to share. you will recall00 march 28 approved bond for new moncompetence resentencing for wastewater enterprise. april 5, the puc issued 974 million dollars of bonds. successfully in the market place and recall that will included 750 million dollars of new revenue bonds together with the refinancing. we previously gotten confirmation of our double aratings. and based on that we were able to enter the marketplace. you will recall we were talking how volatile the market was. how unusual it was with the fed raising interest rate and inverted yield curb. the good nows is as you see in

the chart, flout period while subscent to your approval interest rates went down. we took step its try to encourage a successful sale. one item we notified the mark place we would issue bond in advanced. and hoped the marker on our dates. and upon the state california chose that same week. we had shuffling become and forth of dates. the will net affect was the rest of the market cleared out of our way and the state priced first they had a successful sale and we rhode that to successful stael sale as well. to give you a sense on the refunding, we had have a policy. 3% net present value savings.

in other words, 3% saving in today's dollars. and for the 2013 bonds it was 8. 4% and for the 2018c. 8.8%. we were able to deliver significant savings based on the successful sale. you will recall in your presentation we had a good faith mate produced by our municipal advisors required by state law. and that -- mated the a & b bonds a 3.35% rate and c bonds 3.77% rate. and you can see here on the graph the all in rate was 3.08%. so. much lower than participating a very successful outcome. one of the inthg asspekts of if

anies 2 series of bonds were labeled green. and they are cbi certified bonds and will 2 things we did with this is we provided a priority in the marketplace. for esg investors the investor would have to certify that they -- were esg and provided perspectives. this gave them a priority. that priority is after individuals. residents of the communities who put in their orders. but you see on00 autograph below, the order flow for the green bonds was excess of the order for the same bonds in the same years. in the upon end, we were able to just all the rates down. aural the bonds had the same rate grown or not and used that leverage to lower our over all cost of funds. as with all negotiated sales we

had to our 2 municipal advisors mont ghoul and associates and baxter and mc carly. we had an independent prizing advisor to monitor the pricing and opine on the pricing and as you see they conclued the bonds were o'farrell price in the light of the market conscience. that was our successful ref now bond sale. we had come to you together with will alexander our loan grant director in april 11th to approve with the master agreement. we wanted report back that, that was approved and then closed on april 26. now, what is different about that financing is we have not borrowed the funds we closed the

loan. closing that loan we locked in interest rate and that's had we want to report bab on is that rate was a 3. 65% rate. that compared to the good faith mate that had been provided at time of approval. which was 4.046%. gaevenl lower rate. we got lucky. we took advantage of know lowering rates and the calm occurred after the bank turmoil occurring earlier in spring. i want to conclude by showing you where we end up with our wastewater enterprise. look at the light grownom that chart that is the new am loan. what we have done is intentionally push third degree debt service out and taking advantage as we have with the prior loan. of taking the longest borrowing

and making that the lowest rate. so this is a 3.65%. by doing that we were able to shorten our revenue bonds in the public market and issue them lower rates so the dark blue the ref now bonds and that was a 3.08 rate. but what is most interesting about the again we talked about is this ability the optionality where we can close the comploen borrow when it makes sense. and so earlier this spring. we took advantage of the tlooen is in dark green. which is a 1. 45% rate. so we were able to issue -- able to borrow long dated bonds with 1.45% that is huwe merge them together. i want to thank my finance team

and have savings from salaries and over head and debt service savings. power, high power purchase costs lead to increases in expend tours. they have been off set boy wholesale revenues and savings from salaries. were it is cleanpowersf high power price lead to increase in cost. the costs off set by increased ref nows to reserve contributions and salary savings. financial results year end are projected exceed our policy targets. i will go to the details about each. . first and water the net operating result is positive 27. 8 million. source up by 12.6 million driven by wholesale revenues.

retail sales are down due to removal of the drought surcharge. 15.2 million dollars in savings driven by debt service. and other savings. wastewater the net operating result is positive 19 president 7 million. total source down due to the removal of the draught surcharge 20 million dollars in cost savings by saul rows and benefits. in power net pritting result is positive 49.6 million. and retail sales are showing negative value this is not due to under performance. you will remember the budget set too high because of timing of last year's power rates. we did not have plans to

incorporate the ref now in the final budget this negative is erroneous. on the wholesale side. due to higher power price power sales up 47.6 million. high power process benefitting on revenue side. in power, we are showing 1.2 million in savings. i want to note that there have been cost over runs and adjusted the bottoming to accommodate. adjustment of 17 million dollars during kwshg 3 to account the power transmission and distribution. work order recovery accounted the remaining defy state. [inaudible]. and in cleanpowersf, we have a

positive net operating result projected 14.3 million dollars. source up 10.2 million due to increased power sales and uses side projecting 8.3 mission deficit in power purchase cost in addition to 23.2 million made in q3 to cover deficits. 8.3 mission adjustment to cover this deficit. this cost increase is off set on uses side by saving in salary and benefits and general reserve contributions we plan not to upon spend. lastly all of financial ratioos target to meet policy. thank you. any questions.

improve am third quarter property for 22-23. . the 36 projects in the program of total budget 3.3 billion dollars. expend tours reporting were a billion dollars ecpend with 30 million dollars extended during the quarter. we are reporting at 33% complete. the costs forecast by category for the active projects. and there is only one this quarter a forecast increase of 3.7 million dollars in the emergency water system pump station product due to change orders on pump station 2 contract. re remaining were am last quarter consistent with the approved budget in fiscal 10 year c ip. this shows regional come local we can go deeptory regional now.

the pie chart show program is 99% complete. same complete as last quarter. there are 2 remaining projects in construction. al modea recapture project and the regional ground water recovery project. and one project in close out the happen at that time restoration project. their during the quarter 5 million dollars was spent by the program. 81 million dollars remaining in the program budget. and this cost sum row table shoes the scientists reming active projects. the region reported a variance of 10.2 million dollars as of march 31 of 23. and william an increase. 700 thousand dollars from the variance of 9.5 million dollars reported in the quarter in

december 31, 2022. now i will provide few highlights of the 2 active projects. the regional ground water recovery project contract a completed. contract b the primary contract for the project approved by the commission for close out during the quarter. contract c mitigate corrosion damage and add other improve punishments, inspection. rehab. protection 9 regional ground water wellings. work continued at the southwood drive well station and pothole will for the installation of slow meters done at the bart well cites. >> the photo in the slide showing the work at the como
