brown and a lot of people don't realize that that housing was built most of that right after world war ii and balance as temporary housing not permanent but yet 75 almost one hundred years later those buildings still stand some of the apartments with the housing authority don't have showers when we start work in a sunnyvale and worked with governor gavin newsom the idea how to reimagine affordable housing in the city. here we go fast forward actuary years ago later on the site this is a free clinic and free detrimental care moving residents into the annex

will be rebuilt and reimagined i've seen it as a supervisor one of the things i wanted to make sure that residents of this neighborhood would have a priority to house in those apartments as well. and so we expanded the ban for those technical in terms of finding affordable housing working with the mayor's office of housing and community development to expand for more working families because originally this design would have 20 luxury townhomes on the back of lights probably where we're standing when i came into the office that's not the vision of this neighborhood. they need more housing for working people. because janitors and teachers and nurses working to survive and thrive in the city should no longer live in this neighborhood a home use to

sell for maybe $200,000 is selling for $2 million in this neighborhood that is out of reach for every people so this project and at the nibbi brothers for your amazing work and homeowners i think that nibbi brothers starred in the excelsior let's give a big a round of applause for the contractors and many i have so many people to thank we might have 7 or 8 project managers we made to the finish line thank you for your tenacity and many, many community meetings there was a lot of community outreach and a lot of engagement and input and this is what we have the results of a beautify community space and childcare space a clinic on the ground floor so bridge housing didn't walk away. but one part of story

i think that is really important. and this is our treasurer fiance we were at the end of this project and for those who know affordable housing knows that like a cake layers of financing well, that final layer is the tax credit and she had the soul discretion and authority to transfer the tax credits we would have eventually gotten that but the timeline was accelerated i know show she couldn't be here today but thank you, fiona moss made this project happen so let's give a round of applause for

fiona as well. >> so many community-based organizations were actually engaged i'm not going to name them all they wanted this site in fill housing this is a parking lot on the north side and west side and everything else was 200 be car parking lot we were able to turn concrete into a beautiful affordable housing mixed affordable housing building so originally was about 90 units we got over one hundred and thirty unit that additional thirty were for the working and housing stock residents living in substandard conditions let's be honest potrero but those families will be moving into brand new wonderful apartments.

so i know a lot of people say that because bye one of my proudest days i've been in office for 8 years this project means so much we have studio finish is our free clinic we'll get there in the next - no, no. not because of anything other than the electricity some of the other things that slow down the funding even if i don't see this before i leave office will come in the next few months an integral integral part and the - is a wonderful development so thank you to the mayor's office of housing and community development and staying with us and the nibbi brothers and the mission health center and bridge housing for doing a tremendous job to help to reimagine this spot in the neighborhood the first part of san francisco to

focusing think healthcare to the community and we are aligned with over 15 hundred community health centers across the country and in 2023 community health center provided healthcare services to over 32 million people across the united states. as one in 10 people in the united states. mission health center itself has provided care to over 15 thousand patients in the community in fee. the majority of our patients are community members in the mission and excelsior neighborhood most of patients are pubically assured with medi-cal and medicare we take private as a community health center we serve everything that enters you are doors regardless of their ability to pay. through this clinic we hope to expand tour services to other 6 thousand

community residents at least per year in the years to come and we will build on the communities health model to extend detrimental and behavorial health and general pc for children and adults and pregnant people who are residents of this place and the broader excelsior community. and we look forward to looking for our pardons and organizations our neighbors and businesses and community. mission health centers for the advocacy of communities and for health and justice and everyone here today for their support in moving this project forward and as you can see on the outside on the corner were in the process of the building up the clinic and hope to open in the spring of 2025. we thank the city leaders to serve the circumstance and we thank you

to say i'm happy to be here in this parking lot community because this is on the second one hundred affordable housing developments that we built here in over 25 years so is that a big deal (clapping.) when he take about the needs to build more housing we have to get series serious about that and as someone that grew up here i remember the mistakes of pass we tear down like the projects we for down three hundred places we lived and built 200 we knew everyone was not going back. well we're not making those mistakes no where not only one by one placements like potrero hill but providing opportunities to build new places in

