thank you to supervisor walton a member of the cac for the past 6 years. i seen impact of land use decisions and transportation decisions on the policy level and also -- at a practical and neighborhood level and that experience i hope to bring to the mt aboard of directors. i'm a howser i work for 5 years on hope sf and moved to oak land i work for the housing authority with oak land's chief social impact officer am my role is to hear from different community members and property owners and resident and make sure i'm sing siegz their ideas and their feedback and able to create innovations that drive the city forward. i hope to bring that experience to the board mt aboard as well and then i would say i'm a transit rider i ride the twine

sunshine ordinance task force. i succeedod my explanation for delays or what responses to people. thought were insufficient or oust compliance and sometimes i lost. well is a rule i would now that i'm on the board of supervisors and talked to colleagues about this. i think there is a lot of opportunity on sunshine to start working with city departments to improve efficiency. one of the things i have seen when people have sunshine requests or public records requests they are not turning quick enough that city employees are dealing with inefficiencies within their department this really hold department heads, count okay for fix i would love the idea i will say this to everyone on the task force assumes you are approved. open to working with us because

>> next our 2 applicants to seat 9 the requirement for seat 9 they must have dem stated interests or experienced in the, of citizen access and participation in local gentleman of the let's start first with david pilpel. welcome the floor is yours. >> good morning. david pilpel i think you know me limp you hear from me regularly. i think you know that i have been engaged with city government for my entire adult life going back to as a teenager with my interests in muni. i am very supportive of access to records and as you -- i hope saw on my application i served on the task force 3 times before. i to the issue of working with

city departments. i did work fair low closely with a number of city departments that earned some support and opposition in other quarters. i understand this there is a letter in the file opposing my application that person has consistent low opposed my service and may hear from that individual and perhaps others today. i certainly have been very engaged in public policy and the politics of city and that does not get you 100% support you all know that we don't elect people based on 100% support just a majority. i think the time is due and over due to reexamine the sunshine ordinance it has been 25 years since prop g was on the ballot.

democracy. seeing nobody else with questions next hear from ruth ferguson. thank you, the floor is yours >> hello. thank you. i am ruth ferguson a residents of bernal heights and recent graduate tr uc berkeley school public policy received i masters in public service analysis. my first experience with local government when i was a teen and apointsed a task force in my small rural home town. this task force addressed the number of hate crimes. tackled how to support my public high school as they addressed the number of confederate energyos student's personal items when the northwest chapter of the kkk came knock we thought what can we do to report residents should the group establish a headquarters in our

town. i learned lieu experience to bring in community organizations, leaders and my peers to address complex deep rooted issues. you i carry third degree experience and lessons i learned on this task force in battleground, washington throughout nile life. the issues in san francisco may be differents this experience made mow curious and eatingtory listen to others to reach conclusions. i everas a graduate stount nightmy policy research experienced by dave cortez in san jose and focus on california star welfare. focused on policies extensions but identifies the state's legislative open record's act. i see transparency and, counselability in government critical to addressing inequity. i would be thrilled to serve on

the sunshine task force. i believe my expert eelsd be helpful in the task force i have reviewed government transparency models and research on the subject i would provide to be used by the task force. and as a former legislative star and public pol analyst i understand the considerations needed to address the issues and implementation challenges. thank you, i would be grateful to answer questions you may have. >> thank you so much. i appreciate the opportunity we did not have a lot of time but i think what i mentioned earlier about the work the task force can do to move the city to improve efficiency. one other thing i did in the mention, over the years i worked with tim redmon48 hill and talked about the other models that other states connecticut

>> yes. this is peter warfield head library user association. i have comments on all 3 i had limited ability to review the material because of the short notice to my awareness. the first applicant, on seat 3 mr. sugarman looks qualifyd and we would based on review of the materials in the file, give endorse am for his appointment to that seat or any other. for which he is qualified. the second name on the list david pilpel we give a no. we prefer zero appointments to this seat that is a guaranteed no vote on public complaints.

