this is a very unique opportunity for city kids for san francisco city kids to learn about where their food comes from and ways food and goods can be produced sustainably. we want to give a special thanks to schools, star king, malcolm x, bret heart, visitation valley and cleveland elementary school. thanks to partners on the event including the san francisco environment and san francisco children and nature. then, this past sunday, fall fest kicked off at indian basin shoreline park. feechards free kayaking, pumpkin patch, vendors. two special concerts one organized in partnership-i see him. probably zilian other places now and then we also had hip hop for change celebrating the 50 anniversary of hip hop. the hip hop celebration consisted of workshops rkss fashion, break dances air brush art and more. a chance for the bayview community to celebration the season of the park and launch of new community invasion lab. mayor breed joined us. participated in the event walking around, saying hi to people and helping unveil the new lab. the lab is expansion of the park tech hub which is offered free wifi access lap top and tablet lending and technical support in variety of community service to residents since 2021 and key project under our equitable development plan. explore talents, spark create ivlty and cultivate skills. offer a range of service

including free rental borrowing of sports and activity equipment, space for community organization to host programming,ic workshops, networking and more as well as continues our free wifi and lap toplanding program. the lab is incredible learning opportunity to help insure when indian basin waterfront park is fully open in 2026, there will be programming from day one that is beneficial to the community. just couple more. rec sent, construction has begun. several of us were out to cut a ribbon on the playground. the actual construction project is underway. the rec center will be part of the sunnydale community hub which consist of the rec center and a community center with 35 thousand square feet of basically campus of buildings and outdoor spaces. provides safe and accessible space for sports, recreation,

cultural events, health and wellness resources, educational programs and activities n.cludes landscape play area, courtyard and space for cooking classes. at the rec center staffed and operated by our department provides additional 11.500 square feet of indoor space including basketball court, bleachers, multipurpose room, restroom [indiscernible] sunnydale neighborhood is home to highest concentrations of young people in san francisco and highest concentration of low income san franciscans. provide resources they need to flourish including spaces for sports, programming for children and facility for learning. with the playground renovation having recently completed the major transformation is on the horizon for entire south eastern community and excited to be a part of it. rec and park new play pass is

here. it launch this month. allows easier access to drop in programming and equipment at rec facilities in one card. registration is open and pass users will be entered to a raffle to win gift cards. event tickets and more. if you haven't taken programs with us, all you need to do go to sfrecpark.org/register and set up an account. you can sign up for the play pass online under passes and memberships or any rec center you can do it as well. registering for play pass enhances recreational experience and makes it easier to sign up and participates in our programs. registration is all most here for boys and girls in grades k-8 hoping to join the junior warrior basketball league. it is hard to believe

basketball season commissioner louie is again upon us. commissioner louie is one of the biggest warrior fans. registration is november 1. priority registration for scholarship families on october 30. this exciting program provides youth with opportunities to learn fundamentals of the game in team environment emphasizing sportsmanship collaboration and hard work. play begins january 9, 2024 through march 2, 2024. for the 24 season we anticipate having 188 teams with more then 2250 young athletes participating. this is a all time high for this program and rec and park continues to expand the number of league teams to meet the demands of this wildly popular league. success of the league depends on the generosity of hundreds of volunteers each season from coaches to referees to score keepers. they are all needed to help the

league run smoothly so interesting go to sfrecpark.org to sign up. finally, i talked about music at the fall fest, but this has been a unprecedented time for music in our parks and i want to talk about that before i wrap up. san francisco summer comes to a end, some of the most beloved summer music series recentlynded and i wanted to highlight a few that just wrapped up. earlier this month due south finished the summer long run with shealy sheila e and the e train [indiscernible] provides a chance for southeast san franciscans to enjoy live music with art ist in their back yard. union square in bloom concert series completed the summer run last weekt. including a free concert features [indiscernible] red hot skillet liquors, pumpkin

patch, wine and spirit and art work. fleet week went off without a hitch and we had several free live concerts in the park as part of the concert series. also had our annual high school battle of the bands, which was held at the golden gate park band shell. concord took over the victory and prize money. even though you are not from san francisco, concord high, we wish you congratulations. [indiscernible] came and went earlier this month. popular free concert series saw 6 stages spread over hellman hollow, [indiscernible] dozens of performers. thank tuesday the thousands of blue grass bands who came to enjoy three days of live music. we also look forward to next year. we also had a big rock fest jerry garcia amphitheater last

