6:54 am
is the bureau of building and street repair report and cement alexander the head of the planning and performance team here to discuss it? >> thank you. performance manager for public works thank you for your time. and this is an update of the staff measures for building repair and start with building repair and later with street repair. most of the data is on 4 fiscal year ending is the summary of multiple years of data. what this is showing us is this for fiscal year included what we have available for fiscal 24. 23 and 24 and highlight fiscal 23. and results.
6:55 am
for fiscal 23, we have about 3,000 corrected on projects received for building repair. this is significant increase from prior years getting close to what happened during 2020. for building repair projects, plumbing. painting and glass are the top 4. significant low pawns and showing most important. one with the highest number of volume of service orders and projects. total request for clients this , is important. building repair the bureau that depends on the work provide to other city departments and we provide services for most of them with police, library and internal and public works we will did work for real estate and mta.
6:56 am
police and library other main clis clients of building repair. >> and conversion count special rate a measure where we want to show the how likely are our work to be converted. we have been checking over several years how has been that trend. converted and estimates to projects. and for fiscal year we noticed that the conversion rate 56% for fiscal 23. closer average of the prior years. [inaudible].
6:57 am
>> good morning i'm matt the superintendent for bureau of building and street repair apologize there was confusion today when we learned. confusion we rushed over. i'm not sure where we are. on the conversion. you want to say -- we can discuss [inaudible]. sure. were there questions on the building repair performance measurements? if we can continue we may have questions at the end. thank you for prioritizing and rushing over. >> again sorry for you the confusion. so annual count of pothole service orders within 3 business days the current goals for filling potholes from 311 is we have 72 hours which they were reported to complete 90% of all
6:58 am
potholes within 72 hours. and you can see -- that -- according to this we are -- this fiscal year at 91% we have consistent low out performed the 90% for many, many years. i will say that i just made aware this month that the calculation for wing days has been changed. so this might reflect a little different low in future percentages. but you in this we are aware, we are -- staffing accordingly and prioritizing accordingly. thank you. and pothole repairs. as you remember -- last fiscal year was wet and rainy season. so you could see that there was a significant can increase.
6:59 am
it is over 30% increase in pothole repairs done last fiscal year. and -- again we did meet the goal last physical year to exceed that 90% within 72 hours they mentioned this . ier it has been since july we are counting under 2,000. the projections are another wet winter. and i just e mailed getting sand bags because there was a rush on sand bags left year. we are plan to make sure we have sand bags in with that. also plenty of materials. we will continue to staff up for pothole repairs if there is indeed heavy rains that are expects. this is showing the response from the pothole crew.
7:00 am
so -- probably a year and a half ago. we create third degree pothole sweep crew. one crew they rotate throughout the districts. and every month they go from one district to the next. they are only travelling residential streets and small commercial streets not on the business streets the idea here is to get the potholes before they become larger. but also it is a small crew we don't have enough staff to put up traffic detours. you can see that with the proactive sweep. i third done in august are you
7:01 am
see in july they have done more. the course of the year we are finding the pothole sweep crew is doing between 25 and 30. fashl low because they are able to go in quickly and take care of them and get out and traveling down the entire street. so as they encounter them they are able to fill them. more efficient butt ever trues have list they are going throughout the city and not efficient. block paving. you see that last fiscal year we paved 122 blocks the goal was 120 blocks we exceeded that. this fiscal year showing 18 blocks the counsel is 26 as of last week.
7:02 am
and -- just -- so you are aware and i know we have been in discussions with this. there has been the enforcement of a policy existed where as we resurface or over laying street. we have to reference monuments. we are working with the survey group and that is slowing down our productivity. i know carla working with them close low.
7:03 am
some of embed in the the pavement and some are just as chiselled key in the curve face. and they need to be referenced. thank you. i knew them as markers but monuments i like that better. >> just a note on that. there is i state law that required we protect these reference point in the roadway of way. so we are trying to ensure that we are -- our survey crews get those referenced ahead of overhaul paving crews we are working on ways to stream line that efficiency to hopefully make sure we are not slowing down our own team. the next is showing other key measurements. so you see -- if we look at the
7:04 am
blue line, which is that? i assume for past paving? the square footage decreased and this is based on a projection. and i mentioned we are projecting now not to meet the goal that we set. for patch paving, it looks like we are going to be projected to be a little low. but that's based on when we paved so far and again this is the wet weather has in the happens idea. that may increase and change and same for voids and debregzs.
