i apologize for removing from the consent calendar. i didn't want to speak on election day, but i didn't want to let this go without saying something because i'm so excited for the package to pass and confident the nishtivals will a step closer having more homes built at 3333 and 3700 california street. it st. critical to get new housing in the neighborhood special the senior affordable homes that enable elders to age in the city in the neighborhoods they love. i heard nothing but glowing support for this project and that includes residents groups like the pacific heights resident association, presidio heights association of neighbors and many more, and let me be clear, this support was just not given, it was hard earned through extensive community outreach and meticulous response to neighborhood feedback. i want to thank prado group who is absolutely amazing and office of econom

meeting to the board oof supervisor and thank you for years of service to dist rth 2 and entire city. i know you will continue to do great things for san francisco and we are looking forward to the work that needs to be done in sacramento and what that means to san francisco as a whole so congratulations. now, there is a lot that i could talk about, but i want to really talk about some of the fears and the concerns from our immigrants communities, especially in light of the presidential election. there is dangerous rhetoric around threats of mass deportation and separating families. people in the community are already asking two months before the presidential einauguration what we can do to protect immigrants and maintain our value jz let me start with this, we are a city that proudly supports our immigrant communities, we don't give into fear and anger. we support our sanctuary city policies.

let's take it back a minute. i was sitting in these chambers as president of is the board of supervisors the first time donald trump was elected president and at that time there was a lot of fear. but this city stood up for what we believe and when i became mayor we continued to stand up for our immigrant communities. but it just wasn't about send ing a message about our values we also invested in programs to support the community, providing legal defense and providing support for unaccompanied miners who were left at the borders in cages and we insured our immigrant communities had a chance to thrive in our city. and that's who we are. so, let me be very clear, to san franciscans who are living in fear, we will always stand with you and do everything we can to support you even though we know there will be a shift in leadership and i hope that the board and the incoming administration

believes that too. during my time as mayor, with partnerships from the board of supervisors, we have increased immigrant legal defense funding for programs, organizations like [indiscernible] by 40 percent. nearly $7 million and have provided them with significant resources to purchase a new building which they are rehabbing on market street. we increased funding to deloris street, mission action for immigrants support to $3.5 million, we increased funding for our office of civic engagement and immigrant affairs, which provides access to resource services and opportunities from $2.8 million to 4.1. the public defenders office, immigrant defense units budget has grown to $2.4 million reflecting increases in legal support and there is much much much much more that has been done

and hopefully will continue to be done. right now, we are working with our city agencies, including the city attorney's office to discuss ways in which we can protect our residents from any new potential threats in the upcoming administration. but i know the people in this chamber are committing to do so as well. in the coming weeks leaders in the chambers and the city will chart a new path forward because that is who we are and i hope we'll push forward and not backward. my hope is that so much of this rhetoric and the worst is not come to pass, but either way, i believe in this city as one that will always stand for immigrants and their families and not give into fear. i believe in the power of our immigrant communities, dating all the way back to the land in which we inhabit under the romtuse oholone and their legacy.

this land that once belonged to mexico and mexican immigrants who continued to come into the city, this land where all can look back at family heritage and discover some level of folks who have come here whether forced or not, we all represent any type of legacy of immigration in our own heritage and it is important that we remember that and not give into fear and do everything we can as a city to maintain and fight for our values and the things we believe in. thank you. >> thank you mayor breed and thank you for your second to last appearance at this board of supervisors, and we-- >> [indiscernible] >> i have four more. three more. madam clerk, please read items 5-9 together. >> 5-9 are 5 items pertaining to general obligation bond. 5 is ordinance to appropriate

approximately $6.1 million interest earnings from the 10 and 14 earthquake and emergency response bonds to fund planning to design phases of emergency fire fighting water system projects protecting from fire following earthquake in 2024-25. 6-8 authorize the issuance and sale of one or series bonds on tax exempt or taxable basis of city county of san francisco general obligation bonds to provide for establishment of accounts or subaccounts to authorize sale of the bonds by competitive or negotiated sale to approve the notice of sale and the notice of intention to sell the bonds and to direct publication of noting intention to sell bonds to

