speak. no callers, public comment is closed. zo next item. >> item 3 update on environment department director recruitment process eddie ahn commission president. this item is discussion. yet moment we have been waiting for. first a quick recap of the long process to search for next director of san francisco environmental department. in july of 2022 the commission voted for a search committee to manage the recruit am process the committee met between august of 22 and february of 23 to develop a time line for the effort and credit a prosure and identify and interview for the director position. on march 27, 23 finalists for

director position and the commission voted advance candidates to the mir for consideration per terms of the city charter. on march 28, 2023, the commission grewed additional finalists in closed session and voted advance one additional to the mayor per terms of the charter this was a shared effort. i want to thank the commissioner formy commissioner wall for service on the committee and thank sarah offense of the mayor's office and lawa of the environment lending insight to this rigorous search process. i want to thank sean of drh and sarah crowley. that process brought us to where we are today. the commission searched far and wide for the candidate we were looking for was machine we know well. and this final decision rested with the mayor and cannot be more excited with her choice.

bring our out going grants to our commission when possible. tonight we'll present 3 pending out going environmental education grantses for review and approval. i will turn it over to esther. who will tell us more about when is in store with the guarantees. >> thank you. good afternoon, evening. commissioners. and so um my pleasure to introduce the 3 grants. and asking for approval. so, um, this are for boy and girl club of san francisco. city of dreams and ymca. they are each for 25 k for the duration of 2 years. for the fiscal year and the coming fiscal year example of they are funded. so, we have boy and girl club of san francisco. so hay provide community base

youth development this . is an engagement for local youth since eversince 1891. they serve 3,000 plus youth across san francisco. the scope of the grant is to provide 32 field trip its 300 youth k-12 focusing on environmental education. will understanding environmental justice issues with racial equity lens. city of dreams. so hay have served 4800 plus youth and families. and living in the bay vow since 2004. and the scope of the grant to provide environmental education workshops to bayview youth and create youth lead ziro waist community engagement project.

and our first session. a 6 week gardening program. we have a large community garden we harvested over 200 pounds and distributed across the street in our 92ed bank. serving families and partners to use. we use our compost to replenish our garden. we have a contest going on where our families we have -- 15 participates per month. and have our families -- we have our youth collect compost from our families and weigh it and

richard chan the document is the 2021 san francisco climate action plan this is for discussion. hello, commissioners. nice to see you rich chan, senior environmental specialist. with the environment department. excited be here to update you on what we have been doing with the climate action plan. hard to believe it has been 2 years since this got out. we have been doing exciting things, i think and i'm help it share with you. >> so, the agenda is here i'm going to give you a quick update including something addendum we publish for the plan. talk about green house gas. and i will spends time going throughout new reporting dash board that will be on our public facing website. that i think you heard about already. and then there was some preand pest campaign surveys conducted

i would like to share result and have a discussion. so. when the cap dame evercame out there were 6 sectors. since then we worked with the san francisco puc water resources to add a new chapter or sector for the climate action plan this is about water supply. it is a strong connection to the climate issues in cal dam. i think one thing that we learn friday all of this is tht puc is working heard to ensure that san francisco has a reliable and clean water ploy to carry us for the. upon given challengers from regular and climate change challenges. so the new sector contains 3 key strategies and 15 actions on water supply demand management and consumption reduction.

through projects and supply augmentation programs. so, includes a year and a half of collaboration to add a chapter. that and we want to thank the puc water resource division for per inship on this effort. it should be post to the climate action plan site tomorrow. next slide. and next i will talk about the green house gas inventory. so, a bit of background we normally publish the results of a year inreason tory about a year and a half after the conclusion of the year. normally the 2020 would have been published in spring of 2022. but to staffing issues result figure covid we lost our key staff member who was doing this process for 5 or 6 years.