week finishing kiss and a cdc imitation bands. commissioner muzola this is in your wheel house. finally as mention said earlier, the new concert and workshop at indian basin happening saturdays sounds of the streets this weekday saturday october 21, noon to 4 p.m. catch san francisco current [indiscernible] local poets. i want to thank indian basin waterfront project partners, illuminate and bayview opera house helping us put on this new series and called him out once but call him out again because i see him here, stefen [indiscernible] friends of lafayette playground has done so much for our city and helping us to program free music all over the city and

randy. if you like to speak, randy. >> thank you board. my name is randy campbell. past couple months the city of has been building a skateboard park. part of the city farmer market was for 42 years. i noticed since i moved to this city, most of the skateboard parks, have been vandalized, tagged, homeless camping across the street from them. prime example, 13th and mission. don't know if you have been over there, but why is building a skateboard park where something there for 42 years helping out the community and people in that neighborhood?

for 5 hours [indiscernible] beautiful sunday, the amplified music reached over 120 decibels and over hundred decibels inside my house with the doors and windows shut. on a practical level you can have a conversation on the street, you couldn't watch the 49ers game on television inside our house. we were living in a disco all day. it was probably louder in the neighborhood then in the park itself. i have gone to lots of events in the park. it is because of the geography of india basin, the water how it amplifies music like in the portola festival. you might have heard about that program too. the way the water amplifies noise and the buildings nearby meant the music was bouncing off the buildings, especially percussion. thaw had drum circles.

of senior staff. paul [indiscernible] will oversee the guest connection. the opportunity arose when chris connor the former vp of operations retired. will give a overview of the guest connections and such a better speak er and sure he will be here for the next commissions. >> thank you very much for having me. for the record, i have a presentation that we could pop up on the tv, if that's allowed. >> alright. >> i'm vice president guest connections at the san francisco zoo. i have been asked it update today on recent programming and initiatives we had at the zoo to positively impact the community and provide connections to those that live

in the 27 zip codes of san francisco as well as visitors into san francisco. i take the word connection in my title and on the slide show very seriously. i'm a san francisco native. grew up in noe valley, spent a lot of time in the richmond district and came to the zoo on a field trip and floored me and. the fun part about my job is re-create that new experience for san franciscans that come to the zoo every day. we look everything through the lens of the mission on the screen and boils down to, our ccc. to connect, care and conserve and i focus on a lot of connection to the audience. there are many different audiences we have to consider that come to the zoo that require nuances to form that connection and i will focus on the locals in san francisco and tourist that come in and within the two the diverse communities that make up the two sectors.

one thing going on now that i hope many in this room experienced is annual boo at the zoo. the halloween programming. a lot of us view this as a cute thing we do, but i view this as a very impactful thing for the community, because as a safe oasis for the districts within san francisco, we do see a lot local media come to support the zoo as we see visitation increase by about 32 percent during october while the program is going on. we know it is mostly locals because we see the vast increase by membership base and 15 thousand members of the zoo and 6 thousand houses live within the 27 zip codes of san francisco. we know the community is really connected to the zoo during this time. it allows us to provide a lot of education and inspiration for the caring of the natural world to the visitors that come in and you can see that in the

visitation of the guests in a image. children dress up as favorite animals. a lot is a mix of education and entertainment of the community but everything does go through that lens of being able to inspire our community to care for the natural world. that is going on right now. i hope everyone visits. we have the largest hay maze in san francisco. besides the local community, we are also very much trying to form connections with tourists coming in. part of that strategy is to partner with northern california association. and hotel council of san francisco. we view this as a way to provide our core values that also align with maybe the city core values to visitors unfamiliar and allow that to take that home and san francisco experience back to where they are from. by partnering with hotels and

ncca represents the 27 largest hotels in the region, we are able to form that connection with the 22-23 million visitors a year coming to the city. it really provides us an awareness campaign involving the key hospitality influencers within the city. it is the opportunity to reach a broader audience with our conservation messaging and connect tourist to unique experience in the city that many may not put on the schedule and exposed to so able to expend tourism to the westnd of the city and also experience many things in the richmond and sunset they may not necessarily have exposure to. one layer of the onion that is necessary for this tactic. wree are also partnering and leveraging partnerships and forming new with the san francisco travel association and san francisco chamber of

commerce. last week we hosted the annual mixer at the zoo and allowed us to host tourism and hospitality industry leaders for a night coming together and sprinkling connections. it opened new partnership opportunities that will enhance the experience to visor its of our city because we are all [indiscernible] that helps make the city great and help strengthen a lot of partnerships to represent the westnd of the city well and increase the san francisco tourism impact on the incoming visitors. feedback is tru-minds. people said they are very inspired by what the zoo can provide to san francisco zoo visitors and sense of inspiration leads to the next slide because i'm inspired by this project which is upcoming gorilla theater. this is in the pipeline. this is coming in december and this helps us include all areas