approve the form of the purchase contract and form of the preliminary official statement and the execution of official statement relating to the sale of such bonds to approve the form of the continuing disclosure certificate and authorize approve modifications to the documents. item 6 authorize $225 million for series 24b earthquake safety emergency response. 7, authorize 7 $70 million for social bonds and 8 authorize $152 million for series 2024d social bonds for affordable housing and finally for item 9, this item authorizes $300 million for proposition a, 2024 to provide for the levy of a tax to pay the principal and interest thereof to provide for apointment of depause tories and agents and establishment of accounts and to adopt the appropriate findings

nationally. san francisco must continue to lead by example insuring healthcare access is not only preserved but safeguarded for patients and providers alike. this urgency is underscored by incidents as recent as this weekend where patients and escorts were hurassed and filmed against consent in clear violation of bill 1356. such incident highlight the risk faced by reproductive health facilities and need for stronger protections. at the federal level the trend of dismant blg reproductive rights is grown more aggressive. demand san francisco stand as a defender of reproductive healthcare setting the gold standard for safety and access nation wide. the ordinance before you takes significant steps to address these challenges. it expands buffer zones around clinics for 25 and 50 feet to 100 feet

aligning with state laws under a b1356. these expanded zones are more then a boundary, they represent commitment to protecting patients and healthcare workers. this legislation addresses the broader climate of hostility exacerbated by the daubs decision to restrict and obstruct essential healthcare access. locally campaigns like 40 days for life intensifyed this environment. with incidents that delay services, violate right jz threaten public safety. the ordinance strengthens enforcement by requiring annual training for san francisco police department officers on laws. it also mandates coordination between law enforce mentd and healthcare providers to prevent and respond to disruptions effectly. another critical provision

target deceptive practice impersonating healthcare providers. classifying acts of harassment this insures patients can seek care without fear or manipulation while allowing providers to focus on delivering vital services. f it is important to emphasize that reproductive heth facilities provide far more then abortion serves. they provide essential care, cancer screening, prenatal service and contraceptive council. [applause] so excited about doing this antonio. i will tell you about antonio diaz. who was present at the first ever national people of color summit held in washington dc in 1991. a watershed event many consider the launch of the environmental justice movement. he had been a cofounder of

[indiscernible] in austin texas and at this summit had him sit back to the mission district leaders to who go to found people organizing to demand environmental and economic justice in san francisco. little did he know love would bring him to the bay thanks to his wife beth and would go to lead-as the founding director. for 30 years antonio tirelessly tirelessly stewarded the vision to imagine and bring about a world every day people can shape their neighborhood and local economy. while his title and role as organizational director is making sure the organizations around the next generation, he is also the type of leader that rolless up sleeves to knock on doors take notes, organize block partens and chaperon cross country road trips with neighborhood youth.

antonio imialate the spirit of environmental justice. today the organization and environmental justice movement that antonio played a simnel role in stewarding is bringing meaningful change in san francisco. the seeds of change antonio planted so many years plurished to thriving and community center environmental justice movement in san francisco. youth families and elders are at the for front of creating the world we want to see. latino voices are at the foruefront of planning nairnds advocating for legislatesive change and mobilizing votes, reclaiming public land and strengthen community know how. leadership and support of staff and members resulted in transformational material benefits, such as securing land and public investment to develop more then 1700 new units of

affordable housing. creating-you can cheer for that. creating parking- [indiscernible] organizing during countless election cycle tuesday mobilize hundreds of people to support progressive ballot initiatives. supporting earth justing programs such as 7 acre hummingbird farm in the southeast corner of the city and [indiscernible] bipoc lead mobility freedom effort that supported hundreds of working adults and youth with bicycle access. under antonio's leadership supported larger formation of community power cofounding the mission antidisplacement coalition, the common roots youth leadership program, san francisco rising, i was there with you for some of those meetings and the california environmental justice alliance. antonio impact is not only seen in the community, but also in the growth of the organization.

long time staff remember grassroots beginnings when [indiscernible] housed in a windowless 15 by 15 room making fliers by cutting and pasting images on paper with scotch tape and running through a photocopier and organizing shows in the mission district. today the organization is housed in a stunning light filled space adorned with gorgeous murals with hundred percent affordable housing project. across from the city first ever environmental justice park that was fonded by the leaders. one staff member [indiscernible] i could easily say as many amazing things about remembers sharing a cross country road trip with antonio in 2007 with two 15 passenger vans to represent our community at the first u.s.

