distinguished guests will be introduceed you today each will po vied important information about the event. i can be the go on without acknowledging the float week community sadness over the loss of our cochair senator diane feinstein. senator feinstein was an enthusiastic leader and advocate for san francisco fleet week and her presence of the celebration for men and women serving in the military will be grit low missed. with that, i would like to say that the fleet week air show presented by u noticed, will feature the blue angels and performances but also in honor of senator feinstein a special missing woman honor formation performed by the patriots demonstration team i hope you can be at the marina green on

saturday and sunday to witness that special honor. other great events including the expo which contains assistance village and stem education center and the career center, down on the marina green. and this year, float week will present 30 military bands taking fleet week off the water fronts and really engaging with neighborhoods and the community of san francisco. the fleet week neighborhood concert series presented by avenue green light and the san francisco council of district merchant's association takes place all week. the neighborhood concerts allow communities to engage with troops and activate economic activity throughout san francisco. on monday, october 9, at golden gate park we will have 4 high school bands competing for the

celebrate fleet week in san francisco. it is extra special this year we are so honored to have our speaker america and san francisco nancy pelosi joining us inn incredible force in the city and country. we are grateful to our navy secretary del toro for joining us thank you for your commitment at this time country and forces and welcome back to admiral rosen for being a part of this festivity and so many of our men and women when serve our country from the navy to the marines and coast guard who do all you can to be a force in this country and to continue your incremental relationship with the city and county of san francisco. working with our local jurisdictions to make fleet week not only exciting for so many

people to be a part of but the emergency prepared expense had this means with our fleece chief bill scott and jeanine nicholson our fire chief and the other speakers you will hear from today. i want to take this moment to pause and reflect. lewis already said it. this float week activity this existed in san francisco since 1981. when i was hardly born our first woman mayor of san francisco diane feinstein who loved the military so and loved the navy in particular, san francisco was a place where ships were repaired. there is history and legacy that existed with the ship yard and our various military bases that exist. then mayor feinstein brought float week to san francisco it

was not without hiccups. she persisted and moved this program forward and it went from the blue angels and the spectacular thing that they do in the air with the san francisco skyline, to more buildings and even more incredible skyline with bridges. butt parade of ships. bands and including high schools and in fact, i played french horn i'm proud and i played for dianning feinstein in middle school it is a full circle for me this is a part of her legacy and vision for san francisco to be a show case for the rest of the world. more importantly to remember that public service is an honorable profession. people who put their liveos the line every day to protect the city, state and country, should be recognized and honored and should be appreciated and on full display.

i appreciate the fact we are here celebrating float week. celebrating san francisco and celebrating the incredible legacy of diane feinstein who made it all possible. we are grateful to continue this incredible work. i see that general miad is joining us today. thank you for all of your work to make sure that this time honored tradition continues in san francisco for generations to come. thank you all for being here we look forward to the various band performances all across san francisco. you will don't be surprised husee a band performance pop up in our various neighborhoods. we are taking float week from the bay all to the bowels of our city. the competition with the high school will be extraordinary. the parade of ships fascinating and will be all topped off this weekend with the extraordinary

performance of the blue angels and i can't wait. thank you all so much for coming and at this time i said, emergency preparedness is also an important part of san francisco was the first city to incorporate emergency preparedness in fleet week. the person who will tell you a lot about when we need to do to get prepared. not if but when the next big one come. san francisco is earthquake territory the director of department of emergency management, mary ellen carroll. stage with the lion ~essesum here with our speaker and mayor and with our port director. it is not only humbling but a dream i am proud to shareit@cbsaustin.com stage. emergency preparedness is had i geek out on about fleet week. yesterday in this spot, we it had the culmination of a year long process of doing an exercise around communication i talked with the military partners when the ship come we role out a lot of toys. this year we did it technological and communication drills. without doing this drill, the toys are not going to work well.

this -- exercise really general, i give you so much credit for leading the way in san francisco and helping us to be a leader in making the most and leveraging the partnership and the event of float week every year. we have come so far and have been fortunate that the earthquake has not happened but we continue will. the partnership with the state and military is critical. i thank the city folks fire, police, technology, our transportation agency. everything this we will need in the events of a major disaster. san francisco is nothing if it is in the but if not resilient. we are and show over and over again this we rise from the flames and will again. but, we need to prepare.

