1:35 am
households are forced out of their homes um, we're concerned for a number of reasons um, but we do know that um, a good portion of them a percent of sympathy or passion folks are victims of fraud. and a whole number others and overlapping are rent paying tenant and have been for many years. and the way they're treated is simply forced out suddenly with no understanding all of a sudden and without an offer of um, attempting to help them relocate or provide services coming into coming from the housing authority we have a number of demands you'll read in the letter but the biggest, you know, overarching demand that
1:36 am
public testimony those representative is that um, the housing authority holds the evictions and takes the time to (bell ringing) work to find the tenants a soft lapd's with relocation housing rather than simply kicking them out and to the homelessness add to that problem we see in the are streets it is under my wife and i the city's problem because of something that the housing authority to be clear created the situation the housing authority created with their own nets negligence. >> thank you. we appreciate you coming today. >> my name is jessica i'm a senior litigation attorney from a collaborate we are part of the
1:37 am
coalition of nonprofit and the council representing the potrero residents face to face eviction we noticed 40 eviction lawsuit in the potrero hill terrace it is shocking the san francisco housing authority the housing authority with one of the worse homeless criticized is behind those evicts as a city mission to advance social equity and pride by providing safe affordable housing and resources for residents. many of those residents or have lived in the posting their whole proliferate many that pay rent to the companies of the san francisco housing authority hired to manage the context the eugene management corporation many have the victims of fraud from the managed corporation staff and pocketed the rent money he yet
1:38 am
today hsa has not fired the corporation they are still market street managing how is that possible? >> a ranch offering new housing or transitional housing the city is removing residents from their homes every week. >> the treatment of homeless here are some other ideas (bell ringing) meet with the residents as software residents let the residents stay in their homes until new housing and prioritize resident vouchers they can find subsidized housing on the market and reverse the eviction and fire the eugene burger management corporation. thank you. >>
1:39 am
(bell ringing) >> hello, my name is trust i'm an attorney with the collaborate in any role i'm familiar with the mass convictions i'm horrified by the housing authority failure to you provide housing in the weeks following the housing authority has filed lawsuits and has had the sheriff removal people those tenants don't have relocation assistance and many already have been forced into the streets and san francisco housing authority its mission to deliberately low income households housing and integrate why is the housing authority have massive - will we
1:40 am
rectify this injustice. >> thank you. >> hi there belinda first, i was not going to speak but um, i want to make a suggestion um, the commission into the housing authority. so when um, relocation assistance is um, provided or offered please consider monies for 0 storage. because a lot of people can't find housing put they're stuff into stock exchange and ends up losing that pictures of their families, you know. keep sacks all that paperwork and everything so think about considering adding monies for
1:41 am
storage that's all. thank you. >> thank you. >> hi, good afternoon i had to think about that i want to you say housing authority but not just the housing authority fault the city's fault; right? and from e b mc that was taking money from residents living in the vacant units and just to be clear, on that one and also i believe some of the things that can be done some of the information the sheriff's department got was false information we had a meeting to find out that and we knew so i think we think that is good to balance out we created a whole spreadsheet of who had a voucher and who went to work and who had
1:42 am
kids all the seniors and so forth have a right to step back when it was demoed the one 25 and 26 had all the systems in place the city departments and so forth were beds at the shelter and beds at the family shelter and some sros and people would do that so people had permanent housing not just the housing authority but people were living in vacant unit they want to blame the housing authority everything hit the fan after the two kids got shot with the vacant unit it came out they were charging $4,000 let's take ownership you have the right center - let's look at working
1:43 am

1:45 am

1:46 am
