commissioner permit appeals commissioner. unfortunately, a while back, first time before the arts commission. i'm here on not but a matter that's vital to the future. and you may be aware of this already, but there is a ballot measure that's going on the november ballot that abolishes commission from the charter, and ite board of supervisors, based on recommendations from atee to recommend its reins commission, but as a regular commission with this bal also eliminates the health commission, the library commission, the public works commission, the commission on status of women, the building inspection com commission, historic preservation commission, and about wiped off the charter2ú commissions, all 135 of the other commissions that are not in the charter go away after vote of

this measure, unless they're reauthors by ordinance. so basically of history is being wiped out measure. the ballot measure also gives the, supermajorities on all commissions. it's not an issue here. since the mayor appoints all the commissioners, it reviews any board of supervisors review and appointment, and it removes any compensation or benefit to any commissioner serving on ait hurts me in my heart because board of permit appeals i got $15 a meeting for parking fee this was drafted in secret by a committee that's read the newspapers, you know who that is. itive the mayor power by reducingh our commission process this is not the way good government works. there

is up. so i look forward to hearing from much. thank you very much director. commissioner brn do we have any additional publicnd your time will begin when you start speakingfternoon. my name is elliot encarnacion. i spoke to this. and you have heard from my colleagues in the san franciscoions in the last few months, as we attempted to draw attention to th of leadership at the symphony and request oversight. by this commission, which the symphony every year, you are probably all also keenly aware of theed press coverage and growing concerns from all quarters fellte country and the world instrumental colleagues in the orchestra. today, i'm here to renew a request for oversight for this commission to appeal directly to the symphony leadership iny as a major source of funding and joined the growing chorus of concerned artisticrons. the symphony chorus is a major artistic pillar in the bay area, ancial burden in the symphony's ledger. the symphony has relied on the professius for decades, carried on the shoulders of only 32 paid professional choristers esbor union, and over 120 volunteers. this paradigm is completely unique. our peer symphonies in

responsiveness to the recklessness of theirand they have refused to answer questions about how other departments or leadership are to cutting. it seems they only respond to d with finances as their only motivating factor. on behalf of my colleagues, both unpaid, i ask that the arts commission as a whole or individually to the symphony management and insist they look for financial savings elsewhere in the institu review their financial statements, which we are more than happy to shaeve. you will come to the same conclusion that these kinds of drastic reductions are prem foreboding to the symphony's future. i invite you to contact me dir directly. i iron musical artists org to learn more aboutation and how to support the chorus. thank you, thank you, thank thank much. any additional public comments? i see no requests for public comment. public comment is now closed. thank you. i'm nowm number four, which is the director's report and i'm introducing theultural affairs, mr. ralph remington afternoon commissioners. i hope to your august, july was a very arts commission to start off this month's

