extensions to expire. and dbi finally expired building permits this is the section that out lines the time allowed for a building permit and number of days of extension allowed. permits with value of less than 100 thousand dollars have 360 days and can get a 360 day extension. a 35 thousand dollars foundation permit mccormick residence den improperly finaled 1, 210 days after issuance. hernandez to prove the foundation special inspections 1, 121 days after the permit issued. and inspector powers field inspector finaled the 760 days after expired this is one of the two 1600 lake street permits that autoexpired.

i'm lisa from china town community development center here on behalf the code enforcement out reach program. last month we were tiebl get the 10% funds release friday the add back process we got back 480 thousand dollars. however, there is the 200 thousand dollars missing for the out reach in hud buildings. hud tenants across san francisco facing health and safety threats due to poor living conditions includes mold pests and heating. the conditions can lead to health problems such as respiratory issues and increased vulner ability to illnesses in children and elderly. we hope that dbimit to the out reach efforts releasing the necessary [inaudible] like when fred said it is crucial to continue to inform attentives about rights importance of reporting unsafe conditions. we want to continue to empower

floor in the living room. and has upon plumbing issues and no working appliance this is a few of them and when you ask why they have not report today or why they give up reporting it. the thread we see is we will tenants don't trust the city agency fist they are lead down and ignored for too long. what my team does is after building trust is our team come along to document and report the needed repairs. and that also stay with kids until we ensure the repairs have been done and they near a habitable living situation. our called it is clear and we think an easy choice is we ask that you advocate for the mayor to release that 200 thousand dollars left on the table.

>> good morning. building inspection commission i'm patrick o'riordan director of building inspection. i have two exciting announcements to with you today. this month dbi released new building code guide lines adaptive reuse code revisions and converts downtown office build to apartment buildings. our goal to help developer building to housing. without sacrificing residential safety requirements. we believe the guide lines strike the right balance and should add more certainty to the design and should add more certainty to the design and review process. guidelines are in information sheet g29 and sum rised in the resource sheet. both of which are available on our website. this did not happen over night.

next item 4d update on inspection services. >> good morning commissioners i'm matthew green inspection services please to update you on the activities and performance of our inspection services division. in sept of 20 torthe building electric and plumbing divigsz conducted 10, 220 inspections. 91% were conducted within two business days of date requested meeting the target of 90%. in the same mouth conducted 727 inspections with 62 of them routine of common yours in multifamily housing. >> next. >> the building electric and plumbing received 365

you can come forth. all right. good morning president and vice president commissioners i'm chris rifwara compliance manager for dbi. given this is the first hearing for the client's control program i want to give context in our administration. there are 2 ways to get on the expanded compliance control list the first if you incure 3 violations within 18 months. the second if there is not three violations if a violation is a gregious and creates a risk to health. safety or property we could deem that person a candidate. today, we believe that the appellate qualified under the first of 3 or more violations within 18 months.

i think questions of law fighting violations the code is not an old violation it has to fall under 4 categories the first being one, misrep centation of existing conncification and review. work for demolition of features without or beyond the scope of a permit. throw, work under a permit performed without a license or for other compliance. violationsil discuss today all fall under other number two the structure ral work or demolition or number 4 other substantial noncompliance. violations occurred march 11 of 2022 through june 27, 2023. that is the 18 month period. i will go over the violations and why we believe the it will qualify. the first one was in 2037 shafter street o. march 11 of 22

december second of 22 a permit application was fileed remedy the violation. that permit was approved and issued on march 23 of 23. and all the work was completed final by april 10 of 23 and thepd complaint was closed. so based on my reading of the appellate's prehearing saying he was not the contractor to create the structures and said they were already almost fully built by a priorzd contractor or owner and i was hireed resolve conflicts of interest. i cannot confirm or deny this is the first time we are aware that he did not perform the work. it was all started on housing inspection services they conducted a site inspection regarding an abatement. they issued nov and sought appellate on the property performing the work.

24. and the complaint was closed. first the complaint argues inspector only inspecting 350 hedge and not 352 hedge. dbi has the authority to site any benched code violation in the course of performing inspections. while he is out in the project and cease unsafe conscience. that should not be a valid argument. also argues this he believed nov was improper because they were not done with the construction of the walls. so. the plywood sheeting walls at the first and second floors were framed without dbi inspections to determine if it was installed correct low. dbi did not have the opportunity to inspect the blind wall. even the appellate was not done with the work with the construction wall dbi needed an

i've been practicing and get to know everybody and everybody knew me pretty much documenting the history i don't just shoot events. i'm telling a story in whatever photos that i post on facebook it's just like being there from front to end, i do a good job and i take hundreds and hundreds of photos. and i was specializing in chinese american history. i want to cover what's happening in chinatown. what's happening in my community. i shoot a lot of government officials. i probably have thousands of photos of mayor lee and all the dignitaries. but they treat me like one of the family members because they see me all the time. they appreciate me. even the local cops the firemen, you know i feel at

home. i was born in chinese hospital 1954. we grew up dirt poor. our family was lucky to grew up. when i was in junior high, i had a degree in hotel management restaurant. i was working in the restaurant business for probably about 15 years. i started when i was 12 years old. when i got married, my wife had an import business. i figured, the restaurant business i got tired of it. i said come work for the family business. i said okay. it's going to be interesting and so interesting i lasted for 30 years. i'm married i have one daughter. she's a registered nurse. she lives in los angeles now. and two grandsons.

