point for nts and hot also made 56 direct placement into permanent housing to home program. in sf2024 2355 access referrals and 65 housing placement. in may, hsh established with latino forced to support including shelter for latino people experiencing homelessness in the mission. the latino force identifies clients and provides a hand off. since launching, this partnership has already supported clients identified by the latino task force to be together in shelter.we've got, an sf hot success story. in july the homeless homeless ec

team encountered an individual who was not known to him and new to the area. learned that they had only been in san francisco for short time. explained the dangers of staying on the street and were able offer relocation assistance that supported reunification of this their family in california. so coordinated entry assessment may with 1254 assessment decreases slightly in june to 1062. the coordinated entryadult access point which focuses on justice uals get connected to coordinated entry will be next month. shs will update all resource cards and public materials to reflect this it goes live. update to the waiver program, hsh is great tofl mta for almost two years of

partnership to provide ne waivers and pass to see people experiencing homeleness who are known to the coordinated system. since the program launched 4 n served and over 35000 tickets and fines have been xhiseorder to protect against fraud, people seeking a waiver of 5,000 in parking tickets will be subject to additional verification that could cause up to a ten-day delay. in fiscal year 2024, served 30 household with a total of 10.3 million to prevent homelessness. 50% of the financial ast =ç paid for back rent so tenants can remain in their current housing. i also have san francisco emergency rental assistance program update on, what we call

which is a partnership between hs a and the and community development. in fiscal year 23-24, 4349 household were se 27.7 million dollars distributed. 81 ere below of the median income. 63 percent had experienced homelessness. 72 displacement and 8 percent had ived an eviction and 8 percent identified as people of color. in miss caler--80 percent identified as people of color.help people end their homelessness. the maproblem solving resolutions are for adult rcent followed by families ten

percent ung adult at 9 percent. for relocation assistance which we began sharing data in june, captures hsh programs. in fiscal 23-24 the city helped average 35 people per month with family and friends and relocate to a community outside of san francisc problem solving problem is the most significant source of this ev assistance with 343 households reunited with their communities in you know, so this program is be a really important piece of an important we are certainly working to make sure that people know about this program and we're really going to be canvassing our shelters and phs sites and making sure that hot has the tools to offer relocation to folks.know that sometimes people you know, people find

themselves stuck in san francisco and really need a r, you know, greater important and we know th people often resolve homelessness through family supports or friends support outside of the city. so we want to that know that's available to them, especially given the fact na unfortunately we don't have housing and shelter resources for everybody. so we're focused on making sure that people are aware of re they access homelessness services. hsh is working expand relocation assistance programs across our system to ensure anyone that is engaging with our funded services at pathway home. so in order to do this, we're working with our nonprofit partners over the coming months including this assistance is part of solving conversation coordinated entry points, relocation services as a resource for managers and

housing and we're really exploring traditional stakeholders including miracle messages and some other organizations that are really focused on supporting people experiencing homelessness. and then our housing inventory dashboard, hsh funds ver 1300 units across our system of care including base supporting house i have, scatter housing anrapid rehousing and ladder housing program. available on our website, via the link included in the slide for those who have the slide. and then moving on to housing placement, 23-234, hsp made 67 adults and 6 percent transition youth and 16 percent families with children. housing need has increased

since 2024.pondence with a lower number of units available for along with transition that improved our mythology for capturing vacant units. as you hopefully remember we changed our system a few months ago and it changed the vacancy e're continue to go work to get to our goal of 7 percent. and then for home housing program, has gub for 321 housing laders to move to permanent housing with less s. supporting families to autonomously for vulnerable families experiencing homelessness. hsh the office of workforce development and cbo partners including goodwill and success centers and o episcopal on

programs to support tenants and scattered housing. developing interview skills and access to employment barrier removal resources such as clothing and transportation fo and then the corporation for csh is hosting a series of housing including supervision in june and coming up in august deescalation. fiscal year permanent housing highlights as shared with se system. the transition age supportive housing providers supported 46 young to move from permanent into stable housing placement with less intensive services.

young adult released a documentary called just free systems impacted youth surviving san francisco in fulton institute and the office of public attorney. first place for for tenants to ive first-aid certifications. on february 15, 2024, hsh released a notice of funding availability for the elevator modernization project that made 10 million dollars available the funds are eligible for single room occupancy hotels thatmaster leased by nonprofit or owned by private landlord. the funding was released on february 15, 2024 and fq13 application wrz submitted. all 13 applicants received ten tiff awards on july first, 2024 and that includes a total of 1431 units.