about the importance of the 2 great mayors one who brought float week back and other returned the first in personnel float week after lead our city through a pandemic this is the obvious. and then the not so obvious. in 2018, the late senator feinstein made, wear our sea wall faces quake risk and sea level rise risk major impact to the city flooding 500 acres of neighborhoods our senator wed with the arm engineers and speaker pelosi and ensured the city received a first star from the arm engineers one and only 3 of the nation that year. that same year our mayor after her first election decided to pick update sea wall bond, 425 million dollars to ensure that we were getting prepared for earthquake to build a stable

foundation on which to protect our city. sea service we know it is about people, policy, trinning and our infrastructure and assets. and the sea services we are on the front end of climate change like our port here and i want recognize we will have a program from the arm engineers to protect for flood and will work on that with earthquake for our entire 7 and a half miles of water front. that's what 2 leaders being prepared means behind the scenes that will be generationally important. preparedness today leads to other important efforts and ltd.ership on preparedness is important for today, tomorrow and deep in our future. with that i like to thank the amazing legacy of our late senator feinstein on this water front will go to generation and thank london breed for your

[applause] good morning, thank you director forbes and mayor broed for inviting the navy, marine and coast guard to celebrate we were not sure we would make it this week. luckily shined as did mother nature with the beautiful weather we'll have for the week. and we are excited to be here. on behalf of the united states sea services, i extend my sincere thanks to the residents of san francisco. for 42 years you welcomed sailors, marine and coast guards and made us feel we are part of the san francisco family. san francisco earned a deserved reputation size a ledge endary port visit and generations of sailors and marines who have story this is start off like, >> that time when we visited san

francisco. and i suspect that some may be true. but what is true is this, san francisco sets the fleet the gold standard for all of the fleet weeks that the navy participate in across the country each year we will hope our participation matches your extraordinary efforts. thank you. this week navy band southwest and first marine division band will perform 39 concert in neighborhoods. the union orm personnel will help community where they are needed most and of course, the navy demonstration team the blue angels will perform during the air show. we hope this you are able to join us. and now, it is my pleasure and honor to introduce my boss the secretary of the navy the honorable carlos del toro.

connected. good morning, everyone. it is wonderful to be with you here in san francisco. what a beautiful city, my gosh. regretfully we gather this week san francisco fleet week we do so for first time with mournful recognition u.s. senator diane feinstein is no longer with us. throughout her time as mayor and in the senate he always a supporter of our navy. and served as a coexperience of the u.s. harvey illk 206 we accept in the our float this past july. the model of the uss harve secourage and conviction. describes how the late senator propped her work every day doing her forty plus years of public service fighting for right and liberties of all americans. as our nation mourns the loss of

the senator, our navy will honor her and her legacy of service to our great nation throughout san francisco's fleet week. many of you know as was mentioned i was born in cuba raised in new york and lived in virginia. what you don't know is that i honeymooned here with my wife 40 years ago in san francisco! i love this city. beyond measure. later during my naval career in monterey and san diego my wife and i would travel to san francisco with our children to enjoy the many wonders including this wroo you have here. we have many fond memories i'm thrilled be become as your secretary of the navy. mayor breed, thank you for welcoming our sailors and marines to your city this week. tremendous hospitality you have shown us and will continue to

this entire week. speaker pelosi thank you for your service and leadership in the united states congress and our advocacy for the people of san francisco but also for all our service members across all military services in the department of defense. admiral rosen. thank you for your leadership and commitment the organizers of fleet week along with you, major general, makeing week possible given the period of uncertainty in our nation last week. since 1981 san francisco float week a highlight for our navy allowingor personnel to share stories of service with the citizens of san francisco whether they are true or not. deepening the bonds navy and marine and american public that we actually serve. as i witness the interactions with our sailors and mirns and people of san francisco. yesterday, i could not help reflect on the city's rich merry time heritage.

