and lastly in the current year through may and repair and maintenance expenses are $900,000 over budget. many expenses were storm related. for example we spent $65,000 on the repair of the fencing and more to go and downistries cost about 112,000-dollar and the repair and maintenance projects are

grant agreement between the department was approved by the commission and the board of supervisors in 2021. herz recreation center is a a project in the 2020 health and recovery bond. the concept plan was approved by the commission in march 2021 and we have the full support of key community stakeholder as mentioned in the staff report. due to the funds sources including federal, city and private funds a variety of regulatory requirements apply to the project. this project is covered by the city-wide project labor agreement pla. we anticipate construction to begin in september 2023 and open to the public in early 2025 giving us a 15 month construction schedule. rec and park advertise the bid for the project on march 31, 2023 and bids were open on may 17, 2023. we had three bids and the

have a presentation. >> hello commissioners. i'm here before you to discussed possible action to preapprove a name for what is currently blown as block three park. before we begin my name is barbara chami and i'm the manager of policy and public affairs with the department of recreation and park. i am here today with mike who rests the east cut benefit district and manage the community naming process. during this presentation i will briefly describe the background of the site and give overview of the project. mike will walk you through the community engagement process for naming the park and i will

conclude with a recommendation for a preapproval of a future park name. the reason for the preapproval this is a multiagency project. block three park is owned by the office of investment and infrastructure or ocii. san francisco public works is the project manager. rec and park are the future manager and operate or and working with the [inaudible] in addition to leading the naming process and a future program manager at the site. the park design is finalized and the partners request that the commission preapprove the name for construction plans and prominently on the side of the building at the end of the park. so the site the lock three parcel is in downtown san francisco two blocks wefts of the waterfront and one block east of the transit center and part of the area that was adopted in 2005 and consist of

40 acres and in the middle parts of the park and main street. the park site has a rich history and the community was encouraged to consider the history when naming the park. prior to spanish colonization it was marsh land and by the native americans including the ramaytush ohlone and became a port and during the gold rush it was developed and the ports were infilled. during this time dock ships abandoned or no longer could sail were buried around the site and still there today. the newly parcels became warehouses and iron works and coffee rosters. in 1959 the embarcadero freeway opened and the

site was used as a transbay terminal and picked up and dropped off passengers. do you feel new park. the image on the screen shows the new rendering and after the engagement process it was approved by the community and the san francisco arts commission and ocii and recreation and park commission. the design is intended to complement neighborhood parks and a vibrant green residence. this is where the children's play area and i would like to highlight this area which includes a custom brown woodenned pelican sculpture playground which is pays tribute to the site as being a former port. and i always want to highlight the stewardship building where you can see the park name is

prominentlily featured and i will turn this over to mic who will denail the naming process. >> thank you barbara. thank you commissioners for having me here today. as barbara said i am the deputy director of the community benefit district. before i go through the naming process i will talk about the history of the east cut community benefit district. we're one of 17 community benefit districts in the city. we were formed in 2015 and the greater rincon hill community benefit district and changed the name to beautify the neighborhood. we were created by air property owners and other stakeholders to advance the neighborhood's quality of life, enhanced public realm and the viability of the economic base. this is a 501(c)(3) non-profit and supported by over 4900 propertys in the neighborhood. we provide cleaning and safety services 24

24 day hours and every day of the year and baseline and programming and place making and work with property managers in the city to make the public realm more enjoyable for all. it was formed property around the stewardship for parks and sales force park, emerald park and we knew that the transbay block three park was coming. we helped facilitate operations at guide place mini park and a park facility that you all know. so i briefly go over the naming process and then i will discuss in detail each of the items. the process began in august 2022 with community meeting one. we then had a two week period post meeting one to collect name ideas from the community. we then hosted a name ranking process for three weeks where

folks would rank out of the total names received their highest desirable names. there was a break. we went on hold in order for rec and park staff to discuss with they haveit tribes one of the names recommended but then we picked up the process april this year for community meeting two where we represented the ranking relates of all the names and had a week period post meeting two and had the community vote on the desired name. so community meeting one as i said was held in august 2022 and virtual. covid was still considered an issue at this time and completely virtual. at that meeting we had staff from san francisco public works who designed the park as well as the office of community investment and infrastructure. they're the site owner currently, and then as well as rec and park staff. the attendance was low.

