city. the projects include activities public works does. planting trees. maintaining murals. picking up trash. community benefit districts to pressure wash sidewalks and maintain public space. i have a question for director short or gordonful either. when articles appear or the department otherwise laurence of nun profits and other entities performing the same work as public works. do we reach out to the groups to offer our assistance. for example they want to plant trees can real offer to help them. plant them ourselves or educate them on the best to pleasant and get through the permit process quickly. they want to paint murals, can we let them know of the clean up program and support their efforts. public works continues to rebuild in reputation doing this out roach pick update phone or

good morning xhrngs san francisco public works i have topics to share with you today. and for the first one i wanted to put up i brief slide deck, this is our love our neighborhoods permit update. and i am happy to report this we have been making good progress on the development of when we hope is a game changing lovell our neighborhood's permit. i want to reiterate the details of the permit have not been finalized we hope to have it ready the end of the year if not sooner. >> and in the meantime. we directed our street inspectors not to site anyone

for benches and little libraries and the like as they are install instead public right of way. without a permit unless a pose a safety hazzard on the path of travel. so i will direct your attention to this brief slide deck. permit will be community support community upon driven benefit projects enhandles the public right of way andup holding public works responsibility maintaining safety and accessibility for all. goals of the permit to create a process that is user friendly and better coordinated with other city departments and stream lining approvals. i wanteded to mote that our out reach team has done a lot of the out reach during the development phase. i have been talking with public works staff. the executive team and budget team and the bureau of street

use and map and community engage am teams involved with the issuance of the permits. and then also our construction management team usa. in addition. we have had numerous conversations with city government, boards of supervisors. district office for 1, 2, 3, 7, 8 and 9 expressed an interest. the mayor's office and city opportunity and community challenge grants other financing mechanism for community benefits we wanted to roach out to them and the office of workforce development and we partner with the san francisco arts commission involving public art and talked with the community organizations like the san francisco parks alliance. the city and executive director is here today as well as our community benefit partners the council district merchants and the green benefit district.

so --mented give examples of projects that this new permit could now cover. so everybody heard about the libraries. these00 eye 99 my neighborhood i have 5 used to be one they pop up all overnight place. it is a great neighborhood amenity. we have walk benches had the fronting property ordinance might install and muralos retaining walls or bridges. sidewalk murals the beautiful tiled stair case. there are sidewalk politicals installed. this could include street banners. garden sculptors, fog catchers. interesting. lighting, irrigation system. string light and commercial districts and multiamenity projects. i did want to give more about the time line. we have been doing community out reach from february to april. and in june there was advocacy

with the board of supervisors for budget we needed to staff this permit. if the staffing costs are covered we can keep the permit fees low. if otherwise we have to recover our staff costs through the permit fees. we were successful in getting staff positions we need. on june 27 the draft legislation was introduced by melgar and cosponsored by supervisors stefani, mandelman, ronen and engardio. of course, on july 27 the budget was signd that includes 2 years of funding for position in support of the permit n. august we have been in discussions with our city attorney and supervisors office. society next steps are we need to development internal regulations to support the issuance of the permits and working on a communication and out reach campaign. there will be substitutions in the legislation. as we worked through the details

of the regulations. we participate in late september. supervisor melgar will introduce that legislation and again we anticipate a number of cosponsors and then in october the legislation will be heard at the board of supervisors land use committee. and we would then expect to roll it outasm the permit is finalize and go with our having hired the staff. so they am be t will be have regulations ready to go and the staffing in place by time the permit is official low legislated. all right. i have already addressed the third street bridge. i will move on and soil cells. i will move on to bench marking. i wanted to let you then and there this month we hosted a bench mark session from dig big cities around the state. san francisco, oak land, san jose, los angeles and san diego.

public comment this was what i was going to speak about. thank you to staff for talking to liveable. city and director post for lighting a fire under staff. i have been thinking about the better streets plan, you should be familiar. luof the land about over 13 years ago now it was adopted these are standards for the staechl we worked heard on these and we you know thought, we passed the better streets plan example won awards and passed an ordinance the complete streets ordinance in the code hutake up a sdproet do works you put it back according to the standards and the better streets plan. better streets, didn't but if influential forward or a decade later t is in the our streets are not getting better i watched the same streets getting rebuilt in the same way over and over. and people who tried to dot stuff in the better streets plan. i will pass this.

process. they make all of the ordinance accept liability for a garden. how dangerous are sidewalk gardens what is the body count? the answer is, than i are not dangerous. you require them liability insurance. they are standard. look at plan they are standard. so, why would the city self insure everything else in the public right-of-way but not insure things that are in aline with its standard and which support all of the greening and our other activities you think about as you look at the permit reform. liability there is no rep with hat city will accept liability and the danger to the public theynies to be better alined and thing this is green and improve the city need to be things that home ordinance don't need to accept liability for. thank you.

i do have a question for director short. relates to the question of liable and public right of way. we don't put anything in without an easement for a host of reasons. i understand the love our neighborhood permit will ease the process of creating the easements to allow the libraries and others in the public right-of-way and the way we will work around the liability question. >> thank you. commissioner turner. interim director, we are looking at questions of liability with the permit and -- trying to assess you know what is the risk, the goal for the permit is we are reducing the challenges when there is little risk or liability. and there will be cases with more complicated projects there may be increased risk or liability and need to assess
