francisco pride de works is very much the backbone of this incredible event. staff for many bureaus and divisions are focused on the downtown civic center areas before, during and after blic arade to insure that th right of way is clean, safe and accessible for the 10s of of participants and viewers. beginning weeks before de, the crews are filling potholes and construction management in contact with contractors to insure construction sites in the area are clean and public right of way is safe. our bureau street use and inspector walk the whole parade route and visitor areas to sure there are no obinstructions debris. dra by hour plan and launch the doc during lf. we also participate in city wide pride planning meetings to suthe event goes smoothly.

during the event, our city wide operation center, eoc, which allows us to be in close collaboration with the police, fireanemergency management departments. the doc ■c are staffed with public works employees and allow to insure coordination throughout the event and practice emergency reonse systems. as the last float headed down market street, our well corio graphed street cleaning team ben their work. by the enof the day, it is difficult to event.idence of thesma the downtown area was sparkling. this year was particularly exciting as the parade ended with what we believe is st ever public works float. many thanks to great lgbtq qia committee for spearheading the float and in-house pride programming. ow, over the course of the we t 15 years, our paving score

from 63 to 76. 75 is and san francisco rate sg the best among bay area cities and exceed the regional score of co the high score is result of concirted efford dedicated funding. fisc we resurfaced 506 blocks exceeding our goal of 500 on the website there is in depth information about the pavement preservation program and a map er the public can access timing and location of street paving block by block. i wanted to highlight a little news in terms of the budget. we successfully advocated some staffing for our street use and mapping specrs, and we gained funding for eiht that enforcement work.

and i'll provide with a 30 second notice when your time is ab to expire. >> anyou advocate for things with small wheels. i like to commend you guys on improvements and street quality. i live in the mission district and have seen quite a of new pavement going down and it is all really great, however, i do want to raise a question. something i brought up before about the $■ type of resurfacing that gets done that has a particular imp things with small wheels. this pictured is shotwell streets. stret. this is 14th street next to the super market. if to see here, the new pais quite a bit rougher then the old pavement before. there is great new pavement on bryant going north/south in the mission, however some of the other streets that go nouth/south

more residential feature some of the rougher texture. it slows down things with sma wheels and much more likely to injure l ren who fall or elderly who fall because it is sharpermentf they unrstand the nature of the metric these pavements are judged. ifjust about pothole jz has to do with the the surface, how [indiscernible] but i think as always to lead the way and have more rigorous standards then applied more regionally to make things more accessible to people. this concern to me because i think at the end the day we spend a lot of money to do this understand how this type of pavement will be a cost ■saving measure, but it doesn't provide equitable through different regions and concerned people in the mission are not notice of the type of pavement they are beless ng and their streets may

people who use canes or rely vending in the street, people using canes or ■gd i like to offer there seems to be a significant tween of the organization and actual actions organization. i don't understand why infrastructure is made available to building owners to block ri i don't believe it is legal and ada compliant so i haveton of questions about this and like to raise efficacy of 311 because it doesn't seem to matter how many times i report this, building owners are not held account. people seem to pay fines if they receive any persist putting this infrastructure in the street.an don't understand why it is happening and love someone to look into that. thank you.

this improves efficiency. i guess i should back up. potrero is a 109 year facility. it is our electric trolh facility. it was originally built over a hundred years ago built for street cars, so it is highly nt different age of vehicles and n vehicles. this project envisions not only to consatour electric trolley bus fleet into this one but also improve conditions for our operations and maintenane ff an then set the standard for doing these typeimprovements at presidio yard and other yards in the future. of course, sustainability is also a key component, as i mentd. achieving fully electric fleet is our mandate, and so this helps us

kind of the dominos into achieving that additionally, by improving thi facility, replacing it with a new state the art facility, we are able to increase the number of buses that operatt of this fuisility roughly 80 percent. this says 54 but we are looking to increase that further and looking at joint depa way of also serving the beyond just improving transit operations. here you can see a rendering of the royard and you notice there is not just a bus facility here, but we looking to include up to 465 units of affordab workforce housing on site. in fact, a portion the workforce housing that is slated

construction atop the podium, we are looking to also have some preference for mta staff, inoperations and maintenance staff that work at potrero which again increases efficiency, ny staff having to commute from long distances at hours bart and other partner transit agencies are not running. nd is along bryant street, there is the first phase of affordablehousing is planned there. roughly a hundred units give or take of affordable housing planned family housing at that te that would take up the acres. we are on the edge of districts 9 and 10. there are cu6 transit

routes that operate out of potrero lieve i covered most of this already, but again, this is about 109 year old facility. it is s not been seismically retrofited, so this is also a way insure that the building is also safe, both for our staff as well as showing on the slide, briefly again about 246 electric trolley buses are slated for storage and operation at the site. that means we'll have rohli believe over 800 staff that will be working on different shiftsthe building, so may not all necessarily be in the building at the time, but providing ample facilities for them be able to use and also t will house our futaining facility.