committee hiring process we got a new purpose on board and they were starting from scratch we are delayed in getting it out. the other caveat is this it was 2020 we were in covid, look downs. the transit system and transportation. business closures. general economic turmoil going on in 2020. we need to cope this in the minds when is we look at numbers. butt results are good. we are 48% below our 1990 level in 2020. which is a 12% reduction below the 2019 level and prebl a lot of this is attributable to the covid impacts we are starting initiate the 202 inventory tow get become on a regular schedule. i think our plan it is to now

pivot to doing it once every other year temperature is an intensive press it is labor intensive there is data that needs to be collected and we think this our staff could be working on other things to advance the climate action plan. we will do it once every other year moving forward. so, next slide? ummented get down in a bit of more detail on the e mission sources. so, buildings and transportation remained the learningest contributors and combined 88% of society e missions. transportation e missions decreased 19% come paired 2019 levels which is do you to all of the stay at home orders and people changing behaviors. one technical note they will add is had during while we were doing the 2020 inventory, we realized this the model this we

used for past inventory we knew was high level and course for transportation. and we work with the transportation authority as our data purveyors. but our initial runs using our older method shows the transportation e mission went up in 2020 and realized that did in the make sense at all. so, they turned us on to a new tool what uses more real thyme data and censors on road sxsz extrapulate throughout the city. and looking at google and to find things that are more easy to manage and more accurate and updated so, and building e missions decrease for you % below 2019 levels. so those are highlights and we will know more in spring of 2024 how we did in 2022.

so, excited shirr about the dash board. wren if you have seen it but, next slide, kyle? this is a now edition to the sf climate plan website. which was created through a holistic marketing and engagement campaign we ran with consultants earlier this year. and basically spring of 2023. and one of the key items was to in addition to doing all of the direct communication in the community about the climate action plan we wanted have somewhere to send people to learn more. that was like the sf climate plan website. and so now we added the dash board what you see is the home page of the website and there is a button at top this says, dash board. so00 eye think a few things we

committed in the climate action plan to have metrics, indicators to have another way to show progress. and to get people to understand what we are trying to do with the climate action plan. so, i will talk more about the indicators but this is about taking all of the complex information in the climate action plan and trying to make it more approachable, understandable and tanningable for every day people. so, we start off with achievements. given how easy it is to feel pessimistic about the state of the climate. and our ability to make meaningful, fast change. we think it is important to show role progress. and will highlight successes had they occur president truth is the city is dog a lot to advance the climate action plan now.

this approach is consistent with a marketing campaign of staying on positive messages and to show all of the progress this we are making. and on the slide home page are examples from 2022 and we will add more with each year's damp board update occur nothing the spring. etch >> so thshg implementation snapshot is what you will see next temperature is a high level summary of cap implementation progress >> it say summary of information our team collects about actions of the beginning of the year. and the back end is spreadsheet with the actions and data about the departments and who is out and barriers they fits and successes and engage am opportunities. and i mention now that this is set up we have the ability to make updated evers to the dash board that was key of the project and when we do these

city department wide climate action plan updates we would include updated information in the snapshot. next is getting in the key indicators part. so, again another way to communicate and educate the prs progress about the intent and make them more role for people. so we work with all the departments to identify indicators that leveraged existing data collection presses torous the burden. and each am includes the intent of the strategy the original language. description of the indicator and a blur and the did thea itself, shown as a chart. here is the example from energy supply es within and the

percentage of electricity this is renowable and how we progressing toward the city's goal of 100% renewable by 2025. and one more example next. if you flip to the next slide. transportation and land use to build a fast transit system will be everyone's preferred way to get around. the inld indicator we use is muni agency, weekday ridership which is a key inld indicator of the health and use of the system. we get from sfmta. we have 19 indicators 4 in the climate action plan and adding mores we move forward as data and time and resources allow. next slide. now i am go into the public

survey conducted preand post campaign. the slide shoes the over view of the engagement campaign we ran. as if you w with consultants and staff for a marketing campaign to increase aware knows of the climate action plan and drive people to the new website. key were dig at that time, tv, ro, media the website. we held 2 climate resource faris in language and spanish and chinese. and then have been doing sector specific out reach induction cooking demonstrations at farmer markets. project included i preand post campaign survey which i will discuss next. the survey over view was performed gauge the impact of the campaign. sum redetails are on this slide.