dating back to the 1840's. since the founding san francisco has been a merry time city enabling the flow of custom's service in and out. supporting our economic growth for 160 years. and since the 20th century san francisco has been a nest town as well. through the the history the city's history, san francisco supported or navy in peace and periods of conflict our nation's centers of ship building and repair. during world war ii the shipyards of hunter's point built 2 thirds of ship this is moved personnel and supplies across the pacific. and for decades san francisco has been home to the bay reserve float one point condition tained 2,000 ships and ready reserve status our navy's footprint may have decreased but san

francisco's support of our navy remains as strong today as ever before. as our nation now embrics a robust national merry time state craft this administration and our nest remains committed to a lethal team. we remain committed to building more capable navy with 56 shipps under construction and kwifrnd contract. we remain committed to commercial ship building, complering the art of the public for additional small are shipyards across the country like mayor i land in san francisco i visited yesterday and impressed by what i saw. together, we will work to ensure or navy and marine remain the most powerful force and float the world has ever seen. and this spirit today [applause] this very spirit today i'm pleased to announce in honor the

stein the longest serving senator woman center is also forever mayor of san francisco that's how she thought about it. you know this most people know who the mayor of the city is. and than i know hot president of the united states is. the rest of us are sort of in between there some place. so she is carried in the hearts of so men people. i said it in anent and i will say, a couple days again when she was mir for a long time 10 years, other people started to run for mayor following her term limit guilty children were saying oh , can i man be a mayor? of san francisco? so she did this with grit poise and purpose. coming in office in such a sad, sad tragic way. grace and grit. you know that about her. and resolve and respect for so

many people this is a very generous and lovely person the love she had for the city and san francisco her state of cal dam and country was legendary. for many reasons here we are today. not only was she a great proud patriot and champ 1 of national security. she launched the first fleet week in 1981. before the mayor was born or around the time. [laughter] and doing show gave us a cherished opportunity. not only to celebrate our city but to is luted or men and women inune form it is wonderful to be here with our secretary of the navy but also our rank of the navies the leadership of the nest that is here but also the coast guard and the merchnt

marine. i have been to many christenings and when i have the u.s. coast guard kooit in my office everyone sees andure niche in the bay in a substantial way. sfrz the merchant marine part of ceremony when we kristen the merchant marine ship and said more people were kill in the westerlied war 2 than any other service. motive not realize that but they facilitated our war effort. and lost so many lives as well. and i say the navy, merchant marine and the coast guard i say that with great provide about the seas but i had 94 brothers in the army we had the sing about the army/navy game and the rest of that.

[laughter] so this is moms are saying arts in the school. thank you for tieing that up to float week as well. you know, our connection is substantial and we could talk all day and you probably think i will the ship behind us the jack mers a was there at the highest ranking person in the country for the christening in mississippi. and then for the commissioning in philadelphia. is this not quite a ship.

jack worked with diknow feinstein in the presidio come hunter's point and other things because he was a chair of the committee that had the defense money. this is a pocket we like to put our hand in this is where the money was. and in any event. harvey here for you naming and to see his white hat and gloves, all of the recognition he had served in the navy. it wasful wonderful a ship was being named for him. and this he serves in the navy. not just he was a hero in other ways he served and took pride serving in the nest. our connection is personal, official, patriotic and the rest. general, it is always wonderful to see you as one who served on

legislation supporting housing that has made me happier than the one i'm about to sign today. you know, president peskin, i want to take us back a tad bit because when you came back to the board of supervisors, the work that we did together by providing the opportunity for the board of supervisors to make legislative decisions instead of leaving it in the charter, understanding that it is so important that we do economic feasibility studies to ensure that the decisions that get made around our requirements for housing, don't impact our ability to build. we know a lot of things for housing are not within our control. the cost of materials and the economy and setting interest rates is a whole but there are things here locally that are within our control.

