but i was hoping that director short could note or describe the department's response to last week's deluge, i'm sure it was robust and i'm looking forward to hearing details. are there any announcements to any of the comments today? do you have any announcemented today, mr. secretary. >> so, bob fuller, commissioner affairs manager. so i have two announcements. one is that the commissioners have very vital training that needs to be completed by the end of the calendar year. you should have each commission have received an update from me on any trainings that are outstanding and i'll continue to provide reminders of those until the end of the calendar year when we'll have all of our training completed and then we can get started in the new year on our form 7700th and ethics training as well. so kind of never ending but

it's important training. all of the trainings that are due by the end of year will be available tlut employee portal. you need to log in through that and i can proside assistance for getting to those. the second announcement, in all likelihood, the december 20th meeting will likely be canceled and we will be moving up a number of contract items from december 20th as well as the officer election to the december 9th meeting so mark that on your calendar and vice chairs, can be elected in

the raise your hand button or 3 on your phone to be recognized. and we have no callers. that concludes public comment. >> thank you, please call the next item. >> the next item would be the director's report. >> good morning, commissioners, carla shorts, public works director. happy monday. i did want to start off with a storm report as i know you're all aware, we're experiencing our first major storm of the new rainy season with nearly 3 inches of rain falling in san francisco with the heaviest rainfall on friday and as always, public works crews are

in the thick of the city's response. our manual street sweepers have been on the grounds helping to keep leaves and litter away from catch basin and when they do clog, helping to flow. there has been a lot of localized flooding and manhole covers popping up in locations when underground storm water systems is running beyond capacity. thankfully we have not suffered a significant amount of damage to our street trees as we've seen in past forms. but we have had a number of branch trees. we've had three extra crews on stand by for needed tree response. our sandbag operation was in full swing. we gave out 2469 sandbags with nearly 1,000 just on friday. we kept the giveaway open an extra four hours to 6:00 p.m., we normally handout sandbags friday to saturday, 8:00 am to 2 p.m. but we'll extend hours

and run sundays if need to. our crews pivoted loading up sandbags and cars for san francisco residents. people can get up to ten free sandbags. watching them work is like a well choreographed dance. we still have many sandbags available. and we had our go tech hydraulic engineers to respond to storm related problems such as landslides. thankfully we had a mudslide in glen park. the mudslide came from undeveloped parcel that is below independent state 280 an excessive amount of water flowed on to the freeway and on to the open space below. as always we closely coordinate with our sister agencies through the department of emergency management which convenes all hands check in ins throughout the day. as i said at the start of the

report, this is the start of the storm season and if the past years are any indication, we will have a lot more through the winter. sad and also hopeful, next bit of information this last friday said our official goodbye to our ron alaneda who has retired. he had a legacy making career having seen most impactful projects including the rebuild of zuckerberg general hospital. ron had brought his skills as project manager. also served pivotal member and will be missed. we will be hiring a new deputy director though the portfolio will be different. i will talk about that a little bit later in the meter when i provide we posted the job announcement for the new deputy director on friday. this is a key high-level

position focused on capitol delivery and to close, i want today let you know at the request of mayor breed's administration, we prepared a memo that provided an overview of our department. the transition memos were requested of every city department and you can find our on own our commission website. and with that, i'm happy to take any questions. >> thank you, director short. and i would echo your comment buzz mr. alameda, i met him when i was a tgpa committee, and it's my opinion that he delivered that project for the city of san francisco i'll always remember that. so we're sorry to see him go but i'm very excite today see who will emerge to replace him and thank you to everybody in the department for what i call

a robust storm response. i thought about you everyday of the department, everyday, walking around and seeing trees break anding what i called a deluge on friday, i had not seen anything like that for a long long time. new public works will be on the job. thank you for describing the department. commissioner blum? >> thank you chair post. two things, first. huge congratulations and kudos and thanks to you and to the public works department for the storm response. i also was thinking about you and the department as we were watching the deluge, on the transition memo that you said posted on the website. are all member oz available to the public?

projects on the globe. i always want to remind our folks when you walk the city and the streets, you're often seeing things that can only happen here and that's it's because of that department. as it relates to the memo, i'm wondering if we need to add a slide or maybe have our own. provide governance and even out in the public, making sure that our role is very clear, to the mayor elect, also as we all know, all commissioners are going to be under review, so i think it's a good time to make sure it's very clear and more importantly a supportive role to make sure that we deliver on our commission, support our director. >> i know we were mentioned in the memo in correct context, but i'm sure we can always put

so while we get our technology moving, i will kickoff by just mentioning as you all know, because i'm sure you carry your strategic plan card around with you, our goal to is delivering impactful projects and services, and our objective 2-d is our structure to determine our most affective framework. so we have been doing that for the last several months. in response to our strategic plan, in response as well to our various reports that have been released, regarding delivery of projects and some of the some of the challenges associated with that. and so we have thank you very much, we have created a new