they were pretty clear that the preand post are the indicators but hard to point exact low to changes and, wearness directly related the things we were dealing with the campaign. well is a good sense there was an impact. next slide. so examples of the data collected from the survey. on one question asked people seen or heard information encouraging residents to take action to fight climate change. precampaign was 12% and post, 31%. again, we can't point to the campaign as the cause of that change especially there have been climate news and things that have been going on what have because of the stuff going on but00 eye think the results indicate an increase in messages

this encourage behavior change really the heart of when we were trying to do with our campaign. climate change concern level. 80% are concerned about climate change and the number of very concerned increased post campaign. and about 10% increase from those simple low concerned to very concerned. next slide. >> this swon about the likelihood to take specific actions and one question was someone would take an action from i list we developed. thinking about the population. rernltss and we were not talking about switching out appliances we taylored the questions to be things that people can do easily. and note that the toply taking one less car trip. per week.

cutting outate one or more days a week and paying 3 dollars more for renewable electric. those are indicators where people may take action. >> i think this is left. learning anything new. there was a question asked if than i learned anything now from the messages they saw. during the campaign period and 40% said yes, we thought was high and encourage the most came if the age group of 25-44. 65% said, yes. followed boy half of those from ages 45-pen and 29% of those over 60. so, the fact the 40% of people thought they learned manage new was encouraging for ulc.

this concludes my presentation. and i'm happy to discuss and take questions. thanks. >> questions. why yes. >> richard thank you for this presentation. really excitings to see the dash board. we have been talking for aye awhile that so it is exciting to see it roll out. and i assume the work in progress? at this point? >> yea. i think the there was a web developer brought on by the most like low with the prime consultants did the reuse campaign they are familiar with when we are doing now in terms of messaging there is an architecture to the site they handed the keys to us. we can make updates and plan on refining it adding more as it makes sense and we dot refresh every year.

joy know most useful to me and the public would be to see for each big section of the that is our goal by what date, and vathat be on the slide visible and where are we in the years. you can look at the goal. and the date and look at the current number of metrics and see we are doing well or not doing well. the -- dash board for energy supply was that. . had 100% boy 2025 and eighty-four % in 2020 the one for muni ridership i lookd and i guessed 3 for,000 is a goal. but i could not was not easy for mow to visualize it there. and it is grit to celebrate where we succeed but more important for us to see where we are not succeeding that is where we try to do something to make the change that is one

the role is to approve the written stewardship plan and witness approved over see implementation by program operators to ensure they are as described in the written plan. to date approved 2 stewardship operators. they include, med projectses, first, prove in the late 2016. and the second is intelligence approved to prit in san francisco in late 2020. next slide. the clekdzing disposal system includes i voens system of sxae kiosks. these are located in retail pharmacies, hospitals and clinicics. all 10 san francisco police station and one sheriff's facility. a limation allment locations were policed in compliance with

federal dea rules limit to pharmacies and law enforcement locations. that distinctively limit our ability to place drop off kiosk in locations. next. here is the map of the locations around san francisco. you see that over all coverage is good. there are a new neighborhoods have more sparse collection option in terms of kiosks connected to the dea limitation i discussed where by if they are in the many pharmacies we cannot place an off in certain neighborhoods with you a pharmacy participating. in districts where a program prirt is not providing 5 kiosks they are is up elementing collection service per requirement ordinance with what we refer to mail box envelope distribution locations. physical locations residence

francisco. and this is upon notable in per because wall greens previous to this was operating their own private medicine collection program outside of med project and it is a private effort and limited number of locations. than i increased their participation in san francisco. this is significant because of the over all increase in the number of collection locations. we added 24 locations to a network up to 63 that was great. also wall growns is the most prom nanlt operator in san francisco the most pharmacies this helps raise, wearness going in a wall greens, seeing the kiosk and understanding the service available and because in many neighborhoodses they were the only pharmacy available. so without them participating in certain neighborhoods we could not place a kiosk there.