underutilized properties in the city those become the safe affordable places for people to call home and taken that a step further. with neighborhood preference so that when we build those places, the people who live in those communities the people who are from the communities and the folks have their dry cleaners and nails done and schools and get right of first refusal that is how important not just about building that but making sure that the communities that the part of this community that has faced the possibility of displacement they get a chance to be parts of their community in this extraordinary way i'm happy to be here to thank every single for making this possible a beautiful bringing nice

building with clean and working elevators i want to thank a bunch of people it it it takes a village and the village are the people that steps up to the plate to make this project a reality thank you to the bridge housing for all the amazing work you do to produce affordable housing in san francisco and wounding the voters, of course, we had two affordable housing bonds pulling in one billion dollars so thank you to the san francisco voters for supporting the affordable housing bonds and the mayor's office of housing and community development for implementing those bonds to help build those tints and to bank of america for continuing and thank you to the housing stock for

continuing to provide those section 8 vouchers to make that affordable to mission health center and ymca urban services, to a lot of the advocates and residents and i see william and others in the house thank you, for a making sure that the businesses and the opportunities that exist for in communities are directly connected to this community. it does it takes a village and i'm so grateful to be here to celebrate this new village of outer mission neighborhood of san francisco. the safe affordable place to call home that up lifts over one hundred and three 7 families looking forward to cutting this ribbon and mostly giving other families an opportunity to live and grow and thrive here thank you for being here.

excited because every time we have an opportunity to support our leaders of san francisco, our young people, i jump at that opportunity supervisor, because i remember not too long ago when i was learning about city government and something called the mayor's youth forum, and then the mayor's youth forum. i didn't apply for this program. someone told me to do the program and i wasn't as responsible as most of you are in terms of putting in all this work and doing this application process and going through all of these interviews. but fortunately for me, there was someone who wanted me to learn about government and figure out how things work. that program opened my eyes to how city government work, and that program, the mayor's youth forum, which i participated in, later became the san francisco

youth commission. and the biggest difference now is we have a lot of young people who are much more intelligent than i was at the time, who go out of their way to apply for this program to learn about government, but who want to have a say in how our city works. and, you know, the significance of this program because you applied for it and you want to serve. and let me just tell you how important this program is. and how the work that you are going to do can help make a difference. the youth commission came to me several years ago trying to get me to support vote 16, and i said, no, i'm not supporting vote 16. these are young kids who came to me and they didn't just they didn't take no for an answer. i said,

i'm not supporting it. and you and who you're going to hear from in just a moment. he was the ringleader and they showed me all this work. they did to talk about the data and the thing that impressed me the most is they had data, they had their arguments. they were making their case, and they talked about voter turnout specifically. and how when you allow young people to vote at an early age, the likelihood that they will carry that with them as they get older is possible. so this is not just about letting 16 year olds vote and their parents make their decisions about who they vote for. this is about embedding in the next generation their civic responsibility to turn out and to help make decisions about their communities and about their lives. so this youth commission makes decisions that have tremendous impacts on

policy and on money, and how the city spends its money. so the things that you care about the most are the things you will be discussing, and then you will work together to decide what comes to me as a mayor and what goes to the board of supervisors. but you also have to convince each other. and what i have always appreciated about the youth commission is how they work together, how they support one another, how they go out of their way to set up meetings and events and activation. and it has been really a privilege to watch so many people go through this commission and grow in this commission. and one of those persons who has grown in this commission as an incredible leader and an incredible source of inspiration, is no other than

ewan parker plummer. well, thank you, mayor breed, for that introduction. and good afternoon, everyone. hello and welcome to the swearing in of the 2024 to 2025 youth commission of the city and county of san francisco. my name is ewan parker plummer. i am for about the next six minutes, the chair of the san francisco youth commission. and i'm super excited to be here with you all today as we celebrate and welcome a new group of commissioners to the youth commission. for the past three years, i have served as a commissioner on the youth commission, including as its vice chair and as its chair. and i'm sure as many of you know, i'm sure you guys know as well, the past three years have been quite eventful for our city and our community and our young people. when i started on the youth commission, our city was just beginning to reopen following the covid pandemic. to look back, it is amazing to see

how far we have come and consistently it has been. young san franciscans leading the way in envisioning and building the future of our city, from public transportation to safety to education, youth have taken on significant issues and advocated and organized for solutions in our city. it has been an honor of mine to serve as the connection between these young people and our local government. from this, i have seen the positive results of collective engagement when we include young people in policy conversations, the results are better for everyone and we are seeing results. for example, through partnering with mayor breed and supervisor melgar, the youth commission helped implement the free muni for all youth program and now everyone under 18 and 18 can ride for free. not only has this given more freedom for teens in our city. it has also reduced transportation stress

