2:09 am
there during the documentary i was interviewed for so we are keeping up the pressure to make sure public safety when it comes to the operation of those vehicles and chief is handling those meetings and with the operations. so thank you, operations, deputy chief darius luttropp. i have to go to other meeting today at 9:30 downstairs i'll be attending that with her and as well as the d making meeting afterward with regards to the drug martha accountability i can't went are that the district of columbia stand for a program i'll be attending that
2:10 am
as well and speaking of streets conditions. there was some instructions from the 9 get circuit i'm not as familiar as will our um, city attorney jen. several months back more judge ruled that we can't move anyone from the streets unless we have beds for everyone on the streets. so of we had open beds can't ask people to occupy them and not move people away from where we were i don't know how many thousands of beds we need those are the rules that got
2:11 am
changed. >> we can the police can enforce more street conditions and can have people move if we offer them services and shelters this is good news moving this is right direction and street conditions. i know i poke but d mac a lot of good work done and quite a few cases turned i don't know if it is the the federal or state attorney turned out overinform the feds basically quite a few cases from san francisco. they're helping the district attorney but taking some of the cases on which is super helpful for us because there have to be more drugs and
2:12 am
people into treatment in in a long, long time there is a lot of work going on. a pack the asia-pacific economic i forgot the coordination coalition not a conference not the conference so, anyway you know what i'm talking about and the sheriff brown is in hvac with the secret service for your awareness, between i'll say november 12th and 18 a lot of impact in san francisco what street closures and things close down because of the number of (clearing throat) heads of state as well as the
2:13 am
president and vice president and we are coordinating with them when needed and doing our own work utilizing in quite a few was with our ems staffing of with the motorcades ongoing work. in addition to i know that sheriff brown is coordinating with sweeping that is coming up in early october we had a kickoff on monday everything several of us went to myself and chief it's been a long time coming. and buford and oh, and chief or sheriff brown yes. we met the admirals will be speaking and if you never been to the academy of art that is
2:14 am
yeah, that's where that was so - i know a couple of my people try to drive off with those cars were unsuccessful (laughter) if you like cars you should check it out a new fleet week experience with the academy of arts and helped us with videos over the years that has kicked off the sheriff's brown has been working with that for months. then a level two paramedic graduation and that was last week at um, headquarters. in addition, we have continued our proportionalityal process two lieutenant and one explain and
2:15 am
we offered people they cleared the mayors office. so we're able to offer 5 jobs we had a town hall with ems it was on zoom as well as were quite a few of us in the room at station 49. good conversation and good to communicate back and forth between all the boots on the ground and objectives in terms of what we can and cannot do and we're seriously looking at seeing if i can actually help our merchandise that want to become paramedics. right now they're doing it on their own so
2:16 am
is just as looking into stages but i think that is important to support our members education. i attended the festival in the richmond and and firing service picnic in mission bay had some young leaders stepping up there and quite a few of us attended the police department station in china town on the 6. and so thank you all who came to that. and in addition had the police and firefighters this past subpoenaed. >> thank you for attending. president and vice president and
2:17 am
few for those of you who don't know it was originally the fire mass in the 1940s where we lost quite a few firefighters. and it has evolved where we recognize those who have died not last year. and in addition had the 9/11 ceremony and vice president morgan and the lieutenant governor and thanks to martha cohen for assisting. and mostly a lot of what i have been doing of late with some of my stave is meet and grantee for the academy over one hundred and fifty up to that has been taking up a lot of time it is good point those
2:18 am
folks will shape our department in the next years we get to um, you know. get to speak with those folks and get to know them a little bit i have to say there have been a pot of good interviews yeah - we're blown away it is making tough decisions it is good problem for us to have with the departments are not - and for right now that is concludes my report i'll be happy to answer any questions you may have. >> i only have to walk 2 floors down for the meeting. >> at this point any public comment on the report madam secretary? >> hi, again. >> is they're not much you can
2:19 am
