this meeting will come to order. good morning. everyone. welcome to the monday july 10, 2023 meeting of rules of san francisco board of supervisors. i'm matt dorsey chair and joined by vice chair walton and member safai. on behalf of my colleagues express gratitude to our clerk and government sfgov.org for broadcasting the meet being. it has been a month since our left meeting the celebrations of juneteenth and july fourth and the budget process.

thank you. good morning safai and walton. i'm chief policy communication for the office of san francisco da exit like a moment to say thank you for hearing our ordinance to extend the sunset date to june 30, 2026. the da is proud to serve as the chair established in 2012. and the body is charged encourage the development of criminal sentenceings strategies prioritize public safety and emphasize fairness and employ evidence based practice and ewe lierz san francisco criminal justice resources. >> the membership was developed ensure representation from city and county partners involved in the criminal justice system and those who come in contact >> each seat represents time arrest to post release and the critical access points for support services provided to

victims and survivors. in addition to this service and experience the commission includes experts around sentencing and analysis. these are essential conversation points and correct to data informed improvements and practices regarding sentences. >> our office joined by departments including adult probachlgz juvenile probation. sheriff, d. public health and the [inaudible] to name a few. we have members of the sentencing commission that include a member of nonprofit serving victim violence sxouns supports reenreal council and of course member from the board of supervisors and academic researcher providing a holistic

perspective when discussing singles the sentence commission meeted to discuss topics criminal sentencing, but we held conversations and presentations around local jail population. cal aim and a presentation on enhancements by the california policy lab at uc berkeley. all of these i'm happy to provide officeos as needed requested. the san francisco sentence commission facilitates conversations between criminal justice stake holders related to approaches of sentencing and generates action oriented recommendations to could be resulting in successful program and policy. >> in 2002 and 3 partner focused on 3 key areas one understanding the needs of people who are

of discussion with the commission closing jail number 4 and there were a number. ideas -- opportunity for public discussion and took place making recommendations to the board and other stake holders. another area of success/opportunity is my partner mentioned, we do collect and analyze data regularly. regard to jail population to understand the demographics and the opportunity and potential policy improve ams. going forward we understand the snap sho quarter low what the jail population looks like the nfbt members asked this we take a holistic look over the last 5 years to understand what the population looked like before covid, during and now we are moving past covid.

unique opportunity for you to have that discussion around jail data in general and see what come of it. i will add another item. the sentence commission serves as a governing body for a grant that the da's office applied for and received. it is the sentencing i'm sorry. it is -- grant received from mc karther foundation for sick million dollars to date. applied for it in 2018 and received the funding the focus to understand jail population trend and that is taking place and take san francisco and compare it to jurisdictions. and so we serve as the valuable partner for the safety and justice challenges to look at what san francisco stands and other national cities. those are dma examples.

you have given me examples of data and grant what policy changes have you done or implemented? i'm this is00 autofirst i heard television and never heard it mentioned or highlighted. i'm curious. there is a lot of conversations about the existence of commissions and boards and i'm certain that you have someone on your staff that does grant writing that would apply. >> not to diminish this commission i'm trying to understand what potts changes have been made because of this commission. why you say understanding the prison population and understanding the trends that are happening. we have a lot of recidivism and people coming in and out of the jails what has this commission learn snd what recommendations has it made and policy proposals. >> thank you. i would say that as of today, which is when the da took over

san francisco justice system. some of the out come of the garths are offer service recommendations. over the past decade in operations the former sdreshth the adult probation department we worked with the sentencing commissions and out come is they did a decision point analysis of -- some of the folk catharsis in the system that are in the -- working throughout da's office where their inneractions with the justice system as well as one of the results was the da's office does blind readings of police departments no racial information include in that. as we continue to strife to lead in justice reform the sentencing xhiz is a vital tool and hope you consider extending the ordinance. thank you.