of our mission in a new engaging way. i told some in the committee that i have a 6 year old at home and i often struggle with ways to get her to retain attention and information she gets distracted and looking for new mediums of ways to learn and this is an opportunity for us to do this within the community as well. it uses cutting edge technology and educational way. partnering with california based company called emotion to provide a experience at the zoo that is award winning emmy content about the gorilla habitat preservation. i was approached by a few people saying you have gorillas at the zoo. why do you need a virtual realty experience to take a walk and see gorillas themselves and this isn't a opportunity to replace anything. this is a opportunity to enhance the education for our community. so, as guests are inspired by

real life gorillas at the zoo, they are able to learn more about grurillas in the natural habitat and most importantly, able to learn how decisions we make at home at our jobs and community effect these specious half way across the world. as san francisco, as the tip of the spear oof conversation and sustainability minded people, we feel this echoes the city and our values very well. there are only a thousand of the grurilloes left in the world and impact on their survival is heavily explored so this is a new way no other zoos in northern california are using to educate their visitors on conservation projects. i will talk about our [indiscernible] community success stories. i felt it necessary to include the worlds word on the slide. we think of our odd ynsh as a

community of individuals rather then the general public and we consider three main things, geography, identity of these people, who they share a common trait with and affinity who shares common interests. a lot of this approach comes down to knocking down language barriers. we have done a lot of things within the past 30 days to make sure we are doing what we can to make sure guests coming in that are not native english speakers are able to experience the zoo and absorb our conservation messaging to the fullest. a lot involve bilingual guided tours, i mentioned virtual realty shows, our zoo keys around forever which everyone asks be about. we have rerecorded spanish translation so guests can do a self--guided tour in spanish. we have updated translation service at admission. we have access through a

company called language line solutions. access to over 140 languages on demand for interpreting guest coming in. san francisco focuses on international tourism and bringing it back, we align with that effort and provide the language translations to anyone coming in so they understand what the main messages of the zoo are. one thing that i was not aware of-- >> [indiscernible] thank you-i know they have packed agenda. welcome to san francisco zoo and hope you visit us. it is great to see such a crowd at city hall. thank you. >> thank you to the san francisco zoo. any public comment on the san francisco zoo report today? okay. seeing none in the room, any hands raised? that would be no. commissioners you have anything to say about the zoo report?

>> i wanted to congratulate our new joint zoo chair, larry mazollo. paulo excited to have you on the team and excited about the initiative jz there are so many in the room here because i hope you think about bringing children, grandchildren and nieces and nephews because the zoo is wonderful. never been better. a lot of wonderful people thin commune tat made great donations. the zoo does a good job in the community called the aza, right? looking for opportunities for funding. we really maximize our resources there and i want to commend my former hastings classmate tonia peterson for a good job she has been doing so please come out to the zoo early and often.

>> hi, commissioners and all the people behind me today. the general manager spoke about some of the music that fills the air across our parks and i'm here today to talk about music at golden gate park, item 7. this is discussion and possible action to recommend that the board authorize the rec and park commission to accept and expend grant from park alliance at $8 00 thousand for stage performage improvements at the spreckels temple music. this is a few images to showcase performances at occurred. can you not hear me? >> speak right into the mic. >> ice cream cone. >> okay. how's that? known as band shell is located in the music concourse in

golden gate park. oldest structure in the concourse. 20s 20 celebrated the 150 anniversary of our beloved park and department and san francisco park alliance organizing partners to celebrate the milestone. the band shell was to be the center piece of year long festivities canceled because of the pandemic, but during the time of the pandemic we realized the park and music merged as a powerful gathering space as resident realize the shared experience of music can connect, heal and support each other. one particular goal of the celebration was to honor history of the temple of music and increase activation of the music concourse. in 2020, artistic performance lighting and state of the art speaker system installed under a temporary permit already approved by this commission.

together these improvement enhanced the band shell and made far more accessible to smaller groups and community groups who like to have perform but not the budget to bring their sound and lighting. funding by the san francisco park alliance and innuminate. here is a image of the stage extension which you see is is painted black. it creates more space for performers and brings closer to the audience. here is what the band shell looked like prior to the upgrade. it isn't very welcoming and exciting looking. looks sad and with the new lighting system it replaces the dim lighting with theatical lighting that fills interior with a array of lighting possibility for colors. including this is the high quality sound system intended to support a wide range of