to fund key citylp move san francisco forward. i'd like to thank deputy director of hollenbeck, and all staff that were involved with preparing our proposed budget over the past fewthroughout the budget process and especially kevin kwan. so thank you, kevin. thank you sarah, and thank you, finance team as we work together to put this put this, strategic planning update, as we have selected ams planning and research as our newegic planning consultant and are working with them to finalize the contract. we look forward to resuming our strategic planninl soon reach out to participants to set up this concludes the director's report for the commission meeting. i'd be happy to take any questions you on the director's report i have one thisin yes. i saw the, as sounds turned to noise. great. great installation. than for putting that in. it's so
2:23 pm
beautiful. signage because i think that. but it was on a fence behind, and i think it said don't climb or touch. i don't, but of course, people are. i saw so many people taking pictures front around, you know one woman was literally holding r legs. so, and i it was so it really great. so i wonderyou know i saw i heard people asking, you know, here did this come from? so i don't know if ther for information like qr know you can't put things in the concrete on the port, so i was just asking that's interesting. we just had this conversation today, and mary and i were talking earlier today, so and i was also talking with como about it today so, a couple of things, the purpose the artist really wants signage to beoes not really probably would prefer not
2:24 pm
even to have know. but we have it way in the back, onhe because he just wants people to happen upon it. like a wouldn't realize you know how elegant this is, that you're surprised as opposed to this is a piece of work that we want you tomary, if you have anything else you want to add to that, i don't know.or you want to add some more director of public art, mary chu and or. okay como. director, communications as well. hi commissioners, i just wanted to add also that the gallery and the artists, as ralphbout the information that they want to have on the plaque. and therefore it's very minimal. but i also wanted to turner coma because it seems like he might have additional information onmary. good afternoon commissioners coma, director of communications. so the up there is just temporary. we're getting some larger signagiee wit a little more visible, the new signs willof the public will be able to scan and get more information about the artwork so we can addrmation and context
2:25 pm
about the piece. but it was a request from the port to add language asking not to climb onto this sculpture. we invite members of the public and appreciate the artwork, but not necessarily climb way. but yesill be installed in the next couple of weeks. thank you. there's a possible liability issue because if they fall off of the thing, then yeah, obviously. right, so yeah. jd, thank you. director remington, i was sobe at the launch, and, and there was a lot of excitement and i think one of the most powerful things about it engages the public, people just walking by, and it's because of its scale. i mean, you can sort of tell in image that, that was presented during the presentation, you know, it's not only that but, you know, the dress of the the face. and one woman came up to she saw that i was somehow involved. and she goes, that'sat his
2:26 pm
face? and was insisting she recognized his face in, in the statue. so i said of people. it's not a specific person, but just the fact thaturiosity and engagement and makes people stop and think about itráliant piece it is. so and, you know it's funny, taking some pictures with it and, and no one was, when i walked by, i just kind of walked by it because i was looking for it. and i said, oh, there it is.zz and it had just gone past it. and then i walked back and it took some nobody was interacting. and then as soon as i was taking pictures, people started lining up to take a line then for everybody who wanted to take pictures was really interesting. i was like, wow, it's kind of like if you look up in the air and everybody starts looking up inir andou're looking at, you know it was kind of one of those thingssting. so one of the things that the child psychologist piaget talks about is people animate something. so you'll have five ke same three cars when kid picks up the car, everyone wants that carhat
2:27 pm
car into something that's. and so what you're seeing is the power of ani by recognition. and that's, you know when i had a similar experience and it was when i interacted with it that someone. but it gets back to, you know, kind of early childhoodeory on activation like that. so this a lot of dimension to it. this jani i was there, there was a , from the bridge all the way to treasure island, kind of framing the statue. it was unbelievable. and people were taking pictures, you know, they the statue, they saw the rainbow. they saw everything. they would go by the statue. it was crazy. one? did i take one with the rainbow? my, my husbandes love a copy. yeah. yeah. okay are there any more comments or discussion on the director's report kimi? just a quick technical issue. so on oum, i can actually repost all of the events that are your post, but i can't repost a job announcement.
2:28 pm
is there ahat because that requires me to go to another page and then so i was wondering, is there a way? come on can you a the mic? sorry about that. thank you. because i've been trying to can't, so i was sure. thank you for bringing that up. we'll look into that and are tagged on there. so you will be able to directly share look into ways to make sure it's all shareable. thank you, thank you. thanks c commission comment. is there any public comment on the director's report? for those joining in person, please proceed to the public comment podium and fil out the public comment information card. we are currently on reminder, your time will start. when you begin speaking, you will s the podium and receive a 32nd audible warning before your time concludes. those who are in person. is there anyone who the current agenda items? i see no request for public comment. public comment calling agenda item number five. these are our committee reports and about committee matters for discussion. first i will call item number five sub item number one the civic design review. and i'm now introducing committee chair abby schneller
2:29 pm
