degestures so along with the normal update we want to highlight the projects on the far left it is a the southeast project and this project is currently 2.3 per complete compared to under 70 percent in the last quarter? the installation of a substation that serves one of our culmination buildings in the southeast plant. and in the middle is um, one of the contracts projects um, called the channel project that is a photo of some of the workers installing the foundations 2023 intersection of caesar chavez street in san francisco say this is a critical project for us to
12:42 am
shore up our critical - carries the majority of flows on the by way of the city last but not least is our facility distribution system upgrade this is a photo of our folks getting some training on the testing of the system. and as you can see here the completion contradiction completion date of the projects. this phase one project we are holding instead 70 projects valued at $4.4 million the blue text between the left and the right slide is the changes since the last quarter the the delta, if you will, between march and adjoin of 2024 as you can see overview complete a little bit
12:43 am
overall than the last quarter. one project moved from the completion to close out to the completion phase and one from the design to the completion phase between the quarters. and no chances for the other projects. and here is a cost summary of sources improvements program. and both in the sfpuc stage one and the ssi p makes up the projects within the system improvement program and as you can see, we show the the expenditures to date the costs variance between the forecast and the approved and the last column the cost various between march quarter and the june quarter a reference from the top left where this information is
12:44 am
shown in the quarter report as well. um, so typically we focus on the last column that shows in chance between the um, march quarter and the current quarter in the program. this is a similar slide on the second piece of quarterly report a facility infrastructure program within the um, wastewater capital programs and again, you see expenditures current approved and forecast biggest and the last column has been no change between the march and june forecast budget in the program and um, sorry for the small text this is a slide we want to show you some of the milestones change on various projects within the program we have a project that has
12:45 am
milestones as you can see 4 projects achieve that are for 55 and 65 and 95 and one hundred there projects in the procurement phases and advertisement into awarded contract and last but not least the projects are in the construction phase. the photos on the right you highlight one of the projects in design in the green infrastructure projects on the top and also on the become a renderings how we would envision the project looks like in completion this is in the mclaren park area of san francisco. um, we also highlight two of the major investments that we have been making at the south park the by the facility project as you can see progress update here this strongly in the
12:46 am
peak of construction compare the photos to this one and the cover one so the cover and the side is one of these digester tanks and placing covers over the tank a milling and overall this project is at about 71 percent in construction politician is 53 again peaking in construction and lots of activity and another major change in bullet 5 the project we have now moved from a partnership into the design for the city approach for this project will be a sub project within the e f d and later on with the project manager and very exciting progress. last but
12:47 am
not least is our facility project this has been a very exciting challenging frontage for us, we are actually testing the facility right now the flow is running smooth is there the head works and have a long testing phase and want to make sure that everything will work and that we will be able to transfer this assets surprisingly to the wastewater enterprise and maintenance. and so, you know, crossing our fingers we're hoping to achieve close session in 25 and progress and information south lake actually have i say photos inside of facility for you well. >> so with that, i'll be happy to answer any questions you may have. >> on the quarterly report you commissioners questions or comments?