ten of the applicant elected to use the rent reduction option. all recipient of these funds have committed to having at 5 years left with thei r master lease. we anticipate the first batch to come to sight commission in october for approval. the commission has been requesting for information in fiscal year 23-24hsh provided for 363 households, 2851 were approximately or 17 percent of those households exited their permanent placement. of the householded that exited majority were 55 percent or to other housing placement. 13 percent are to shelter, 15

percent of exits 2 percent unsheltered 16 percent unknown meaning the client prefers not to answer client not know, no data collected at interview. commission also requested exit reasons however this is a not a hud mandated field and data entry has not been consistent. our team is looking to get more information to report this to you in the future. following eviction sight base psh that we will present to the commiour report is published. and then vaik apartment see rate has continued to hover around 9 percent. we continue ent initiative to see reduce our vacancies and return back to the goal of 7 percent. this includes proactive out reach periodness for housing referrals. we continue to work with our

housing navigation partners to out reach to s and to finalize documentation prior to those units coming online. our strategy to fill new shared housing, we've been working closely with felt on institute and sf to identify clients specifically from the bay view community to refer into this new program.continue to refine referral pr?+ocess process based on client feedback. and the focus is on documentation barriers with a focus on óour lost units. we've been doing a lot of work on improving our vacancy data as i mentioned in march, ented an inventory enhancement which resulted better unit better information. in june we shifted our tracking fully over to the one system. as of july 2024, hsh has a 9.1 vacancy on our portfolio. of those vacancies 299 or 2.6

providers with no interpretation to services. and a half center is now operated by five keys and the sixth street storage is now operated by a io io ;x bases on the partnership and program, we have expanded from 9 to 20 rooms. to support expansion of relocation and problem solving across the hoélmelessness response system, on july 24, hsh hosted case for managers on problem solving services to support them using this tool and resource and supporting their clients.then, the adult and family shelter reservation wait list. for females as of july 9th accountser there are 158 in the shelter list. of these families currently staying in the emergency

shelter, or hotels while they place for placement into family shelter with individual rooms. this is an 15 percent for families on the wait list. accompanied by 30 percent of families awaiting private rooms emergency. while families are still in need of a greater percentage of those families are waiting indoors. and then for adults as of july 16, 152 people are on the wait list. 575 joined the wait list in 2024. the average time on the wait list was 12 people who accepted placement.shelter from the wait list in june.n< we've continued to work closely with sfmta along the winston boulevard in advance enforcement which i believe started this morning. or today, the sfmta will begin

this enforcement, it will be four hours on winston boulevard beginning today. they have flier vehicles in the area with notices of upcoming enforcement withtranslated into multiple languages. to ensure that we were making best efforts to connect wiincluding those who had recently moved into the with our services previously, hosted an out reach fair with our providers on june 27th. and 27 households engaged in the fair of those 25 households were from winston boulrd from near by streets, 12, we had 12 coordinated entries conducted. three housing status in the pathway of housing.problem saflg, 16 completed benefits and rollment in medical and cal works. and for seholds we've continued to make progress

moving people with 23 households moved in to housing as of july. a number of the rcmp v, moved off winston and from other sites near by on to zoo awhere they are now. we will continue. we had the hot team out there engaging with the families and we will continue to do that to sure that we're reaching every helping to assess them for the services that they qualify for working with them from there. and then we have some other updates. i nted to give other updates for back in june. over the last few months we're report that the board made few changes and no additional positions or direct service cuts were made. there was mi overall budget as you can see through the change.

and i'll walking on this slide. there are minimal cuts currently but we still have a lof things to worry about for next year and coming years. overall, there is a net n the mayor and board phase ofreduction in fiscal year and $100,000 reduction in 25-26, hsh received 1.8 dollars--i'm sorry. in general fund for scal year 24-25, including a one million dollars one-time add t committee. also includes in technical adjustments from the medical office. offseting were 2.2 million in cuts based on the d budget and legislative reduction proposals. these reductions included

additional department salary savings and one-time adjustment to account for under spending and grants. these are not anticipate to a programmatic impact.auions committee put 2.3 million dollars on reserve based on contracting issues with providence foundation. this reserve is equivalent to six months of operating support. hsh will be working with the provider to increase financial controls, the board oversight and other requirement that are compliant wi hsh plans to return to the board in the fall to request the lifting of thisreserve before january of 2025. lastly there were several mayoral budgets that the board did not in its budget phase. reductions, line items including its budget were approved. additionally, the adopted

