make significant improvements with the security plan to better manage crowds and ingress and egress from last year and the possible changes so before i get into the changes and discuss the improvement for this year i wanted to provide data around my medical security issues that came up. so letting you know that saturday they had around three one through attendees. and on sunday they have this though attendees we're happy to report no significant medical or security events throughout the weekend and only 5 medical transports and none of them were critical. um, and then um, that was offer saturday and on sunday only two just classifications so

all in all that is a good data point regarding medical and security concerns. so i want to just focus on the energy to highlight some of the changes we witnessed this year. as you know, we brought this permit application to the commission earlier this year. and the commission and staff worked diligently to recommend improvements to the plan golden boys with the planning on gotten voice requiring periods of time in the field of management to assist with the configuration of stages and amplifiers to direct sound away from the sensors and tact the sound in realtime as well as plaza sound meter in four key locations within san francisco and ocala medicine

neighborhoods impacted last year so those mediations were able to measure the amount bins sound and measuring sound in r5e789 throughout the duration of that weekend the realtime measurements showed any impacts for the sound levels at the four locations related to the those reported and sound data that was cleblgd as both locations for the 5 days. and i can't imagine folks like myself deputy director and senior inspector were around this sound management that the fell off 4. we spent a half day on friday to see the changes they 4 made from the previous year and to be there to see the sound checks.

we were able to meet in-person with the team as they prepared forever the with only weekend that team doesn't exist last year and a set of hired staff that we are having and they were there to speak with complainants in realtime regarding issues they were xernsz and what was very valuable this year was the fact that those um, call takers were sitting in the same trailer as the sound management team and able to field those complaints in realtime and then be able to make changes in realtime by communicating with the staff that actually that managed the sound we looked at the level data and measuring up to the festival and the plans that not only monitor all 5 of the meters throughout the weekend how they

will in turn work with the staff wanted to note for all of you the staff worked with three 11 to educate the represents about the complaint hotline the 411 website had a banner for those to utilize the hotline and our staff worked with the boys that was measured how it sound board at the main stage it was consist with out door events we had them produce the sound didn't impact the ambiance where the surrounded meters were located in san francisco and alameda so for the compliance of limit the festival position that had the

stationary sound meters was a constant motoring and remotely in the trailer where the call center was located after that visit on fridayy visited multiple-generational times during the festival on saturday and sunday charter review committee about the complaints and the inspections had checks throughout the weekend three on saturday and three on sunday and the festival vacuum was compliant with the sound but no of saturday was a successful day in regards to the complaints the festival had 17 complaints directly 16 from the city and one in alameda our office had three 11 complaint following from the city and on sunday, however, was a change in the

weather pattern winds and fog not personality on saturday the festival worked to operate at a lower level because of the weather. from the limit they were operating at on saturday to insure the compliance but try to mitigate against the weather pattern, however, from alameda came in large numbers for the last 4 hours on sunday and announcing to one hundred and 80 calls and alzheimer's e e-mails were fielded and complaints directly to the entertainment commission either in realtime or some came in after the fact i will not have the one hundred and only 4 are contributed to the san franciscans we're planning to executive with the city of alameda in the coming

days and know that the organizers have communicating with the city of alameda and regardless of the complaint i really believe that we work hard to make sure that the residents and alameda county this past weekend and prior to that monitored their impact on the community and to make sure they were in compliance. with their limit both our sfouft and for alameda county bans their data hoping by measuring the festivities throughout the weekend. so we are working with golden boys to follow up with those who reached out to us and follow up with all of you for further information regarding the conversations with alameda by the city of alameda and to provide any further information

you, president caminong. >> i will be giving the update to you all this evening calling attention to item we are placed in there the previous draft of criteria from december 2021 as well as for the property of drafts criteria that we're proposing changes for this evening. so this item again is an attempt to the criteria where you're permitting ability one one time event with a spent duration as you recall the commission first approved this in december 2021 and reality based on a change that helped the commission to actually permit more than 12 one-on-one one time events at any given

every month and for 27 years including through the pandemic we need the something called a taste of this because we can only have 5 people but the idea able to keep a place for let me see and afterwards for people to come back to socialize and mango is the oddity in the country i don't have the data for that but it is 27 years old and have not nobody has said they've seen us so it is a place in san francisco it is mostly generated a lot of people coming up to me and at 22 telling me their moms

used to come to el rio your dive so mostly generational and in any capability of an educator i bring several groups to el rio your dive it the patio any time with an event and the community thinks that the original promoters we couldn't think a better place for a in memoriam service it is a super special place and lynn is a super special owner to, you know. we saw sharing montage but mango would note be mann community-based without that back patio and echo what everyone said and flu support this change of modification has to be complete and the highest support for that. thank you.