12:48 am
>> commissioner arce thank you, thanks commissioner stacy i want to remark to the general manager and the team remarkable i think for a lot of us who remember the early days and the planning and community workshops and conversation to move the project move forward, you know, 14 or 16 or 18 years ago seeing the numbers closing on 70 percent and is terrific work and response and the inclusion from the local hiring perspective participation for local folks is on oh, the charts at local contractors talking about this is a great opportunity to work with the agencies just yet another reason the sfpuc sets the national standard not just the water and power and wastewater agency but the judge
12:49 am
above and beyond the environmental consciousness that inclusion the work i know it startles with the general manager and this great agency and remark that it is incredible to see that at that point. >> thank you very much. the project team will have - be happy to hear the feedback you no since the last quarter but all kinds of complicated and immense projects going on it is exciting to see the progress thank you for your report and we'd like to take public comment right now ms. >> remove callers please raise your hand any members of the public who wish to provide comment on this item. >> commissioners. as one of the commissioners stated, a long

peter didn't mean that the staff was challenge on to itself everything goes through the chain of command and a guide and i've been an army guide we know how that works and we bring it to others ears of the chain of command so we need to follow what we had said and had really good workshops and then agreed to southern things resolutions or whatever have been very slow in execution. and i understand the difficulties. for example,

1:15 am
department of energy we've been spilling to the lab since 1960 from the the united states department of energy for a manual renewal which they did until 2014 the the united states department of energy asked for a new contract that was executed in 2015 that runs through december of this year. this new contract will be for 10 years from january of 25 to december of 2034 the estimated revenue is approximately, six 6 millions over the 10 year period. with that, take any questions you may have. >> commissioners any questions or comments? >> i did have a couple of questions conflicting may not be precise or germane to the contract i wondered about those
1:16 am
water conservation efforts and what happens in a drought situation? it looks like the estimated water use remains constant over the 10 year period i wondered whether little kvmentd have programs on site might change the numbers and all i assume up and down a little bit each year and yep commissioner stacy that's a great question. i did reach out to the lab and asked the question. so they or regularly evaluating water efficient measures one of the things they mentioned it me have's campuses with all using low water use from the fixtures and also um, proposed and also receive funding for a cooling tougher
1:17 am
replacement project which is it is projected to save 6 million gallons of water a year once they've received funding will proceed and proposing and waiting for funding is a water project on site that is expected to produce a saving of 35 million gallons and year and wade for the funding. >> thank you. >> and i noticed in the contract that it does mention in the case of drought they would seek alternative water sources the district of columbia will seek alternative water sources i didn't see it spefks but imagine in the puc has measures on non-residential consumers will apply to the mountain tunnel
1:18 am
improvements project tdms. >> that's corrections as the non-residential retail customers whatever this commission called for a water emergency and got to get the name correct whenever the commission declares a water shortage water or a shortage allocation plan the lawrence livermore national laboratory is a none residential consumer is subject to the same call for the reduction. whether there is a drought. >> can we take public comment on this please. arrangement callers please raise your hand for item 10. any members of the public present who wish to present on this item

1:20 am
good afternoon, commissioners. and dennis herrera i'm the regional construction manager for the hetch hetchy improvement project projecting that is next slide, please. today, i'm here to request the approval of the amendment for the united states department of energy and increase the time duration by 6 memos for a total in an amount not-to-exceed contract of $34 million and duration of 8 years to provide specialized construction for the mountain tunnel project and this amendment about provide funding for construction management for the construction phase as well as for project close out and the additional time to make sure there is adequate time for the project. >> like to provide is a quick overview of the project and
1:21 am
many. >> this is an overview of hetch hetchy regional water system shown in the approximate location and the water system is 2.8 million residents and businesses for 4 counties and janitors over 1 hundred 6 billion energy and the mountain tunnel is 19 miles long and important component of the hetch hetchy and constructed 90 years ago and will be rehabilitated on the contract. >> this slide shows the close up of the tunnel the 19 component of that and starting at reservoir that is the facility is constructed that includes one hundred and fifty deep shaft diameter at the bottom is bypass pipes with
1:22 am