see the people are feeling they're a thriving community or the hopeless sf initiative that is actually bringing more harm and hurt to community members (bell ringing) in the community again that westbound sunnyville and alice griffith and hunters point you call hunters view please look at this and ask questions and hold oh, yes let's put more money into the people's you. >> thank you. >> (bell ringing) >> any additional general public comment in the room? >> we have an online participant for public comment. >> kelsey if you want to unmute

1:48 am
day timeframe we don't get the, you know, the first installment until two welcome back later. i think that is a little bit unfair. >> and can you remind us of the name if i feel comfortable we can follow-up right now after this? >> the name of who. >> my attorney. >> yeah. the point of contact this is rosa may with the eviction collaborative. >> thank you very much. uh-huh. >> any additional general public comment. >> we can close general public

1:57 am
>> commissioner lindo a we have >> commissioner lindo a we have authorizing the chief executive officer to execute a construction license agreement (potrero annex and terrace revitalization project - revitalization project - revitalization project - authority, sfha housing corporation and bridge -potrero community associates, llc (the "master developer") for certain site preparation work. >> this will be presented by the director sandra crawford. >> good afternoon sfha housing corporation and bridge - potrero community associates, llc desires to enter into a construction agreement with the nonprofit public benefit correlation. >> and an authority that provides access for the master develop to enter into a portion
1:58 am
of potrero and potrero annex reverberation area to do the site preparation and demolish units in the permitted area and you should see a site plan included in the um, book the license agreement is the developers responsible one of the area as testified in the license agreement with site preparation and rehabilitation and relocation and mission of unit and inching the developer will have a perimeter around the section of the permitted areas to make sure security until all approved work is completed and additionally the master developer will removal my hazardous materials in phase three on the site and the tenant relocation rehabilitation will be temporarily moving resident
1:59 am
from the phase three existing building in block one and those tenants will be relocated either to a newly construction potrero within phase two of the project or to an identified rehabilitated unit outside of phase three depending on vanity and housing. >> to support in relocation the developer will provide rehabilitation or repair work on existing building in block 4420 a and 4223 as necessary. the demolition work will include reaching the phase three building in block 4167 along with appropriated debris and the master developer will manage the aspects of the removal and complete any additional tasks
2:00 am
necessary to the process and the licensed agreement provides the massive development to prrnl the work across the sites and ceqa and facing are to be finalized and the proposed license agreement is hud. >> we have the. >> sfgovtv we have a power point presentation for this. thank you. >> good afternoon, commissioners my name is alice i'm e dp of development with the matter of developer bridge housing is is great to see you again and congratulations on the
2:01 am
ribbon cutting around the properties along mission street on the mooilsz. >> thank you. it couldn't have happened without the 30th street we know we have quite a few port authority residents been relocated to that property. thank you very much. >> so i want to start with saying that, you know, one of the keys for us to request this proposal for the construction license agreement and approval if hud the residents in the port authority and the site especially have um, concerns with the inheriting or housing authority and you mpdu in potrero annex from the life safest and security to residents and we want to make sure that would be mpdu and the housing
2:02 am
authority have the joint partners we're able to address those concerns and here today to request approval to swore into a construction license development within bridge sfha housing corporation and bridge - potrero community associates, llc and the san francisco housing authority to demolish the believes in the potrero i want to take a quick couple of moments to orient us and setting for potrero annex you see after and before images this has been a long time in the making as mentioned you see on the left the existing potrero annex and on the right is the division for the master plan. next slide, please.
2:03 am
so this is um, the site plan. the exciting public housing the 6 one-hundred 19 units the overall plan to build out 800 affordable housing and 800 for a number of 16 hundred units we completed phase one connecticut and that is in the lower um, right corner of the site phase one is 52 unit completed in 2019 and currently working on the sidewalks and phase two is two separate parcels block b affordable with one hundred and 57 units and block a is the market-rate project. next slide, please.