to present report. thank you. president collins review committee reviewed one conceptual project and one phasct. the sfo terminal three west modernization courtyardnnector scope was reviewed for phase one, we're going to call itviate this. it seamlessly integrates intoort's existing hierarchy, acting as a spatial link betweeng a mix of passenger and tenant functions.4c serves as a pivotal connection, reinforcing the airport's narrative and its established structure. c4c design has been s from a four sided building to a five sided buildidate a larger footprint. each of the five facade features a special fins, fritted glass, and mullions. depending on the sun exposs really interesting because as they were explaining to, it made such perfectding as opposed to a four, particularly as you at it here with the structure of
2:30 pm
what's going on within the full terminal. so i think it's a really good, urban plan and site planning thought process. and because some spaces are theerthe airline lounges and others are the passenger passthroughs they all have different types of features and they al with how the sun is going around the at all times and what your view points are. so they reallyn excellent job of that. and t maximizes views to the airside and the south side minimizes projections and increases opacity for solar protection. and the west and east sideoptimizes shade with vertical fisoicid now you have the details of how it all worth was that project. and then what was really interesting is we got th the millbrae campus improvements and the millbrae campus is, it's for a full existing millbrae yard water department facilities, and that includes new master plan with extensive site work, a new wellness pavilion, a full renovation of the
2:31 pm
existing administration building, and andaptive reuse gut renovation of an existing retail store into a shops and office spaces. what they had done certain they had like, some of the big box stores had rented so that they couldd that. now they need that for expansion, and they're just because they're big box stores. they are perfect for the shops. soxt they're going to reuse them. and, you know, redesign them to work for that. but they're not having to go through a huge new, start from scratch type of project. so i very smart way of going about. and we'll see as we go to, the buildings are inspired by the site drawing inspiration from the forest garden and existing languagenry walls with wood roofs broad overhangs and canopies exposed exterior timbers and indoor outdoor connections through añ language of mass timber construction with exposed elementsae facades and strong expression of
2:32 pm
wo the building elements serves to unify the en into a cohesive project. i have to tell youere's the fact this this redwood forest right in the middle of it. sos this incredible oasis with the buildings around it, and the whole thing, working with the mass timber construction, this thing that's going on now, with(o a lot of architectural buildings in terms of different ways of re utilizing existing materials as they develop. so we'll see where they goh this part of the project. so this was kind of a exciting meeting for usee exciting big projects. and, i'll leave it there. and is there any public is there any commissioner comments or? so one of the things that i think is just amazing about this is to understand the infrastructure of our city you know, we are a city andy, but we also have these lands that are part of our history, this as an oasis in, in millbrae. abby little bit more color to the kind of history of this site,, this
2:33 pm
is part of what goes on with system that we have with hetch hetchy and bringing the this is really the central point at which things are distributed from here. and, i think they this site. didn't they have this si before sfo, right? yeah. and it was huge acreage andrest in the middle of it is just incredible, these pictures don't quite. you know what? i'll have to go out there, patrick. one of us are going to have to go out there and take pictures of this. incredible. oh, i did yeah. so had. yeah. that was the lead on go for security out there because it's hetchy is going throught 60 foot in diameter right of way for water system is coming in. so it's really a very special place. but a great job of tying it all together. aslistically. yeah, i would just comment that i had the mentioned this at our last meeting to go to the hetch o'shaughnessy dam, and it was made possible because of our
2:34 pm
relationship to the public works department. if anyone gets, because you understand so much of the growth francisco is as a result of our abi captured the power. but first, the water an the history of the hetch hetchy valley. i a debt to history because of the appropriation of that land. so the more good that we do, and there's also a $2.5 million arts budget associated with this. yes. so there you repair the loss of this, but what you can do is to understand that the burden of the past sits on our shoulders. and when we listenat land acknowledgment agreement, this is where this touch basis to bring to life, you know, through these and their visibility and their art. you know what what we have inherited by dint of the loss of so many people. no. ande moccasin administration pject which you also were able to see, which is, you know, as the as the pipe come down, then they're processed there and then cont down
2:35 pm
to millbrae. so it is fascinating read and understand and see and actually and historically ironically, the historic el camino real property. so we have the, the great hetch hetchy water s right at the el camino real. so it's tying together in several ways. very much so. thank you. and that commissioner carney, are important for us to keep alive. commission can have a role in that. absolutely. areut this, is there any public comment on this agenda item, civic design review for those join in person please proceed to the public comment out the public comment information card. we are currently on item 5.1. warning before your time concludes. i'm requesting comments from those who are in person. is there anyone who would like to make a public comment on the currentems? i see no request for public comment. public comment is now closed. thank you very mu item number five sub item two

visual arts committe and i am introducing committee chair susie ferris to present thcommittee report. thank you, president collins. i am presenting the visual arts committee report for j short report, the july visual arts committee had a very long consent calendar, but a very short agenda, we did review and approve the sf ac gallery's upcoming exhibition, but the galleries will be presenting that right after this, so i will, let them share the pictures and more information about that. and that concludes my report, are there any commissioner comments on this report. so seeing any public comment on the fing in person, please proceed to the public comment podium and fill out the public commen item 5.2. as a reminder, your time will startou'll see a visual timer on the podium and receive a 32nde concludes. i'm requesting comments from those who are in person. is there anyone like comment on the current agenda items? i see no