additional valve that controls the flow and concludes to assess the tunnel inside for approximately 10 miles a structural repair is conducted during the outages to increase the light duration of tunnel. this slide shows some general milestones for the construction project. is construction was in january of 20 and 21 and 5 outages were scheduled to perform work during the system outages and we completed 3 of the 5 and for those others to be one hundred days long. >> the project is still
1:23 am
anticipated to be completed in the final quarters of 2026 and this slide right here shows the some of the task oversees for pro-96, 6 task order is the one for construction and as you can see as the mentioned in the current budget was this $.5 million and will go to 34 and increased for the task order for the construction management specialities services why in the contract is asked significant increase for the need for inspection? due to multiple site locations that the contractors is working at over a 19 mile
1:24 am
corridors and the extended work hours with a long duration of tunnel for 24/7, 7 days a week and inspectors work telephone hour shifts like a contractor and been increased in the environmental storms in the past years and wastewater plants to treat construction water for the environment and environmental permitting permits and then additional construction and administration costs with the negotiations and other construction items as well. >> so in closing just we are seeking the approval for the pro-96 for the this is approved will seek the approval of the board of supervisors. >> so if you have any questions or i'll show a couple of photos if we could go back
1:25 am
the top right - left is a picture of harry old shaft and will be control values installed and the top right as you can see the repair shows the line what we're trying to repair those to increase the long gift of the tunnel and last is a photo of actually entrance like i said 1,000 feet and the bottom right is the inside of that that's the end of the report it is currently worked on any questions?. thank you. commissioners any questions or comments? >> i the the have a couple of
1:26 am
comments it is had a right for the 35 percent increase in the cost of the contract. having um, visited a number of the access points he early on and having it is your duty some of the facilities at the reservoir is an enormous and complicated project it is very complicated in the acceptance of the terrain and access at the many of the points i can understand how a project like this gets more complicated or requires more work and maybe around the clock work as you go so i understand the increase so thank you for the explanation. >> can we take public comment now? >> remote callers please raise
1:27 am
your hand if you wish to provide public comment on item 11. >> so i would say a long time ago when a company called jacobs was working on the mountain tunnel a lot of 6 money was spent. and i will say like 5 years ago trying to make a determination to spend a lot of money or to dig a new tunnel. and i would like to have some engineer add up all the experiences for this so-called upgrades and see how much money we spent on the upgrades and how
1:28 am
much would it have cost to go into the tunnel. >> this is what happens like a chainsaw bid low. and you give it to them. and jacobs and then they wanted more money and got more money this was not been the general manager was there. but um, we spent a lot of money like because we're not vigilant and to spend it because we don't have (bell ringing) or don't allow the engineers to do a need assessment. you see? millions of dollars and adds up adds up to billion dollars. and so you commissioners the new
1:29 am
ones um, go leery of this contractors ask them some questions and save the taxpayers (bell ringing) . thank you. >> thank you. um, comes to any attention how san francisco's got a lot of corruption in the news. and me being a member of the citizen oversight board for the school district we have contractors that always under bid like previous speaker said and come back for the change order that is a gross amount. um, when it comes to this
1:30 am
millennium i didn't hear my mention of the community benefits or social impacts money. because like commissioner stacy said this is a a lot of - terrain rough terrain and what not a lot of moving equipment how that effects the communities. and i'm not sure this contractor is doing community or rather social impacts not mandatory we know people are allowed to just say i'm doing social impact programs and give money to the organizations with no restrictions and they don't have to report what they use the money for and since they don't have to show data any delicious deliverables to the community and why i get this approved one concern raise no questions asked
1:31 am
and can get $34 million or no $9 million i don't know but the money that is flowing with no accountability no-go overlooked no expertise the community that oversights this committee promised us a meeting in april has not been done yet so pleases (bell ringing) (unintelligible). >> thank you. >> thank you. >> good afternoon nicole cfo and many of you might know we've been a strong supporter which is the interim repair the why of repairing the tip line over months or multiple years to make sure that it a continue to operate is a single line conduit
1:32 am
bringing the hetch hetchy watering into the service area wisp we are a strong critic and had the honor of going to helping to speak to one of the contractors on the added or the discharge pipings from the dam and speaking to one of the contractors the was telling me b about programs we're participated that was that concludes my report. the local unions and to get a job get off the streets and has an eminent job a heartening story. thank you. >> any other members of the public present like to speak.