social forum in atlanta. i was there with you at that too. on the road they joined multiple buses full of movement family and allies and entered george ia full of hope, ideas to begin building another world today. today our san francisco communities are deeply grateful to antonio for years of service which cultivated countless seeds of resilience. models another world is possible today. antonio stands alongside hundreds of latino community leaders in the mission and excelsior organizing and unafraid to cocreate a just transition where the most impacted of us stand and fight for what is right. antonio, i admire you more then i can say in words and i thank you from it bottom of my heart for your tremendous work for so many years. congratulations. >> thank you thank you. i am humbled and honored this commendation. especially say coming from supervisor ronan who before being a supervisor and representing the neighborhood past 8 years, we were in the-working in the same building inspiring and organizing for the latino community in san francisco. just wanted to thank once again those profound words and just say, proud as i am of the work polar has done, to have policy around public health, around affordable housing, more recently around climate justice and equitable helty homes, i'm proud of the work we have done to leave our fingerprint in san francisco. as you mentioned-- hummingbird

roburto [indiscernible] on the work they have done in san francisco and the excelsior. please come forward. [applause] founded thin mission in 1984 by nester and ramon to provide income tax and accounting services to the community and district. in 1990 as the business grew they moved to the mission from the mission to excelsior where they still operate and are located. if you have been into their business, it is one of the most meticulous, clean, organized businesses you stepped into and that says a lot about the personality of the leadership and how they want to present to their clients. in 2002, [indiscernible] acquired the business and joined the corporation.

the castillo brothers while students at san francisco state university. roburto son also sf state alum joined the part ner. continue to expand reach to offer service to greater bay area not just san francisco. they enjoyed great success advertising services and informing the public about taxes and finances of 12 plus years of radio segments on kiqi, k a td and espn. also very proud to have been named recommended business by the pink spots and lgbtq directory. they take great pride in the fact that their clientele is true emage image of san francisco community, providing consulting and tax servicess to numerous small businesses culturally comp tent income tax prepivation and services to thousands of

individuals and yet, they go out their way to be very proud of being a latino owned business and serving about 50 percent of the clientele is latino and i think that is important in this day and age, particularly in the context of everything we have been talking about in the chamber today. roberto and [indiscernible] family immigrated to san francisco in the summer of 1966 and proudly a product of san francisco public school system having attended horace mann, [indiscernible] san francisco city college and san francisco state grad graduating in 1976. recruited by general eelectric from 1976 to 81. joined the gliden company as western regional credit manager and completed studies graduate school of

credit and financial management at stanford university. robert senior story and success is truly reflection of san francisco. we are continuing to fight for and the great contributions of our immigrant communities, many of which need to be uplifted and celebrated in the next four years in particular. proud to have had the opportunity to honor his work here today and his success of him, his family, his son, and how they served san francisco for the past 40 years and that is a big big success. roberto, please if you like to say a few words, we will be honored to hear what you have to say, but thank you for joining us here today. supervisor for the city of san francisco. ahsha has been tremendous in servicing the business and the general community in the excelsior district. i'm certainly proud to be part of his district, and we will continue hopefully-i don't promise i will be there for the next 40 years, but certainly we will do our best to continue to serve the community, and we now more then ever, the community needs to be provided with tax guidance, because there is so much fear out there. there is so much fear. people accusing people of collecting social security when they don't qualify for unemployment. all those things need to be

clarified and explained to people in the community, and we will be there. we will be there because we are part of the excelsior, but most importantly, we are part of san francisco. thank you so much. introduction. i'm introducing ordinance to designate leland avenue between bay shore and core street and visitation valley as neighborhood commercial district. leland avenue is vibrant corridor that also marks the beginning of the city cross town trail and never designated as a ncd. this process has been lead by community and the merchants along leland avenue in partnership with our office, the office of small business to cultivate a more vibrant pedestrian friendly commercial corridor. this serves diverse and--meet the needs of diverse local community while preserving the unique character and charm of the neighborhood. leland avenue is also located within the visitation valley special use district as well as in close proximity to bay shore caltrain. i like to thank the merchants