small, midsize performances. since august 2021, rec and park is excited to partner with park alliance and illuminate to celebrate and share diversity of the city by working with groups across the city with special focus on under-served neighborhoods. band shell is host to over 2,000 performers who presented over 300 free live music performance for more then 500 thousand audience members. will host 124 free shows. international, local representing every san francisco supervisor district. representing poetry, dance, artists, [indiscernible] women month artists, [indiscernible] the band shell improvements enabled rec and park to achieve our goal bringing music back to

the concourse which is well loved attraction for all. features state of the art music, opened opportunities for performers who never dream said of performing in the park. given the success of the instillation the department like to make permanent the temporary instillation of the stage extension and lighting and sound. we presented at the historic preservation commission on august 16 and this was received unanimously supported by the commission members. we ask the commission to recommend to the board authorize department to accept and expend this inkind grant. thank you. >> we'll move to public comment on item 7. i have a card from stefen if you like to come up and i think someone from the park alliance is also here. >> given stefen is like staff, he doesn't have to

>> my name is [indiscernible] a san francisco bay singing song writer [indiscernible] toured nationally and internationally. i founded a small group called face the music collective and [indiscernible] music declare emergency. since august 21 performed at the band shell several times and assisted illuminate and stefen to recruit for the shows. one show organized with local grassroots climate group to approve new volunteers for the organizations . i lead promotion [indiscernible] this year was the 47 year for the festival and first time the festival was at the bands show. the festival was huge success because it was the bands shell. the size, perfect weather, wind and few hundred bees, our buzz punt intended with positive feedback about the event because of the professional

sound and venue. p possibly for the first time in existence that music concourse had music everywhere. the festival held four workshop areas that were full the entire day thanks to the help of parks and rec. all the artists who performed played for the first time at the band shell. one performers a guy named phil lawrence said it was a dream to play the bands shell for 41 years since moving to san francisco. another in the band, under trio, finished the set and [indiscernible] thanked the festival for fulfilling a dream. how can san francisco be a city that draw torest around the world? artists need this venue. as stefen so eloquently said, it is steeped in history. it is performing there i could tell from sperns experience is a had [indiscernible] thed the

seeing none, do we have hands raised? also seeing none, public comment on the president's report is closed and on item 8, marina improvement and remediation project. >> good morning. general manager, commission secretary. stacey bradley, director of capital and planning and start off our item today before handing it over to monica scott our project manager. this project is historic opportunity to carry out a environmental cleanup and implement improvement in the marina decades in the making. with three main project goals. environmental remediation, increased access and rerecational opportunities for the public and fiscally sustainable marina. we are constrained by number of elements as we develop the project description to be

analyzed in the environmental review document, which in this case will be a eir or environmental impact report. today we'll step through the constraints along with project elements to define the project description that we will share with the planning department for the eir before returning back to you with a environmental review completed and project description or approval. our project team is made of our staff lead by the capital division but close coordination with harbor master and project engineer. pg&e is leading the remediation component with haley and aldrich as engineer. the site history may be familiar to some, i like to review events that lead to this project and where we are today. pg&e predecessor, north beach manufactured gas plant or mgp operated in this area about 15 years starting in the late 19th

century. the area land around the marina today was filled over the early part of 20 century. the east and west harbors were built by rec and park in the 1960. in 2021, residue were identified in the east harbor and city commenced legal action. the city and pg&e were in litigation and studies taking place to assess the extent. the result of this legal action and subsequent investigation is settlement agreement between the city and pg&e which was to develop a joint project. approve bide the rec and park and board of supervisor jz mayor in 2021.

public outreach is not possible during the negotiations. the settlement agreement identifies the key goals of for the project in the east harbor marina. as noted earlier, it is to address environmental contamination that is protective off human health and the environment in a holistic manner based on best practice remediation technology for legacy contaminated sediment. increases both recreational opportunities and water access amenities for the public and preserve recreational boating by insuring long-term operation of the marina by providing fiscal sustainability. the agreement helps the city achieve goals by addressing the pollution and reinvesting in the marina. the approach must be approved by the water board to insure that the bay is protected. once the environmental concerns have been addressed, the project elements considered with up grade and modernize infrastructure and provide

solutions to correct persistent sedimentation issues and minimize long-term maintenance costs. pg&e initially fund the entire project with the city paying back a portion over time. this allows for investment in the cleanup and public amenities now while creating a mechanism for the city to repay through marina operations in the future. the agreement provides funding for remediation and restoration activities, including expanded recreational opportunities-the target budget amount for the joint project is $130 million with contingencies up to total project cost of $190 million. the settlement agreement specifies sharing cost between pg&e and rec and park. the first $160 million, rec i park is responsible for 9 percent of the total and then remaining $30 million, split

the cost 50/50. rpd will repay the cost starting at three years post construction from marine arevenue. the repayment will not be subject to interest charges. while we will be discussing later in the presentation the numerous benefits we think the project brings to the bay and marina, the project goals guiding this project as defined by the settlement agreement are environmental remediation increased public access and amenities and sustainability marina. we are fortunate to have numerous geographic and community assets and the project enhance these for generations to come while providing the city and the environment with a cleanup that is long overdue. monica.