i want to take this opportunity to really appreciate so many people who came together with the technical advisory committee, who worked day in and day out to ensure that we really dug deep, that we fulfill a process that we made to the people of san francisco. that when we make decisions about inclusionary numbers, if the economy changes in anyway, we will reevaluate those numbers to determine if they should be either raised or lowered, and we will not play politics with the needs to do everything we can to build more housing in san francisco. and today, fulfills such a promise. no, it is not everything we need to do to get to the 80,000 units that san francisco needs to build in order to fulfill our housing commitment for the element, but it's an incredible start. what does this mean? this means

we have come together with stakeholders. i want to appreciate board president peskin and those in my office for the work and the various tac members did to get us to this point. i even said at this point when anne was in my office, what did you do for president peskin to get him to be so cooperative. i'm not used to this. i don't know what kind of magic she did or worked this committee in the way that she and president peskin did to make this happen, but what i appreciate most is it shows the power of collaboration. it shows what can happen for the greater good of our city when we are willing to come together and to negotiate and to compromise, and to do what is in the best interest of san francisco. so, what does this do? well,

this unlocks thousands of units that are now possible because they can get the financing necessary to get these projects done. what does this do? it creates a number of various layers of commitments that we are making to not just wait years to make adjustments to inclusionary numbers, but to look at inflation, to have built in mechanisms to be sure that we don't wait around for policies to pass or change but able to move forward now with projects that are being approved and already been approved so we can unlock housing in san francisco, so that we can break ground and build more all over san francisco including downtown. what does that mean? it means we are building housing but we are creating jobs. so i want to really thank all of

the various labor organizations from the plumbers to the carpenters, to the electricians, all people that are responsible for building housing in san francisco. more housing means more job opportunities and we want to make sure that we are building so much housing that we can barely find the workforce to do it. that is our goal, but more importantly, and i know, go ahead, clap labor. they are excited about that. [ applause ] but more importantly, affordability is a real challenge and we want to be sure that our san franciscans of various areas of labor and our bus drivers and workforce in san francisco and others and to those who are struggling to make ends meet. we want to make sure that we have as much housing as possible

to ensure affordablity for different layers for jobs that exist all over san francisco. we have a lot of work to get there but this is our very very first step. we know that we have to do so much more. we have to be more aggressive than ever before if we are going to meet our goal. san francisco already has 50,000 units. do you know what that could mean for the city of san francisco? what that could mean for what is happening right now with new technologies that is emerging in every part of san francisco, and not just right now but pier 70

and dog pound and we are the leading company in the world here in san francisco and more to come. so we have to make sure that we are building the housing necessary to meet the needs, to meet the demand. that we are doing everything possible in this legislation that i am about to sign today is a significant step in the right direction. so i'm looking forward to breaking ground here in those 500 units as well as other parts of our city. let's get to financing, let's get the job going, let's make magic happen for the city and county of francisco. [ applause ] and before we sign the legislation, i want to take the opportunity because this doesn't just happen because we want it to happen. this happens because people come together and they do the hard work to make it happen. as i said, president of the board of supervisors, aaron

peskin, ben rosen field, our controller, the director of the planning department, sarah phillips, oewp, and who worked her magic, conrad who was a part of this team as well from the city side. i want to thank all of the members of the tac who came together to fight it out on the inside and merged together on the outside, and i want to thank the consultants and want to thank the developers estrada, matthew, thank you for the work you do. jim morrison, with hines and erickson and fearless developers here. from 530 howard street.

[ applause ] and the building trades. and of course many of our housing advocates, jay natoli is here. thank you so much to cory from the housing action committee. it is a village. we won't stop, we can't stop now. first step in the right direction. and before we sign this legislation, i would like to introduce supervisor president of the board of supervisors aaron peskin. [ applause ] >>supervisor aaron peskin: thank you, mayor breed. the mayor got it just right. this is government working at

its best, collaboratively based on actual data and i have to say, the meetings that we've had over the period of months were actually very pleasant, they were not contentious, they were informed by experts. all of them i was going to thank, but the mayor has thanked each and every one of them. i will say that the office of economic and workforce development were splendid. i think we named him excel spreadsheet conrad. 22 years ago, san francisco was at the leading edge of creating affordable housing in new market rate development. that legislation was carried by my then colleague supervisor mark, who worked very closely with erickson and we created one of the first on-site inclusionary

