>> good afternoon commissioner stacy and commissioners my name is betsy i'm the wastewater capital program director today, i'm presenting to our q four wastewater capital program report covering april 2024 to june 24th and normally presenting towards the end of september but we're here this is report it has been made available to the commissioners and generally, we would present this report and have a high-level summary and welcome this is the cover page a photo of looking at inside the vaufrts and you'll see pictures of john and the scale of one of the

degestures so along with the normal update we want to highlight the projects on the far left it is a the southeast project and this project is currently 2.3 per complete compared to under 70 percent in the last quarter? the installation of a substation that serves one of our culmination buildings in the southeast plant. and in the middle is um, one of the contracts projects um, called the channel project that is a photo of some of the workers installing the foundations 2023 intersection of caesar chavez street in san francisco say this is a critical project for us to

shore up our critical - carries the majority of flows on the by way of the city last but not least is our facility distribution system upgrade this is a photo of our folks getting some training on the testing of the system. and as you can seee contradiction completion date of the háókprojects. this phase on project we are holding instead 70 projects valued at $4.4 million the blue text between the left and the right slide is the changes since the last quarter the the delta, if you will, between march and adjoin of 2024 as you can see overview complete a little bit

overall than the last quarter. one project moved from the completion to close out to the completion phase and one from the design to the completion phase between the quarters. and no chances for the other projects. and here is a cost summary of sources improvements program. and both in the sfpuc stage one and the ssi p makes up the projects within the system improvement program and as you can see, we show the the expenditures to date the cts and the approved and the last column the cost various between march quarter and the june quarter a reference from the top left where this information is shown in the quarter report as

well. um, so typically we focus on the last column that shows in chance between the um, march quarter and the current quarter in the program. this is a similar slide on the second piece of quarterly report a facility infrastructure program within the um, wastewater capital programs and again, you see expenditures current approved and forecast biggest and the last column has been no change between the march and june forecast budget in the program and um, sorry for the small text this is a slide we want to show you some of the milestones change on various projects within the program we have a project that has

milestones as you can see 4 projects achieve that are for 55 and 65 and 95 and one hundred there projects in the procurement phases and advertisement into awarded contract and last but not least the projects are in the construction phase. the photos on the right you highlight one of the projects in design in the green infrastructure projects on the top and also on the become a renderings how we would envision the project looks like in completion this is in the mclaren park area of san francisco. um, we also highlight two of the major investments that we have been making at the south park the by the facility project as you can see progress update here this strongly in the

peak of construction compare the photos to this one and the cover one so the cover and the side is one of these digester tanks and placing covers over the tank a milling and overall this project is at about percent in construction politician is 53 again peaking in construction and lots of activity and another major change in bullet 5 the project we have now moved from a partnership into the design for the city approach for this project will be a sub project within the e f d and later on with the project manager and very exciting progress. last but

many. >> this is an overview of hetch hetchy regional water system shown in the approximate 2.8 million residents and tem is businesses for 4 counties and janitors over 1 hundred 6 billion energy and the mountain tunnel is 19 miles long and important component of the hetch hetchy and constructed 90 years ago and will be rehabilitated on the contract. >> this slide shows the close up of the tunnel the 19 component of that and starting at reservoir that is the facility is constructed that includes one hundred and fifty deep shaft diameter at the tt bypass pipes with

additional valve that controls the flow and concludes to asss the tunnel inside for approximately 10 miles a structural repair is conducted during the outages to increase the light duration of tunnel. this slide shows some general milestones for the construction project. is construction was in january of 20 and 21 and 5nó outages were scheduled to perform work during the system ouges and we completed 3 of the 5 and for those others to be one hundred days long. >> the project is still

anticipated to be completed in the final quarters of 2026 and this slide right here shows the some of the task oversees for pro-96, 6 task order is the one for construction and as you can■ see as the mentioned in the current budget w this $.5 million and will go to 34 and increased for the task order for the construction management specialities services why in the contract is asked significant increase for the need for inspection? due to multiple site locations that the contractors is working at over a 19 mile

sf purchase and sale in the wholesale electrical market the wholesale trlth market are■l dynamic and changes change for available supply and demand and international fuel and state and registry requirement and other factors. both hetch hetchy power and clean power sf my follow the policies established by the city and comply with state law and federal laws and market rules this includes requirements energy storage and reservoirs adequacy to contribute to statewide reliability and at as cca clean sf is meeting procurement under the state law and the san francisco public

utilities commission regulation. the power enterprise is a unique market position basis both hetch hetchy power and clean power sf directly competes with the many retail providers in california. to acquire our suppliers of electricity and electricity related products in addition both hetch hetchy power and clean power sf compete for retail consumers with the gas and electrical and private power allowed to supply large commercial consumers in the california direct access program. this competitiveness environment in the retail and heathens at a commercial space to maintain the electricity rates competitive and affordable the power enterprise is regular continuance procurement to meet the registry requirement secure the bestrices and terms keep

rates affordable and competitive torthe goals for a carbon free future and support for equity to one hundred of we negotiating short and medium and long term contracts for energy related products with multiple supervisors in an exceeded timeframe with the deadlines and commercial exceptions the commission as the board of supervisors recognizes to operate a commercial pace required in the competitive power market. and approve the use of a prop aa and conditioning author is general manager to execute this power of contract in 2021 the board of supervisors adapted ordinance number 176-22 created section

responsibility of the design build remains with one by and will clean the law biogas into renewable caboose quality removing the impurities in the gas to produce the high pure bio mebt an has the same hidden values as natural gas the scheme of compressors that compresses the gas lines for the pipelines and we also have a theory mall objection. >> july 12th puc had a design build and september 11th the puc received one proposal. the proposal was materially responsive and the - staff

benefits that the wages you want to make sure that everything is in the agreement is happening so i understand there has been thought how we address it for the fortune when in my mind includes workers and the employers with um, what we can learn about that in terms of going forward with that core project. >> i think that commissioner thank you. i think were lessons learned from "contractor out of treasure island and i'm well aware of the issues and we all mreerndz that process with the issues were easement um, in the bids documents in the bid were - put together by the contractor. and i think that those issues have been written elsewhere have

and navigates this 22,000-pound truck through the city. >> we involve the public here -- to adhere to traffic laws. these routes were developed back in the eighties around the capability of the sweeper. things have changed since then so we have to adapt. luckily, public works is embracing technology and working on a system to alter our maps. this is literally cut and paste -- cut and paste. we will have a computer program soon that will be able to alter the maps and be updated instantly. we will have tablets in the checks for all of the maps. we will send a broom wherever it needs to go and he has the information he needs to complete the safety. what is needed about these tablets as they will have a g.p.s. on it so we know where they're at. you do get confused driving along, especially the inner sunset. recall that to the be made a triangle.

we have four different sections that are working today. there is operations, and operations basically is our contact with people out in the fields. they are finding out how things are going, and if there are problems, they are letting us ow identify through our action plan what needed and dispatch those resources. they will fill out reports and then the report gets to planning you will identify if additional resources need to be happening over a long-term timeframe and then they will provide for that by talking with our logistics staff. e logistic staff logistics staff is the one that will order labor, materials, they will do that, first of all, looking within our own organization, then if we don't have that within our own organization, they will contact the p.o.c. and then they will look at getting resources to us. and then last but importantly as our finance staff. and they are here to make sure that we first of all fill out all the paperwork so in an actual event, when the federal
