quick. the past meetingly i ask about how can the bisd are way higher than the estimate. this job it is almost like right on the dot. what -- are we to see that coming up in the future y where our estimates are back on track to like we have realistic numbers or what would help? >> it is hard to speck lit how contractors bid on projects. they may be you know looking for work, more aggressive with how that bid and meaning lower bids on projects. if than i are fully at capacity and may not need one they may not bid accordingly. if we see materials and labor also increasing this could affect how people bid we capture or normal item in a data base and use that to predict or estimate our projects coming up.
3:16 am
>> so there is a science and art to the bidding environment. it is an estimate in construction than i look at what has been prevailing numbers in the past and are looking how this is and depends on when the submit was doneful markets fluctuate and things change over night. oil, asphalt. they get real numbers from subcontractors and quantities of materials and labor and look at general conscience and over head and put a number in than i believe they can fulfill this is the difference when you see a number it is because the department or cost estimator is using the best intelligence than
3:17 am
i can never predict 100%. so depending when process were estimated and bids were numbers corp conceived early this construction and design we seen fluctuations it has started to level this is i reason when paul gets numbers like this they are regular if this was bid a year or 2 it could be 20 percent higher than the estimate. >> thank you very much. commissioner woolford. is there a motion and second to approve the resolution for the street repaving. >> open public comment on the

3:39 am
to this. but and there are, lot of fences, barriers between trees when than i put in private low and -- or maintained privately and -- that are too close to the sidewalk. you can't open a car door if you park there. or public low you can't even p there because your fender might touch it. so. >> anybody going to address those things? i don't know it might not be your department it is sidewalks. when are we going to have the upon opportunity to look into this. i imagine mag tell be controversial. it is pervasive in my neighborhood it is every where on my block i point to scombrirs i imagine that some homeowners
3:40 am
do put fences in purpose low very close to sidewalk so this strangers will not park in front of husband in those spots will be reserved for them and guests and employees. >> commissioners, department director for operations. and to around your question we do have street tree inspectors who go out and check areas of complaints property owners invaded into the tree basins to say acsisz from your car put i fence up. we look for the owner who put up those objects and if we cannot find we will remove them and ensure that it is a path of
3:41 am
travel when you get out of the vehicle. people put up mall fences to prevent pets from using the strom in the basins or to sneak a ping space in. there is in the a program but we have a website and call in line you call and put the complaint and the inspector will evaluate the location for you. and make the necessary changes if it is illegal. absolutely >> some point i would like to see a record of how many of thez complaints are made. or -- and reported and how we respondent and where we responding. i know -- i hear complaints all the time. i see it. i know i cannot p in this area because you cannot open a car door to get a passengers door to get out of there.

it is they are learning are than keeping -- dogs away from them. they take up a bit and i imagine that i like to have an assessment of how many of these there are. i would imagine tell take years to act on them. but it is just -- i know we are busy this is in the i chris simple. it is i don't want to an almost a joke it is they are so since i learned when the rules are i live in an apartment i don't have this issue myself. about maintenance and benching city rules obstructing the sidewalk with my. >> it is a combined effort to also -- combined effort.
3:43 am
if it does not relate at this time tree and obstructing the sidewalk in the path travel. inspectors the other deputy division and public ws than i have inspectors that go out and look at the area and -- put in a complaint to fill when is going on. make sure the request is taken care of by photos before and after for removal of objects in the path of travel. in the ordinance it says we have to have access for wheel sxhars people to pass. and also have access to get out vehicles. it is i combined effort if around the tree tell be urban forest their responsibility under the arborist inspector fist it is the path of travel that will be bureau street and mapping inspector who is path of travel. you have 2 entities there.

jurisdiction it belanguages to. 311 is working well for us. we are wing with them to create a technology identify duplicates and things of this niche. priorities. before and after photos and weup load before and after photos as well that is our new model now to add a photo to the service order because i don't know as you know sometimes people call and say i put this graffiti here and called it and does in the get taken care of we will look and say wait a minute that s is in the same area but the lower corner not in the middle. if we have before and after pictures we prove this we remove today but the same person came back and tagged as quick as we remove today. we are trying to work with 3 upon 11 to create a duplicate clearances so we will not run in those. and also it shows our work this
3:47 am
we are responding but individuals are coming right become as soon as we finish. i think it is a great app for and you us and gives you notification when it is taken care of or transfer and identifies areas we can't see because we are every throughout the city. i like the program and i like the before and after photos. and also you get a chance toup load a photo we see what you are talking about sometimes you put in a note and don't know where it is. so up loading the photo with gps as you type in the app with the address. don't walk if you walk and type tell give 4 addresses and we are stuck we don't know. stay in this one spot dot app. yea. great app. >> we are improving we work with them. what our it and their it as well. we meet regularly to talk over
3:48 am
challenges. >> advocate of the 311 app i love temperature i use it all the time. since you offers it commissioner segal a report men that report would have more information about how many -- not complaints reports of 311 go to us to public ws. how many solution and so. the success of the app itself. and i'm my as a witness it is perfect. grit. when i make a 311 app request, within 72 hours i get know answer of what is help and when was done and thank you for this. my other question is for mr.
3:49 am
soria. so -- i'm assumes the city buildings and employees don't use 311 for your part of the >> no, sir. >> when is used? >> we get requests for our service from clients or other city agencies. we get asks through 311 funneled throughout radio room and this is sent to our bureau and we will generate what we go by off service orders. clients send us funds different city agencies sends funds for our service. we act as the contractor for the city. whenever we do has funding. so if a citizen call in to 311 with a request for service or complaint it is funneled through to see who is responsibility it is. motive not be public works
3:50 am
carpenters it may be rec and parks carpenter dispatching or another agent. 311 requests come to us but like a guess through a process before it gets to us. >> fromman medical care and than i need to fix they sends an e mill? or. in. they would send like animal care and krell than i enengage our planner and make a request for service. as like an emergency service go to 311 and make a report. than i have a broken window. other times they request for service through our planner. or. why we don't have internal?
3:51 am
we have a xourt system. cmms. when 311 requests come in does in the come to us it come to the cmms system and jen rites a service order. so -- it would -- would send it to, a maintenance issue i will send it here a request from a client, the system sends a request to the carpenter, plumbers or whatever asking for an estimate. right. and will sum rise the estimate. than i go at this time site and electric and come become and put the submit in the system once the system sees the estimate we push ternity goes to the cline t. is i press. than i, prove it. and say, okay we approve did. weave agree. then they fund it. once they funds at this time same service order show the funding source and show up our money is here. upon then we start the w as we
3:52 am
start the w we push start date. the client is able to see no received the money and received the request. when we started the job. pictures. documentation. change orders. when we complete the job we put up videos. e mails. pictures. all of that is socialityed that service request and this is all in the system. yes. it is connected and tied to 311. and our clients. >> also when it come like -- when it come to the request, tell route through will our when we have the maintenance planner. and -- sometimes the clients don't know which diameters we have to source out if it goes to carpenter or sheet metal. in the cmms, it electronics, let of things and one thing is a
3:53 am
request come in and we have it order materials. we get the funding and we can change the status to waiting for client. waiting for funding. waiting for materials. wath for labor availability. and once the job is done we wait until the charges or labor and materials are reconciled and we will list the jobs work completed. so that's the cmms for us is our holy gray of how we track things. we are able to track the i will not say in real time but track the budgets with degree of accuracy to see if we are energy the end of our approved budget if we go to the client ownership adopt say. you know, the scope changed or a change order is required or you know -- the job you know
