the city. most of our clients are in need of counseling services regarding their tenancy and disputes with their landlords. as a tenant counselor, i have witnessed how most of our clients could not understand notices, legal documents and agreements that are needed for their tenancy. most of the time they are being tricked by their landlords and tenants are forced to move out of their homes just because they do not understand the english language. they do not know how to seek help from the city or rent board. because of the language barrier. we are here to support number 79, reaffirming the commitment to language access in san francisco. it is important to increase bilingual staff in the city to help the families in urgent need that that need translation services. maraming salamat. thank you so much. thank you for your comments. next speaker. good afternoon, board of supervisor, my name is shannon lee and i'm an advocate with chinese for affirmative action. as josé mentioned earlier, we are a member of the organization of, language access network. lan sf

and the network is made up of six community based organizations representing a multi lingual, multi ethnic and multicultural coalition. so the advocacy around language access, has been a long journey for us and each immigrant community. we eagerly anticipate the positive impacts of the language access resolution, which builds up upon the language access ordinance amendments, i would also like to share an experience i had last month on muni, and one day when i was on the bus, a muni fare inspector boarded and began to check in with the passengers. tickets and when the inspector reached a chinese elder, the rapidly repeatedly asked him to show the clipper card of course they asked in english only, and the elder, not understanding, keep waving his hand with confusion and trying to avoid eye contact. and, thankfully there is a passenger who spoke cantonese and, he stepped in and

helped translate it with just three simple words, and the elder immediately understood and reached to his pocket to find his card and hand it to the inspector. the whole process took only about five seconds. so this is a living example showing how language barriers exist in aspects we may never have imagined. there are life or death situations, but there are also like daily inconveniences or fractions like this. we hope the resolution won't continue to allow city leaders like you to work with the community, including but not limited to, increasing paid opportunities for the culturally responsive and community based translators and interpreters, thank you so much for your time. thank you for your comments. next speaker, please. hello. my name is marty douglas, and i'm with tomken, south of market community action

network. and i'm here reaffirming language access. so i had an experience when i had lived in japan where i woke up one day and i lost hearing in one of my ears. and to get to a hospital and speak with somebody was just anxiety inducing. and i know how that feels when i. i also accompanied a friend from ukraine who had a similar situation where she needed language like health access, but having somebody there that can speak the language makes a huge difference. so we urge in your leadership to continue building the diversity for everyone here in the city to live a beautiful life that is holistically healthy, that you don't have to be worrying about your physical health, your mental health, nor even just daily living. like transportation and housing. and this should be a concern for our

leaders. so i do hope you still and continue reaffirming this for language access for all. thank you. thank you for your comments. next speaker. good afternoon, board of supervisors. my name is nick g. and i'm an advocacy manager with chinese for affirmative action and we're a civil rights based organization in sf chinatown. we're also a part of the language access network of san francisco. and as you heard this afternoon, many of the sf partners and community members are here to affirm that language access is critical in this city of san francisco. i would like to express my gratitude to supervisor walton and his dedicated team for their unwavering leadership in driving forward the language access ordinance resolution. in addition to the office of civic engagement and immigrant affairs, immigrant rights commission, human rights commission, and supervisor connie chen's office, your commitment to ensuring that limited english speaking communities in our city have access to vital resources and

can see today, this city is beautiful this city sister vibrant and exciting and we are back folks. we're not coming back we are back (clapping.) so why is it important to be here today? fall to talk about the momentum but also as you might have heard i just introduced any budget last week. and we have some really exciting investment in we plan to make in the downtown area to make that visibly more exciting and a lot for fun and support and enhance a lot of existing programs that are here as well. now here's the thing i want to give a facts what is happening in san francisco. and we know that people have been talking about public health and like in the major city challenges did you know that crime is down in 2023

and continuing to be one of the lowest crime rates we've seen in 10 years not including the pandemic and break-ins for cars continuing to decline significantly because of the resources and support that we gotten from our district attorney's office from our police department and all the incredible work that ma many of our city agencies to combat those issues and starting to see and feel a difference. is that perfect 90? no, but doubling down and working hard with the support of our downtown and union square ambassadors we are really changing the experience that people have when and come downtown but, you know, downtown can't be a place for retail it

can't be a 9 to 5 has to be one of the to newest neighborhoods people live and work and play so we know a lot of great events how how many of you went to are going to first thursday that thursday? >> (clapping) how many of you love it when he close down the streets and bring people together in downtown? >> (clapping.) my budget investments includes more active and night life downtown and more opportunity to turn areas of the downtown into entertainment zones can you imagine buying a small beverage and hang 0 in the sunny plaza and century and enjoy yourselves and say hi and meet people we're creating an environment people want to be in places where this

is activation and excitement and we'll be making more investment in actuating and bringing the culture and exciting experiences here to downtown san francisco. the other program we had that was extremely sketch is our have an opportunity to vibrant program do you change that is? of our better late than never gave free space for the a lot of small businesses that started in their garages in san francisco during the pandemic. and a doughnut spot a coffee and closing locations and vacant to vibrant free startup spaces for the entrepreneurs and 7 of them signed long term wlaez for downtown we're going to be doing more of that along that powell street and making more and more investments how much how many of you love tour neighborhoods in