overwhelmingly two weeks ago state wide and city wide prop 36 won all counties and all 11 san francisco supervisor district. the resolution i am introducing today urging relevant city agencies to promptly and fully implement prop 36. in particular, it is newly created criminal offense known as treatment mandated felony allowing local prosecutors to charge a felony illegal drug possession after two prior convictions so third offense offered the option to participate in drug treatment to avoid jail time. offenders charged with tmf offered shelter, job training and other services to break it had cycle of addiction and homelessness. offenders who complete drug treatment programs see the drug charges expungeed. the resolution proposing additionally urges we prioritize enforcing

against public drug use in equity priority communities. vulnerable neighborhoods harmed by ciotic drug scenes and street level drug markets. the passage of prop 36 provides a powerful and flexible tool to shut down the open air drug scenes, restore public order and send a strong message public drug use is no longer tolerated in san francisco. as san jose mayor said, it isn't about returning to mass incarceration, it is launching mass treatment. we need mass treatment and treatment mandated felony strike the right balance on public health and safety. voters spoke on this measure and expect needed progress to come of it. we should heed their direction and implement prop 36 fully and promptly to start delivering on the promise of drug free sidewalks and ending the phenomenon of drug use in san

access to affordable housing. as one of the founding leaders of the 6 thousand member united educators of san francisco, dennis fought to secure stronger contracts for teachers and paraprofessionals. he was elected to lead the union and unprecedented four times. dennis secured successful contracts for teachers. as other unions support small gain s, dennis helped teachers secure a 12 percent salary increase. championed policy increase affordable housing our teachers desperately needed and continue to need that resulted in the apartment in the sunset district and lead changes in labor education policy to attract and retain teachers and improve schools not only in san francisco but state wide. after half century of service dennis honored state wide with [indiscernible] given to a a ft member for commitment and involvement in education, politics and the trade union movement.

success. first comprehensive road map for tackling our city drug crisis. as you may recall, back in january we requested the budget legislative analyst prepare a detailed analysis of 4 pillar plan and compare to what san francisco is doing, map what it would look like to implement the 4 pillar plan in san francisco. the bla completed a 118 page report released today that maps out a proven path to addressing addiction public drug use and crime. want to commend fred, [indiscernible] terry, for their expensive work over the last year. they worked with local, national and international experts and departments including officials from san francisco, new york and zurich to explore

successful strategy and flag improvalment to the local response. the report was delayed by slow responses it was in my opinion worth the wait in the document you will find many answers about our current drug crisis response, including many things we asked about here at this board repeatedly and not gotten data and information as now laid out in the bla report so commend to you all to review that report. iologist also want to thank former legislative aid and her work on this report. our city has taken what can only be described as a reactive approach to its drug crisis launching short-term efforts that yielded mixed results and often contra dicted each other and there is no doubt we have many

people working hard on a daily basis to address the drug crisis in our streets, and some of the treatment outreach in particular has recently been showing positive results. but, there has been no comprehensive approach among the various departments and stakeholders and no planning that combine short-term and long-term strategies. at no time have stakeholders and departments brought together to create a plan with broad buy in. fortunately san francisco sister city in zurich created a blue print and solved a similar crisis using the 4 pillar strategy, which is based on comprehensive strategic planning and coordination among various departments. october 2023, just over a year ago, zurich sent a delegation to san francisco, which met with departments and officials to discuss their approach to the drug crisis. zurich was dealing for years with issues just like what we see in the

streets of san francisco today, particularly in the tenderloin, south of market neighborhood, my district and supervisor dorsey district and that is open drug use and public places. issues with cleanliness and crime and high numbers of overdose deaths. zurich needle park as it was known at the peak of the drug epidemic saw up to 1 thousand drug users each day and at the time zurich made failed attempts to shut down drug markets through a law enforcement focused approach. eventually the city united around the 4 pillars strategy under which 4 equally important strategies prevention, treatment, harm reduction, and enforcement are coordinated and work together. the 4 pillars policy reduced overdose by 60 percent while also dramatically improving street conditions and reducing related crime including 98 percent reduction in threft.

