commence in the fourth quarter. >> here are some of the details of the 3 audits completed in the fourth quarter. on april 20 of 23, the controller's office issued energy center franchise audit for years 20 then and 2020 focused on 338,000 paid to the city for the period. in may and june of this year the 2021 greening energy verification audits were issued for super green. focuses on different rps energy levels. when we look at the in progress audits, this work includes an audit we are engaging with the board of supervisors budget legislative analysts on audit of chapter 6 with the puc.

this is their biggest audit of the year. bla come from motion 2285 passed by the board to conduct a performance audit of the puc's delegated authority for chapter 6 of the code. this was passod november 29, 2022. it focuses on the past 3 fiscal years. on this year, january 5, 2023, received our first request for information from the legislative analyst relating to the audit. and a second for information on april 20th of 2023. the first requests for information was related to understanding of our organization and identifying all of the staff involved in procurement process all of the policies -- and understanding all the procedures reported procure am

good afternoon, commissioners. good it see you happy summer as well. if i could have the slides. thank you. >> pleased to be here to talk to you about the project i referenced a few times our water reliability round table. and this is an effort that we under took begin interests expressed by different stake holders throughout the 3 counties and other areas for an opportunity to collaborate with the stake holders on water reliability the concept of one water what is the opportunities that exist we will have 3 goals to understands how projects are discussed could fit within a one water concept. identify collaborative opportunity and identify how entities work together and support each other and figure out huwe move forward with this. the report is available on our

website. the graphicsil go through federal from the report. it was an interesting press we general low did it all via remote. and we used new tools. >> we held 4 workshops. and each workshop had a different theme. it was focused on a theme. and they occur in the may of 22 to february of 23. the invited participates really inrighted everyone we connect with and in different buckets. water, wastewater. our member agencies but the wastewater entities in the service area and regional areas. . san mateo agencies, a lot focussed on where is the gap? in this water can sept in san mateo has the biggest area.

there is san mateo city and county agency governments. and san mateo flood water. flood control. valley water, san francisco and house interests as well as ngo's. we roach out consistent low on all sorts of issues. and we got good participation by the member agencies. one of the things we want to work on is participation by other this is was an area we recognized needs work moving forward. >> so i mentioned we have 94 workshops in the report you got materials for all of them they were focusod topics and an educational opportunity for the participates and get feedback. each workshop featured a guest speaker and highlighted topics. based upon the input we received from others.

and others together a range of yield 21 to 40mgd some are in concept stages. and that was the exciting piece and how to how to work on the project and move them forward with the interests of the agencies. so, after we went through the shots we pull today together and tried gauge the interests of the group and working together further. and there was a lot of that interest. and we will facilitate this effort we have workshops budgeted for this fiscal and the recognition the result will feed in the straj 2045 work. whether remains independent or

absorbd that remains to be seen. we will see how this works out. it was exciting the other big thing in our plan for next year the idea of the provide for grant support. that was the key take aways was what -- there was a need for someone or agency to provide assistance in identifying grant opportunities. possible low writing grant applications or a consultant write them. everything shy of grant administration if you will. and so this is something tht board supported in the work plan and we are moving forward with that it was a positive effort and useful in our next steps forward and the questions you all have about what is help negligent service area and the potential plans and i want to make sure you were aware and

one thing to talk about partnerships and another to build them and a lot of that goes back to what is at stake. who owns the water who will deliver it, what does it mean n. conversations this you had, wases there anything that was of exceptional that came out you had not thought b. i think it is always great to bring people together and have the conversations. another thinga come out of them i feel like they were like 5 things we did not think about or 5 opportunity that were there we did not pay attention to. and while we have talked about this together. financing was important. but it is not just financing it is who operates. who is the northern. who has the right to use it. how do you transfer friday location to location. a lot of other things that guess behind the projects.

i wonder federal anything come to minds? attending those workshops. >> you hoyt 2 things. first the reason we are moving forward with the guarantee assistance program had is something i have been less than enthusiastic about. i appreciate when we get grants but guarantee administration is complex and we have a small office and that was in the one i was thrilled about but came across unanimously. i will say, that well is a legality of grant moneys out there to get to the grant monies. to be cape okay of getting them. there an assistance level that is coming they can offer. that was a major push that will make a difference. other thing that changed an