7:05 am
7:07 am
7:08 am
the city's paving program wore general low issuing the contracts the delta when we do in house our goal first and become out when we can we ford to do with contractors beyond that. >> i had one question. this was like not able to deserve what fast does versus dpw. president hole, small or like on fillmore this was puc most low but i imagine we surface them example for clarity for people listening that's why dpw would do this under contract? >> yea. the division is -- bureau of street repair does most of the potholes in the city. those are the as needed response
7:09 am
to conditions. if there are lets of potholes or they have multiple going become to the same block multiple times they refer that to the public works side of the house where they dot design for streets and then they dot contracting for paving. so, they will handle issuing most of the contracts paving comtransplants. do designs necessary for bureau of street repair if than i did i large are project engineering. if design is required they will do that. one thing the advantages we have to paving in house with street repair is yes or no low they don't have to have the level of engineering design an outside condition transactor require its is cost effective that is why we want to mack myself when we do in house. then public works side handles engineering and the designs for
7:10 am
curb ramps installed with 55ing and issue those paving contracts. we do have of course, the goal of the city is to bring other departments in. so if we have, for example a planned sewer replace am puc notifies us and we arage paving around that. we are working of course the fillmore green water main break was notice a planned situation and we are doing the surveying now that is required and we are doing the design work and hand that over to puc and their contractor will do the final pavement restoration. >> thank you. the other thing i add if okay. so we are doing the pothole repair citywide including repair of mall sink holes credited by last rolls or sewer mains.
7:11 am
we do staff an after hours supervisor who will get called out throughout the evening or a weekend it sdraesz address the small sink hole and have i approximately we give i among low report 3 times or more and puc go out and staff to look to determine whether additional w should be done. there are some let rolls remain that sink that because a failure. puc is sdmrmd than i take action. >> thank you. i believe we talked about commissioner sip and he i discussed about getting more guarantee lawyer and w with to you get better. i think hopeful low going to get you on to try to meet and do more reports. we are developing the reports
7:12 am
and you know, good crooperative so i can understand. thank you. any further questions. mr. full are public comment. >> members of public who wish to make 3 minutes of comment on item 4 the bureau building and street repair performance measure report. may lineup further from the door if present in the chamber. if you are calling in, dial 415-655-0001, access code: 2664 792 8851 ##. we don't have anyone in person to speak on this item.
7:13 am
and sfgovtv is indicating we don't have callers. this concludes public comment on item 4. >> further questions or debate? thank you. >> call the next item. thank you. >> and our next item is 6 since we heard 5 earlier in the meeting. item 6 is new business by commissioners an opportunity for commissioners to announce and raise topics to be added future agenda this is is an informational item. any news from commissioner, simi? >> i wanted one thing, left time you asked about staffing levels and i know this secretary fuller you sudden an e mail staff is wing on this. thank you. another alined conversation with that is pregnant this would be

7:16 am
7:17 am
>> in the morning, when we first go out, we start at six in the morning or seven in the morning. we call that our business run. we sweep all the main arteries of the city. after 8:00, we go into the residential areas and take care of all the other customers. >> the idea with the street sweeping program is to get the leaves and the debris off the ground. >> we -- for not only appearance and cleanliness but safety as well. >> we will get anywhere from 2- 7,000 pounds per truck depending on the season and the route. the street sweeper and the choice of the use right now is an error sweeper. they have a motor in the back and it blows winds down one side and carried by air into the hopper. what will mess this up is new -- large pieces of cardboard or sticks or coat hangers. anything that is more than 12
7:18 am
inches. the tube on the tracks is only 12-inch diameter. >> people asked what they can do to help to keep the city clean. there are people that letter. leaves are one thing. any of the garbage you see is from people being careless. [♪♪♪] >> one cars parked in the way, we can't sweep under the congress. to deal with this, we have parking control officers that are provided by m.t.a. and they go in front of our sweepers and pass out citations to people that are parking the wrong way. once the sweepers sweep past in san francisco, you may park behind the street sweeper. we all know parking is a big issue.