to the appointment mr. pilpel you have i letter that recounts serious issues in the file. from patrick shaw. and i also on in a letter in 2016 opposed his appointment don't think he has been fair to the public. seeks to i could go in detail and glad to answer questions. mr. ferguson has our support based on had we have seen well is a major thing i'm concerned with as a potential conflict of interest that is she serves on an advisory committee to the city attorney. and since the city attorney is in the position of advising the sunshine task force at times disagreed with the advice and told them not to give certain

to catch the meeting. first i want to say that i'm hoping that dominica learned about the taxis are regulated by the mta. regarding david pilpel the sunshine task force could not go without the appointment david pilpel because of his knowledge of city codes and ordinance. and the charter. and various departments i know about the sfmta. there were issues regarding finances. and it is various ways of how it approves various rules and regulations and different changes to the street scape and muni service. i think now you need somebody who knows how to go through

public records and obtain them. nought opinion needs all the help it can get to access why something came about the mta has been secretive at times. i think we need someone whoness how to require this transparency and supervisor dorsey is correct we need to help and coax city agencies how to be miles an hour transparent and could in the think of i better individual than david pilpel. thank you very much. >> thank you. can we have our next caller? >> yes. good morning i'm christine i'm urging the committee to definitely appoint david pilpel to the sunshine task force i appreciate people have be important conflicts but over time i watched david pilpel the

last 25 years e involve to a mature, responsible individual advocate the tireless low i mean that seriously on behalf of the citizens of san francisco. i have known david for many years special he is the first person i call if i have a question as an attorney about issues pertaining to the san francisco municipal code. he has been instrumental in advocating for civil rights and the rights of individuals in san francisco e inthl it miss to matters open meetings, brown act and other documents that people have a right to listen to and see and obtain. i urge this committee to speak if there are occurrence you may have. i could not think of anybody better and poised at this time when everybody in the city needs to come together to bring our city out of the pandemic malaise and urge you to appoint him he

position. mr. pilpel brings several things to the stable that were mentioned by the moderators of the group. efficiencies. transparency. conscientious, he is -- very focused on citizen access to governments. community participation. he has been stayed informed not only about san francisco but something that i think mrs. ferguson brought up in her case her ability to bring in outside perspectives which is important. david in my experience being researches that is helping in other cities and states as points of reference. i'm always amazed. not only san francisco but of the entire country in related

issues he tracks. it is mentioned he is a disruptor and we have seen in the bay area it is the disruptors who make a difference. i think mrs. ferguson brings a tremendous amount of education and evidence based research and transparency and a terrific candidate in the future when she has more experience and i do note the conflict of interests with the city attorney. this is in strong support david pilpel who advocates for san francisco the last 30 years. thank you. i urge you to reject david pilpel i think he is not bias and institute ral he is sided

with agencies that are trying to obstruct sunshine and stop people from finding out how the government is working. i have been using sunshine for 30 year its is invaluable law and needs the citizens of the most highest levels of integrity and he unbiassed objectivity. and don't believe mr. pilpel will bring that to the task force. reject mr. pilpel and continue with your good work. >> we don't have additional callers on the phone line. that completes yoochl public

comment is closed. and hang on a second. i think begin designated seat requirements under the sunshine ordinance we have some vacant seats we have no applicants and also have one vacant seat for which we have 2 eligible applicants. we have a term expired member who represented an ordinance requirement that member be machine who is handicapped. at a recent meeting it was public low discussd and confirmed over the weekend this we have a current mfbt sunshine task force, hill, holds seat 10 that mr. hill has an eligibility eligible this would fill this. reason this matter system this assuming mr. hill fulfills the disability requirement and we could appoint both applicants to the vacant seats so the sunshine

ordinance task force could do its work without issues around quorum. i had hoped we could do that today. what i was hope to do was move to appoint david pill foal seat 9 and allow member hill to fulfill seat 10 and appoint ruth ferguson to seat 11 i was advised by council doing so require steps with noticing if possible i like to ask the city attorney to walk us through that i don't know if i'm doing justice in explaining it. upon deputy city attorney. supervisor dorsey, i think when you proposed was that to the extent there is an existing member who might be able to fill the qualification of somebody with a physical handy cap the committee take action today to move them in that seat. and i explained that the