>> thank you stacey. good morning commissioners. i am monica scott, the rec and park project manager for this project and here today to request direction from the commission to proceed with the environmental review for the marina improvement and remediation projbect. the remediation project is regulated by water bord and public meeting to review the draft feasibility studies was held in may of this year. i'll present the following slides about the remediation portion of the project, pg&e and team of engineers have over seen [indiscernible] developed the design informed by the data. ryan madison the pg&e project manager is here today and will be available to answer additional questions about the remediation aspect of the project. different remediation alternatives were evaluated in the process and what was known for the studies is renovation alternative is the option a

part of this project. this alternative which the water board deemed protective of human health and environment [indiscernible] supports new community benefit for the public. preferred plan address impacted sediment in the east harbor and outside east harbor area to be protective of human health and environment through dredging and capping. the northern portion of the east harbor will be dredged and capped below marina operational depth. the southern portion a protective sediment coferb over deeper mgp will be preserved monitored and plain maintained the area marked by deeper dredge on the figure will be dredged back filled and capped. in addition, the remedy includes barriers along the shoreline to prevent residue migration as a extra layer of

correction. institutional controls are component of the remedy administratively and legal requirement to insure the remedy continues to be protective. as you see in the top figure, there is a extensive sampling throughout the former mgp area. show residue generally remains where it was deposited over a hundred years ago and buried under sediment cover as shown in the conceptual cross section at it bottom of the slide. ground and bay water sample show the mgp residue isn't entering bay water. [indiscernible] dredging to operational depth remove the protective cover leading to exposure that need action. the recommended remedy is protective of human health and environment and address 100 percent of the risk presented

by the mgp residue. the remedy includes monitoring and maintaining the cover and portion of the site which limit unnecessary dredging and capping. this reduce [indiscernible] through neighborhood to disposal facilities often located in environmental justice communities. capping and containing impacted sediment is a widely used and accepted remedy. this technology is approve d by the epa. the water board approved the use of this technology local sites including potrero, india basin and oyster point. well suited to conditions at east harbor. sediment caps are capable isolated residue and providing erosion protection and long-term integrity. cover can work as a cap to chemically and physically isolate.

the cap and sediment cover include a monitoring program overseen by the water board and inspected following events like a significant earthquake to insure it remains protective. the figure on the right of the slide presents a cross section of existing conditions at the east harbor and post capping conditions in the northern portion of the marina on the right. you can see remediation includes removal of sediment cover and some of the sediment with residue requiring placement of engineered cap. the recommended remedy is preferred because introduces the least amount of environmental and community disruption while protecting human health and the environment. the proposed alternative includes 67.700 cubic yards of sediment removal over 2 years while the maximum removal alternative require 298 thousand cubic yards of

sediment removed and transported from east harbor every a 8 year period. while dredging is key component for remediation, one objective is limit amount of unnecessary dredging. this is because increased dredged impact the local habitat and introduce contaminant to the bay water. unnecessary dredging prolongs construction time and related disruption and impacts. for example, unnecessary dredging means more material will be transported to dewatering and land fill facilities. as a reminder, the remediation portion of the project is regulated and will be approved by the regional water quality control board. i'm going to shift to the community engagement that is lead to the marina design and upland concepts shared at the august community meetings. march 2023, we held two meetings at mucone.

over 150 people attendeded and received a lot of great feedback what made the marina special, what folks like to do there and how it could be improved. we had online and paper surveys at 654 people fill said out. some repeated comments we heard include increase rec, balancing nature, celebrating site assets and retaining the site character and increased water access and boats storage. the two things that excited most are improved natural habitat and more recreation activities. as a part of the water board process, the draft feasibility study presented as public meeting in may this year with pg&e presenting the study and rec and park the open house portion of the meeting. our most recent community engagement were two meetings held in august at mucone rec

center. 279 attendees and shared more details on project elements for marina improvement and two concepts for the upland and shallow water basin. we used feedback from the sping survey to develop concept design alternatives the activities that people enjoyed in the marina with nature views meeting with people and exercise to the top. along with water based activities. we heard the two things that excited most people--sorry. we had a survey following this meeting for reaction and feedback to the two conspts. 171 people responded to this survey and still reviewing the results as we move forward in the development of the features included in the area of the project. additionally, feedback from the community has been delivered in other ways with direct e-mails, meetings with key