budget approved doing business increase. instead of the 3 percent and s no cost of doing business budget in 25-26. hsh is continue to go determine how manage these reductions within its allocation and maintain existing program levels and no yet been reduced. so 2023 cost estimates providing this in response to a quest we've had from commissioners to provide cost estimates by program type. these cost estimates are from our strategi the rate noted in the plan and comprehensive sherlt health, shelter transport and many not readily apparent. s this slide, reflect annual cost estimates for 2023, the first year of our strategic plan. assumed a year over year slight

supply and all of these things that the families need. but still conditioning to support them because, they have shown with this move that they care about staying together as a commity which they already did. and we want to support them in being able to do that, not being further dis stablized if they're scattered from where they are now. so providing a site there are sites over that could be used and moving without contracting would be really amazing because there is an opportunity now to move quickly to support them where they are now. and make sure that they don't have further destabilization from this crackdown, not only on winston and buckingham there is also on la merced suppose to be protected.it seems that mta is enforcing where there are a rvs and enforcement on the doll over there.

finding solution for families living in rvs as well as the those commissions for efforts. i strongly urge hsh tofamilies by opening a safe parking site and providing households on options that they find appropriate. we're seeing firsthand that the family system is still overwhelmed as i shared this past year where there were 469 families in the shelter wait list as these families have been displaced and joining and over saturated system. this displacement will be especially traumatic for the children. with the new school year starting in just a couple of weeks, these children at-risk of being unable to stay in the same scor maintain assistance. this instability children will fall behind in their education which will contribute to a cycle of homelessness. please do not overlook these

so there was a wide range of units within those, i don't have the number in front of me. some of are units that are in process of being turned over ann right side within three to four weeks of when the unit is vacated that it could be turned over and ready for the next and referrals matched. so some of those aountsds are within the time frame. some have been off line for longer period and it's for two reasons. one is it have extensive damage it takes longer to schedule of that work, sometimes it even requires different contractors depending on the type of work that needs to be done. and in some cases there are some agency that's are under in their janitorial so it's taking them longer than our typical expectation of three to four weekthose providers ensuring that they're filling all of their positions. >> awesome, thank you so much.

onsite three, just as a sample 14 of the units. five units fail and in most cases, the responsibility of the fixing with the property manager in swede off situations associated with tenants. site 3, a little bit larger the units passes, 39 of the units failed. 18 fails because of the tenant issues. so you have most of the failing was associated with property manager. so in se, you know, we work with the property sure that the mitigation happens and to x the situation. one question that we have received iwhat is the failings related to?

so next slide, that will you a sense if you take a look at the signs, there electrical issues, conditions, smoke detectors have been removed, sometimes it's done by tenants that in the unit and they don't want the smoke detector. so the idea is to fix the unit and put it in better conditions and fix windows and make sure the units are, you know, at the standard that we want to have. as we're rollout these improvements, we also have to amend the, the program agreements with residents to make sure that they allow the inspectors, once again, they'ry inspectors. so in the process, every single

learn how to use computers. graduated from the program andted to work in i.t.. well eduardo is a dreamer. right. so trying to find him a job in the tech industry was very challenging, but that didn't stop him. through the effort of the office of economic work force and the grant i reached out a few folks i know. post mates decided to bring him on board regardless ofstatus. he ended his internship at post mates and nowhudacity. that is the power technology does for young people that want to become part of the tech industry. what we've been doing, it's very ve. helping kids k-12, transitional families, parents, and to be exposed to stem imagine if that mission one day

>> mytarts in mexico in a small town. my parents are from very, very small town. so small, that my dad's brother is married to's sisters. it's that small. a lot of folks from that town are here in the city. like most immigranty parents wanted a better life for us. my dad came out here first.ost two-years-old when he sent for us. my mom and mysel we moved to san francisco early on. in the mission district and moved out to daily city and bo lived across the street from the ups building. for me, my eaiest memories were the big brown trucks driving up and down the stre us awake at night. when i was seven-years-old and making sure we get on the bus on time to get to school. make sure that we do our homework. it's a lot of responsibility for nds were always for family. we used to get together and whether we usedo movie at the new mission theater and then to kentucky fried chicken. that was big for us.