for parents and traffic for drivers. now, i don't think it's any secret that there are some naysayers to this vision. san francisco has plenty of critics, often people who are nowhere near here, and there are people out there who don't understand the importance of youth perspectives and our unique needs. but when i talk to young san franciscans like myself, they don't buy into that. we know this city one of caring, smart, pragmatic and welcoming people, one where we recognize and celebrate our differences, one where we value the opinions and lived experiences of all residents, including young ones. the youth commission has worked to ensure young san franciscans are central to our city's recovery. i've been proud to be a part of that work. the city we are rebuilding is not only the city we will inherit as future leaders, it is a city that is raising us in the present. it is through this lens that we have

worked collaboratively, both amongst ourselves as commissioners and with partners inside and outside city hall. now, as we look forward to new commission, to a new commission and new commissioners, i am confident the work to meet the needs of san francisco's youth will continue with new leaders and new perspectives. so to our new commissioners, welcome. this is an amazing opportunity and a major responsibility. i hope you will enjoy it. and i know you all will step up and meet the challenge. thank you so much. and with that, i'll give it back to our mayor. thank you very much, un, for your work and your leadership, and we are grateful for your service. and i want to, if i haven't done it already. welcome all the family and all the friends that are joining us

show. >> thank you. i'm glad to be here. >> i know it's been difficult to have books going virtual. have we recovered? >> yes, we are on our way. our staff stepped up big time during the pandemic to respond to the health emergency. since last may, we have been able to steadily increase in person access to library facilities. currently we are at 95% of our precovid hours of operation. in the coming weeks we are going to fully restore all of our hours. we have four branches that we are going to bring back to seven day service. they are currently operating at 5 days a week and we are going to go to every tag line and i know all the foot traffic has not returned to san francisco, but our library is seeing a

resurgence coming back. >> can we talk about programs after covid? >> absolutely, that is part and parcel of our mission. we were doing that work precovid and certainly the library stepped up during the pandemic. we doubled our level of programming for personal finance, small business help, jobs and careers. we have a dedicated small business center here at the library. there is a wide suite of programs that our librarian led. we have a financial planning day coming up in october and we have financial coaches that members of the community can come to the main library and take advantage of their expertise. >> i understand the mission is in the middle of a renovation. how is that going and are there other construction projects in

the horizon? >> yes, we have major projects in the pipeline. the historic mission branch library, carnegie library over 100 years old and we are investing $25 million to restore that facility. we are going to restore the original entrance on 24th street, the staircase from the lower level up to the grand reading room. we are going to push out on the orange alley side of the library and expand space for teens and children, we are going to create a robust community room, a multipurpose space. we are also investing $30 million in the chinatown branch, we are going to upgrade the mechanical systems to the highest level of filtration as we increasingly respond as cooling centers and air respite centers and open access to the

roof. it has some unique views of chinatown to create the inspiring space it is. >> i believe you have programs for families that have free and low cost entries for museum and zoos, is that correct? >> yes. it's a fabulous resource. go to our website. with your library cart, patrons, our residents can go to the public library and get passes to the museums, all of the incredible cultural institutions that we have in san francisco all for free with your library card. >> how are these great free services paid for? how is the library system funded? >> we are so fortunate in san francisco. we are funded for by the library fund and those that

taxed themselves just for library services. we also get a dedicated portion of the general fund. that together allows us to be one of the most well supported libraries in the nation. we have the third most library outlets per square mile of any municipality. all of our branch libraries have professionally trained librarians on-site. service that we are able to provide, the collection, we are a leading library in our country. >> that lead know ask about your biggest annual event in the city. how does the event work and what's happening this year? >> we are excited for this year's one city one book. this is our signature annual

literature event. we have everybody in the community reading the same book. this year's title is "this is your hustle" named after the pulitzer prize nominated and pod taste. this is about the population. one nice thing about this selection is that they are both local. we are going to have several weeks of programming, kicking off next month. it will culminate here in the auditorium november 3rd. so our library patrons will get to meet the authors, hear from them directly, and one other important aspect about this year's selection, we have our own jail and reentry services department. recently the foundation awarded the san francisco public library $2 million to work with the