1:33 am
>> seeing none, students can i get motion and second to approve this item. >> so moved. >> roll call, please. >> commissioner stacy, aye. >> commissioner arce, aye. >> commissioner jamdar, aye. >> commissioner leveroni motion passes. >> thank you. >> please read the next item >> please read the next item ms. lennar. >> >> 12. authorize the general manager to seek approval from the board of supervisors to extend and increase the delegation of authority under section 21.43 of the administrative code to execute power supply contracts: a) with terms in excess of 10 years or requiring expenditures of $10 million or more subject to an annual expenditure limit of $300 million per year; and b) with anticipated revenue in excess of $1 million or more subject to an annual revenue limit of $300 million per year, from july 1, 2025 to june 30, 2030. >> good afternoon commissioner stacy and commissioners. my name
1:34 am
is juvenile probation department laya i say director of the power supply for the power enterprise. today we're asking you to authorize the general manager to seek boards supervisor approval to increase the delegation of the authority of administrative code for the sale of electricity and related products and section allows us to acquire the energy supplies in the highly competitive market that provide power supply to customers at hetch hetchy the city full service power utilities and clean power sf for the cac program and in total two programs supplied more 75 percent of electricity consumed in san francisco to provide clean energy to our rate powers hetch hetchy and the clean power
1:35 am
sf purchase and sale in the wholesale electrical market the wholesale trlth market are dynamic and changes change for available supply and demand and international fuel and state and registry requirement and other factors. both hetch hetchy power and clean power sf my follow the policies established by the city and comply with state law and federal laws and market rules this includes requirements energy storage and reservoirs adequacy to contribute to statewide reliability and at as cca clean sf is meeting procurement under the state law and the san francisco public
1:36 am
utilities commission regulation. the power enterprise is a unique market position basis both hetch hetchy power and clean power sf directly competes with the many retail providers in california. to acquire our suppliers of electricity and electricity related products in addition both hetch hetchy power and clean power sf compete for retail consumers with the gas and electrical and private power allowed to supply large commercial consumers in the california direct access program. this competitiveness environment in the retail and heathens at a commercial space to maintain the electricity rates competitive and affordable the power enterprise is regular continuance procurement to meet the registry requirement secure the best prices and terms keep
1:37 am
rates affordable and competitive to fulfill the goals for a carbon free future and support for equity to one hundred of renewal energy. we are often negotiating short and medium and long term contracts for energy related products with multiple supervisors in an exceeded timeframe with the deadlines and commercial exceptions the commission as the board of supervisors recognizes to operate a commercial pace required in the competitive power market. and approve the use of a prop aa and conditioning author is general manager to execute this power of contract in 2021 the board of supervisors adapted ordinance number 176-22 created section
1:38 am
2143 of the administrative code and this authorizes the prop aa agreement with city contracts requirements that are unusual in the power industry and delegates the authority in excess of pretty much of $10 million or more and sell contracts with the revenues of one million dollars or more and section 2143 limits the puc use of the delegated councilmember chahal to contracts don't excited 25 years in duration and limits the purchase authority to totals expenditures of one-on-$1200 million a year and revenues of $20 million a year and section 2143 delegates to the general manager to execute the purchase agreements for products when provisions and since is adoption section 2143
1:39 am
is extremely important for the power resources that needs to supply affordable and compliant clean - unless extended by the mayor section 2, 3, 4 that will sunsets will help us compete as a commercial pace we are seeking to extend the did he give gated authority increase in newly june 30th and proposing to increase the expenditure for the purchase contacts executed under the delegated to $300 million since the section was 2k0u79dz electricity prices have increased driving up the costs they're due to procurement odors by the state regulators from the
1:40 am
supply chains and delay permitting, and um, delay permitting and interconnections the expenditure limit within our approved power purchase budget and 10 year projections which serves as the guardrail for the 2143 and seeking to have a maximum xultd under the delegation - delegated for the related products anticipated revenue of in excess from 20 to $030 million a year this change makes the authority consistent and finally i'm sorry increasing the mainly revenue for sale to the sections 2143 allows is enterprise to open its the portfolios for the states regulars and secure the value
1:41 am
for the rate payers and finally, to ask you to enter into the binding arbitration for parties not just investors rather than resource adequacy capacity and renewable standard investors and binding arbitration is better in contract and the flexibility will allow to make sure we track that for the products we need to meet the obligations, our affordability and carbon reduction under this authority the power enterprise will reports on a quarterly basing basis to the board of supervisors regarding side duration pout purchase and the cost of contractors best evidence rule into pursuant to the section that includes my prepared remarks we ask you
1:42 am