this meeting was urwas held after work hours at six but there were nine attendees. we did basically outline the naming process, what type of names people should be promoting for the park. giving guidelines for non person names but also person names basically noting history, location, design of the park for non person names and people that had long time commitment to the neighborhood or were nominated by neighbors, lived, worked, owned businesses in the neighborhood or made an economic impact in the neighborhood for the naming of the park. the ideation process as i said was held for two weeks post community meeting one. we accepted names via survey monkey and email submissions and held a table at soma street which we were hold there were

about 40,000 participants on sunday street soma so we had a steady flow of people and give people the opportunity to recommend names and advertised via social media and facebook, infagram and twitter and a news letter with 2800 28 recipients and got ideas from many people. we had the ranking process and three weeks conducted over survey monkey and respondents for the preferred names and one through three. we again advertise via social media and the east cut website and news letter and public works hosted the project website hosted it on their channels.

we received 363 responses on the survey and you will note through the wading candace park received the highest number of responses as well as the highest weight with the other choices were ohlone park and coffey park and pelican park. i will talk about the final community naming survey. as i said rec park staff spoke with native tribes with ohlone parking considered. the tribes didn't recommend it included because it didn't recognize all the tribes in the area so it was removed. but i will talk a little bit about what these names where they came from and sort of history behind them secantsis park is the name of a gold rush era ship that set sale from boston in 1815. it was one of the first ships to cross around south america bringing goods to the west

coast with an american flag on it. it ran goods up and down the coast and it hit an iceberg in the ocean and it transitioned to a healing vessel at this point and couldn't makes it way back to boston and docked here at yerba buena cove and the ship was found in 2005 when excavating for the infinity tower at folsom and main street. they unearthed the vessel and the port currently has it in a warehouse in mission bay. it's not open to the public and they do have it and i think there's a hope one day that ship could be on display somewhere. coffey park was nominated by the public because during the gold rush the hills brothers and folger family came to san francisco and started their

coffee companies in the neighborhood. both had headquarters -- the buildings exist today one block from the park on spear street. the companies no longer operate out of san francisco but headquarters are still there and are used by the community. east cut park is named after the neighborhood name that we came up for the cbd and cutting of written son hill attiring son and harrison in 1969 and facilitated moving goods from the oracle park area up to downtown and so through that cutting we consider all of the neighborhood east of that second street cut the east cut. finally apples to -- pelican park was nominated and a species in the area and certainly

trolled the yerba buena coast back in the day when this was the coast and also we have the playground structure that barbara mentioned that is a pelican. community meeting two was held in april from six to 7:00 p.m.. it was hybrid and in person at the former greyhound terminal and south of the park. we gave updated presentation of meeting one included the design and schedule and description of the naming process. the presentation for names. we had a q and a session at the meeting and those in attendance and in person and on zoom to publically advocate for a name. we gave a ranking sheet to those in attendance and voting online in zoom. community members were encouraged to send support for the desired name. the

total attendance of that meeting is 18. finally we had one week survey process for the final names hosted on survey monkey once again, and respondents were asked to rank their number one and number two preferred names. we again advertised via social social and east cut website and newsletter and san francisco public works and rec and park added information to their channels and website. we received the response and pelican park was the top name and coffey park was the second one and one for cooperateis support from a resident and the advisory committee submitted a letter as well as supervisor dorsey's office and that's the end of my presentation and i will turn it back over to barbara. >> thank you. >> i would like to thank mike and the east cut community benefit district for

>> still morning; right? good afternoon -- good morning commissioners. my name is brian stokle. good afternoon -- good morning general manager and commission secretary of the item before you today is the shelley promenade in mclaren park, discussion and possible action to recommend that the board of supervisors restrict private vehicles on a 2100-foot segment in the western portion of john shelley drive between the upper reservior and mansell street in order to create a promenade for walking and biking and other non vehicular access to improve accessibility and mobility. the shelley promenade project was conducted in consultation with our city partners at