do to anybody don't play with fire. you can't play with fire you're going to get burned. and not come back then you'll be judged don't play with fire. yeah. i talk about yes instead of that we hope for everybody's happiness to achieve you're reason and focus so (unintelligible) aspirations to boot you think about that not physical you be happy you pass the wealth you don't only when
2:20 am
you are playing what fire. everybody is down first mission to fight fire and other things like, you know.. have a great day. >> thank you very much. madam secretary anyone else in terms of giving public comment at this time. >> i don't see anybody approaching the podium and nobody on line. >> questions or comments for the chief. >> commissioner fraser. >> um, i turned it on. >> okay. >> thank you. chief for the report i had one question related to the first of all, the september 11th celebration was a lovely event on the waterfront and happy to see anyone. i can't
2:21 am
move ppf of people until a bed available my question is how do do know where you're looking for that information is that reliable? in terms of i'm concerned people are trying to find beds and hear that is one or mop else you want to know how our people know there is a slot available. >> i know chief can speak in more detail but it is my understanding they are given an update every morning before you go out the healthy streets operation folks are giving an update hasn't beds are available. and he's nodding his head yes. >> thank you. >> commissioner collins. >> and on the same theme how do
2:22 am
the um, two the police department and the fire department coordinate. >> there has been an infrastructure labeled healthy streets operation center and it consists of fire department and police department hsh are they there, too? it consists of a number of different departments that coordinate work together everyday with sam dodge from department of homelessness & supportive housing go out to different encampments to try to get folks into services and for the neighborhood. they do
2:23 am
everything public works is there to clean up and storage and we have um, one of our paramedic rescue captains so it it 5 days a week simon or chief? >> 5 days a a week yes. >> there should be a lot of activity on van ness a variability of departments. thank you. >> thank you. commissioner collins any other questions for the chief at this time? >> yes. i want to say and enjoyed the fire masks and the beautiful church. um, and needed some spiral input (laughter) for my crazy reason and schedule
2:24 am
so, yes, the service an honor to be there should respect of the people that paid the ultimate price and service i'm honored to be there. and it was a good service i'm glad i made it. thank you. commissioner fraser for going to the 9/11 thank you, president nakajo for being there to the fire mask and all the other commissioners were business i know how it is but it was a good event. i wanted to ask you was that i heard - i think that is yesterday like a 15 inch water main break in the marina how are you guys dealing with that. >> we responded it to that
2:25 am
night it was a purview of the puc and it did a ton of damage because typically. >> (multiple voices.) >> which had water main breaks it kills everyone up to the street and a lot of damage and concern that the water pressure any impact one of the gas whether or not i think so all the waters surrounding that so that concern as well it is getting to quite a few businesses i believe that many of the businesses are shut down because of ongoing construction and damage. we i believe i know the supervisor stephanie had folks out there we the city attorney's office to help people, you know. businesses and other folks what they needed to
2:26 am
file claims and the like. so but they're still outer they're doing construction and i don't know how long but a couple of days i would imagine and do they have a contractor? or dpw. >> that i did not know. >> i imagine, you know. people that work at dpw and have other folks on contract for nothing like this so i image i would imagine go to contractors. >> so- >> (multiple voices). >> it was a 75-year-old. >> that will do. >> cast iron yeah. >> i imagine the damage with a 6 inch pipe but that kind of worried me- >> (multiple voices). >> yeah an 18 wheeler was
2:27 am
approximately stuck and other folks yeah and she's - they're still closed down there. >> thank you, chief >> okay. >> vice president morgan and chief we kinds you. thank you. >> thank you very much. and madam secretary. >> we have cd come up i want to welcome our city attorney jane to our proceedings as well and chief whenever you're ready. >> good morning president nakajo and vice president morgan and commissioner feinstein and commissioner fraser and commissioner collins and command staff and jeanine nicholson, chief of department. for the report for august. so as you recall from the july report i snuck in an extra fire that is
2:28 am
in the august report chiefs 1 on arcadia street on 555 on the 13 octavia street had a report of a fire on arrival found the building fully involved in fire and battalion two i went to the transfer of operations. so from the outside landmarking in that appears we are just trying to as i said surrounded and drown the building but it is a recognition of a strategic change needs to be made to protect the adjacent buildings so the radiant heat on fire was impacting the front of the building and well positions themselves there the cross street reported in the media but