committee may not do that today this has not been noticed. and in any event this questions of law sifkz not attached to a seat. that is the requirement of the sunshine ordinance is that all times some member have a physical handy capful but this person should being the committee should know as make a finding a person has meets that qualification at the time of appointment. i think what the committee can do is to have another opportunity to post the open vaccance and hes female who feel they may meet apply for it society committee can make that finding. >> thank you very much. you think when i will do is work with the city attorney on taking necessary steps involving member hill for the disability seat and revisit i really am impressed with everybody. i want to make sure we revisit

discussions and decisions that shape the workforce policy and strategies in san francisco. some of my goals for the future in discussing with committee members workforce programs. earn and learn creating a colocated services where people get assistance with a job and house negligent same place. and more collaboration with community based organizations and city departments. in my decade, of -- working in workforce development i built a freshman that bridges the gaps between job seek and employers and providing direct impactful services to the communities. every month for the last 5 years i managed to host employer spotlight event. the events highlight employer job openings. and gives the space for direct

communication with employers and job seekers. once a year the past 3 i hosted annual career job fair at the san francisco public library. bring nothing 65 employers and 500 job seek and service providers. i also fostered reps with employers they call me directly before firing or disciplining employees. on the other hand my leadership my program impacts the lives of 3-400 people in a year. half of the population homeless reentry are facing a barrier. i have built a team of amazing warrior case advocates and tailors everybody person's needs getting appreciate the opportunity to stand in front of you and talk about qualifications.

up to the city's code regulations, so department of public works and other departments have been trying to figure out what violations are and help businesses come into compliance. the planning department and the city have decided that they'll give businesses until 2023 to come into compliance. also in the meantime, for businesses that want to start new shared spaces, new parklets, that is still an on going program, a new program, so people can always submit their applications for shared spaces regardless whether they started one during the pandemic or not. >> do you anticipate there being other shared spaces programs in the future and how do small businesses go about

or 2,000 if you submit certain documentation, such as a photograph of the damage or a copy of the receipt or document showing the amount you paid for to correct the incident. we are so excited that the city now has a centralized permit center, where people can come and get their business done, hopefully, in the same day where there are several different agencies, ranging from department of building inspection, planning department, public health, fire department, all here to help people, whether you're building a new business or even new construction, to be able to, again, fit all of your appointments in one day and get things done quickly. so starting in may, our office of small business has actually started working out of 49 south

approved. thank you so much, mr. clerk. please call the next item . item three community advisory committee report. this is an information item. thank you. i'd like to invite cac vice chair katz. siegel who is joining us remotely to give the cac report. welcome. ms. siegel hi. good morning, commissioners. thank you. vice chair at our june 28th meeting, we adopted a motion of support for amending the propel strategic baseline and adopting five year prioritization programs for paratransit street resurfacing and maintenance, pedestrian and bike facilities, maintenance and end tip members were also supportive of the fund allocation requests associated with those four programs. there was particularly interest in the street repair and cleaning equipment requests with questions from members about the large backlog of sidewalk and curb repair requests as well as the timeline for replacing all of the street sweepers in the

fleet on the sales force, transit center wayfinding request members wanted to know why the useful life of media players was so short and requested plans to improve wayfinding for the visually impaired at the transit center. the cac also voted to support the transport fund for clean air program of projects, though members had feedback for several projects for the short term biking facilities, members noted that few racks had been installed in the last three years in certain equity priority communities, particularly in the southern and southeastern neighborhoods, and requested that mta work with community based organizations to proactively install cultural and responsive bike facilities on the emergency ride home program . some members expressed concern about whether people are aware of the program and whether reimbursement is an accessible process and ask that both program and promotion and accessibility be improved to achieve the desired emissions

