this age the next meeting where we can have a quorum. we can just continue. fantastic. i now call agenda item regarding proposed amendments to ethics commis consultant regulations. i would like to invite ourolicy and legislative affairs manager michael canning, to introduce the item. thank you hello, vice chair, mr. fleming commissioners, the reg proposed under this item deal with the campaigntant program, campaign consultants are required to mak various reports to the ethics commission, and during the commission's closure, due to the covid 19, pandemic, a temporary process was instituted to allow thesee made electronically. that's still the process that's currently in, however, in recent months staff have developed ampaign consultants, and these new forms are currently being tested and are intended to be ready for january of 20 the proposed regulations before the commission today would

mu also be included in the disclaimer. this requi the subject of legal challenges, and in recent yearsrd have made changes to the code to better align it with a judge breyer. regarding advertisements that are five or less than 30s in length, the regulations before the commission today seek to address potential situationsements where additionals in local law could still cause the disclaimer to occupy a substantial portion advertisement, the prior court mentioned from judge breyer had stated that a disclaimer"dirds of an ad's total space for the political message would be a reasonable interest of campaigns against the public's interest in having requirement. staff used this rationale when developing the proposed regulation which would allow commites to the secondary major contributor information in instances when doing so would cause the total size of the disclaimer to take up more the advertisement. if doing so would cause take up more than one third of the ad. the additionasc$im to what's in the state requirement, this change isnded to