2:04 am
so the phasing timeline just, you know, quick overview we started the infrastructure construction in phase two in 2021 and so a lot of other projects including the one that i visited president torres with a lot issues with pg&e and since the pandemic was displayed but started construction with one hundred and 57 unit on b that is well underway and plan to be done by april of next year. next slide, please. those are quick renderings i want to get to the next slide to give you a sense of the site is an 80 foot drop will be a beautiful building with won hundred and 57 units. next slide, please. and here is the unit mix one hundred and 17 units also one
2:05 am
hundred and 57 units so back in 2018-2019 we demolished the buildings that is phase two those folks removed the 72 unit in footsteps and other units at the potrero terrace with the one hundred and 17 unit the priority for in the annex the remaining 40 units are regular tax credit unit open to the um, general public. >> we have already accompanied the process for block b in partnerships with the housing authority and our service provider we understand that it takes at least 9 to 10 months to get those ready to be moved into
2:06 am
the new building so you give we or getting a sense the annex in the xoiflt units some of them like i said have been relocated affordable units and some want to be in another rehabbed public housing unit until the time another phased unit is available in the annex the portion of site so the next this slide what is completed in phase one of a phase two at the bottom the next phase coming up in the annex and the future for phase three will be some have an combination of affordable and market-rate housing units next slide, please. this is shoring you what is the proposed demo structure zone all noted in
2:07 am
the agreement. and the proposed rehab units in the terrace and depending on who want to be relocated to a rehab unit we'll maybe the housing authority will take the lead and we'll contact with the contractor to make sure that happens and with that, i want to once again request you're approval to enter into a construction agreement to demolish the terrace and have units available. >> thank you. >> any more components to the presentation? >> commissioners we have questions? >> um, don't believe it is in the packet would you go back to the slide with the overview project phases i was trying to - >> (multiple voices). >> of course.
2:08 am
>> bennett. >> that. >> happy to share the slides. >> okay. thank you. >> would you like us to show you the master planning i was trying to absorb it. >> when i get the slides i can look at those. >> feel free to reach out with any questions? >> for the purchases of awareness the market-rate housing was you constituent in the details because that was part of master ambulance but no market-rate developer for to facilitate 3 plan that portion of plan. >> that's exactly right our intent so not work with the same
2:09 am
market-rate developer. in the individual phases and, you know, might not be the capacity to do that all there is quite a few market-rate parcels we're working with colorado jars until 2022 and siding nothing is happening across san francisco and the bay area. >> that is one of the comments around sf the thriving community initiative to pursue with the thrilling community one portion how to help the income community with the market-rate on site and diversify the population and you saw in terms of of affordable diversity visible units and the financing associated with those unite there is a conversation
2:10 am
that is happening now which we'll hear from the mayor's office of housing and community development at a date to be recommended in the coming months how we purview hope sf and thriving community objectives in light of reality we're facing today in regards to what is present or to be built and what is not how did that impact our delivery do drive ourselves forward we seek as a stimuli thank you. i have a question around communication in regards to relocation and plan how those communications are rolling out in communities. >> do you want to - [off mic.] >> so what um, when we have um - so was supposed to happen with the partnership with the housing
2:11 am
authority with bridge we'll reach out to households in carson and as well as city-owned property out a notice letting the residents know their lottery number where we are in the process we've started the process in sunnydale that is something we or working with bridge to go door to door do let the people know where they are them the lottery all sides questions we want to go together and have those conversations. >> i want to remind you thank you for that i wanted to remind us that that the most basic questions and spears still exist despite the communication around the demolition or replacement the right to return we should be
2:12 am
careful about the language we talk about a lottery makes me and someone not exactly in the up-to-date on the issues i think what do you mean a lottery i can't lose i want to remind everyone we're building one by one in hunters point we had individuals building they can believe those units were not for them absolutely for them and want to make sure we're careful in the communication about that additional i'll take anything foundationly we know to be true or correct. >> we want to make sure we're given accurate information and have the opportunity to answer all those questions that is why
2:13 am
wisconsin have mercy and any time a resident has a question that is important whether the other thing was it was important we go knock on the door and mail the notice; right? that's the formation on top of that made the residents what to expect and call for those different questions we'll be efficient in potrero. >> we're talking about the rate with individual units i want to offer those issues we're having with the unit even when they're boarded up we're in san francisco so a will and a way if
2:14 am
new details if not today you can publish how those unite are secured and can be rehabilitated and occupied and the timeline. >> yes. b b mc are doing detail walks to make sure the vacant unit didn't have a person in they're all of those vacant unit continue to be vacated and going in to make sure they don't look vacant and boarded but checking and rotating teams they are resecured everyday a vacancy gets braeshd. >> thank you very much. kendra does the plan in front of take in consideration for the i'll
2:15 am
say that maintaining housing but also um, have we exhausted all opportunity to expedite demolition to relief the we're having not - >> so i understand the question if there is a question with timing. >> yeah. have we exhausted every opportunity to accelerate the rate of demolition so we can minimize the impact occurring with vacant units are available the they're secure. >> yes. yes. i would say yes. because we want to make sure that the housing authority has all the information available to move the people that are in these buildings to a unit so as