2:29 am
the immediate concern was those immediately behind the building we typical refer to this is charley exposure because of the way the building was situated and impacted the operations the arriving unit saw they'll center to split the fire 20/20 parts will be the alley side of the fire in a situation fairly high-level of confusion sort of out quickly and turned those we call a vision oak street was operating and hickory and the chief had a firm grasp on how to position on both sides and fixed that up and set up the ladders
2:30 am
and the trucks and very strong water supply and able to get those in operation but the concern was that the amount of fire that was communicated to those buildings down oak and hickory. immediately had units positioned the roofs in a position to extinguish fires being cast radiant heat i can't imagine it is cracking windows on the other side of octavia and the wood-frame building are touching that is an emergence amount of unit but able to get in front of it of that it was a very, very heroic act for people on the scene know the building was go to collapse and communicated by the chiefs on scene and the expected um, and
2:31 am
in a position to extinguish all the firs this was a situation you could earlier lose people's homes. and people still in the building also to a rescue made. and they were definitely in harm's way. so he's forwarded it. a recommendation for merit and we support that a lot of there's a lot of moving parts. for this fire. and once the building did collapse and once it had amber cast as far away as assistant deputy chief michael mullin. and full block away from that. so just i know i presented this a month ago. and with a month of reflex i am still
2:32 am
absolutely in. >> of the efforts of company that happened that day. had photos i will get you the power point but just again amazing job at three hundred octavia. and again, in our packet vice president morgan that picture on the right-hand side that picture is there arrival that picture was taken when they had the time to do it as they're getting out of their vehicle that's what that looked like the moment they arrived a delay in reporting we can't do anything but about just a good job and so - on 88 at
2:33 am
2011 hours with the cross streets link street the first arriving unit saw the - searching trying to find it in visible fire no heat and this is a fairly typical problem with the san francisco fire department we exist in wood frame buildings and have heavily camper listed touch each and and you see spoke what the source of smoke don't know but still in investigative mode and the
2:34 am
engine companies were assigned by battalion 5 and tried to find the fire this where the operation of the trick companies in san francisco are are vital we have people on the roof and looking down they reported the firing in the problem charley to door so looking at the front of the building from the left-hand side to the rear and no reported fire gave the chief an avenue of that. truck 12 made the notification that has extended into the shed was the rear of a building on urban street they ran into the same problem as the previous fire now they have a fire that is divided by good
2:35 am
great and the second alarm companies arrived those second alarm companies were resources to that what we call a division now have a avenue and the street vision we were on the screen of the fire that night and that went seemingly and the communication fire attack commanders was the division coordinated very effectively. that building on the charley side progress hardware had fire in it's rear and was on the edge of the fire building extinguished the fire quickly with the hardware and transferred to the exterior wood deck upstairs so large have enough fire but once we know
2:36 am
where the fire is our staff is incredible and that fire went out quickly and transition to with more than construction with the amount of sheer that goes into the dmuks knew it was a matter of getting to it and the third alarm was scrubbed and able to do all the heavy lifting and hard work and the fire was extinguished and an incredible job. both of those fires highlighted our relationship with the department of the building inspection and once we are transitioning from the scene we hand it off to the owner and occupants the space is no longer occupiable so a number of
2:37 am
displacements during this fire and working and trying to get our h out more information for people and - and that will be an initiative with the fire department to assist people moving forward. >> not in our report which is our secretary second alarm scrubbed to achieve rabbit had a fire on again, this bridges so this happened on the that's it in the morning of first on cheney will not come up 26 three 4 bay shore is in the city of of san francisco and the other one
2:38 am
in detail city we arrived to a large fire behind the grocery out on bayshore difficult to determine the fire and could it be the alleyway? from the cam i don't know if you citizens see when the fire looks like it is large fire and listening to the fire and i was in my bed 240er7 working hard. and going to a second alarm. i spoke to chief rabbit later on and the second alarm had a full alarm from the north county the chiefs were on scene and basically not a two alarm fire being a two alarm san francisco fire. and worked