institutional question. right. how does the development of a project relate to the existing status quo. and rights and obligations? and with the puc's continuing interests the threats on the supply. climate change. well is an increase recognition that there is a benefit to the diversification for other reasons that did in the exist 15 to 20 years ago. now the benefit bring others together to say if we increase partnership this is are logical. where you got a basin and those partners are coming this is a logical connection with shared needs. that seemed to be more evidence then and there in the past. but that requires money. that was where i think trying to provide the money and keeping

that conversation going and addressing the real appropriate keksz. which is different saying i want to partner with someone on the bay and do a project. i that's an upon different institutional consideration. this was about upon hey, where are the natural partnerships we had not thought about and obvious to us. some of these meetings were held in the wake of the flooding. i money to be on i'm disappointed that for example i don't see more of on site reuse options on other people's tables. you know. >> i don't think that would have shown up here i was not expecting this to show up on this. that is going to show up through the boska strategy and take a

biggest driver. right now partner of finance a few weeks ago came out with projections and they believe the populations of san francisco and san mateo will decrease. and nice to have information about that. will and may be a plan. because if the demand is lower we will spread out the 6 costs among the custody commerce when we want to avoid is over investing in expensive alternative water supplies we may not need. i encourage the puc to follow examples and electric at scenario now it it is out put for demand. we need weekends.

the planning on going since 2016ful you heard wore one of 8 agents participating in the planning process. we share equal low in the expenses of the planning phase. this project is one of the projects evaluated in our alternative water supply plan and anticipated the commission need to make a decision in early of 24 regardingor anticipation in the project or not. the action before you today is amendment to the planning phase agreement. this is the fifth amendment to the agreement bring the total for planning phase to 22 million dollars. which is on parwith planning for this project. and with other projects. our share of this amendment is about 1.3 million dollars. alcohol bring our participation in the planning phase to 4.6 million dollars. we recommend approval of the further of participation and anticipation of the project decision that will need to be

similarly the california land's commission jurisdiction over portions of treasure i land granted the interests to tida as trustee. and now tida implementing the treasure island/yerba buena development project. dieda's responsible for all the utility on treasure island including wastewater until new prushth is constructed and accepted by the city. the puc functions as a contract operator through an annual agreement and provides maintenance services for the existing wastewater faty sillity. treatment plant was built by the navy over 50 years and not capable of meeting the needs of the future development puc designing and constructing a now wastewater treatment plant. new pleasant is composed of 2

components the main the treatment plant itself. which will treat and disinfect the water for discharge and produce recycled water for uses on the island such as irrigation. the second component are wet lands which are the final stage before discharge. these would be constructed adjacent to the pleasant and function as a public amenity and wildlife habitat which is important to the item. >> in 2017, the puc and toyeda negotiated a memorandum of understanding to govern the development of the plant. the mo uconn templayed the general framework for the real estate agreements necessary and include a fee transfer where the pleasant would be constructed and conveyance of interests of the area where the wet lands to be constructed.

the summer averaged 270 million gallops a day the average was 223. right now on this day we are lower than the average in 2013 which is down from when the lease was approve in the 2008. so -- the demands were to 21 million dollars for the year. there would be enough water in sorage to left more than 5 years if no precipitation we would run out of water in more than 5 years. and in the design upon drought year last year the average deal for the puc is 152 million gallons per day. so -- puc is a good position. you got incredible water rights and below average, average and above average years. and storage demand is way down.

>> you are watching san francisco rising with chris manner. today's special guest is carla short. >> hi, i'm chris manner and you are watching san francisco rising the show about restarting rebuilding and reimagining the city. our guest is carla short the intric director of public works and here to talk about the storms we had and much more. welcome to the show. >> thank you for having me. >> great to have you. let's start by talking about the storms that started beginning of the year. there fsh a lot of clean up recovery and remediation. can you talk about what your team did? >> sure. the 17 inches of rain we got starting on new year's eve through the first 2 and a half weeks of january made it

one of the wettest periods in recorded history for san francisco, so as you imagine we had a lot of work to do. we gave out more then 31 thousand sand bags, we were operating all most non stop from new year's eve to san francisco residents and businesses out of our operation yard and frequently working thin rain so it was a beautiful dance to watch. we had a corio graphed where people drive in the stop and load with san dags and get on it way so thats was the most visible thij weez had to do. responded to all most a thousand calls for localized flooding for the corner of the street with catch basin. our team trying to address that. we clear and pick up anything to block and it hopefully get the flooding to go down. if we are able to respond we call in the san francisco pub