7:19 am
north beach hasn't been swept since the eighties because of opposition. but we are getting a lot of requests to sweep. basically our trucks are 10 feet wide. we stick the brooms out and they are may be 12 feet wide. >> there are a lot of blind spots when driving a large truck pedestrians and bicyclists and cars. and navigates this 22,000-pound truck through the city. >> we involve the public here -- to adhere to traffic laws. these routes were developed back in the eighties around the capability of the sweeper. things have changed since then so we have to adapt. luckily, public works is embracing technology and working on a system to alter our maps. this is literally cut and paste -- cut and paste. we will have a computer program soon that will be able to alter the maps and be updated instantly. we will have tablets in the
7:20 am
checks for all of the maps. we will send a broom wherever it needs to go and he has the information he needs to complete the safety. what is needed about these tablets as they will have a g.p.s. on it so we know where they're at. you do get confused driving along, especially the inner sunset. recall that to the be made a triangle. >> thanks for writing along with us today. i enjoyed showing you what we do and i urge you to pay attention to the signs and move your car and don't litter. with all >> in the bay area as a whole, thinking about environmental sustainability. we have been a leader in the
7:21 am
country across industries in terms of what you can do and we have a learn approach. that is what allows us to be successful. >> what's wonderful is you have so many people who come here and they are what i call policy innovators and whether it's banning plastic bags, recycling, composting, all the different things that we can do to improve the environment. we really champion. we are at recycle central, a large recycle fail on san francisco pier 96. every day the neighborhood trucks that pick up recycling from the blue bins bring 50 # o tons of bottles, cans and paper here to this facility and unload it. and inside recology, san
7:22 am
francisco's recycling company, they sort that into aluminum cans, glass cans, and different type of plastic. san francisco is making efforts to send less materials to the landfill and give more materials for recycling. other cities are observing this and are envious of san francisco's robust recycling program. it is good for the environment. but there is a lot of low quality plastics and junk plastics and candy wrappers and is difficult to recycle that. it is low quality material. in most cities that goes to landfill. >> looking at the plastics industry, the oil industry is the main producer of blastics. and as we have been trying to phase out fossil fuels and the transfer stream, this is the fossil fuels and that plastic isn't recycled and goes into the
7:23 am
waste stream and the landfill and unfortunately in the ocean. with the stairry step there will be more plastic in the ocean than fish. >> we can recycle again and again and again. but plastic, maybe you can recycle it once, maybe. and that, even that process it downgrades into a lower quality material. >> it is cheaper for the oil industry to create new plastics and so they have been producing more and more plastics so with our ab793, we have a bill that really has a goal of getting our beverage bottles to be made of more recycled content so by the time 2030 rolls around t recycle content in a coke bottle, pepsi bottle, water bottle, will be up to 50% which is higher thatten the percentage in the european union and the highest percentage in the world. and that way you can actually feel confident that what you're
7:24 am
drinking will actually become recycled. now, our recommendation is don't use to plastic bottle to begin w but if you do, they are committing to 50% recycled content. >> the test thing we can do is vote with our consumer dollars when we're shopping. if you can die something with no packaging and find loose fruits and vegetables, that is the best. find in packaging and glass, metal and pap rer all easily recycled. we don't want plastic. we want less plastic. awe what you we do locally is we have the program to think disposable and work one on one to provide technical assistance to swap out the disposable food service to reusables and we have funding available to support businesses to do that so that is
7:25 am
a way to get them off there. and i believe now is the time we will see a lot of the solutions come on the market and come on the scene. >> and is really logistics company and what we offer to restaurants is reasonable containers that they can order just like they would so we came from about a pain point that a lot of customers feel which wills a lot of waste with takeout and deliver, even transitioning from styrofoam to plastic, it is still wasteful. and to dream about reusing this one to be re-implemented and cost delivery and food takeout. we didn't have throwaway culture always. most people used to get delivered to people's homes and then the empty milk containers were put back out when fresh milk came. customers are so excited that we have this available in our
7:26 am
restaurant and came back and asked and were so excited about it and rolled it out as customers gain awareness understanding what it is and how it works and how they can integrate it into their life. >> and they have always done it and usually that is a way of being sustainable and long-term change to what makes good financial sense especially as there are shipping issues and material issues and we see that will potentially be a way that we can save money as well. and so i think making that case to other restaurateurs will really help people adopt this.
7:27 am
>> one restaurant we converted 2,000 packages and the impact and impact they have in the community with one switch. and we have been really encouraged to see more and more restaurants cooperate this. we are big fans of what re-ecology does in terms of adopting new systems and understanding why the current system is broken. when people come to the facility, they are shocked by how much waste they see and the volume of the operations and how much technology we have dedicated to sort correctly and we led 25 tours and for students
7:28 am
to reach about 1100 students. and they wanted to make change and this is sorting in the waste stream they do every single day and they can take ownership of and make a difference with. >> an i feel very, very fortunate that i get to represent san francisco in the legislature and allows me to push the envelope and it is because of the people the city attracts and is because of the eco system of policy thinking that goes on in san francisco that we are constantly seeing san francisco leading the way. >> kids know there's a lot of environmental issues that they are facing. and that they will be impacted by the impact of climate change. they will have the opportunity to be in charge and make change and make the decisions in the future.