2:39 am
effectively on the scene together and different room for the fire we have practiced it regularly so the conceives were work that day and chief rabbit so that at least some of the people on the fire ground are making direct radio communication so we'll it do that and the training in the field i was going to explore the broader expect but i'll wait for the next meeting and i'll leave that otherwise basically reporting one hundred and 25 boxes and two alarms without average for the agency currently. so on to the fire prevention and investigation
2:40 am
chief again page after page of numbers i'm paying attention to the inspections and - but i want to point out the amazing strides in the permit center. so i want not misquote the numbers but a 66 improvement in the watts time in permitting that is a huge initiative by the city mayor and the chief of the department really making great strides towards the permit center and kind of leading the legacy staffing remains an issue looking for ways to increase people excitement to go to fire prevention presentation. chief
2:41 am
copeland and the fire prevention are kind of like the tip of spear for more emerging issues were on four changes and on a b before a bs so they are taking the lead on the emerging issues and bearing the model legislation and looking around the country and seeing what is working and not working. some inspections on the charge facility so he's ahead of the game on this one and current conversation with the city government resolve around ongoing sprinkling issues and again, chief copeland is doing great things. let's moving on
2:42 am
the chief not appearing to be in the room but seen pictures of the recent visit and things are going well to airport and got all his activity detailed kind of want to highlight a few of the initiatives so a basic training in aircraft fighting and inviting people to come and kind of really reduced the pressure like a sales pitch and with that initiative he avoided enough people the airport does not is where vacate slots. this is huge for service we provide to the airport that we were basically drafting people and
2:43 am
telling me to go to the airport and creating brain drain and now with the staffing solid in place i can count it initiative a win. so things are going well at the airport and constituent did f f o newsletter in the newsletter if you want to read about the training does highlight that. division of training with the citizens director she's xulsz pursuing one of her initiatives was able to develop mous and the contracts through public housing the housing is being demolished
2:44 am
in sunnyvale i'll say the commission public housing was very excited and view it is a win for everybody involved and with the development of progress i would expect that we'll be able to use more what we called acquired building moving with the building buildings going forward and today is the first day of training so she's down there. >> recruit class one three 2 has started with 58, three resigned due to mental concerns and we the separate one for poor performance so lost 4 total in june. pretty stellar they're reaching kind of the end of our testing and still some who are
2:45 am
in jeopardy if to can't manage to figure out a way to perform at the academy but we only lost one for performance that's great. they've resumed the sitting like a small feet but not accomplished through of the covid a decent milestone i highlighted with that didn't stand out but getting back to make sure that our manipulating is protected in that way and worried cancer and first responders are in the pit of our city so - garage doors have a
2:46 am
document and chief is the director of the training had the videos and chief mel arrested did a heavy lift and the chief still maine the paramedic license? on this page. i don't know what that is a piece of liver i'm not sure i don't have my paramedic license but dumped it. >> and the pictures on page 40 from our joint drill with pg&e very last year scale earthquake drill all the companies participated. and great takeaways from and well resolved by the pg&e and thank you, chief for that. somebody you never see
2:47 am
in my report is the chief cannon attached to b m and the department of immersion and have extensive work with our communication and capture project that is going to end all contracts are lined up and in place and will continue by chief cannon is inanyone in my work with potential fixed we have coming from the department of emergency communications and the processes in the relationship broke down it and started and the business starts chief canyon is in direct communication a valued partner and that will
2:48 am
result in changes i'll be happy to answer any questions you may have. >>. thank you very much. chief. at this time any public comment madam secretary on this report? >> why see anyone approaching the podium and there are two callers on the line but don't have their hands raise if you want to speak during public comment for the chiefs report press star 3. they're not raising their hands. >> thank you, ma'am secretary public comment is closed. at this point. commissioners any questions for the chief? and commissioner comments. >> thank you for that report. i have two questions. one,