2:16 am
part and parcel of the conversation to the time people want to move to block b we'll access it and add those are old buildings will be an abatement requirement and siding the sat waited close to one another so - this residence note like from the buildings are completely vacant we have like 2 er 3 occupied united not to narrow it down but hoping to knock down the believes that are completely vacant closer to 22. >> do we have a sense of timeline for the issue you mentioned. >> yes. we are very close to
2:17 am
collecting a construction manager in the next two weeks and wince we have a construction manager we'll get one that is experienced in those situations not just a regular jc but someone has experience we understand how to go into logistics and litigation and those kinds of things but we expect to bring the jc on board i'll say definitely before thanksgiving is my goal. >> commissioners any additional questions. >> if i can add to that. encourage you, we talk about the conversation from our
2:18 am
perspective and yet we put oats noticed and we didn't hear anything and didn't understand. so i stronger encourage you to continue to think about not only the sort of external things but assuring that people are receiving the information or understanding the information and feel that is sufficient and adequate information and look for ways to actively measure that. um, because we all oftentimes go on anecdotal i believe i understanding that but is that help to have that to understand the information to measure the impacts and the work you do. >> that's really, really helpful feedback commissioner kim i appreciate that and the housing authority kendra was
2:19 am
saying robust experience from sunnydale we or leaning on the housing authority in terms of what is good information package we do door knocking and saying we want to present as much information and provide an opportunity ask questions and provide crack information for questions rather than relying on just her say it is important to reach out and ask if you're not sure. >> thank you. >> any additional questions or comments. >> a public comment. >> public comment. >> thank you.
2:20 am
>> i don't see any public comment so - sorry. >> (laughter.) >> hello. >> hello. >> okay. so first shame on you shame that's rights shame on you first of all, we lots of don't know that the meeting and second you the residents get approval not okay the residents don't want to move on the annex side and go to block b and parts of potrero in the beginning they want to move outside. i'm talking fast to move outside and once the construction is done. >> please take your time and that was proposed to be done in the hearing and that meeting is going on and residents don't know about that meeting for the this meeting was a survey done
2:21 am
for the annex that they went door to door asking what necessary want and new check the box survey because it is i'm not this is treasury true you're lot any number comes up if you're lottery number comes up and you don't take the units basically have to take the unit and some residents move outside they can't deal with things and the right to return people didn't know the right to return meant once you moved off site i get did now but the right to return you have the right san francisco return once our lottery number comes up once you take that new um, (bell ringing) off site unit didn't take any
2:22 am
unit and also this has not been present to residents and that is the map the annex is prominently market-rate but when it was proposed to be presented to the residents not one building (bell ringing) a few slides back one building is affordable and everything else is market-rate and the next one, two buildings are accountable was a land grab now you're right edward a damn land grab not okay i'll leave it at that. >>. thank you. >> thank you. >> yep. >> good afternoon. >> my name is edward executive director i've been in a 23 year
2:23 am
gap with bridge housing k hill construction about the demolition process. um, the safety of our community is number one. and there was a whole lot of plans and procedures in the beginning of hope sf initiative. about doing construction with residents um, nearby. and tracking out on issues and everything else and expedient demolition is necessary for public safety and seems like the careless demolition of the property were all the residing residents in the nearby areas are at risk we can't do that we have to look at this and have to be mindful of
2:24 am
the people. air quality tore down 25 to 26 connecticut to wisconsin. during the beginning 6 covid when everyone was locked in their units those unite in the 40s all drafty and everything else all the toxic dust is flowing in we don't get notified for three or four months so the residents are living with with the toxins we have to put in procedures that bridge and the contractors must follow to keep our community
2:25 am
safe. thank you. >> thank you. >> hello, again my name is which have an executive director of peace international you guys do a lot of great topics but i didn't hear kim asked about what about the residents of you all look up hope dot sf a 4 goal policy recognize the power of residents in their communities configured economic education and creates healthy communities i hear the housing authority have a plan to annex but if you don't - i ask you wait for the mayor's office of housing and community development come in here and talk about hope sf initiative i'll go through
2:26 am
homeless initiatives the money to invest to rehab with the existing units and asked about rehab to move people to the annex; right? units off the annex until the terrace why can't those funds temporarily house families off site when they want the right to return none on the right to return from a to e and can't return to f half of the people will be dead if not all so people that are truly wanting to move 23450u (bell ringing) not moving by choice none no one people are approves or disapproves of each other the community is unsafe within the - why couldn't we rehab why rehab a unit you're tearing down and
2:27 am
lastly, phase three why will we rehab (bell ringing) unites that slated to be torn down; right? why have money to rehab those when you're about to tear those down and coming and get information from the mayor's office of housing and community development and revisit i'm sha have an - i'm available i'm on potrero hill. >> any additional public comment? >> i don't see any and commissioners additional questions no? can i have bridge housing authority come back up.