couple of small items that small items have a couple of items to present to you. first of all, i just want to update you again and remind you that the end of this week, july 14th, will be the beginning of the summer recess for the legislature and they'll be gone for an entire month, returning in august. and they'll be here for approximately a month at that point in time to wrap up the legislative session. and put bills on the governor's desk in terms of recommending the staff is recommending a position of support on senator wiener's measure. sb. 532. this is the measure that would add or authorize for several years a increase in the toll rates on the bridges to finance or fund or make money available to assist transit agencies. as this toll increase would be distributed by mtc. at this point, mtc is not taking position. they are taking a very

hard look at the language to make sure it's workable given the different layers of tolls and bonding that's out there. they have to be very careful, make sure it's going to be something that would be available if signed and put into law. the bulk of the funding is intended to be distributed to avoid service cuts, but there is opportunity for funding for safety, security and cleanliness improvements to be funded as well. there the bill does require now that funding should be prioritized for operators for providing service to the greatest number of folks, and that could benefit san francisco serving operators. the bill also requires equity based programs to mitigate the impact of the toll increase on low income drivers. the staff is making the commendation to you to support this. this is another of a credible near-term measure to

help address the transit fiscal cliff that we've been working under for the last several months in the legislature in particular, part mbta and caltrain would largely see some great assistance in closing their funding gaps. um, and with that would move on to the next item. but just remind you that that is an action item recommending support. um, in addition today the legislature, the senate judiciary committee is working on legislation including ab 645, which is the safety speed safety cameras. it came out of the senate transportation committee recently and it was democrat and voting and republicans voting no. so it's not generally a party line vote. um, and it's in

senate judiciary initially the committee was set to be starting this morning at 10:00. they divided the hearing into several categories. there's a group of bills that are being heard. first, there's a small group of bills that are being heard. vote only. and then there's a reconvening in the afternoon of 130. and at that point in time, at some point in 645 will be available to be presented by chair freeman from the assembly. your staff did get a letter in on this. um, i would mention that the, the support and opposition that's noted as formal is heavily weighted in the support column. right now bay area council is registered as a no vote as a no recommendation. a number of entities mainly mostly the cpas, the cmas, as well as transit agencies and public sector

support groups like transform it, etcetera, are supporting the measure. so you've got a great coalition. i will mention that at the close of last week's meeting in the transportation committee, senator wyman, senator wiener, did mention that he intends to have a bay area caucus meeting to discuss more in depth with all the members of the caucus. the provisions that are contained within the bill and to ensure that there's enough support within the caucus to continue moving forward, notwithstanding what's going on with the committees. so bring my presentation to a close and remind you that there's an action item on. 532. thank you so much, mr. watts. if there's no questions or comments from my colleagues, let's open this item up for public comment, please.

oh commissioner dorsey, thank you. thank you. vice chair melgar. i just wanted to enthusiast express my support for sb. three 532 earlier this summer, the state legislature thankfully reached a budget deal that closed some of the funding gap for bay area transit agencies, but there is still a persistent need for transit funding. cuts to transit have a disproportionate impact on my district, where the majority of our bay area transit agencies converge. and while there may be equity arguments that this is regressive, i think this is a bill that has a lot of important and thoughtful safeguards, including lowering the toll evasion fine to $5 and requiring mtc to study, design and implement an equity based program to mitigate the impacts . so i see this as also as an equity issue for what, 21st century urbanism should be and needs to be. it is an equity issue for low income people who

don't, many of whom don't drive like the 60% of california residents who make under $35,000 a year and who commute via public transit and all other households that can't afford to own or operate a car. so i want to make sure that we're doing this and i will be strongly in support, and i hope we can send a strong message of support as well. thank you, commissioner dorsey. commissioner chan thank you. i have a different perspective on this. i will be voting against this today to thinking about the bridge toll increase. is regressive and it's also the fact that i it has not been a very given the fact that the state already have provided a $5.1 billion bail out for our transit agency, the transit agencies, including our own, has not presented a concrete plan to tell us with this $5.1 billion already given by state legislators to be able to tell us what they can do to restore