in their upstairs private entrance as you recall trinity had a sidewalk to fix their doors downstairs to open outward and conditioning approve the llc protect permit the business owners met hurdles and they cabin the repairs are you but not issued their llp permit i wrote this reporter 15 complaints and reports. of the 15 complaints inspectors had 5 times substantiated the complaint i like to note of 15 complaint many came in on the same day and the calls and e-mails is from one neighbor. as

you recall for the hearing on september 9th inspector responded to a complaint and observed a dj performing for a private party and the owner said the permit yet required the dj was not a dj and didn't have control because of a private event and documented the dj and upon my review i can't say he was a dj and another point during the visit the private room with the event where the event was a open air patio outdoor and the doors were open during the dj performances they have live or prerecorded causes the music to funnel out of rear to the rear neighbors and cause a disruption and more importantly the patio is not

part of application or is information presented to you when they came to the hearings in august and on september 9th i issued a citation and director issued a final notice and in the notice advised the business can't have direct music from the planning department recommendation for the an llc permit fortunately unfortunately, they have another event and more complaints i had a phone conversation with one of the owners and talked about the regulations about their operation by the understand what is go on this agenda item is a discussion and possible action in which the commission has the ability for they training the permit we didn't see a specific application at that time we want to remind the appearance of following the rules and assurance - insuring to their

get a building permit for the doors general contractor is signing back to addicting and so our downstairs the past few months since we appeared before you i've gotten to know take our inspectors very well i see them almost every thursday and friday and saturday. not only when we have people upstairs sometimesly music downstairs and i'm not saying all neighbors are unreasonable we have one or two second why not to be a nuisance to the neighborhood i want to bring people and have diverse amount of music and

performances. the upstairs i think i was johnny and i were a little bit - i guess a little miscommunication or not finding correctly that even with the speaker we can have normal prerecorded music up there and we would i guess motion or appeal to you um, the commissioners to let shut down said for the prerecorded music until we can build a roof over the patio where the sound is escaping and might be a costly thing to do but it looks like that will be the best course of attention that is definitely a valuable space for the business to survive. and if we can't have a blue tooth speaker up there

regulations, so department of public works and other departments have been trying to figure out what violations are and help businesses come into compliance. the planning department and the city have decided that they'll give businesses until 2023 to come into compliance. also in the meantime, for businesses that want to start new shared spaces, new parklets, that is still an on going program, a new program, so people can always submit their applications for shared spaces regardless whether they started one during the pandemic or not. >> do you anticipate there being other shared spaces programs in the future and how do small businesses go about finding out about them? >> small businesses can find

out about it by visiting our website, sfgov/osb or you can call 415-554-6134, and we can connect you with the planning department and other agencies that would be connected with the shared spaces programs. >> over the pandemic, businesses have been victimized by vandals and other crimes. how can you help them? >> the city offers a program called the vandalism relief fund, and this would allow businesses suffering from graffiti or broken windows to apply with the city through our neighborhood services division, and you could get up to 1,000 or 2,000 if you submit certain

documentation, such as a photograph of the damage or a copy of the receipt or document showing the amount you paid for to correct the incident. we are so excited that the city now has a centralized permit center, where people can come and get their business done, hopefully, in the same day where there are several different agencies, ranging from department of building inspection, planning department, public health, fire department, all here to help people, whether you're building a new business or even new construction, to be able to, again, fit all of your appointments in one day and get things done quickly. so starting in may, our office of small business has actually started working out of 49 south van ness at the permit center, and we have a team of two staff who are dedicated to helping