sfmta, the fire department, the mayor's office of disability and with the community. the project supports three strategies in our strategic plan inspire place, inspire play and inspire stewardship. today i will be providing a general overview, the project area, a little bit of history and context and the project details. so the project area -- john shelley drive is located in the mark of mclaren park in the southeast part of san francisco. it coms a one pont 3-mile loop within the park. for reference because it's a loop and starts and ends at the same street on this map you can see on the right the orange segment is shelly east that goes past the amphitheater. the yellow segment is shelly north which goes past the redwood playground

and picnic and the blue segment is shelly west that starts at the upper reservior parking lot and past the field of dolings. so at a glance mclaren park is our second largest park treceives hundreds of thousands of visitors each year and has 3-mile was roadway with shelly comprising 1.3 of the miles. there's over 8-mile was trail and pats in the park and over 1300 parking spaces. as i mentioned we had outreach. we conducted multiple meetings what included discussion of the shelley promenade including a meeting in february of this year dedicated to the shelley promenade. at these meetings received wide public support from the community. for the vision plan of mclaren park was published and adopted

by the commission back in 2018. the plan called for considering ways to improve safety and connectivity in the park among many things. regarding roadways it also caused ""exploring roadway treatments such as closing a portion of shelly drive to calm the road and open up the closed segment to non vehicular uses similar to what is being proposed right now. in 2020 as we all are familiar the pandemic came to us, and mayor breed announced that shelly drive would be restricted from vehicular use just at the same time jfk drive was restricted. 1 mile was closed to vehicular access effectively creating that promenade.

initially it included the section from cambridge to the upper reservior parking lot however in the map it was short epidemiced in 2021 due to the openings of the picnic -- reopening of group picnic and the new playground and providing reestablishing access to that parking lot at the top of the hill near the reservoir tower. although the promenade was temporary we were ensured and let the public know that rec and park would return in the future to review how the public would feel about a permanent version of this. just for some context in terms of usage a study was conducted by sfmta in 2015 and found that 350 cars passed on this segment of john shelley drive just for perspective that is a very low

traffic count. just for comparison shelly east receives 1200 cars a day and mansell street receives 6,000 cars per day. we did conduct pedestrian and bike counts during once it became a promenade on this segment and found on weekends 375 people passed by based on our counter. we also consulted with sfmta regarding a possible permanent prom nat that would restrict car access while maintaining pedestrian and bike access and found that the promenade it have no impact on traffic circulation while preserving walking and biking in the park. due to this low vehicular roadway traffic and that the road does not connect to any neighborhood streets

they support this action and they do not see it would have any adverse impacts. so the project proposed is after learning and talking to the public at these meetings we are essentially proposing to make permanent where the current temporary promenade is located as shown in the map between the upper reservior parking lot and mansell street. there were some comments about some adjustments which i will go through in a moment. in detail at the south end near the field of dogs there was a lot of feedback saying "hey this area we can't get to for parking and there's a lot of people that bring their parks to mclaren park which is one of the biggest dog play areas in the city so we're proposing to restore access to the field

of dogs. as you can see on the map there's a little bit of connection between road on mansell street and barrier on shelley promenade would begin approximately 300, 400 feet art intersection restoring parking spaces. we would add bollard and a gate at this end and allow people to walk and bike and roll on to the promenade. in addition we would pave the existing dirt path to create multi-use path to connect to the existing mancell promenade in orange and yellow on the path and the flattest point in the area and create an accessible way to get through the new promenades as well as connect to the nearest bus stop at

shelly east, west and mansell street. to the north end we would maintain the parking lot at upper reservior so people could access the water tower and the upper reservior picnic areas and similar to the other end and a series of bolads and bike and walk on to the promenade and install a new blue parking spot as noted with the accessible sign on the map. the exact location we're working on but there would be an accessible path from that parking spot to the promenade. just for example we would basically have a context and these are examples of what the likely bollards or gates would look like that exist in locations at mclaren park or golden gate park. the new promenade would

that struggles with access for certain communities. >> i coached basketball in a coached football for years, it is the same thing. it is about motivating kids and keeping them together, and giving them new opportunities. >> when the kids came out, they had no idea really what the game was. only one or two of them had played soccer before. we gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. >> i think this is a great opportunity to be part of the community and be part of programs like this. >> i get to run around with my other teammates and pass the ball. >> this is new to me. i've always played basketball or football. i am adjusting to be a soccer mom. >> the bayview is like my favorite team. even though we lose it is still fine. >> right on. >> i have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves.