zurich shows clearly we don't have to choose between addressing street conditions and saving lives. the report released today provides a sweeping and detailed overview of the overdose crisis in san francisco as well as the data and metrics on the city current response and of note the report found that only estimated 25 percent of san franciscans with use disorder receive medications to treat in contrast to zurich 75 percent are taking medication for opioid use disorder. majority of people who are arrested for drug use in san francisco do not access treatment calling into question our increased reliance on arresting drug users, arrests which surged under this administration in the last couple years as detailed thin report with data not previously disclosed. the report found more then 40

percent of the non fatal opioid overdose in san francisco appear to be from unintentional consumption of fentanyl. suggesting the need for easily accessible and available drug check in. san francisco also currently lacks a coordinated enter department approach. relying on the drug market agency coordination center, known as d mack that is lead by the san francisco police department and focused primeally if not exclusively on short-term law enforcement responses. the budget and legislative analyst report make recommendation to improve san francisco response to the overdose crisis, incluing adoption of comprehensive city wide drug policy incorporating input from steak holders such as department of public health and supportive housing, police and fire departments experts, community based organizations and residents, establishment of safe consumption sites to reduce fatalities and

redirect public drug use and it is important to note these sites are a key part of not just the harm reduction pillar, but the enforcement pillar as the experience in zurich shows. drug users in public places are offered a safe place to go and if they refuse face enforcement. an approach that ended public drug use in zurich and yet we stubbornly refuse to follow that approach. the report also recommends establishment of city operated wellness hubs, with or without safe consumption sites attached to connect people with treatment, housing and other assistance. further recommend changing the culture of the local drug policy approach pie implementing cros departmental exchange and site visits between police, public health homeless service street team representative and one or more safe consumption site staff and improving data tracking around treatment

access drug related arrests and case outcomes. there is a lot more in the 118 page report. again, i urge you to review it and colleagues when the tenderloin was redistricted into district 5 in 2022, i worked with the department of public health to create the city first overdose prevention plan which called for ovdose prevention sites and expanded treatment. where it is implemented lives have been saved. with the 4 pillars for success plan announced today we take the next big step and that is teeing up a bold road map with a track record of success for city leaders to unit around. this new report analyzing how successful 4 pillars strategies to reduce drug overdose and improve street conditions could be implemented here and it is my hope that 4 pillar frz success a product of research over the last year provide a road map our city has been missing for incoming mayor, board and department to finally get the crisis under control.

important oversight work over the last couple years. our offices have worked very well together and at a staff level in particular on day to day issues of our residents and smalls businesses and i think particularly for those we share a boundary and then to have that boundary in the middle of our terms moved round, there are things coming up that you used to represent and i used to represent and i think our offices navigated that and worked together to support small businesses and residents. the one thing that stand out for me and i spoken about this at the board was our work together after the redistricting on the family shelter, the shelter for families and for victims of domestic violence and i think i remember being--we have done a lot of work to get that going and being very worried when the

redistricting moved it a block outside our district and at right at the time there was great uncertainty what would happen and was the building going to be sold off or not and i just really appreciated your approach from the minute i first talked to you about that and we collaborated in ways that really are bigger then any one of us and now we'll permanently have 58 private rooms thanks to that collaboration and that is being able to navigate and you being open to work together on a project like that, even as district lines moved. and that as i said is now permanent. appreciate you as i said, even in area where we have our disgruments i think you are very much a person of your word. i found you do what you say you are going to do, honest in dealings

service to my community and you know, i have been in this building 17 years. mom, you have been in the building longer then i have been alive. even before then, i came to this building one day, i was bumping around in my career as president peskin mentioned, i was a lawyer and i knew i wanted to be in public service and i called my friend mike [indiscernible] who i went to college with. we were one of 5 democrats at saint mary college and i said i want to get in service and i met with a informational interview working for mayor newsom and so i met him and we wents around and he came to the legislative or clerk's office and he said you need this. this legislative process handbook. this is what you need to learn if you want to be a legislative aid here. i remember that. because i wanted to be in this building so badly and thank to

