6:23 am
miscommunication between the residents and do you have a roll in that in terms of being the, sort of bridge and how does that? if you can explain a little bit more about your role as it relates to those, that would be great, thank you.we do is meet with property management weekly and we go over what is happening onsite. some of our residents that are not literate, we explain what the notices are. we assistant property management monthly when they 5(f hold their work orders, work orders is a big thing, we also assist the residents with doing the work orders and at some points, we do have some residents who don't want to deal with property management at all and we're that bridge where they come into our office and we get the information and we either send an email or talk to property management.
6:24 am
there is two residents in particular where we have gotten to the point where they don't speak to management, we're the middle people that deal with that. >> thank you. >> and if i may add, just to address the concerns, we do work directly with our tenant association and we believe that they understand what truly right for the residents and for the community. so we love to be able to take input during our joint meetings with tenantssociation as well. >> and then are you also able to have a feedback from what you hear from the residents to the property manage? >> yes, of course. >> thank you. >> thank you. >> any other questions? thank you. >> thank you so much. >> thank you. >> item 7b is the chief executive officer communication. ceo tony. >> >> thank you, good afternoon,

6:33 am
million. so that rfp the due date is going to be this friday on october 25. so it's been, out for four weeks, we've done all the out reach and then published in the newspaper and website. >> if i may add, the rfp was originally issued when? >> july. >> the rfp as we call, we brought forward to the commission was actually issued in july,it was unsuccessful and as a result of it being unsuccessful because we do have a process by where we must honor in terms of that we're following procurement rules, we went through that entire process. we noticed everything who had applied and once that time period was over, then we issue the rfp which c.f.o. is speak to go right now. >> great, and just as a
6:34 am
reminder body, the services component of the rfp for that contract, over 3 years to be coordinated with other city partners. . there is a sound coordinated of investment can you remind me what resident participation there was in that review body? >> so it's been on going, out reach to the tenants, a situation at plaza so the team has been meeting. >> i understand that, and i appreciate you reiterating the substance of engagement around thprto the issuance of the rfp. what i'm asking about is we made commitment that there was going to be additional participation from residents as part of that process.
6:35 am
a tenant resident council. can you remind me of high-level details. >> yes, when with the initial was issued and when we did the scoring, after receiving we hav that we put together to score. so in that panel, there was tourism frl plaza ace and more o.c. d and two staff. sol five panelist did the coast guarder and itwas not successful. for plan to go have a list like to one and city staff and then two staff. >> great. so again, two residents and coordinated with community leadership, they've been aware of that process. >> yes. >> just to remind people, there is a lot of details about these
6:36 am
things. i know it's sometimes hard to keep it straight. i know it's important the reputation that we learned tlut engagement process. continually repeat how we heard information. what we do with that information and how it's responded to as you're descbing right now from two residents from plaza east being on that review body.o.c. d and community development and to staff from the san francisco housing authority thank you for that. now with rega to the capitol improvement, can you remind us what that process is and what the status of it? >> so similar process, it's going to be public because of the--amount involved, so we have one isb, that is, bid. so one is vacant unit, so we're putting aside, 3 million. so that's going to we are plan to go issue that sfb tomorrow
6:37 am
so it's going to be up for four weeks, similar process once we we'll have a panel during the scoring so we volving plaza as well. and one member from the city and associated stuff. so it would be the same thing to process. >> great, can you remind us as late, i mean in comparison to the july rfp which hadity own siem line.us why a l period of time for issuance and the issuance for the capitol that will out for people to review tomorrow. >> part was making sure that we secure the funding, there is a whole process that we have to
6:38 am
make sure that. examine and 2 million from the city that's still pending but we decided to get the work started with the funding we have right now, through hud, so that was going through the woj and now getting ready to really start the foss. >>--process. in the one comment that i have bathat we're hearing from just making sure that ■ there is a communication that can reach residents, as i mentioned before, the repetition, i know it's a big lift amidst all the financial work that has to be done at the authority. this is one of two potser that are still i just want to make sure that all the good commitments that the housing
6:39 am
authority that's made to make dollars available to support needs onsite are being well received as part of this process. and so i would offer just making sure that staff are able to directly communicate with resident leadership and community about the process itself, the timeline what they can expect and how this came to be. >> community feedback. >> thank you. >> it's on me. as well as when we talk about all the work that have been proping to do on wtplaza as we' stated we've had dialogue and and with have brought all of that information several time to to support back to you as we relates to ifbs, once they hit the street and
6:40 am
there will be a time for questions and answering through that before we close and move forward. >> and i just want to make sure that we're talking about two separate items. the rfp closes tomorrow but there is an rfp for capitol improvements that opens tomorrow. that can be confusing for people. >> yeah. >> services is closing tomorrow. those are due by? are they time sham pz? yes. >> tomorrow, are they only in the submission online to rsv. >> okay, great i'll write. and in addition there is an open for rfp for capitol improvement as well. i want to even though thos here
6:41 am
that we've been commissions of other and given that tt hard to public what something that happened in tt important to yju things can get lost it's important to i want to offer that again and thank you for the work. >> and one correction, for the service rsp the first one will be up on july. onthe panel was there was two one is is from east, anding to the association. >> so, thank amendment and that detail just so understand it correctly. in the previous process that was not successful which until tomorrow evening at 5:00