the transit line that was lost and transit services that already lost and let's not forget, during the pandemic, our transit agency has received federal bailout, both local and bay area. so it is not a convincing argument for me to say let's increase bridge toll. i have yet to see the express lanes in south bay when it comes to the bridge to actually, again, collecting tolls has taken a positive impact out for especially low income residents and actually how that really is working out for them. it's not clear to me how we can say that there's equity when clearly even the transit public transit system, as well as those who need to drive to get to work, has not shown equity at all. so i will be voting against this proposal to increase bridge toll

all right. as a reminder, the expenditure plan requires development and board approval of a five year prioritization programs or five types as a requisite to allocation of funds from a given program, along with the adoption of the prop strategic plan. this slide illustrates the iterative process we go through every five years to identify the projects that will receive prop l funding in the next five years in step one, the cac and board approved the strategic plan baseline, which established how much prop l funding is available to each expenditure plan program by fiscal year through 2053. this is akin to setting the sales tax budget for each program. today's item is focusing on step two, during which we identify the

projects to be funded over the next five years for each program. as part of the five types. the item before you today is to adopt the first group of five types, which includes four of 28 programs. this is a small group with some time sensitive needs. let me quickly remind you of the process we go through. we collect information from the board, the cac and public engagement and use prioritization criteria to rank the projects to be funded in the next five years as part of the project evaluation process. we are looking for full funding plans. if leveraging is sufficient and we evaluate requests from sponsors to accelerate or advance sales tax funds for certain projects. as the project lists, firms up, we put that information into our strategic plan model, which estimates financing costs, and then we provide that info back to sponsors and see if there is more money available for projects or if they've gone over budget when financing costs are considered. then we work with project sponsors to make adjustments to stay within the amount of available sales tax

funds for each program. the five tips include more than just the list of projects to be funded over the next five years. the five guidance materials were approved by the cac and board last month. these are some of the elements, so leveraging prop l funds against non prop l fund sources is necessary to fully fund the expenditure plan programs for each five wip we provide the expenditure plan program description of eligible project types and project sponsors and highlight leveraging expectations established in the 30 year expenditure plan. the performance measures are used to inform future five types. the project delivery snapshot lists open grants, delivery issues and agency actions to address those issues. the cac and board approved prioritization criteria last month as part of the five wip development guidance. we look at, we look at how well the proposed project meet the criteria and how the project information supports the scoring

. the five year project lists includes proposed programs and cash flow by fiscal year criteria for scoring and anticipated leveraging of non prop l funds. and finally, project information forms include scopes, schedules, costs, funding plans and other supplemental information to support project evaluation. an important part of the five types is the guidance on how to select projects for which we use prioritization criteria. there are some criteria that are required by the expenditure plan for every five wip there prop l wide criteria such as relative level of need or urgency, which is tied to meeting timely use of fund requirements and there are program specific criteria such as safety, which have a tailored definition for each program. we've used most of these criteria before, but our expenditure plan advisory committee provided specific feedback on the third and fourth prop l wide criteria reflecting the importance of community support and equity considerations to the committee

. next, we'll go over the these 4 or 5. we five types that are recommended for approval today. first, we have paratransit paratransit funds. the broker who administers paratransit services in san francisco. this includes annual funding to support paratransit service at 13 million in fiscal year 2324, with an annual inflationary increase anticipated leveraging at 61% is good, but below expected leveraging due to fiscal challenges facing sf. mta impact sources that support their operating budget. for instance, in the first year we allowed mta to use about 2 million and cost savings from prior year sales tax funds to reduce their operating budget contribution. we recognize the fiscal challenges facing mta resulting from the city's slow recovery from the pandemic and the impact of remote work both of which are depressing the general fund fare revenues and other sources that support their operating budget. we will work with mta to improve leveraging

by increasing their contribution and seeking other funding sources. there are two sub programs for street resurfacing and rehabilitation and maintenance. the first is repaving and reconstruction of city streets. propel provides roughly 1.6 million per year for paving projects which is part of a much larger paving program. propel is not the only source we contribute to street resurfacing . we also program 50% of the vehicle registration fee or prop to and other state and federal sources to street resurfacing projects and larger projects with street resurfacing elements. you can see the proposed projects on the slide. an example of a specific criteria that public works uses to prioritize projects is the pavement condition index. additionally, projects on streets that have transit and bike facilities rise to the top of the priority list. leveraging for proposed paving projects is good at 64% and 98% for the