supervisor pierce, hired me january 2007. my son was two. i had child care issues. he would come with his dvd player and watch the sound of music in the corner and mikayla had no problem with that. he learned love for computer s on our computers as my interns would show him if you change the fount it gets bigger and bigger and now a sophomore in college studying computer science. also, being pregnant with my daughter here and benefiting from the leave we have and watching my legislative aid friends rally and do baby shower for me and the presidio working group, the neighbors, remember jan blum? they got me my stroller i gigi. i have so many memories in this building. i can't begin to think i will not walk in here every day. i did grew up here 9 years as a

legislative aid, 2 years as county clerk and all most 7 as a supervisor, and a special memory i have forever, when i was sworn in january 8, 2019, my dad was right here and that was his last trip ever to san francisco and his last trip out of merced, because you all know he was diagnosed dementia and to have the memory and him to see me sworn in when he always instilled the love of public service was something i will never forget. thank you too all of you who have been there for me. all of you have. all you said incredibly kind things about what i have gone through with my dad, who is still with us. somehow he still wants to hang on, but really wanted to focus on today was gratitude, because i am so grateful to so many people that made all of this possible and it is just really

the nra now, because i is a lifetime membership thanks to some. whatever. but we passed california first comp hence rehensive gust ban. created a restraining order program and insure the tax dollars are not spent on fire arms and ammunition to pad the pockets of those who disregard state and federal gun laws. thank you for your final vote on that today colleagues. we champion affordable housing creating more affordable homes in d2 then before including 125 homes for low income seniors. which we just did today. the last vote on that. thank you again for your support. we opened a new park, francisco park i worked on since i was a aid that amazing to do that. we upheld fiscal responsibility rejected wasteful spending and demanded accountability every level from department heads to non profit. with the creation of admin code 21g and non profit accountability legislation that included the non profits

in the conversation and demanded answers on the addiction crisis and gave a voice to those in recovery like never before. stood up to women protecting planned parenthood and free legal service for deest amic violence victims and also creating the office of victim and witness rights. we responded to tragedy with hope and advocacy when grandpa killed to protest the rise and hate crimes against our asian community and when we lost a 9 year old in the community we did everything we could to get behind pierces pledge and educate people on the danger of guns and custody battles. beyond the policies the debates and long nights it is the people who inspired me most. my neighbors, all of you, my colleagues and the san franciscans who share a fierce love for the city. your energy and ideas have been the driving force behind everything

>> i'm katy tang the executive director of the office of small business. >> small business contributes to san francisco's economy. they provide the bulk of employment in the city and employing a million people in san francisco. and roughly 90% of the businesses are defined as small businesses. so, they contribute to the economy but also just the quality of life. small businesses are more then and there a place of transaction it is a community center. a play where people gather. know each other and form memories about the city. >> at the office of mall business i run a team this helps report all mall businesses in san francisco whether they are looking to stfrt a new business or expand or perhaps they are feeling with issues.

our office is here as a point of information for anyone with a business that has 100 or nower employees. >> i was growing up i had many ideas of when i wanted to do. i wanted to being an olympic swimmer. and i wanted to men be an architect, you name it i had many ideas for what i wanted do when i grew up. and i never anticipated entering in politics. this opportunity came along wh started working for former supervisor carmen chu and she became the district 4 sunset district supervisor. that was my firstent row in politics and government in a different level. and so when i was finishing up my time working for legislative aid i thought, i will go off and do something else.

may be explore opportunity outside of city government what was then approached by this opportunity to also serve as a district 4 supervisor. if not the traditional route that many people think of when you enter in politics. a lot know that is manage than i want to do and run for office. that was not part of my culture and upbringing with manage my parents were wondering why i wanted to go in that role this legislation and important because so many women when have it return to work after having a child feel embarrassed or don't feel comfortable asking their supervisor for will any lactation accommodations. i saw it as an opportunity you could use the position where you have tools creating legislation and pass laws and where people listen to to you help the community and pass cause catharsis important to the city

and individuals. my family immigrated to the united states from taiwan. and they came here in pronl probably late 20's almost 30. and so, they came also in the knowing english limp barely read or write but had to quickly understand english to i can't haveigate services and find a job in america. i grew up in the san francisco sunset district i spent most of my childed hoo up until i went off to college. so when i started working in city government, i think i had mixed reactions about my involvement working government because for some of our parents generation, there is i bit of distrust in government. i think there are questions about why i was entering in this field of work. i think you know when i went in city government i thought about my parents like so many other

