to architecture of 2 things that are near and dear to me. but and the ties to why i'm excited by mayor broed's nomination of people i grew up in san francisco. i returned after college and graduate school to work in san francisco. and have worked here since the 9 early 90's. and it is my home. i raised our 2 children here. and the opportunity to give become to the city is one that i'm very excited about and in the capacity being on the historic preservation commission. i'm excited about that because all of my work has been involved in i way with historic building in one respect or another. we were fortunate to work on the transformation of the ferry building in the ferry building

market place. our firm did the ground floor food hall. we then worked on the transformation of the old western furniture mart what was the twitter building. and locked at the ground floor of that building and as chairman of the board of the foundation, i was very involved with the restoration of the palace of fine arts 10 years ago. and that -- place is very important to me. so i have been involved with icons of san francisco for a long time but i think that the thing that i am most excite body is the legacy business project of the historic preservation commission. i think it is in the just architecture this makes a city it is how we live in it and use it. and the legacy businesses are a

living -- expression of this. and so -- i think that you know it is interesting because when i first learned about the commission i thought more architectural terms when i dug in and did go to a couple of the meetings and i found myself increditedabley excite today is how architecture is the stage for our lives that is interesting to me. the whole set of cultural connections. and in fact that's what i'm exploring here in southern italy now. i'm happy to answer questions but i'm honored to be before you and thank you for giving me your time. >> thank you mr. baldauf. i don't have questions for you i will say i share your perspective tht importance of our historic legacy cultural and more than just the buildings. i think this is true in the city this has the cultural districts

read about it in the newspaper but not follows exhaustive low a lot of controversy regarding one project. i it is heard for mow to comment because i don't did not know the in's and out's of this project. when i would say about historic preservation is that you know i am very aware of the secretary of interior standards but i'm also aware they are subject to interpretation. and i think that i would say i try to be approach projects with a thoughtful pragmatism. we -- didn't get a approval of the ferry building project through the state historic preservation office for tax credits because they were unhappy with the fact this we were opening up the -- floor from the grounds floor up to the

roof of the sky light. and responsiblesing the great space that is the defining element of the ferry building. and we had to go to washington, d.c. and have the higher authorities bless that part of the project. it was controversial for people who wanted nothing to change. but i would argue and i feel that time has in my mind validated our assertion this being able to experience the grand space from the ground floor how most people experience the building is important. but at the same time, i think this we came up with the scenario using the grass hand everhand rail when is you stand on the stair case after gone up to this second floor; you have very much can feel what the building was originally designed

like if you compare photographs. when i look for in those situations the win/win. and so i was not involved or hear the nuance on the castro theatre project. but i would say that when i always look for in projects how do you really satisfy the spirit of the preservation in the importance of that while the same time recognizing that the life of building system irrelevant important and than i need to live. i don't know photocopy this answers your question. >> that was good. that was good i know you bring qualifications i wanted know if you had interaction or personal experience with attending the commission meetings and sounds like you have and put thought into this. i think one of the other thing its is in the necessarily the

purview of your commission it is more the planning department. the discussion of the departments the commission and the department working to have i better map and understanding of the historic label of men of the buildings in the city. ooh lot of times than i are in a nonclassification until it is determined the historic niche of i belling. i think it will be helpful if the commission worked with planning to understand the map of san francisco and the current status of each belling would help facilitate the development in the city. and speedup the process. something for you to think about.

supervisor chan, welcome to rowels the floor is yours. >> thank you chair dorsey for schedule third degree item and thank you voice chair walted wolton and safai for being on the committee and hear us. i am a first generationim grant. came to san francisco chien town when i was then. my family, my nom mom a single mom with 2 teen kids were grateful to find rent control apartment, bordering north beach and china town we were able tom stay in san francisco and thrive. but, through a journey from then that was 1990 to today of 2023, i have seen a journey of tenants trying to survive in san francisco especially today in the very high rent circumstance.

and volatile circumstance. and so -- for when original low the union at home first introduced by supervisor supervisor peskin in 22 i'm grateful to see how it was approved by this board. of supervisors. the idea was this tenants live nothing buildings 5 units and more can form a youn and form tenant association. and be able to collective low bargaining their right as tenants with corporate land lords and this we saw this with that, am many tenabilities form associations throughout the city. and that really impact on their lives. in terms of stability and being able to still in their homes. especially during the pandemic

when things have been quite difficult, and so with this said we have lessons learned and we understand this we could do better as tenants associations. can have long with lands lords have an opportunity that is more fair. and equal in their conversations. therefore we now have the union legislation before you today. specific low,um see in this legislation, is this we are really try to artic lit when good faith means. that is hoping this you know to help corporate land lords understand this than i need to in to the table and have good faith conversation with tenants and move some of the conditions and conversations forward in a productive manner. so -- that's one and this is when you will see today. and additional low clothes, we

are hope that you will be in supportive of amendment this is we propose today. line 3, page 3, line 12 this is adding adequate time for translation services. this again is a lessons we learned for monolingual tenants the difficulties than i face. and through tenant association and during the meetings. hay need additional time to understand the notices through translation services provided by our tenant's advocates. even though they are there to prosecute void support it is in the easy to have real time understanding of the notices they receive. so than i need in more time to have these notices to trans lit to be appropriated for these meetings. so those are things we learned the left couple years. here we are hoping we can make

better improvements on thiso it is equal -- and productive. when the tenant associations mote with the corporate land lords. i want to remind us that begin the task the learningest corporate land lord in san francisco. just sold 75 buildings to balast investments. an example of the scale of impact that these types of corporate land lords have on our residents and 75 building this is is equal to about more then and there 2,000 unit in san francisco and that's 2,000 households could be impacted. with this union and legislation improvement, hopeful low this could also bring confidence and

perhaps unintended reasons would have been helpful to as well ansorption to reach out to. when we had a flood in a build nothing my district we wanted to make sure especially below market rate residents placed in house andmented make sure all residents were and i was in i situation i needed to rely on the land lord. it would have been nice to have i separate contact often it was like herding cats. i know the legislation state this is the rent board has authority to issue rowels and regulations inform some of the feedback we had different stake holders in this, i know there is a lot of wishes for the thing to bes clarified. i'm hopeful the rent board will do this. i think this is important and ground breaking legislation. and appreciate your work and i'm in support.