2:49 am
concerns the may maui fires some of us toured the airport we were able to talk with a few of the members of that department and a few from maui the chief was from there and filling us if i want to congratulate the department across the sea hands across the sea literally making the impact i hope that the department gets credit more broadly for the kind of work. and the second question is for you regarding a autonomous vehicles when you deal with the car companies when you deal with cruise, at what levels are our responses heard
2:50 am
and respond to? in terms of when level in those companies and are you satisfied that your concerns are being directed appropriately for action within those companies? >> thank you for that objective all of those companies are, you know. billion plus entrepreneurs and employ specific profession if this had been the level we were dealing with to people that interface with our captains and trainings and in service trainings this is the level we're accustomed to operating at and once we started to note the a b intervention we got with the
2:51 am
chiefs desire and intent to not engage with conversation required people who could direct policy and engineering fixed they would hear our concerns. not being metered by people, you know. were there for a different purpose were there just to be in direct interface needed a higher level. initially we were rebuffed but protrude open in the last two 0 it meetings we on my meeting yesterday was with their lead counsel so, you know. it depends on the nature of the conversation and depends on um, what the action items will be coming out of meetings but the meeting we have many recently to
2:52 am
discuss incidents i think of inappropriately passed with people who are heads of the parts of engineering team and can make changes to change the required just a matter of - the concern is this is still a - at any point with the relationships are changing, you know. meetings stop. so there's no we're operating at the appropriate level now and operating with a good dialogue of communication and concern to make sure that continues. >> okay. >> are out fire departments included in this effort? >> so i've been in communication with other fire departments that have spoken
2:53 am
directly with austin and everybody has different concerns with their operations they're not as a dense of a city that's the message we try to drive which we're in the conversation with them. this is a different problem this is - the hard task if you can overcome this as is chief said you'll be able to operate basically in any city in the country if you can solve your engineering problem. hoping they're hearing that. but every city and agency i speak to they are concerned. and they're problems may be different in a way in their jurisdiction is
2:54 am
different from those early conversations teams like the companies are willing to try to address those si will problems i don't know how that effects the people in san francisco and a lot of information is held as trade secrets is persecutory every fix communications and benefits us in some way but i can't guarantee that. >> clvz and we try to stay in conversation. >> you're staying in
2:55 am
conversation i understand that is voluntary on their part you continue to stay in the conversation. >> what changes have i seen as a result of the interaction? >> so whenever we preventive specific incident they have seen it before we brought it to them but understand what happened. i'm not an engineer i can say they changed x's or turns or turned dials but it is representative what i try to communicate is objective my concern is the fixes. when you bring in the some of the mice to
2:56 am
eat the bugs and cats to eat the mice i think that is historically the way technology irons things out this is can be very disruptive overall. so, yeah. >> part of the conversation is please tell us what the stage is and when we talk about being voluntary they're operating in different regulatory framework and everybody is a little bit behind so the california vehicle code - the national highway administration they are still writing their regulations. facts are on the ground and cars on the street and and not necessarily address. so we're
2:57 am
working on that and have a meeting with dmv tomorrow. >> i appreciate it you're working on that and appreciated you're operating in the city. but you can hear behind my question which fat organization took themselves out with a public safety are aware of those issues and since they operate nationally may have more leverage than we do in the individual departments and getting the ear of the prospective lawmakers and those who are creating the vehicles. i'm not convinced that everybody at the car companies sees this as an issue.
2:58 am
>> i can imagine everyone i will say that we're going to stay unified so not - >> (multiple voices). >> great. >> so with the assistance of our city attorney and assistance of mta and the county transit and the police department, and, you know. parking enforcement. we are not - going to allow them to kind of divide us the way they tried to divide the fire department so, you know. it is easy to flag ment it at that level. >> hoping heard at the national level. >> thanks for all the efforts.
