updates on active files at the board right now. one is around entertainment zones. you heard of the piece of legislation coming from supervisor supervisor peskin. and this is great news we have been reinstated in the review and approval of entertainment permit applications in this process. so, no huge updates there. the other piece of legislation you heard about mayor breed put out a press release this is legislation that both mayor breed introduced with treasurer premesis theirose and mandelman and supervisor peskin. that would eliminate license fees for small business. this was introduced last week it is under a 30-day hold.

it would affect in 2026. they will bill and collect license fees under the normal process and march 25. we'll not see impact on revenue. we will collect license fees. and including our increase that went in affect this last year by legislation. to bring us up to speed with cost recovery. treasure and tax collector republican an analysis and noted that there are 499 businesses with the place of entertainment. limited live performance license. library 95% nonhotel businesses

of which 417 nonhotel businesses receive a 0 bill. . not eliminated part of this legislation. so, happy to discuss more but we feel this is a bin/win for the entertainment commission. our hiring process for 8040 sound inspector position. this was pretty fascinating. receives 117 applications. for this job posting which is learninger pool than we seen before for any vacancies. of those, we determined to move 55 forward. for review. and of the 55 we moved 24 in the next round. our next round consists of writing assign thes include

which is about 11 less than last year. i will break that down. on saturday upon event received a total of 24 sound complaints and understand the event received 200 sound complaints. it is important to note the complaints from alameda and east bay went down from 203 total last year to 80 this year. a 61% reduction in complainted outside of our jurisdiction. complaints were received both by golden voices live hot line and 311. we would make the assumption that some were repeat complainers. sound mitigation steps have made progress and after two years the majority of complaints coming from there we have realized that weather conscience move nothing a different pattern resulted in more calls from san francisco this year. and compared to last year, we saw more on saturday from

alameda. drastically less on sunday evening from alameda. san francisco on the other hand responsiblesed the reverse with few or saturday and increase on sunday. and complaints for both areas dropped off after the pier stage or main stage concluded set at 10. . 15 p.m. the distribution of the complaints gives confidence the efforts had an impact this i don't remember. there were changes to your stage locations and how they were facing the bay or not. as laz how they were able to steer sound coming oust speaker systems and we are provide a low are sound limit. we will of course continue to find ways to improve and refine if the event choses to come back for a fourth year. if you have questions on anything, i'm here for you.

on september 21st. as he approached he heard poundings bass from two blocks away. he took a measurement showing operating outside at 87dba and 106.6dbc. approved out door special event sound limits are 82dba and 91dbc. the work with the sound tech turned the volume down the lowest was 100dbc. per jones llp permit out door entertainment end by 7 p.m. it was 7:30 and reported the owner said the event would end 8 or 8:30 p.m. issued a notice of violation on september 24, for exceeding the sounds limit and permitted end time for out door entertainment. on sunday september twine the inspector visited jones again at

1. . 15 imfor sound complaints. he could hear the music on the street and after entering observed a dj playing in the bar with the front doors open. spoke with the manager who closed the door rusing the sound. the manager explained that jones was closing at 3 a.m. and the music would be turned down not off at 2 a.m. however indoor entertainment is permitted until 11 p.m. per the permit and all doors and windows closed as in the good neighbor policy. jones need an extend hours for one time event permit to operate entertainment and or foodservice after 2 a.m. neither were on file for september 29. 620 jones issue aid citation on september 30 for violating the

permit hosting doubt another claimant. deputy director and way land are meeting with the ordinance next withstand to discuss path way for entertainment operations as there are conditional use restrictions there. that supercede the ability to amend the existing permit. >> next is storic 155, ninth street. another event space and this weekend they had a one time indoor permit for programming until 2 a.m. friday-sunday. on sunday september 29 the inspector responded to sound complaints at 12:50 a.m. he noted the music and raling window heard from a block away and took a sound measure. this showed t to be 105.3d ba and 122. 7dbc.

