9:04 am
an action item, right? we should open this item to public comment . i don't see anyone in the chamber, so let's see if we have any remote public comment on this item. yes chair. there is a remote public comment going to the first caller right now. hello caller. your two minutes begins now. uh good morning, uh, chairman ramon, just to bring to your attention, um, that we are unable to hear you, uh, clearly. you breaking up? we can't hear me. so very clearly. thank you, thank you. caller. um, are there any other public comment? remote public comment. there is no additional public comment, comment or public comment on this item is closed and, um, maybe our staff can check with

sam.gov tv to make sure we don't have a broad casting problem. um, and, uh, is there a motion to approve the minutes? so moved by ronan. um, madam clerk, please call the roll. um chair mandelman i mandelman i. um vice chair mcguire is absent, and commissioner ronan i ronan i the item is approved. uh, great. thank you, madam clerk. please call our next item. item three recommend adoption of five job classifications and revised organization chart. this is an action item. okay. and i'm going to invite cynthia fong, our deputy director for finance and administration, to present this item. good morning. good morning
9:06 am
. um, this item is related to a revision to our organization chart. um, this is something i bring upon this committee. um on an almost on an annual basis. um, our current org chart consists of 47 full time equivalent positions across six various divisions. as we've been preparing the 2023 accomplishments and a 2024 goals and objectives for the agency, we've taken a moment to also reflect on our organization chart. uh, we look at it and are proposing five new job classifications and succession pathways for various staff to better align with near firm work goals and plans. um the first one would be to reclassify the assistant deputy director for capital projects position to a new highway program manager position in the capital projects division. we would also like to reclassify the associate engineer position in the capital projects division to a staff accountant division, a staff
9:07 am
accountant position in the finance and administration division. we'd also like to convert our public policy manager position to a new senior public policy manager job position and create a government affairs series within that, uh, that group, you may recall, back in may at our last personnel committee meeting, we had shifted, uh, the public policy manager and a senior transport, uh, principal transportation planner for government affairs from the policy and program division to the executive division. so we're just continuing that action and creating that series of job descriptions. uh we also like to convert the management analyst position to a new finance manager position in the finance and administration division. and lastly, we would convert the communications officer position to a communications manager in the executive division. now, the highway planning uh, highway program manager position is really to assist all the work we're doing on ybe on behalf of tida, uh, we also anticipate
9:08 am
this person to work on projects like the i-280 ramps at ocean and geneva. uh, in terms of the, uh, new, um, staff accountant, we'd like that accountant to assist us with some additional grant billings. we'll have further yerba buena island project especially. we're entering into the new phase, uh, has many various funding sources just to get this project completed. and the succession planning piece is for the senior public policy manager, communications managers and finance managers. we've had many staff who retain, who've stayed with the ta for many years, and we'd love to see them, um, progress within the agency and to also stay with us. um, in terms of fiscal impact, uh, this is rare that i say that there's a, um, off set negative or zero effect to our budget implications for the current year. the associate engineer is paid approximate $53,805, more than a staff accountant by converting that position to a
9:09 am
staff accountant, we do not have, um, we have a minimal net, uh, adjustment to our budget. so i love seeing these kind of offsets. but in the future fiscal years, if we were to pass these positions, it would cost approximately $67,800 per fiscal year, um, to staff all of the positions as we are ready and as the work program needs require, it. uh, in terms of cac items, personnel items do not go before the cac for approval and come straight directly to the personnel committee and then straight to board. with that, i'm happy to answer any questions you may have on this item. i don't have any questions. and neither does commissioner ronen. and as always, we're grateful for your for your work on this. so thank you. um, and we should open this item to public comment. and i don't think there's anyone in the chamber. so let's see if we have any remote public comment on item three.
9:10 am
teams, can you still hear us? yes, we hear you, angela. best. oh, nobody's hearing me. that's why we're not getting an answer. um, do we have any remote public comment? came for a remote public comment? yes i'm going to the first. hello, caller. your two minutes begins now. hello again. chairman ramon, i are we on item number four? we are on item number three. oh i'm sorry. thank you. there is no additional public comment, so
9:11 am
public comment on item three is closed. closed. and i will move approval of the item. madam clerk, please call the roll. uh, chair mandelman. uh, i mandelman i, uh, vice chair melgar is absent. commissioner ronen, i ronen i the item three is approved. uh, great. um i would like to just see where vice chair melgar is. and so what i'm going to say is that we're going to recess for nine minutes until 920. um, and reconvene then
9:20 am
all right. we are back in session. um, madam clerk, could you please call item for item for closed session, evaluate public employee performance and recommend approval of the executive director's performance objectives for 2024. this is an action item. all right, let's take let's take public comment
9:21 am
on item four. there's no one in the chat chamber. and let's see if we have any remote public comment on item four. yes we do. hello, caller. your two minutes begins now. hello again. um commissioners, thank you for the opportunity. um, i do not have any comments about the executive. um director's performance. uh, other than i'm personally very happy with this performance in general. and, um, at the tt esc meetings in particular. um, i would, however, like to express concern, um, the fact that the executive director's performance objectives for 2024 have not been posted to the website. uh, in closing, i would like you to consider deferring the final
9:22 am
approval of these objectives until members of the public have had an opportunity to review, um, these objectives and communicate any comments to the personnel committee as appropriate. thank you. thank you. caller. there is no additional public comment. all right. public comment on item four is closed. closed. um i'm going to attempt to respond to the comment that was raised, and i may ask our legal counsel to weigh in, but it's my understanding that the practice of this committee in the past has not been to publish the goals prior to this committee hearing that that gets published in anticipation of the transportation authority board meeting and that there will be opportunity for the public to comment on those goals at that time. and they can be changed at
9:23 am
that time. i could be wrong. so i'm going to ask for our legal counsel to, um, address this issue. okay. thank you. yeah. i just wanted to put a little more color on that. and the reason why it's being not posted prior to the meeting is that the substance of it is going to be discussed during the closed session. you'll be evaluating the objectives based on the materials you have and coming to a recommendation on coming out of closed session. and so for that reason, it's part of the closed session materials and the discussion, the substantive discussion there that's kept confidential and that's the explanation of why it's not being considered or published before the meeting. and that's that's been the typical my understanding is that's the typical practice in past years for the personnel committee that these materials are not posted prior, but are reported out on afterwards, any, any and theoretically they could be impact what what those standards
9:24 am
goals are could be impacted by the deliberations of this committee. right. so they absolutely change. okay um all right. thank you. um, so with that, i think i already closed public comment, but if i didn't close public comment, public comment is closed. um, and we are now closed. session item i'm going into closed session evaluation of public employee performance and recommend approval of the executive director's performance objectives for 2024. this is again, this is an action item and oh i'm sorry, you already did the public comment. thank you, madam clerk. all right. turn off
10:28 am
in open session. um and i guess we do a roll call now. all right. madam clerk, please call the roll. chair. mandelman. present mandelman. present vice chair. miller. present melgar. present. commission ronen. present ronen. present. we have quorum. great um. the personnel committee met in closed session to discuss the performance evaluation and recommended and recommended approval of the executive director's performance objectives. objectives for 2024 and found the work of the executive director to be outside landing. madam clerk, could you please call the next item? item five recommend setting the annual compensation for the executive director for 2024. this is an action item. um, and i guess my notes say you're again making a brief public
10:29 am
comment announcement. yes. thank you. chair, for those wishing to make public comment remotely, the best way to do so is by. dialing (415) 655-0001 and when prompted, entering access. code 26629620432 and then press pound and pound again when public comment is called for the item you wish to speak on, press star three to be added to the queue to speak. do not press star three again or you will be removed from the queue. when the system says your line is unmuted, the live operator will advise you that you will be allowed two minutes to speak when your two minutes are up, we will move on to the next caller. calls will be taken in the order in which they are received. um, great. thank you, madam clerk. and uh, in closed session, the personnel committee discussed setting annual compensation for the executive director in 2024. um, and, uh, we decided to
10:30 am
recommend that the board do that , uh, in the form of a 4% increase in salary. to 30 $322,400. um and i will make a motion to, uh. yes uh, we will take that public comment before i make that motion as, um, is there any, uh, is there, uh, public comment on item five? checking for remote public comment on item number five. there is no public comment. all right. public comment on item five is closed. i will now make a motion. um to set the annual compensation as i just described . um, madam clerk, will you please call the roll on the item