2:59 am
>> thank you commissioner collins and commissioner feinstein. >> thank you. >> and thank you, chief for really a report that shows a lot of progress on a lot of fronts and really an impressive report. it showing everything it is getting accomplished i'll follow-up if i might on commissioner collins autonomous vehicle expressions and concern is they're not a way to pressure or obtain assistance from our state legislators and/or our governor in the fact that meaning when we first started discussed it in a few meetings
3:00 am
now, my understanding if i'm correct this is basically regulated statewide by the dmv and puc is that; correct? >> correct. >> are we having any kind of lesion with the state legislators i think we're in the city we have bugs coming out and make a quick turn to get into another street i'm wondering how that is processed and what can we do at a higher level just the local level? i think so maybe they were working great in phoenix and seawall has them i thought i saw that
3:01 am
somewhere how can we do it at stat level pressure on sacramento that's what i'm asking. >> we are in conversation with our assembly members, you know. a lot of those rulings are input. so the city attorney is prepared for a rehearing at puc. and meeting tomorrow with the dmv supposed took direct to propose regulation on the industry. but, you know. legislators, executives in the state that's un (laughter) but we are in metal detectors you know what, our local assembly members and they're making sure that our concerns are heard at that level. >> all right. i think that is really important thank you for that and ask you and it didn't
3:02 am
need tobacco a long explanation but making necessary nuts since i got my packet and started reading it - well, objective i'm a firefighter but i learned a lot about reading with the alarm fires and i struggle and even tried to lucky in any book was not successful may not have made it through the training crazy that's for sure. the last paragraph of the first greater alarm given the address it is the first page of that part of your report. i couldn't understand and i want to learn
3:03 am
so i couldn't understand a lot of that paragraph. so beginning with may operations? >> no, i understood many operations. >> (multiple voices). >> (laughter). >> but starting i mean, i even thinks about drones. i do not understand after, however. i didn't know if some of the words i knew what the words individually meant but not meant put together. >> so after, however, the confusion over exposure would be a correction ab t d typical orientation would be where it was broke into divisions and this is exposure identification
3:04 am
b e.c. is communication yeah, about a large-scale events and drawing. >> (multiple voices.) >> >> what comes and the command is a program that's been in destroy i would say about 6 years now and we adopted it about three years ago. it allows the ability to go in use to be a white board or chalkboard process where companies write down on the piece of paper and now on a ipad or phone assign the different job functions and, you know. we're a big agency have a lot of different there's a lot of moving parts. and we just will have to go back to the
3:05 am
command and get them programs and changes for when our incidents expand. >> i see that's what you meant by under power i see all right. and lastly, we should have been used that the command post. >> we kind of an industry standard for incident commanders nationally particularly in california they do a lot of things command in the front seat we need the ability to move just multiple sized problems where this incident highlights that. but what the chief discussed after the ended maybe returning to that using the buggy as a point of focus this is a vehicle. and then ab because of
3:06 am
command not adequate to the by the way, would are gone back to that white board visible representation so owe brought in once you're other third and fourth have all the chiefs and other chiefs rovrndz for the command staff and everybody can brief without expanding; right? and update everyone's ipads if you're carrying around that a lot of people are carving the technology so going down to old school to be functional. >> interesting i appreciate the explanation and thank you for the report and thank you, mr. president. >> thank you very much. commissioner any other questions at this point for commissioner fraser. thank you. chief i my

3:14 am
80 percent desired market share but it is 78 percent and the call volume i noted has changed so go we're not quite sure why there is a dip in the way the calls remain distributed let's see - we were able to put back the quick 2 r v had a vehicle since the service an old truck we used that finally died and we're finally able to get a new vehicle the one you see is the newist fleet and the q r v primary in the downtown to address the business calls they were able to go on to calls to assist either to replace an engine or other to start assessments prior to the ambulances or engine arriving.