spoke with manage. directored him to the sound engineers and turned the volume down and unable to achieve compliance with the sound limit i set at 91dba, 109dbc. issued a citation for operating above allowable sound limit. after settling the limit the space is not suit to hold that sound and noted that the sound of the building rattling and vibraing was loud and cause complaints. staff made aware of residents complained with events and one reaching out to the supervisor's office due to the programming. based on the zoning controls and lease agreement procluding from apply to a brick and mortar permit, we asked them to obtain a temp refer use thgz from planning prior to applying for

more permit events. final is the recovery room at 4528 mission. holds an llp. on sunday september 29 the inspector visited the recovery room at 12:25 a.m. and upon arrive dj with front doors open instructed her to close the doors and switch to prerecorded music. they were issued a notice of violation on august first and reminded the llp requires them to end entertainment by 11 p.m. they were reminded they were required to have doors and windows closed during entertainment per the good mac policy. on september upon 30, the recovery room was issue aid citation for violating the permit hosting after 11 p.m. with front door open. let me know if you have

i'm a resident and live above amano. we are here to voice our objection to the application for an out door music permit. allowing music out door music would exacerbate the noise issues we experience as residents living above the restaurant. it disrupts the enjoyment of

home. ress dents who is prefer not to have their day interrupted by loud music the you'veed keeping windows closed due to the increase noise is disappointing and unreasonable especially considering we don't have air condition nothing our units. >> when we move in the to the building before the start of the covid pandemic of 2020, amano had minimal seating and quieter atmosphere. the expansion of the out door parklets doubled the size result nothing an increase in noise. introducing the music would amplify this. the guidelines in the good neighbor policy establishments report neighborhood by keeping royces low and require all doors and windows closed.

[♪♪♪] >> at san francisco animal care and control, we care for all animals, any species. we get about 10,000 a year. they can be injured, lost, victims of abuse or violence, and we take them all in and we care for them. >> i felt really passionate about getting the spca a new building. i had personally seen first hand when my family was searching for our first rescue dog what conditions a lot of the animals and the staff from a.c.c. where working in. >> we were really excited to be moving into this new shelter. our current physical plant is in terrible shape. i like to describe it as the building is working against us rather than for us. this shelter was put together in six months, 30 years ago, in a building that is now 80 years

old. our staff and our volunteers are amazing and wonderful, and they are warm, but the space makes it difficult for people to connect with the pets because we have families coming into adopt, we have families surrendering their animals, people looking for their lost dogs, and they are all crammed together in a very small, emotionally fraught space our heating and ventilation system is very poor. right now, our shelter is not capable of good ventilation to prevent the spread of disease. we have no security features. our veterinary suite is cramped into one room. we can only perform one procedure at a time. >> one of the main lessons learned from hurricane katrina is people were reluctant to evacuate. if they were fearing that their pets were going to be left behind and not cared for. >> in the event of an earthquake , we need to be off the grid for 72 hours.

it is unlikely that we would be able to fulfil our mission to take in domestic pets that need to be temporary looked at while parents are out of their home. in a new building, we will be able to meet those earthquake standards. [♪♪♪] >> we are standing at the site of the future animal care and control facility. that is the beautiful brick building you see in the background behind me. this building is part of the showplace square historic district which is a collection of brick warehouses and factories that was built in the late 19th century. this was built in 1893 as the original coal-fired power plant for the first street car in san francisco and has been owned and operated by munimobile ever since. >> we chose this building for the project for a number of reasons. one is we are not far from the existing animal care and control facility, san francisco spca is nearby, and it is a nice nexus to have in the center of the city.

[♪♪♪] >> what we are doing is we are going seismic upgrading the building. it is un- -- and unreinforced masonry building. we are going to be installing floor prate -- floor plates across the space to put in all of the animal housing. >> we will be able to get our -- give our animals adequate space. we will also be separating our small animals into different rooms. right now we have reptiles and bunnies and birds, everyone all crammed in together. >> the tricky part of it is to find open space in this existing urban environment. we did that by inserting an open air courtyard, and also using the roof deck for another dog in small animal run.