centers are more vibrant and lively. fire blocks and parking lanes can be for seating and merchandising and other community activities. we're counting on operators of shared spaces to ensure their sites are safe and accessible for all. when pair mets, firefighters and other first responders arrive at a scene, they need clear visual access to see the building entrances, exits and storefront windows from the street. that means parklets should be transfer in the areas above inches above the sidewalk level. it's best if these areas are totally unobstructed by transparent materials may be okay. you can check with fire department staff to make sure your site meets visibility requirements. emergency response crews and their equipment need to be move easily between streets, sidewalks and buildings, especially when they are using medical gurneys, ladders and other fire fighting

tools. that means that parklet structures need a three foot wide emergency feet every 20 feet and 3 feet from marked parking spaces and emergency access gaps need to be open to the sky, without obstructions, like canopies, roofs, or cables and should always be clear of tables, chairs, planters and other furnishings. emergency responders need to use ladders to reach windows and roofs to buildings and the ladders need unobstructed overhead clearance and room to be placed at a 72-degree angle against the building. clearances needed around the ladders to move equipment and people safely up and down. so not all parklets can have roofs ask canopies depending on the width of the sidewalk in your area. please make sure that your electric cables are hung so they are out of the way and (indiscernible) to the structure, they can be pulled down by firefighters.
10:35 am
cable connections need to be powered from an outdoor reciprocal in the building facade because hard wire connections are much more difficult to disconnect quickly. these updates to the shared spaces program will ensure safety and accessibility for everyone, so we can all enjoy these public spaces. more information is available at sf dot gov slash shared spaces. >> my name is sylvia and i'm the owner of the mexican bistro. we have been in business for 18 years and we first opened on
