mr. clark, this is my item. so i'm words real quick. first, i want to thank supervisor walton, being my lead co-sponsor on this item, this initiative ordinance would amend the administrative code responder student loan forgiveness and ongoing education fund. we all know the dire situation we face. we've talked about it a lot at the board of supervisors. positions, especially first responders.hers paramedics and emts, police officers, firefighters nurses and deputy sheriffs. and our care ecosystem are severely strained. because incentives to prevent a catastrophic breaking point and ensure that we can attract and retain excellent serve our city's public safety ecosystem. so this fund financial relief by covering students outstanding job related educational expenses for city employees of the police department, fire department, sheriff's department nurses and 911 dis coordinators. these are all the people we count day, and we must prioritize proper stawould need

to be hired into one january 1st in 2025, and work for at least is to build up this fund to forgive up employee. and so the must respond, first responders, and we must ers. and i think this is a positive step that we're taking to att retain that we need to get back to ensure that we have and, and i just want to say the reason ballot today is we've put forward other administrative code changes and funds, that the mayor has ignored. and i want to make sure that we have citizens of san francisco our residents of san francisco to weitly and declare this a mandate very similar to what we did similar to what we did with other ballot measure will would be that ws we would have a mandate to follow through.mayor will be, we would want them to make this a top prio passed the budget season. now so with that, supervisor peskin, thank you. supervisor safaí, so i am

the order, yes. we can go by the list we can. if i can call taylor james hart i assume that the c to limit your comments to approximately two minutes. if possible. good morning. my name is tyler james hart senior. i amncarcerated individual and a productive and contributing member of my communityhe know the northernmost county in the san franci. i'm grateful to speak before this committee today t why i should be appointed to seat one of the reentry counsel california. i stment of corrections and rehabilitation from the age age of 29, for the crime of second degree attempted robbery. time offender at the time of my conviction, and have had noquent convictions since my release seven years ago. this september, i will i'm a survivor in life as a victim of violent crime, a i spent incarcerated in our state's prison system at the timerrest, i was a product of my poor judgment. of course, nd physical abuse, as well as substance abuse re

factors. most 19 year olds have no conception of. i know i certainly didn't at that time since my release, i a bachelor's degree in sociology with an emphasis in ethics justice and state university, chico, where i'm currently completing myare management. additionally, since my release, i have worked extensively, returningtrauma informed and evidence based reentry and rehabilitative ser local jail in juvenile hall in napa county, as cdcr at san quentin state prison, cmf and veson in ione california, and at solano state prison, also inhave developed and overseen multi-site service, enhanced homeless across napa, solano and sonoma counties. i have at risk youth funded by the napa county district currently sit on the juvenile justice coordinating council. subcommittee for napa county. my current role is the operations for an 80 bed behavioral health treatment facility the interest of time i will conclude by saying that i community and have helped hundreds of formerly incarcerated the same. i believe that the decisions made on affect the city and county of san francisco

incarcerated quite a few so i have experience with who are in and out of prison actually so i've also, during my with tools that would allow me to actually prosper in a manm now, i've been out of prison for about nine months and still know what the bunk feels like, and i still know w tastes like. and so therefore, i have a the those who have sufferedlar consequences that, of course they put on themselves, i am the president of barksdale incorporated publishing company, and we youm. and we work with inmates and those who incarcerated to give them tools andp them lead a better, one of the things that i specialize in is financial literacy, which is something that i teach. i have created aeve can be utilized on this committee prosper, i have also

project rebound, where i seek to influence of higher education not only with recidivism butncarcerated reconnects back into society with loved may have to their community. looking beyond theinto the humans that the statistics represent, for cultiple incarcerated first at in 2008 when i first turned 18 term was in 2014, where i spent ten years in prison, since have worked veryg that the foundation to nota place to live. so i was able to intern at department of homelessness and supportive housing as a really, willie time, i learned so much, so much on help people not slip through the cracks. and i am alsoyview hunters point foundation for community improvement, where i'm working closely with people who are experiencing families, who are experiencing homelessness, i have a strong passion e reentering society. i believe that compassion ability equalsw, a lot of us were not taught the tools positive members of society. and now that i have gained those, especially during my incarceration, where i was part of the delancey street program

present at today's meeting? moving on to speaker. erin mccall is unable speaker is jamie harrison. sutter. good morning. my namey sutter and i am seeking appointment to seat 2 or member of this community and a recovering addicted to crack cocaine and five year period. i ent 2021 and have since worked as a reentryfrancisco, and i've helped over 300 justicedividuals find viable employment here in san francisco. we're here today for several profound reasons. most importantly, we measurable outcomes for those exiting incarceration in an effort to reduce andrecidivism. recidivism is not an es more victims. it creates otherwise preventable additional casualties of addiction, property, crime, and violence reduce recidivism in our communities we have to finculturally responsive ways to empower those people most likely to me and other members that are seeking set appointment my first priority as a seated member of this council would be tochance policy in the city and c

ordinance effectively bans the box and pr's criminal history prior to a job offer, and f employers notify of a candidate of the right to action. there is no mandate made upon employers to acwithout this response. mandate. an appeal by a job candidate often does go ignored. the lack of a responsece as a candidate's right to appeal is moot that employer acknowledges, reads, considers, and replies in writing to any appeal made by a job candidate in a reasonable time frame. examples of a exist in legislation and policies adopted at other p county, employers are required to respond within candidate's appeal against a notice of adverse action mandate that provides a foundation for a dialog and an employer, greatly increasing the chance of a fair chance hiring, practice and reentry employment. i implore the city and to adopt an ordinance of similar integrity as we should be the beacon of reentryn our reputation as the world's most progressive and compassionate community. thank you. thank you, the next

, next on the speaker, david moroff. for having us herelf of seat six, which is not for me, but pretrial diversion project. we appreciate the board creating serve on the reentry council san francisco pretrialommunity based organization that serves people frarncisco county jail. we serve approximately 5000 people a year, through our judicial services, diversion case management, ande really excited to be part of this council to bring that involved, in addition to the work we do on for 50 years, we've really tried to transition our clients that are exiting the jail with like out of county treatment that are covered outside ofople support outside the environments and where they've been mental illness, stabilization housing so that when people do they have an opportunity to rest their heads an services. we have a team of peer navigators we've work in the streets in the community to help pe are