who is have to navigate city services and resources english first language and help the individuals both navigate, intercept that is on an application approximate signage. it is fulfilling to mow to help people like my parent and feel like government is there to support them and not to harm them. my parents are happy that i retired early from politics and being a district 4 supervisor i could have continued on for a couple more years approximate decided to leave early. i think that over all they were able to see some of my work appear in the chinese newspaper. through that they were able to see i was able to help communities in a tangible way. >> the member of the board of supervisors. >> transportation authority. for the city and county of san francisco. congratulations. >> i think about one importance

when i was worn in as district 4 supervisor. years ago, and someone actually came up to me during the swear nothing ceremony and said, wow, i'm traveling here from canada, and i just i could not believe i saw an asian female worn in in this role a leadership role this meant so much that someone would say that and felt they were inspired by the scene. so -- i hope that as more people see people that look like them and more women coming in positions of leadership than i feel they can doing the same. person this inpyred me is carmen chu who is our city add administrator but also was district 4 supervisor when i worked with her as a legislative aid. at this point, i too, was skeptical of going in politics. i saw someone who had herself

never seen herself in politics. got thrown into it and put her heart and soul and dedication to serve people. and it gave me the confidence to pursue that same job and i honestly would not have either chosen or accepted or considered serving on the board of supervisors were not for carmen. >> if you want to make your business accessible. >> in my role in city government where i have seen the most challenge is people who don't know you and you are here to serve and help them that they classify you as our city government and here to hurt you. so, people will talk to you and -- and just you know treat you disrespectfully. and sometimes i noticed that they might do more to me as a female compared to my male colleagues. but you know i try to be empathetic.

one of the most significant barriers to female empowerment we feel like we have to be 100% meeting all of the qualifications before we think that we are qualified to do a job. if we look at a job description or an opportunity to come your way well is self doubt about whether you can fulfill the obligations of that role. i think that the confidence is huge and sometimes i think we make up for it by trying to gain more experience. more and more and more in whatever we can put under our belts we'll feel better. that may not be the case. we might be qualified with when we have already accomplished. i started rock climbing indoors a couple years ago as an activity to try to spends time with my husband and also to try

something new and i finds that rock climbing there are so many parallels to life. you know when i'm on the wall i'm concentrating and trying to make it to the next piece without falling. there are daying you think i'm not making progress. you come back and wow, i hit another level. and so i feel like in our daily lives and w we think we are not making enough of i change in the city. and sometimes we have to take out time to reflect every day as long as you try and give it your all and you look back you will have made a significant contribution there is no limit to where you go in terms of rock climbing. i want to reminds myself of that in terms of daily life. >> follow what it is you are interested in, what makes you feel excited about wake up every

have contributed a lot to the community and are looking for opportunities to grow their business. >> these are the things that the san francisco public utilities commission is doing. they are doing it because they feel they have a responsibility to san franciscans and to people in this community. >> i had a grandmother who lived in bayview. she never moved, never wavered. it was a house of security answer entity where we went for holidays. i was a part of bayview most of my life. i can't remember not being a part of bayview. >> i have been here for several years. this space used to be unoccupied. it was used as a dump. to repurpose it for something like this with the bistro to give an opportunity for the local vendors and food people to come out and showcase their work. that is a great way to give back

to the community. >> this is a great example of a public-private community partnership. they have been supporting this including the san francisco public utilities commission and mayor's office of workforce department. >> working with the joint venture partners we got resources for the space, that the businesses were able to thrive because of all of the opportunities on the way to this community. >> bayview has changed. it is growing. a lot of things is different from when i was a kid. you have the t train. you have a lot of new business. i am looking forward to being a business owner in my neighborhood. >> i love my city. you know, i went to city college and fourth and mission in san

filipino style meat originated. we grew up on that. the most popular items are burritos. we have really something for everybody. we have a salad, we have tacos, we are natcho s and-trying to create something quick and casual, something you can get anything any time. for me i love food and didn't want to be a chef. i was in the business side of it and bring something special to san francisco so why i reached out to my business partner gil and he wanted to partner for food and we share a passion for food that comes from our parents cht it was a honor for us to be able to do this for ourselves and also for our parents and you know, our families. for us to have a business as