san francisco? >> we want to bring that neighborhood feel to downtown those favorite businesses can actually be in downtown san francisco that is our goal and that's what i'm excited to do we want the vest more activation for downtown. the city has to be a partner little partnerships to make that work for small businesses and retail, to make sure that we are investing in public safety and to make sure we're turning s400 to into a neighborhood i can, live and in effect my budget invests $15 million in 0 o to that exist and that fun and enjoy that we so specially need in our city i'm grateful we have extraordinary partners to help us continue to do do work and build we get the resources, and work as a partner but the people who are on the on the ground in

so forth and during the pandemic, you know, we stepped up to the plat and given a by platform called it it the garden and 0igd 350 volunteers over 6 months to have 15 beautiful color to bring the community together and during the pandemic give a retail space with sfmta for over a decade and turned it into is fabric artist maker space creating exhibitions and artwork phenomenal not only to bring people back mayor london breed will be giving the filipino community we want the world to think about the filipinos on the same day that chinatown came to san francisco and that option of culture

attractiveness and designation not a hail mary they're are one half a million philippines many of you may be married to a filipino or a dj that is filipino we have to turn part of the downtown spot next contribution for san francisco and one of the things that often bugs me in the work i had is do all the economic development and bring out vendors like 50 different businesses on the streets and yet an by wall is half by i'm hoping to open up the mall to transform the mall and make three a filipino transition for all of san francisco so at the mayor london breed and thank you to all my

francisco rising. >> hi, you are watching san francisco rising. reimagining our city. he's with us to talk about how our library's economic recover. mr. lambert, welcome to the show. >> thank you. i'm glad to be here. >> i know it's been difficult to have books going virtual. have we recovered? >> yes, we are on our way. our staff stepped up big time during the pandemic to respond to the health emergency. since last may, we have been able to steadily increase in person access to library facilities. currently we are at 95% of our precovid hours of operation. in the coming weeks we are going

to fully restore all of our hours. we have four branches that we are going to bring back to seven day service. they are currently operating at 5 days a week and we are going to go to every tag line and i know all the foot traffic has not returned to san francisco, but our library is seeing a resurgence coming back. >> can we talk about programs after covid? >> absolutely, that is part and parcel of our mission. we were doing that work precovid and certainly the library stepped up during the pandemic. we doubled our level of programming for personal finance, small business help, jobs and careers. we have a dedicated small business center here at the library. there is a wide suite of programs that our librarian led.

we have a financial planning day coming up in october and we have financial coaches that members of the community can come to the main library and take advantage of their expertise. >> i understand the mission is in the middle of a renovation. how is that going and are there other construction projects in the horizon? >> yes, we have major projects in the pipeline. the historic mission branch library, carnegie library over 100 years old and we are investing $25 million to restore that facility. we are going to restore the original entrance on 24th street, the staircase from the lower level up to the grand reading room. we are going to push out on the orange alley side of the library and expand space for teens and children, we are going to create a robust community room, a

multipurpose space. we are also investing $30 million in the chinatown branch, we are going to upgrade the mechanical systems to the highest level of filtration as we increasingly respond as cooling centers and air respite centers and open access to the roof. it has some unique views of chinatown to create the inspiring space it is. >> i believe you have programs for families that have free and low cost entries for museum and zoos, is that correct? >> yes. it's a fabulous resource. go to our website. with your library cart, patrons, our residents can go to the public library and get passes to the museums, all of the incredible cultural institutions

that we have in san francisco all for free with your library card. >> how are these great free services paid for? how is the library system funded? >> we are so fortunate in san francisco. we are funded for by the library fund and those that taxed themselves just for library services. we also get a dedicated portion of the general fund. that together allows us to be one of the most well supported libraries in the nation. we have the third most library outlets per square mile of any municipality. all of our branch libraries have professionally trained librarians on-site. service that we are able to provide, the collection, we are

a leading library in our country. >> that lead know ask about your biggest annual event in the city. how does the event work and what's happening this year? >> we are excited for this year's one city one book. this is our signature annual literature event. we have everybody in the community reading the same book. this year's title is "this is your hustle" named after the pulitzer prize nominated and pod taste. this is about the population. one nice thing about this selection is that they are both local. we are going to have several weeks of programming, kicking off next month. it will culminate here in the

auditorium november 3rd. so our library patrons will get to meet the authors, hear from them directly, and one other important aspect about this year's selection, we have our own jail and reentry services department. recently the foundation awarded the san francisco public library $2 million to work with the american library association to shine a light on our best practices here in san francisco, and really help our peers in the industry learn how they can replicate the service model that we are doing here in san francisco. >> that's great. well, thank you so much. i really appreciate you coming on the show, mr. lambert. thank you very much for your time. >> thank you, chris. that's it for this episode, we will be back shortly. you are watching san francisco rising. thanks for watching.