we were directed to present our concerns to the communication manager at an e mail address or phone number. who passed the items to responsible managers for decisions and then relayed them to the scta. this policy allowed for no kong ferring and saw it as a violation of ordinance 3222 and filed a pel suspicion at the rent board failure to conifer in good faith. weave reached a mediation agreement august third we believe resolved the issue but still not certain tht land lord will change policy. this proposed amendment includes changes regarding land lord obligation to conifer in good faith make it clear they must provide responsible personnel to the conifering and negotiating with us. and 3222 intend in the the first place >> this will give support to our

we applied for. the department is the main administrator. it requires we work with multiple agencies. we have a community that includes the da, rapid transit police and san francisco sheriff's department and law enforcement agencies, public defender's office and adult probation to work together to look at the population that ends up in criminal justice and how they will not end up in jail. >> having partners in the nonprofit world and the public defender are critical to the success. we are beginning to succeed because we have that cooperation. >> agencies with very little connection are brought together at the same table.

>> collaboration is good for the department. it gets us all working in the same direction. these are complex issues we are dealing with. >> when you have systems as complicated as police and health and proation and jails and nonprofits it requires people to come to work together so everybody has to put their egos at the door. we have done it very, very well. >> the model of care where police, district attorney, public defenders are community-based organizations are all involved to worked towards the common goal. nobody wants to see drug users in jail. they want them to get the correct treatment they need. >> we are piloting lead in san francisco. close to civic center along market street, union plaza,

powell street and in the mission, 16th and mission. >> our goal in san francisco and in seattle is to work with individuals who are cycling in and out of criminal justice and are falling through the cracks and using this as intervention to address that population and the racial disparity we see. we want to focus on the mission in tender loan district. >> it goes to the partners that hired case managers to deal directly with the clients. case managers with referrals from the police or city agencies connect with the person to determine what their needs are and how we can best meet those needs. >> i have nobody, no friends, no resources, i am flat-out on my

own. i witnessed women getting beat, men getting beat. transgenders getting beat up. i saw people shot, stabbed. >> these are people that have had many visits to the county jail in san francisco or other institutions. we are trying to connect them with the resources they need in the community to break out of that cycle. >> all of the referrals are coming from the law enforcement agency. >> officers observe an offense. say you are using. it is found out you are in possession of drugs, that constituted a lead eligible defense. >> the officer would talk to the individual about participating in the program instead of being booked into the county jail. >> are you ever heard of the leads program. >> yes. >> are you part of the leads program? do you have a case worker?

>> yes, i have a case manager. >> when they have a contact with a possible lead referral, they give us a call. ideally we can meet them at the scene where the ticket is being issued. >> primarily what you are talking to are people under the influence of drugs but they will all be nonviolent. if they were violent they wouldn't qualify for lead. >> you think i am going to get arrested or maybe i will go to jail for something i just did because of the substance abuse issues i am dealing with. >> they would contact with the outreach worker. >> then glide shows up, you are not going to jail. we can take you. let's meet you where you are without telling you exactly what that is going to look like, let us help you and help you help yourself.

>> bring them to the community assessment and services center run by adult probation to have assessment with the department of public health staff to assess the treatment needs. it provides meals, groups, there are things happening that make it an open space they can access. they go through detailed assessment about their needs and how we can meet those needs. >> someone who would have entered the jail system or would have been arrested and book order the charge is diverted to social services. then from there instead of them going through that system, which hasn't shown itself to be an effective way to deal with people suffering from suable stance abuse issues they can be connected with case management. they can offer services based on their needs as individuals. >> one of the key things is our

approach is client centered. hall reduction is based around helping the client and meeting them where they are at in terms of what steps are you ready to take? >> we are not asking individuals to do anything specific at any point in time. it is a program based on whatever it takes and wherever it takes. we are going to them and working with them where they feel most comfortable in the community. >> it opens doors and they get access they wouldn't have had otherwise. >> supports them on their goals. we are not assigning goals working to come up with a plan what success looks like to them. >> because i have been in the field a lot i can offer different choices and let them decide which one they want to go down and help them on that path. >> it is all on you. we are here to guide you. we are not trying to force you to do what you want to do or

change your mind. it is you telling us how you want us to help you. >> it means a lot to the clients to know there is someone creative in the way we can assist them. >> they pick up the phone. it was a blessing to have them when i was on the streets. no matter what situation, what pay phone, cell phone, somebody else's phone by calling them they always answered. >> in office-based setting somebody at the reception desk and the clinician will not work for this population of drug users on the street. this has been helpful to see the outcome. >> we will pick you up, take you to the appointment, get you food on the way and make sure your needs are taken care of so you are not out in the cold. >> first to push me so i will