6:43 am
>> item is the committee report. commissioner lindo would you give a report from last week's committee meeting. >> yes, i will. october 16, 2024, there were a number of housekeeping items on the agenda. the first dealt with paul edwards llc for additional funding, the second one dealt with paul edward llc for an extension for a year. the third had to do with the low inco housing program. the fourth had to do voucher program which i understand is going to be a bit of an amendment. and the 5th has to do with updated payment standard for the hpc program and the last
6:44 am
one has to do with plat rate grants for the low income housing program. thank you for that report. don't see any. then we can go to the a for mention items under number 9 for consent items. i'll read them off off d pull any items for discussion. item 9 a, is commission special meeting minutes of september 27. and 9b resolution to approving to enter into amendment number 4, to increase the contrat amount between the authority and paul llc for additional $200,000. for total not to exceed of

january 11, 2025. item 9f resolution approving chief executive officer to the housing voucher program of the housing authority of the county of san francisco affective january 1, 2025 and item 9g resolution approving the new flat ■rent for low income housing authority of the city and county of san francisco affective january first, 2025. and before we ask commissioners if there isan we would like to pull housing authority would like to pull 9e, for a clarification regarding the staff report. kendra if you don't mind. >> yes, thank you. good evening, commissioners. --. the process is to pull the item and then that would be action item, she was you're on the consent calendar right now. >> okay, my mistake, it you
6:47 am
beat me to it diane. thank you for the clarification. so for the consent agenda, we can ask to pull 9e as action item and ask for any additional items that commissioners would like to pull from consent agenda. okay. then we can open for public comment regarding the con gent agenda excluding 9e. i don't see any public comment. we can close public comment and ask for a motion to approve the consent agenda and just for claire fick this is for 9, a, 9ed c, 9d, 9f and 9g, st >> motion to approve. >> and a second. >> i'll second. >> roll call vote. commissioner pikes. >> aye. >> kim. >> aye. >> lindo. >> aye. president torres. >> aye. so moved thank you. that action 9e, resolution approving utility allowances for the housing voucher program

6:50 am
just voted on, when we make changes in this manner, that directly affect an impact reses and their financial obligations, is there any immediate for everything that may be living in the sites like a resident commissioner to abstain from that vote or because, i want to understand the nature of why we're all able to vote on this item, if i may?ña >> commissioner linda mason general counsel, there is not a direct financial impact or interest to the resident commissioner so they're able to vote if there was a direct financial impact it may be different we would have to look at that particular issue separately. >> what would y■9ou define a wh a direct impact be, there is a fee schedule that does have pertain to an individual when
6:51 am
they receive a bill. so how is that not a direct financial impact in a case like this? >> my, my evaluation would simply bethat based on the individual vote is it going to impact her directly versus the same impact of the same population and in this case, it's not. we've had commissioners just a remind that have stated that they own property or for a very specific it's property near the site that has not happened in quite a few years. >> thank you, so much. >> also the did denimous. it's not considered a financial impact. so that's one thing that we'll look at as well. >> great. are there some example of what
6:52 am