2:28 am
>> is mayor's office of housing and community development here as well? >> oh, great do we have any additional comments for the mayor's office of housing and community development in terms of public comments made thus far with the communication. >> yeah. i'd like to clarify that. >> (multiple voices.) >> introduce yourself. >> i'm andrew strong a project manager at the mayor's office of housing and community development and um, i would like to mention that a high priority that residents be communicated with. when those plans become um, clear. i think one of the important factors why we're asking for the construction license agreement to be approved tomorrow we need to move forward with the approval process which is a little bit unclear how long 3 timeline will take but we need
2:29 am
it to be in place to be able to start with that work. and law bridge housing is working closely with their construction manager and their general contractor to actually access what was possible with the buildings and also trying to make sure we have a community engagement plan in place so that we are not just making decisions what buildings with coming down but making sure we understand theirs the opportunity to move into block b an opportunity to move into that and have units off site when that moment comes [off mic.] >> ms. green. thank you.
2:30 am
>> ms. green no, no. >> (multiple voices). >> no need one moment please no need to apologize as far as the conversation right now. so with regards to the questions like to take a moment and please take your time. there are a series of - there is a need to expedite a process to further development and realized hope sf so we can move forward with the rehabilitation about of the units and the ultimate transformation of the site that process is desired for the parties another layer i think will be better articulated the layer of the community engagement the questions and answers and the back and forth
2:31 am
will be necessary so some of the comments we're hearing about today can be resolved and answered and if still friction points not resolved maybe so that is positive impact can happen in the most seamless tentative and consider rat and patient manner for residents all of us know waiting for extraordinary long time for this project to come for fruition for the benefits and a real shame if the tentativeness didn't occur to make sure all the issues that are raised here have been asked and thoroughly answered as part of this process i want to what you're communicating what i think i'm hearing a need for us to move forward with the technological matter with hud to
2:32 am
maintain the timeline we all wish to happen same thing and it sounds like there is not been clear articulation to residents in a manner can be absorbed and held and receive and file how we're going to mitigate and continue to have dialogue around issues reported from important for the residents as part of this process to trains running in my mind i want to hear the project sponsors and supporter for the project to be able to articulating that and better than have resident come forward to make sure that there are considerations that they understand um, a need to be made and move the process forward and not letting go to resolve the issues from rigorous and
2:33 am
substantial dialogue not for medical to articulate but partners and you. >> i agree with that, i want to highlight the image shows you the twaelgz that is not arrest circulated something has not jet been defined or approved as of right now. >> so i'll ask with the prospective we assume to be understood um, what we um, assumed to be received and absorbed is just simple not the case when it comes to this case period we know that certain things to be facts not facts when it comes to dialogue and until we hear they are with a super majority who understand

the process what i'd like to offer can we be sure there is a way during that part of progress there as true finding the residents questions 3 are not merely dismissed and having been asked and answered before you return to again and again resident can feel and the leadership feel not only do we understand those questions but we understand and reminding to revisit that again and again they need to hear the consistency to trust us with the capital g not trusted in the community i want to make sure we continue to keep in mind that as we engage in in progress and again, not for me to articulate but you and is sponsors to articulates. >> i hear that we'll take that back to the team to make sure we have a clear thought own that