[indiscernible] sierra club, staff from the smithsonian and interested community members. rec and park recognizes this is a highly engaged organized community passionate about the marina and recreation opportunities and also invested in the future . the majority of feedback received including comments about extension of the west harbor and change to the view from the marina green. the remediation and question how the final settlement agreement was approved. with all this information and all the projbect constraints and opportunities in mind, i'll walk through the proposed plans for the shallow basin and upland area and west and east harbor of the marina. here is a plan view of the marina today. and this slide you'll see framework plan with primary

change being east harbor slip to the west harbor. there are three main area starting with the southeast corner fallowed by deeper dive to improvement for the west harbor extension and upper east harbor. note rec and park is working with san francisco capital planning committee and san francisco bay conversation and development commission incorporating see level recognize projection for near term and building adaptive management approach to take the project to the next century. the shallow water basin and upland improvements are aspect of the project we are happy to be able to engage. rec and public access are cornerstone of the maegz and excited to make changes that make a community space for all to enjoy and have folks who do not own boats again access to the water. aside from designing to allow water access also reducing the paved portion of the parking

lot while retaining the same number of parking stalls to allow for broader waterfront experience on the shoreline. parking stall counts remain the same. please note the introduction of paid parking is not a part of this project. additional element of the work in the area are improvements to existing restroom. the two conspts for the upland area and shallow water basin incorporate feedback as well as protective meetings with groups that hope to utilize the space like beach volley ball and canoes. we received sig cnts community feedback and part of the design process is how to colodge the ideas that capture [indiscernible] we developed two strategy. we call the habitat frame and marina mosaic. desire for increased nature and

mosaic is more programmed and defined and prioritize active recreation and are approach to water amenities. however as you see, both concepts share many elements you highlighted during the conversations we had. please note in addition to the environmental review the project is subject to, bcdc is permitting body and any final conspt design are subject to their review for conformance and may evolve over time. here is a plan for the habitat frame concept. this has water access and launch cove in the southwest corner. terrace along the southern edge and to the north accessible boating dock. soften with plantings and [indiscernible] curve around nature exploration terrace. in the triangle propose a lanch lawn with view of the golden

marina is solvent and self-sustaining. we engage to back up the decision making process to insure the renovation is successful and sustainable. please keep in mind the number of slips in the project is not increase in total slips. the slip counts remains the same while some enlarge to accommodate larger vessels. however, also note the maximum boat size proposed for these slips is 40 feet. please also note the config eurasian and layout may be modified. here you see the west harbor where the boats of the lower basin will be relocated. also restalling docks off the south side of the jetty taken out. that sediment is key reason for the break waters protecting this portion of the harbor.

marina green fill that support the tanks to insure integrity during a seismic event. also in communication with the fire department staff and confirmed with them that the smaller emergency vessels will retain the ability with relocated fuel dock. the boats are fueled by tanker truck at fire station 35 and continue to do so thin future. aware the area takes up a large part where youth sailing takes place and engage in dialogue with two yacht clubs that offer sailing lessens to intend to mitigate the impact. the upper portion of the east harbor completely rebuilt in a similar configuration to existing with repair and improvement to the break water which allow for additional pedestrian access and fishing as well as overlook to angel island. also be installing a [indiscernible] west of pier 1 to protect entry channel and boats from wave action in the bay that flow to the pier.

as i mentioned earlier, we heard feedback from the community of concern over the impact of relocation to the west harbor and experience on the northern waterfront of san francisco. these next slides show the site context of the marina, the site context and future site context. here you see a overlay of the type of bayviews open and are parcel along over 4 miles of the waterfront. called vista points, open bay and projected water access, marinas, peers and are adjacent or nearby public parking lots. on this slide, we are showing the future site context with change from open bayview to partial bayviews with relocation of docks along quarter mile of the marina leaving 2 and 3 quality mile

the free programs we offer. i think that's one reason why i feel so strongly that this project just isn't the right project for the waterfront. very supportive of the environmental cleanup. i think that's critical in san francisco i live in the marina and pg&e has done cleanup in my block, however, having direct access to the bay where you really get a feel for the water and the natural environment is really important. you can see the seals, you can see the birds fishing, you can see the boats and the kids sailing and toppling over and it creates a very close intimate environment with nature and i think while the plan they laid out sounds great on paper, having that big dock where you have to walk out really cuts the access for

today with this warm weather, if you were down at gas house cove you would see a haze coming out of that pipe and you would smell something incredibly awful. as conformation i have videos of both those events happy to sthair share with you. also the bottom of gas house cove is not sandy and lovely, it is muddy, sticky and deep. those renderings of people wading would be up to their knee trying to escape the mud. it isn't bad, just the nature of the cove. not conducive playing at water edge. the area designated to move the fuel dock isn't carefully considered either. 54 years we have been in the south corner of gas house cove. it is isolated from structures, boats and public.