safai and supervisor walt orng i'm lydia so a former historic preservation commissionering and served 4 terms and i irrelevant lost planning department and my experience working with many of you especially supervisor chan in making sure that our cultural asset and appropriateness to our communicates of diverse backgrounds. for mow as a licensed architect and a very experienced proven track record public service an, 7 years. i love to build bridge and get things done and love to see people who are marginalized and in land use and red lining and in -- what they like to identify themselves for who they are. have a voice. have a voice to express themselves. for me as an urban plan exterior

they forget often times their infrastructure runs through neighborhood and well is real people live thering and real businesses operating there and the impact of businesses is almostation a secondary thought for the mta. whether it come to configurations how we'll implement access to mobility whether scooters or bike, bike share and so i want to you carry with you. a voice for mall businesses as well. and for the neighborhood per spifkt for our city. because it is upon often under minded. i do believe that in having a diversified system that is thinking about pedestrians. thinking about alternative forms

of mobility. bike. scooters other ways of getting around and how those impacts are done and sometime its is ditch you are not going to come out with winners in all situations but having the voice of the community and included in the process is really important. i think this is something that mta needs to do better in terms of their community out roach and engage with businesses and community. and the left thing was safety, public safety on public transportation and mechanic that gotten impacted and it discouraged people from wanting to ride muni. so. if you want to respond feel fro if not i appreciate and i'm happy you are willing to serve and support you today i think you will be a wonderful contribution to the mt aboard.

structural enginey, architect or residential builder. >> welcome the floor is yours. >> good morning. chair dorsey. vice chair walton and supervisor safai. i'm raquel bito a licensed architect with 20 plus years of experience. served on the bic approaching 3 years in january of 2024. my interest in getting involve instead bic started out working in mixed hughes house negligent south bay and looking at policies and advocating for housing and mixed use projects. what i have found challenging on the building inspection commission is trying to understand the challenges of

bito brought up the housing 38 is one i feel strongly about. i upon represent a district that has alost transit and well is alost density. and i do feel i worry that if we are not successful as a city. and fulfilling obligation of the housing element. we stand the possibility of losing state funding for transit and sfoordable house and my district will be affected boy that. may not be obvious to people there are other commissions and departments that will have important irrelevants to play and the building department is one of those. i appreciate that is -- that -- you had me at that one. that will be a priority for me. supervisor safai >> thank you. president bito have a few

questions for you. first. we had a conversation in legislation with regard to plan review and so on. i wanted give you a minute to talk about plan review and what you think in terms of you have been able to accomplish the last 3 dwroers improve process of review and time as you have been on the board. one of the things that the d. building inning spection in reorganize leadership group is throughout subcommittee i spoke about is really trying toace tain the time lines are. and i think as a commission and the commissioner and president it is really holding them acountable to the time lines. one thing that was positive was the preplan check. operation that dbi instituted so

this when applicants in in they are going through abinitial step in the door and make their process for the department more efficient and for the applicant as well. but one of the things i bye-bye many things i have been involved with is looking at how dbi functions. and how they make it easy for applicants to submit for building permits that is looking up and down different types of applicants. large scale projects i'm familiar with but looking at somebody for the first time is submitting an application and the only time for their home t. is looking at the yes. toior point improvements they made operationally throughout preplan permit process.

of that commission and we received a budget e eliminated sro collaborative and code enforcement. i want to know on the record did you support that coming out of your department? and if so, what was the justification for that. serves an important tool. for dealing with people living many of them in over crowded housing. and -- housing that is substandard. this these are important it was a prize to the budget committee when we received that. and you know as i mentioned to others in the past i have a sister legally deaf and blind. i know what it is like to try to find housing for somebody who does not have the capabilities.

not language but they are physical handy caps and if not for her family would not have you know, the living conscience he is in at the time i'm in support of the sro's effort. and being as an organization as a nonprofit organization what we did not vote in support was raising the fees and as the president. part of my job is balancing the conversation between supporting and looking how increase the fees would affect the economic recovery of the city. raising the fees was -- i think going to make that an adjustment for the city harder.

prior to the issuance of the grand jury report our commission had started what we initially called the post pandemic review. looking at ways that the commissions work impacted city departments. and specific low looking at what we could do to expedite hiring. we have now conducted several public hearings. commissioner favetti and i thought the nature of the public hearings were such this we -- got generalized information from h r departments. the large departments. but we wanted it more specificity. it is very different reading roles and talking to the people who implement the roles. we have commissioner favet and he i started when we call a listening campaign.

that backlog has been cut. our commission received reports twice a year. and the human resource department is one of the departments this struggles with vacancies. high vacancy rate and has impacted their ability to move forward. the one specific recommendation to the commission which we have researchd and talked about but not come to a final conclusion about as of yet is the question whether the commission should use hearing officer in lieu sitting on appeals.