entire five year period. as shown in your enclosure, which exceeds the expected leveraging in the expenditure plan. the second sub program is replacement of street repair and cleaning equipment. this is a type of project that is very difficult to find funding for. so it's really prop l in the general fund contributing to it. the anticipated leveraging for fiscal year 2324 is 88, including propel and the general fund. there are two sub programs for pedestrian and bicycle facilities maintenance. the first is public works, public sidewalk and curb repair program. this is an annual program that funds non tree related damage for public sidewalks and curbs. the need to advance funds is due to lower fund availability in the first five years and public works desire to maintain the annual maintenance program. the first three years have better leveraging as public works has proposed an increased tda article three match using a

surplus accumulated from prior years. the second sub program is mta's bicycle facilities maintenance program. this program funds data good repair work to preserve safety, the need to advance funds reflects growth in the amount of quick builds, slow streets and bike network improvements. there is no fund leveraging for this sub program and we will work with mta to identify matching fund sources to increase leveraging and finally, we have the neighborhood transportation program five wip, the transportation authority developed the neighborhood program in 2014 under prop k. it was created in response to mobility and equity analysis findings from the san francisco transport plan 2040 and to the public and this board's desire for more focus on neighborhoods, especially in equity, priority communities and other underserved neighborhoods. the neighborhood program guidelines are up for approval as part of this five wip, the five wip project list includes

placeholders for projects and funding for neighborhood program coordinators. priority is given to recommendations from community based plans in all propel programs and many discretion fund sources. leverage for this program is yet to be determined. the intent is to set up a pipeline pipeline of projects to be competitive for other fund sources. as we do not expect the 700,000 per district to pay for everything and now, as a part of the iterative process, we are recommending to amend the strategic plan baseline paratransit fund advancement was previously integrated into the baseline. two of the programs we talked about today need advancing over the baseline pedestrian and bicycle facilities, maintenance in the neighborhood transportation program. five types. these are relatively small programs with relatively modest advancement requests. so the impact on overall debt needs is correspondingly small about a 2.4% or $15.1 million increase in debt costs estimated in the

baseline. we have to be thoughtful about which programs we recommend advancing funds for and pay close attention to which projects are ready. looking at aspects such as full funding plans, good leveraging capacity to deliver, and more, we are continuing outreach and public engagement efforts and will bring a summary of outreach findings to the cac and board this fall. and looking ahead in october and november, we will bring the remaining 24 or 5 types to the cac and board in two separate rounds for approval . and then in november and december we will bring the final 2023 prop strategic plan to the cac and board for approval. and with that, i'm able to answer any questions. and we also have project managers from public works and mta available and gov tv. i have finished my presentation. thank you so much, miss. are there any questions or comments? colleagues okay. with

damage to sidewalks is funded through a general fund set aside that was approved in 2016, which is prop e from the tree maintenance fund. so this request is for prop l funds that would match state to rda article three funds and the repairs are to damaged areas that are caused by trucks driving up on the curbs. old age heavy equipment, vehicular accidents and poor construction in the packet of materials of that are that are included that is in your packet . there is a list of the backlog of locations where the public has requested or folks have determined that repairs are needed. the locations are organized by supervisor district and also by the date of the request. so you can get a feel for what the backlog looks like. and it's a thousand locations and that this will repair about 200 of those. the neighborhood

transports program request is from sf, cta and also sf, mta. this is the funding to support the neighborhood program coordinator role at each agency . we work with supervisor missouri supervisors offices, implementing agencies, community stakeholders to identify, develop and support delivery of projects under the prop l neighborhood program. so as you heard in the prior item, we have updated the prop k neighborhood program guidelines to reflect the prop l expenditure plan and that the guidelines will be approved as part of the five wip. there are $700,000 per district over the five year program to support community based neighborhoods, scale transportation projects over the next five years and we look forward to working with your office to advance the many neighborhood program projects that are underway. funded by