[laughter] i think what you have seen here is that a lot of people care very passionate about this, and it is not the marina neighborhood. you heard from all neighborhoods that enjoy this area, and we have hundreds of people who have signed up on the website to help fight this, so it is a big big deal to us. i also want to point out, the sierra club has come out against this. we haven't mobilized them yet. i think what is really important here is that we want you to go back to the drawing board. you hear people feel this is a misguided project. we all feel that way. go back to the drawing board, reimagine the project, clean up

the cove and forget the harbor. then talk about impact study, because you won't have it scoped properly if you go forward at this point because it doesn't make sense. save yourself money, go back, reenvision this project and involve us, let us be part of the solution and then you can design environmental impact report that makes sense. i'm here to say that these views represent the part of san francisco brand. it is one of the most recognized views in the world and you want to put boats in front of it. it just doesn't make sense. yes, it needs to be improved, it is derelict but doesn't need a new boat harbor to improve it and people of all socio economic backgrounds, all colors, all neighborhoods can enjoy it. i was at fleet week and more then 50 percent of people were from out of the area. all over the bay area and out of town. i met someone from new zealand

reason. this kind of cleanup is technically feasible and been done all over the bay. including at the marina and treasure island . many regional ports and former military and industrial sites. also, if you have no option but to make the water smaller, you have to know state law will require you to mitigate opening the bay elsewhere so you have to consider that in the total project cost. people mentioned in impact to marine mammals and birds and that should be considered. also, how the existing slip tenants be accommodated at affordable rate. also need to do a full [indiscernible] to understand the view impact and that should be shown from perspective of those walking, sitting, driving along the water and what it looks like to see alcatraz and across the bay from the site if there are slips in front of it.

project currently proposed. rather then calling this a remediation project, it would be more aply called an abandonment project as it proposes to abandon east harbor. we are not afford to abandon slices of the waterfront. we need to be good stewards for future generations. moreover, it is disingenuous to use money for clean up to build new facilities. there are now exists bio rumediation techniques used to clean up hundreds of thousands of sites around the country. these approaches haven't been investigated. these things are possible. the epa use techniques for 2020 bay road in palo alto with great success. they are very non disrupive and could be quite successful. much othe motivation for the proposal is driven by desire to make the marina self-sustaining

there is a financial sustainability piece as well as what actually needs to be spent, right? >> right. maybe i can give just a minute of background about the settlement. >> that would be great. thank you. >> as mentioned earler, our office filed suit many years ago to start trying to address this, and for many years there were disagreements about not merely who is responsible for cleaning up the pollution, but more significantly who is responsible for building, putting it back together, because there was concern about being in is a situation where pg&e agreed to clean up the harbor rb because it was the responsibility, it wasn't necessarily agreeing at the time to put it back together or maybe there was a lack of clarity around what should be put back together.

the same thing, different thing, bringing up to code? complicated question. that is part of what the settlement was meant to resolve. the settlement does not specify a particular design for the marina. what it does is creates a funding mechanism with pg&e paying up to $160 million for the planning, design, review, outreach and if approved by the commission and city, construction of the marina. this is the decision on whether to commence environmental review. going back to commissioner hallisy's comment is the start of a process legally required if the city is going to move forward on anything. no action is not an option from the water quality board's

operation and maintenance. this project is lead by the puc as the lead agency and rec and park working collaboratively qu the puc on this project with sfmta and public works. approval actions already taken place include september 28, the project eir certified by the sf planning commission and october 10, puc unanimously approved the project and other action items. the project area is the southern portion of ocean beach with work principally occurring in the great highway extension south of float to sky line boulevard. this is one of san francisco's first large cross agency climate change adaptation projects. envisioned in the 2012 ocean beach master plan and this project will develop and implement two of the six ocean

key moves along southesian beach. the first managed retreat. the second being protecting the existing puc lake merced tunnel or lmt in place introducing a multipurpose coastal protection restoration and access system. this project is phase 3 improvalment to the area to address coastal erosion and sea level rise as relates to the wastewater infrastructure. the major project elements include as mentioned closing the great highway as well as thus seeking to reconfiguring the intersections and zoo parking access. constructing buried wall to protect the existing wastewater