we have fun. i got into photography when i was in and high school. shooting cameras. the black and white days i was able to process my own film. i wasn't really that good because you know color film and processing was expensive and i kind of left it alone for about 30 years. i was doing product photography for advertising. and kind of got back into it. everybody said oh, digital photography, the year 2000. it was a ghost town in chinatown. i figured it's time to shoot chinatown store front nobody. everybody on grand avenue. there was not a soul out walking around chinatown.

a new asia restaurant it used to be the biggest restaurant in chinatown. it can hold about a 1,000 people and i had been shooting events there for many years. it turned into a supermarket. and i got in. i shot the supermarket. you know and its transformation. even the owner of the restaurant the restaurant it's 50 years old. i said yeah. it looks awful. history. because i'm shooting history. and it's impressive because it's history because you can't repeat. it's gone it's gone. >> you stick with her, she'll teach you everything. >> cellphone photography that's going to be the

dealer anymore in san francisco, i found openings and decided to opening my own store in north beach in 2016. north beach was a great place to start. i got a neighborhood feel from it. i got involved in the community, but as far as business turnover, fisherman's wharf is 2 fold, 3 fold because there are so many more people here. we have been here going on 3 and a half years. i started as a hobbyist. i started collecting movie posters in high school. not originals. just favorite. when i mouved to hawaii there was a gallery that specialized in viptage posters and that taught me about the variables beyond movies and that is where this is my career path and what iment to do. i with irked for them for 8 years, took a portion of pay in store credit so i

built a collection basically and turned it into a brz. business. hobby turns business and forch int. i got bitten by the poster bug it spiraled control and i needed to a store to outlet my collection. san francisco has always had a viptage poster dating with 1970 with chicago new york and paris san francisco city with a area to buy vintage so people appreciate the time capsule and history. all are vintage. most in the store is at least 40 plus years old, some back to the 1800s so we have some 140 years old. they advertisement,b war propaganda from world war 1 and 2. movie and with travel posters and alcohol and tobaccos. thin pieces of paper meant to last maybe a mujt or 6 weeks. the lowest point was the pandemic.

having to close the gallery so i didsant have a web store biltd or outlet and barely a instagram and told all the customers 'ton line. can't be sure they are authentic or true colors or size or condition. it was very frustrating. it was a struggle until this opportunity presented itself and when i moved into this location on the wharf, there was still nobody here yet. we hadn't officially reopened but i rolled the dice, spent everything i had left to build this place out, and give it one last shot. it worked out very well. it worked out very well. >> here we have the 1971 for the fight. ali and frazier first meeting. the one first professional loss. there is a lot and understand the esthetic and message and nuances within the graphic. the champagne [indiscernible] wonderful piece. it carries both styles.

it has the [indiscernible] in his garb. he has shoes and fits earlier periods, but done in the style of art deco and that is what we offer and part of the experience knhing into the store. we will walk through the purchase and explain how we preserved it, what are the imperfections and what does the imagery mean. you have the older story and the newer story, pasted over the top. we will give you all that information. everything. it may not be your favorite piece until you heard the story. i are think i always had in the back of my mind a second location outside the state. i dream is tokyo, but i do a lot of consulting in las vegas with pon stars group so thought about opening a shop in las vegas. we like to branch out at some point. we are from here and where the company started and where we'll stay, we may just also open another store. i love being here. this is where my family is, this is where i was raised and not

executive director of hol hol city farmers market. i've been with the market for about 12 years this. market was started in 1991 by a couple of people that knew this was a food desert, there is a lot of liquor stores, and there was a need to be able to buy fresh food. we have a two-part mission. first part is to support small and medium size farmers. the founders had the foresight to put the farmers in charge. most markets are run by associations that make the decisions for the farmers. our farmers make the decisions for the markets and it's very unique to us. the second part is make produce affordable to the people that live in the community and this community as you know is one of the lower income communities in san francisco.

you'll find that some of our farmers will sell their produce here than they do at markets that they go to. it's special and the neighborhood needs that so much because we provide that service for them. i think rewarding part for me is when i started the market i start today do out reach in the community to try to convince them to eat healthier and visit our farmers market. i would go to the sros and give talks. some of the people that i initially spoke to, i got them to come to the market and i still see them today and it always warms my heart when i feel thati have done some good and affected some other people's lives positively. there is nothing more than reward than that. i want to thank city hall to produce food and join our market. this is a city for every one. we should treat each other with kindness and empathy and all of