3:15 am
an asset we utilize to get to calls quicker and relieve the workload from the ambulance to adjust the situations and finally, add another new ambulances? kind of an off the shelf vehicle we purchased in dire straits of our ambulance numbers this is in addition to the fleet and were not able to do much in terms of ailed, you know. customization but meeting the needs and we're happy to have that addition. in the first slide see during the that of august start our three week training for now captains. those that tested got high on the list are you think we're testing
3:16 am
about the top 35 of our members. they are getting um, regular training from or luxuries lectures from chiefs and captains about what they can expect as captains. we have preliminarily positions to have paramedic that is working on an ambulance or even on the cip unit might need to fill in for the field unions for our station 49 manning the deck and dispatch getting on orientation with those jobs and background information how to handle their responsibilities. how to manage the constituents and putting people in staffing numbers around. how to address discipline issues and getting sort of the basic base level of knowledge will help them more

experiences or a knowledgeable captain in the field. and the second picture you see the ems advance academy individual. that one was started with 6 emts and said to advance the paramedics and did it successfully graduated if september so, now paramedics. >> and the third slide see we done our - starting another quarterly in service training for all the paramedics a lot of equipment and pretty regular we have to and trying to increase the number to bring in the paramedics to have a hands-on practice of pieces of equipment not something we've been able to
3:18 am
had recently but started doing this a few months ago and this is positively received by the members of the public members with base line to discuss the new things happening to be able to, you know. have some time together to be able to discuss j.p. morgan as well. and in the last slide you see on august 2nd paramedic nicholas was invited by doctor to speak to the residents at psf to discuss the management has a lot of experience in the field and military and one - he didn't do this in san francisco i understand but able to demonstrate what he did with a critical patient and utilized the unique emancipation proclamation putting a needle down someone's trachea it is

rarely used skill and talked about that with the u c sf and had a toiling at the end of august and talking that how that went in the meeting we're gathering the notes. >> through the community abc simon those are the highlights. as we have spoken been in the last few months the states regulations require our community paramedics to pass an external examination by ice and the national board. and over the three days in early august had many of our members take this examine have to please vote. and pass this by informative the first and getting an early start in case they need to retake the

3:21 am
chief of our operations was able to meet with the department of homelessness & supportive housing to discuss and to be able to ask for accommodations and oftentimes had a few happen in the meeting parallel with the housing and shelters are not available and families need emergency shelters and so what happened is our members have had to purchase a hotel room to be able to house them for the night and able to get stability in the next morning so getting from hsh to purchase accommodations and things. those was a huge win and definitely utilized. also at the invitation of the department of public health chief madison presented from the response team

calls have an impact in the number of businesses that as a result of us going to the new any calls here you see a number for ambulance only is responding specific to 25 card the dispatch call type specific to behavorial crises those are those have a behavorial crises emergency folks threatening suicide acting inappropriately on the streets we are sent to the calls some have dispatched in the ambulance and some needing paramedic and ambulance when you look at the data had a county paramedic responds a 60 percent reduction in the ambulances in the emergency room that is significant when you look at one of the purposes of not only for the population in the city but
3:25 am
reduces ambulance call volumes the ambulance can go to more desperate needs those numbers show how those county paramedics on the rigs are able to interact with the patients on the street and be able to provide them with alternatives more appropriate than in an emergency room visit this is a simple data we have our new data as you can see working with the paramedic division to look at and diving into deeper analysis how effective dp is. >> thank you very much. chief and madam secretary any member of the public willing to give public comment. >> i don't see anyone approaching the podium and anyone o no one has twhir a

3:28 am
for reimbursement. the last few times it is all hands on deck and chief sloan talking to others and department of homelessness & supportive housing trying to figure out how we get someone in housing. there are family shelters and campus and oasis but all, all are full. >> they have a new pilot program 14 day voucher the problem is exactly what you said how do we get them; right? they have them available monday though friday we want chief sloan is working with p them we call one person at any time of the day and get those vouchers. we still don't have that mechanism but will have it. >> that's really disturbing to

injure another term for depression what exactly is that? oral injury my colleague can articulate this but as providers go on calls trying to address the problem that is at hand whether a chronic medical problem or mental health issue we struggle to try to match them with the right kind of resources to help address their issues. and they're not necessarily a solution or not a good place for them or a repeated interaction were we're not feeling effective that starts to effect our wellness our budget to feel consist because we are not necessarily those answers to the
3:31 am
difficult situations that people find themselves in a struggle to address the difficulty of or balancing the way we are able to address the problems we see in a way we feel is effective and when we continue to see roadblocks or not able to feel this is a good solution and it becomes very stressful and can lead to people becoming depressed and feeling he helplessness we want to have this study to better identify that of the things - if there is systematic issues we're not able to address individually but we can figure out was that individually we can address it within ourselves or among our cohorts and those are some of the activities we want to be able to identify. this study is
3:32 am
to talk what our members do a drilled down and better address that. on more individuals level versus the systematic one of the things we do in the department we try to address this systematic levels and how can we create policies um, and interact with our other partners to better address this situation we find. >> no, that's great. yeah, great information you combrashtd on you. >> i'm sure it can be very overwhelming. now this speaker series is that online or was that- >> (multiple voices). >> it tends to happen at the