infrastructure. constructing over a mile of multiuse trail beach access stairway [indiscernible] this also will be providing long-term beach nourishment and sand replenish. includes design that considers sea level rise through the end of the century. i'll walk through the public access improvements. shows the project area with multiuse path and adjacent service road running from [indiscernible] the section of trail is part of the larger coastal trail network with trail connection between upper great highway and fort [indiscernible] the other components of the project include plaza, restroom, parking lot at skyline, beach

access stairs, planting area and seating along the plaza and trail. due to top graphical conditions and permitting related items, ada access to the beach is provided at taraval in the nearest access points without a steep bluff. aside from the beach access stairs the entire trail and project area is accessible. this zoomed view shows the northernnd of the project site with new plaza intersection of float that have a restroom. the sand ramp, vehicle maintenance access existing remains. thalities polk on the left side of the area. you can see how the trail is reperated from the service road including bio retention planters. also designed to serve as emergency vehicle access point. later i'll review how zoo access is incorporated into the project. proceedings to the south you

see the beach access stairs, newark paing lot and connection to skyline boulevard. in this slide you see both the visible above grade elements of the project and also view of the below grade elements with low profile wall protecting the wastewater infrastructure. above ground you see the plaza with restroom building solar panels. this building and entire site will be off the electrical grid and all power provided by solar. the paving in the area will be concrete and transition to asphalt for the majority of the trail. this is to accommodate the sand clearing vehicles we anticipate using the road. here is a plan view. might be more floor to look at of that same area from above. in this slide you see the existing view looking south

from slope boulevard towards the national park service restroom and west side pump station. below you see the new restroom, coastal trail and plaza. the plaza you see art enrichment sculptures by local artist. here is the proposed condition to the north. the roof line of the restroom. this building serves as small storage for rec and park maintenance. the south from the plaza, the trail narrows and minimum width of 15 feet. the service road to the east of the trail is designed for higher speed bike travel to allow for bikes traveling north and same direction as there service road and striped lane for those traveling south. here is another section roughly the midway point along the trail south at the entrance and

exit of the zoo. there is seating with overlook and access path you see cutting from the service road to trail are maintenance and emergency vehicles. as we proceed to the south across entrance ocean side water pollution control plant there are beach access stairs connecting trail users to the beach. there is seating area at the top as well as the landing on the stairs. here is a rendering of the stairs showing view experience. the stairs designed to allow beach access throughout the year despite seasonal shifting sand levels. at the southernnd of the trail there is skyline coastal parking lot. this parking lot provides access point for multiuse trail and also the entry opponent for the one way puc access service road. the trail in this area connect

with lake merced trail and there is a planned related project to connect with the fort funston trail network by national park service. i'll shift to review the zoo related scope of the project. closure with entrance to the great highway for the zoo, this is a area that we are studying and the project includes emergency egress for zoo patrons on the service road from the existing location on the right of the slide. other zoo scope is conversion of the entrance to entrance and exit. lastly, the development and instillation of signage to highlight the zoo and direct guest to the parking lot. please note the entrance and exit improvements will be completed in advance of closing the great highway extension.

the modified condition of having two lanes of cars entering the zoo at slote will be updated to have a lane entering, exit and third for both. mta and rec and park has reviewed options about left turn into the zoo parking lot from slope boulevard. most of the options created safety challenges for users and due to the implementation cost and timeline of this intersection change, along with zoo long-term plans to pull parking away from the coast and improve the connection between patrons and the ocean, this option was found to be undesirable. the project team focus on developing signage to clarify how access to the zoo can be achieved from sloat and highlight the view.

the puc with mta, rec and park, planning department and public works will evaluate vehicle access to the zoo parking lot and consider whether subsequent project is necessary for enhanced vehicle access subject to environmental review necessary at that time. the puc and rec and park primary jurisdiction over project area which will be shared by the two departments and include recreational and utility use. the puc and rec and park staff worked together to negotiate letter of agreement to set forth terms of memorandum of understanding between the two departments to principally focus on conforming ownership and maintenance and finalize the terms and conditions for the construction of the project. with that, staff recommends the commission adopt findings and mitigation monitoring and reporting program under ceqa for the ocean beach climate

adjournment. commissioner hallisy. >> yes, i like to us to adjourn today in memory of tim figaris. tim was a park director for this department for 37 years. he passed away september 30. he was on the original staff of soma rec center, now gene friend. he moved to cezar pavilion who was a great help to me with sf youth baseball. the batting cages were named for him in 2018, a decision passed unanimously by this commission. tim is survived by his wife june and two sons. his service is friday november 10 at 1 p.m. at the county fair building. he was a great guy and did a lot for kids here in san francisco. >> thank you commissioner