approve this and is general manager to seek board of supervisors approval to increase the delegations of and i'll be happy to answer any questions you may have. >> xhoim. >> questions or comments. >> commissioner arce. >> >> thank you for your presentation. i wanted to share kind of personal perspective how we spent a good chunk of 2007 to 2016 working on at that time segregation and became sf and to look back at the 8 plus years since the program was launched all the advocates and working with the assistant general manager barbara hale it is safe
1:43 am
to say has exceeded the exceptions of those early days and to look at a program now that is more affordable than pg&e that is greener than pg&e has so many opportunities in in front of us one of the keys has been to provide the general manager and his team the flelth to adapt to the rapidly changing conditions in the market and again, with some head widen we'll need more more and more flexibilities and talking about the advancements of completing the development of our own clean emergency or energy i want to say this is something i think as a commission we send a strong mergs message to the board of supervisors to grant our general manager and his team the flexibility and the authority under this a ordinance to come i think will be a great thing to
1:44 am
do that some of the strongest message possible to diverse the general manager and his team the authority i strongly support this. >> thank you, commissioner in any other questions or comments. >> sure (coughing) >> increasing the electricity cost is that the only reason for the - to be included. >> we're only doing the costs what we're seeing in the market-rate and that is due to the there a in the grid interconnections starting the supply chain is coming back since the covid and as you can see the renewable not just the state of california but and
1:45 am
seeing tariffs so we've take a look at the costs and we put together an analysis and we believe that $300 million will be what we need. >> that works for the [off mic.] increasing the demand. >> maybe the one on the left. >> all right. can you hear me? >> yeah (laughter). >> first day on the job so it is also, because of increasing electrical that is coming. >> absolutely we're starting to see a rise in demands the a slow in incline but for electrification in the demand. >> uh-huh. >> thank you. >> can we have public comment please. callers please raise your hand if you wish to provide comment

on item number 12. >> any members of the public wish to provide comment on this item. >> besides the commission we also have lahsa could; right? and this process has been a long one and i'm there has been very, very little um, um, done to the people and so - increased from 200 to $300 million. we do some
1:47 am
meaningful um, to the people. do the right thing that sfpuc would have many hurdles in the way early on i parents in all the commissions i was in the trenches in the end they agreed to clean energy whatever if means not a definition yet we call them stacks some are clean and some are dirty just mix it up (bell ringing) my thing that they have the and the people are a really to participate in clean energy now and in the future. thank you

1:51 am
by penalizing that happens to pass at the site. this project or the approves the goals for in state production of renewal gas and in line with the city sustained and offers the highest values for the renewal fuel and provides um, a bridge for in city demands for um, yours can't be electrified. again, this project will be in the plant we collect and treat 80 percent of wastewater and storm water and the contract includes designing and permitting and krulth and starting up a functional biogas operating system the
1:52 am
responsibility of the design build remains with one by and will clean the law biogas into renewable caboose quality removing the impurities in the gas to produce the high pure bio mebt an has the same hidden values as natural gas the scheme of compressors that compresses the gas lines for the pipelines and we also have a theory mall objection. >> july 12th puc had a design build and september 11th the puc received one proposal. the proposal was materially responsive and the - staff
1:53 am
performed um, to probable and further outreach or modification of the requirements will not um, result of in a large or lower cost proposal therefore we recommend awards to the responsible proposals for the pc l construction to read again, the condition action will be to award contract design build in the amount of one hundred and $21 million plus and with a duration of 1,000 in 20 consecutive days at the southeast plant and with that, answer your questions. >> >> thank you for your
1:54 am
presentation. >> commissioners questions or comments. >> commissioner arce. >> >> thank you for your presentation. and i want to ask you are to the general manager to - thank you. i understand that um, one of the concerns and considerations that i learned about that particular contractor sounds like maybe have been addressed and maybe help us provide some best practices or maybe, you know, ways to look at issues like this should arise in the future with an agreement where another hats spent a lot of time would go workers and lash representatives one of the things about that agency the project labor agreement are national models i spent with the workforce development and been in other parts of the country
1:55 am
they're looking at barricading was the improvement project the project labor agreement and agreement is annotate model and because not just get out of p l a to make sure the projects get finished on time and budget and bring the labor partners and employers to the table and the agencies folks like the pools and the team are well-versed how to get local employment for rate payers and for local contractors to help to build and city build and training i had heard come to my attention this contractor hsa had challenges at treasure island in terms of working with the agreement and adhering to you when you hear that it is concerning you we want to make sure the workers are getting the
1:56 am