utility system and are responsible for the sewer system under so they bring ing vack trucks that vacuum out debris inside the catch basin. we also dealt with lots and lots of calls about trees and tree limbs down. i think we actually faired better then some other places in terms of loss of full trees. we did have whole tree failures and that is not that uncumin with super satch waited soil conditions. we had over 950 calls about trees or tree limbs down. a lot of calls were about loss of a limb and we could save the tree. we are still assessing the data to figure how many were full tree failures versus limb failure. >> also had land movement too. the great highway comes to mind. what is your approach to managing rock mud and land slides? >> that is a great question. we had 28 different slides over the course of that period. it is kind of a interesting process, so the first

step is we have our geotechnical or structural engineers take a look to see is the hillside safe, do we need to stabilize it in some way or just need to do some cleanup? once they made their assessment they will recommend the next steps. often times to protect public safety we will place k rails the giant concrete rails at the base omthe slide area to make sure that any debris doesn't get on the edroway and bring ing the heavy equipment to scoop up on the ground and move off the roadway and try to open the roadway. some cases, we will actually inject some rocks or other stabilizing forces either into the slide area or sometimes below the roadway. right now there is nothing that's unstable out there but be are keeping a close eye on the areas including the gray highway area. >> right, right. well, so talking about the storms in the

city response, brings us to southeast community scepter when there is rain remediation projects going on. can you talk about the inconstruction project kblrks that is a favorite project. a beautiful new community facility. we were involved in pretty much every aspect of developing that project for the public utility commission. they were a client. we design project management and construction management and the landscape design for that project. and one thing that we included was storm water management throughout the entire project site. so, that project encapturealize the rain water that lands on the roof and flows into the landscape where we have rain gardens so intent is slow the water down to and give areas to collect to percolate into the

ground rather then the sewer system. when we have sewers that are overloaded, because our rain water mixes with the sewer treatment storm sewer system, we actually can end up dist charging into the bay which we dont want to do. anything we can do to just prevent those combined sewers from overpm loaded is a good thing and in this case allows the water to collect onsite and percolate to the ground which is the best way to manage the storm water and it is beautiful and provides habitat. i encourage everybody to see it. it is special place. >> that's great. there was recently news about how city (indiscernible) powered by steam, which is super unusual i think. i understand public works ablgtually does the maintenance on the system. can you just talk about that a bit? >> sure. that is a unusual situation. that steam loop was actually built when the city was recovering from

the 1906 earthquake. it only provides to steam about 4 buildings in civic center but that is how we keep buildings like city hall warm. the steam goes into the radiators and provides the heat. it is a old system and if you see steam billowing out of the man holes or other spaces, that is indication of a leak actually. we spend a lot of time trying to fix the leaks because it's a old system. it is managed by the real estate department and at one point they were looking trying to replace the whole thing but think that is a massive undertaking so now they focus on making as needed repair said. we did a big repair on growth street where we spent a month and a half working on the known leaks s in the area. it is a very tight spot and have

to use blow torches to seal up the leak so a intense operation and seeing more leaks on polk street so we will be out there once it warms up to fix the leaks. >> excellent. let's discuss what is the reunifiquation of public works. there fsh a proposal or plan to split off the division, called the street and sanitation. now that has been shelved and public works is going to just retain being a single entity. can you talk through the process? >> sure. yeah. the original proposal was a ballot measure voted on to split the department into 2. it basically create the department of sanitation and streets that was really going to incompass all our operation divisions so it was a street cleaning department but encompass everything we refer to as operations. when we worked preparing for that split with the city administrator office, we found there were

actually 91 what we call touch points between the operations work and our engineering and architecture side, so we really felt like it could be very difficult to split into two departments. we have so many areas of overlap. there was a new ballot measure last november to reunit the department. technically we split october one and did split in some ways. we did put on hold some of the behind the scenes things like rebranding all the vehicle jz giving everyone a new e-mail address in the sanitation and streets department, but on january 1 of 2023 we came back together so we are reunited i want sing the peaches and purb song and think it is a good thing for the 91 areas of overlap. we making #2c3w50d use of the

research. preparing for the split. looking at all the touch points and trying to strengthen the department so we are more streamlined and efficient. one of the most important component from the original ballot measure is commission oversight. we retained two commissions, the public works commission which oversee the over-all department and approve the budget and contracts. and sanitation and street commission and their mandate focus on policy and deliverable for street cleaning and basically the operation division. reporting to them regularly how we are doing, we think will help make sure we are as efficient and effective as we can be as a department. >> that sounds great. thank you so much for coming and talking to me today and appreciate the time you have given. >> thank you so much for having me. it was a pleasure. >> that is it for this episode. you are watching san