emissions. 60% of funds are managed by the air district for their regional grant programs, including shuttles and zero emissions fleet vehicles. 40% of tfc funds are managed by the counties with the transportation authority administering the program. here in san francisco, as the county program manager, we program 7 to $800,000 in new revenue annually to projects and we assist sponsors in pursuing those regional grant funds as well for this year's call for projects, we had about $887,000 available and by the deadline we received four eligible applications requesting about $881,000. we were mildly disappointed with this response , but we have heard feedback from sponsor agencies that the strict requirements of tfc, including cost effectiveness limits, make it difficult to develop eligible projects. all funds must be programed to projects by november or we risk losing them back to the air district or the air district sets the eligibility requirements for this competitive program. and so to

develop our recommendation, we first evaluate the applications by screening them based on those requirements. and as mentioned, all projects must fit within the rules for a project type established and the cost effectiveness threshold established by the air district . air district policies do not include prioritization guidance , but our local expenditure criteria, which were approved by the board in february, instruct us to prioritize applications by looking at factors including project type emissions, reduced the readiness of the project, especially as most projects are expected to be completed within two years. here is the priority order for a project types from the local expenditure criteria and here are the four applications we received. we are recommending fully funding the emergency ride home program, taxi vehicle electrification and taxi ev infrastructure and programing to the remaining available funds to mta short term bike parking project which

our recommendation is slightly more than the $417,000 request. and that's again to use the full amount of funds available and ensure that no funds are lost. now, i'll briefly describe the projects, the emergency ride home program furthers san francisco's transit first policy by incentivizing commuters to use sustainable commute modes by providing a subsidized taxi ride home in case of personal emergency such as a sick kid at school or a flat tire on your bike. we've supported this program for many years. the proposed funding in this budget includes paid paid marketing efforts to increase program awareness and for this year there's a one time increase of about $28,000 compared to last year's program. sfe would use these funds to conduct additional marketing and outreach, which it expects to increase participation in the program by about 20. we will work closely with sfe on this enhanced outreach and we will explore coordinating and

leveraging other transportation demand management efforts. we will also work to build more effective partnerships between sfe and transit operators such as bart and muni that can help promote emergency ride home as a way to encourage more people to return to transit at the next project is mta short term bike parking. this would plan, design and install 1217 bike racks around san francisco. the locations of the bike racks are selected by request or proactively by as if mta project managers working on corridor projects and in high demand equity priority community locations. in your packet, there's a map of recently installed locations over the last three years, i believe. as i mentioned, after discussing with mta, our recommendation is to include slightly more than they requested amounts to avoid losing any funds. the next project is taxi electrification vehicles. this would fund a rebate program to encourage taxi

owners to purchase evs for use as taxi cabs. the grant is expected to fund about 21 rebates purchase of a new ev could qualify for about $3,700. however, higher rebates would be available if the taxi company is also able to scrap an older vehicle. the value of the rebate may depend or would depend varying on the age of the vehicle being scrapped. so the mta says the average age of a taxi in the fleet is about 2012. so that would qualify for about $9,500 as a rebate. and the rebates would be provided until the funds are exhausted to complement that ev vehicle project. and incentivize electrification of the taxi fleet. sf mta would also propose to use funds to pay for rebates of up to 90% of the cost of procurement and installation work for two ev fast chargers for shared taxi fleets. the exact locations are to be determined, but they will be at taxi yards within san francisco

brought before this board all the to governing policies for update, but at the direction of chairman, we held back on two policies. the procurement policy and our travel policy as the city was going through an update on their san francisco admin code for chapter 12 x. we typically review our policies on a periodic basis as a best practice with help from our legal teams. we are looking to conform to changes with local government or tenancies, provide additional clarity and flexibility and to reflect any changes that have happened since our last update, our last update was back in september 2020. in this updates, i have mainly minor changes to wording within the documents. in addition, we have two highlights. one is to remove restrictions from entering into contracts where companies are headquarters in states that discriminated against lgb individuals or have restrictive abortion laws. in