benefits that the wages you want to make sure that everything is in the agreement is happening so i understand there has been thought how we address it and for the fortune when in my mind includes workers and the employers with um, what we can learn about that in terms of going forward with that core project. >> i think that commissioner thank you. i think were lessons learned from "contractor out of treasure island and i'm well aware of the issues and we all mreerndz that process with the issues were easement um, in the bids documents in the bid were - put together by the contractor. and i think that those issues have been written elsewhere have
1:57 am
been satisfied and the lesson is learned and us in the bid documents that i'm this letter of the law will be satisfied combordz in the project that is fair characterization. >> that's; correct in outrageously proposal koifkz about some contractor selection to make sure that we are in compliance with the dba and requirements for people and local hiring. >> your team. >> i really want to compliment the team because this was an issue that was raised and i want to compliment them for getting on that and making sure they had the dialogue and the issues we learned our own lessons. >> commissioner leveroni. >> is there any - i mean 9-1-1
1:58 am
opportunities pg&e or xoufgz (background noise.) >> yes there is a revenue opportunity with the natural gas we've think producing but need to be carve he we exercise that biosolids is kind of the overarching project is fund with it and need to impact the criteria that goes around the bond that will violate the criteria we need to maintain. so our team now working on first prioritizing to make sure we can have the reliable gas before we entertain outside users will a make that more complex and i had a couple of questions but first
1:59 am
appreciate how much work has gone into getting in project going and setting it up and not only the complicated engineering but is creativity thinking. i know we go (coughing) working e worked on setting up a novel public/private partnership but didn't get any workable bids so great to think thaty grouped and back with the design build contract and this project is going forward. it feels like a really um, environmentally beneficial and useful project i have a couple of questions to make sure i understand sort of the science and is engineering how that works. if we didn't converted this gas into our example and g will be altercating is and reilly's it
2:00 am
into the atmosphere. >> without that project we'll be flaring not a constitutional way for opponent for an site the bay area district will permit or expect mr. mayor for a short time. >> 3. report on actions taken at previous closed session meeting, if any. when we do startup for the and mr. mayor will not be aligned with your environmental justice permitting (unintelligible). >> yeah. >> thank you. >> and your report and presentation i mentioned failed gas a remainder gas even after the biogas converts what will that tail gas be compromised of and in of the biogas the law biogas produced as 60 percent,
2:01 am
40 percent carbon dioxide that separates directing the pure methane into the pipeline and the co2 to the objection desires - flips through the separation process to be rallied into the atmosphere is co2 has one percent methane and less than others impurities will be released into the atmosphere. >> and the last question he had there is a pg&e facility nearby will be i noticed that pg&e also has to build an interconnection station and i did assuming hoping that pg&e will be ready when we are.

test? i'm also amazed that the 1 hundreds and 121 in less than three years i didn't see where that will be feasible to put out the bids wouldn't be an increase in folks but that is amount of the money is um, pretty amazing. i'm concerned about our outreach to the community specifically for this contract i know in the past the company by draining jones for outreach and been indicted this year and i'm wondering if (bell ringing) his company is used or that is the decision to do outreach going to the organizations and if there is social impact programs perhaps braerng it is time the bay area gets

or annually i'm curious about that (background noise.) >> actually i'm going to ask the assistant general manager or connie to give you brief overall how we do keep this public informed and a - hopefully will give you a flavor and happy to build on that. >> hello commissioners. so first overall on every single project when they're bid they're competitively vested and each contractor is social impacts the papering is a term of contract including the project in every project and in addition, we take extraordinary mechanisms where we have created a public
2:21 am
dashboard for every single contract including the coughing one and other managers of program documents every dollar and every hour by every contractor and every beneficiary we don't participate hospital on this we're not involved in that that process the dashboard presents every single recipient on this public dashboard see where this is documented geographically the types of programs schools or whether it is environment and recently an additional extraordinary stop to get rid of any intermediatey with hopes before creating a public registry any individual any public school, any public would like to participate can
2:22 am
call themselves in and particularly because of the real good stories told because of histories folks call themselves and i'm in bay view and x programs around jobs and xyz and then that is pubically available to every contractor to be able to see who are the potential beneficiaries and there 23 public registry can an - part of what we did to make the process transparent and affordability and every thing then reported pubically and then the managers of the program including valerie can go out to the community and get engagement i think the ultimate accountability with the contractors are responsive to what the community is asking

you say social impact it is mickey mouse actually, i'm a contractor. and have a $20 million contract in my company i'm not not going to go to outreach. but there are people saying okay no $2 million is set aside for those, you know, a contractor is not 99 percent of the contractor are not involved no voluntary mickey mouse models under the term of social impact. why isn't social impact done over the nation and only in san francisco? >> don't try to avoid