affordable housing laws in the united states of america that has been copied by cities all across the country. but it was never meant to be static. we enjoyed robust times and that ten percent initial number crept up to 15% and eventually 20%. but when times are tough, that number has to be adjusted in a way that allows new housing start to happen. the mayor understood that, the entire board of supervisors are almost the entire board of supervisors understood that and that is what led to this process. mayor breed referred to the fact that unfortunately in a number of time, the number got put in the charter at 12% and nobody could bring it down and we took that charter and we made that promise saying we will revisit

this every few years and adjust the inclusionary rate number accordingly and we kept our word and that is exactly what happened. now, our job is not done, because as these significant reductions in the requirements for on-site affordablity has gone down, this city has the obligation to build 80,000 units of housing, the majority that need to be affordable and we have to find a way to do those. we have had that conversation and that is part of this conversation and that is what the mayor and i are also collaborating on and realizing the affordable housing bond will be the opportunity to vote on this march, march of 2024, in the amount of $300 million.

we mentioned that this week and working to get that passed. with that, it is my pleasure to witness this signing. it truly has been a collaboration and i will close by saying it is one of many collaborations. it is the kind of collaboration that we had relative to adaptively reusing vacant buildings in the downtown core that we cleaned up and passed and along with corroboration with supervisor melgar and her work and in the city and county in san francisco. our work is not done. i look forward to more collaborations going forward. thank you, mayor breed. >> good afternoon, my name is michael cohen from strata. thank you all for coming today. it's really fantastic to have you all on this humble parking lot which we are advancing plans to build this incredibly

gorgeous 500 units, residential building. i have to say those plans are much brighter today because of this legislation. indeed this legislation is the most impactful that has come out in a decade and it's so important because it addresses the single barriers which is affecting housing to do and that is affordablity. and there are things that are outside of this city's control, but by significantly reducing this bill, we will be able to

build housing and will not happen over night but over the next years, it will have a huge impact. in addition to what it says, this bill says a lot. one, it directly acknowledges that we could not hope to build additional housing without decreasing the rate to market. and shows when the stakes are the highest, leadership in the state and san francisco can come together to work on pragmatic solutions. i have to say the mayor and supervisors and everyone else, it's remarkable because you did something really important, really well, really quickly with no drama. for that, i will say thank you,

[ applause ] i think rebecca is going to come up. >> >> hi, everyone. nice to see you. i am rebecca foster, and i had the honor of being in that inside closed door site on the tac, not really, it was pretty low drama. and i am also the ceo of the housing accelerator fund. those things are really connected. we launched the housing accelerator fund in 2017 as a public-private partnership, really to turbo charge the city and affordable housing developers to be able to preserve more housing more officially and since then, we build millions of dollars for san francisco projects and made

over $400 million in investments and supporting those around the city. we love this fund. and we have build more units around the city that help residents stay in their long time homes to amazing beautiful buildings like just down on howard street, the new 200 unit building unit on howard that will welcome 200 families next income to affordable housing in san francisco. clearly, i don't need to tell anyone here that getting affordable housing, getting any housing built in san francisco is complicated. it's hard. it takes a lot of grit, and for us, it's full of way too many negotiations with a lot of cattle raising and with spreadsheets, and like on the tac, we spend a lot of time looking at the maps of what it

takes to make projects work while trying to balance the critical importance of delivering homes faster. this year starting construction, not seven years from starting construction, and getting the systems and policies right so we can massively scale the overall delivery of housing in our city to hit that 82,000 necessary homes for future generations and for people who live here now. >> we all keep up this hard work together because we know how important each and incremental win is to building homes on this parking lot and that is for our neighborhoods. serving on the tac with my great partners and working with the incredible city staff that the mayor mentioned, was really an honor and an extension of all this work. it was an incredibly

collaborative crew and i did not go inspecting this collaboration and i don't think anybody did because this is san francisco. we just spent our time deep in the weeds and really focusing on the imperative of kick starting the delivery of more housing as soon as possible with all kinds of head wind line the mayor mentioned and that we have the ability to build the affordable housing that the city desperately needs. thank you for serving on the tac and i'm super excited for this legislation and the affordable bond that supervisor peskin mentioned. mayor london breed: thank you, rebecca, to everyone joining us today. now it is time to sign the legislation to make it official.