so, again, as i alluded to, climate actn of this project. not just r ifng our fleet and ficicy of the building itself. this does also meet by improving transit to those that need it th the community. throughout the mun city, including the en potrero borhod. and then mentioned, the affordable housing will actually be not usthere will be two additional phases on top of yard, including both afrd workforce housing. we are looking at 465 total units with bedroom count of 776. thhave been fluctuations in

the unit count throughout the process of going through the environmental review, and part of the reason for that is initially the bryant street housing was a senior housing development, which uhave included more units, but with the decision to at to a family housing building, the number of units did ha reduce to accommodate larger units, but the overall bedroom count continues to be consistent. a couple other things that worth pointing out. one of the amenities planned for the new trero yard facility is much requested publi for the adjacent franklin square , as well as several commercial spaces for locally serving retail. and then addition, several

improve ment street scape surrounding this block. in rms of the scale of our outreach, i think it is important to note part of why we started this project with outreach in late 2017 and in 2018, throughout the process, have insured that public engagement and pu comment has informed this project throughout the process. in fact, we have a neighborhood working group that meets monthly brought up to speed on everything going on with the project and their input is again, incorporated throughout. we have a developer that is present. yard and the housing are also e in those meetings so we had over 150 public meetings and

opportunities for the public to be engaged in the project anprovide their feedback. so, just showing where we are. again, we starthe public feedback process back in and 2018. we first did an rfq for our actual public private partner s in the project and th ultimately did bring on potrero neighborhood collective which is spearheaded by [indiscernible] thr is based i of the development team several local partners, including those eve enin the mission stri who are supporting this effort, both in terms of housing as well as public outreach. our and environmental review were approved by the board of

health commission. i want to give insight how we make decisions within public health. , wedeveloped as part of retreat we go on frequently with dph leadership and about 50 to 60 managers from both campuses as well as we develop something we call, safe building that strategically aligns us with the city cpc capital planso do a really granular 10 year capital plan specifically on buildings, upcoming bond issues, what's in the bond ish the capacity has and how we fit into that competing with the all the other departments in the city. on the 2016 bond that joe was referring tolittle background on that. th was proposed in 2015 and

at the time was $535 million so the bond was 35so the zuckerberg igot 222 million even though the estimate 0. this is whey we are catching up and thank god we have the san francisco general foundation who is embarking on $220 million capital campaign, specifically for building 5 and those buildings that support building 5. also, we hadone grant work. jason is here the exeve project manager and can talk about a huge grant we got from the state. we are piecing together all these things and we do et department wide to make decisions specifically on building 5. we did an analysis.

madam chair, i can't remember when. we used outsiresources and compared renovating the building to achieve what we needed to do vers it down and rebuilding. the 330 to renovate or $1.3 billion to do a new one. that is just one issue. the others if we took it down we would have about month ceqa process and so by keeping it there structur we e a categorical exemption, so that is paperwork and we ar speed up the schedule. the other operational issues that are critical to keep four things futioning at the same time. that is psych emergency service, the cafeteria that is connected to the new building but not in the new buildingz0 that supplies food, the pharmacy and

then-joe, what is the other function? so, they all support each other even though they are two structures. the new building we built and finished in 2015 and the older building we are renovatingism there is bridge that connects them and if you haven't been out there it is insightful to rouggoand see the flow of the physicians and nurses and lab work and radiology and everything else that has to take place betw buildings, so the decision was to keep it, because we any real estate available at this point on the ac campus, especially after the ilding ansactional research was built on that parking lot. we have very little space to do anythingsowere to take it down, build new, we have to do temporary pharmacy, temporary he and temporary facilities that would just go away when the built so we are throwing the

and inuthe hazardous material abatement [indiscernible] the second is main re the project team decided to utilth strategy result of lessens learned from past projects. that complete the demolition scope eleminate concerns regarding unforeseen conditions and [indiscernible] we have seen in other projec for example, after the completion of demolition, proceeding with early scopes to the floor floating mpleted the floor scanning t. early, the team was able to identify confles with existing rebar prior to construction start and developing drawing revisions needed to avoid the conflicts. this was a huge schedule impact where over 60 percent of the new walls conflict with existing floor conditions.

the main renovation project also always planned to start construction much later then the other project because was still in design and review. an project did not receive approval until july 2023. the early demolition project completed october 2023. [indiscernible] also delayed because the rehab department relocation projwhicwas outside the scope o work for this contract. this project manad by public works and awarded to bill group as the general contractor. thdelays to rehab project were driven by combination of unforeseen conditions, existing conditions that were identified as code compliant and [indiscernible] damaged by a contractor. rrthese issued project completion. public works is requesting for increase to the cost and duration