organizational structure that we feel very good about. we are confident it will allow us to focus in the right areas. and by creating a team to focus on project delivery we're california that we'll streamline our project delivery. so we will briefly review your structure today. i can go into a lot of detail but i'm happy to share with you more with you in the future. as i mentioned is the strategic plan and i didn't mention budget constraint but some of what we're doing as part of that is an effort to consolidate groups that can be working together and therefore gaining some efficiencies which

will help us address this extremely tight upcoming budget. two, we had two models as we share this with staff. one is no layoff as a result of the reorganization. the second model is not on the screen. but the second model was no new silos so while we are reorganizing and really grouping, we think the best group teams to group together. we are creating, we called it enforced collaboration across the organization to insure that we're not creating new silos and while we have areas of focus that we're really working across the different divisions. and then, this takes affect on december 7th. so at very high level, i'll go into a little bit of detail at

each of the divisions, but you see the division at the top. a new division is our division of support services which is over and that will be overseen by our city engineer. this other new division called the division of project delivery, this is the job announcemented we released on friday. so we are filling old job in a slightly different way and the focus is on project delivery and policy and communications, financial management and operations, next slide. so, in a little bit more detail our support services will include our human resources team.

our workforce development which has been relocated on operations, the goal is to look at across the whole organization including our many internalship programs that we in our engineering and landscape architecture bureaus. i'm very excited about our new asset management team. the way i described this to our staff last week was we're playing the long game here. so we have lots of people looking at assets in their individual work groups. we don't have everybody looking at the whole chest board. the that we make maintenance plans for all of those assets. where we're playing the long gauge, is by ultimately, we can create programs for all the city's assets. so, the goal for this team is first focusing internally and making sure that we're really

dialed in on our own assets and we can demonstrate our ability to care for our assets and plan for their maintenance, preventive maintenance is 40 percent more cost affective than reactive maintenance. so we think in the city's best interest as well. so we're excite beside the newmanagement team. we're splitting in many in these cases we're splitting them up to focus on specific types of permitting. we're here calling it private sector permits, this is and we have our construction permits and our commercial permits and they'll be report to go deputy director. we also have somebody who is very going to be very very focused on the establishment of our new permit tracking system. and so, we've been trying to do that sort of on the margins of his regular job and we need somebody to be more focused on that. so bernie c is going to be

zeroed on our permit tracking system as well as providing technical assistance to all of our permitting groups. all right, project design and development. we're following the model of our own internal firm. we have our design and development of projects team including our architecture, bureau regulatory affairs and site remediation. and engineering and they'll all be report to go deputy director albert ko which is also the city engineer. we can go to the next slide. similarly, so if we look at the private sector model too much commissioner woolford is here to weigh in but the som, soks of the world and then our project delivery division is calling the ae come jacobs models of the world. really focused on project

delivery so. we have our project management team we're consolidating what was idc each had project teams. so we're divining them. this is where we gain the efficiently sees. this also allows us to be nor nimble. sol rather than having a vacancy and a project that needs a project manager and a manager who may be wrapping up a project, now there will be one team and they can remraoe as needed. sim we're son consolidating those teams. but again, it allows us to be more strategic in the deployment of staff more strategic in our hiring of staff. we have our task force, part of this group. they focus this is probably the most direct ways that we interact with housing delivery. they are responsible for all the infrastructure plans and

approval shoeshld with large development project. so this is where we're creating a targeted permitting section. so the task force has done a lot of reviews but they have not done the permitting. they will focus on project project permitting. and then, we have our survey and mapping group, also a critical component for these large development projects so we're moving them into project deliverly and lastly, this is the specification for contracts that is moving into the project delivery team as well. policy and communications, you're all very familiar with the deputy does, rachel gordon. our community engagement team will now be reporting to the policy and communication

director. this we think, there is always been a lot of good connection between the group but their focus is so much on out reach and communication that it made sense to move them under their shop and we have government affairs that remains with nem. finance and admin, the couple of changes here are moving the as-needed and job order contracting under finance and admin. they used to be separate. we focused on the contracting part coming over to praousz team, deputy director robertson and the technical remains with project delivery. additionally, we have the reporting and financial support. so previously, each of the idc and b had analyst embedded that focused reporting for specific projects. that group is moving. they will still be dedicated to

those projects and supporting them but this allows us to ensure that we have consistency in reporting the most accurate information. so just really ensuring that we're giving accurate and consist reports to all our clients and information technology remains with finance and administration. and lastly our operations team, you are familiar with urban forestry, our street cleaning team, building and street repair, we're creating a new code enforcement team that will report to the deputy director of op ratings. this combinesed our all our street inspect or into one team so. rather than having graffiti unit who does inspections for private gra tee --graffiti now they can be reemployed to assist with. so this will combine our street

inspection teams into one code enforcement team. this is where we get economies of scale and also, cross training opportunities which actually increases the opportunities for growth wnt department. so that's another area. our one goal as you know, is valuing our people so the opportunity for cross train anding potential growth within the department we think this reorganization will also support. and then, under deputy director duderon's add ministrative support we have the fleet as well as our store room and radio room. and that's a brief overview of our structure, i'm happy to answer any questions. >> thank you very much, deposit you'll short. i was delight today see this and study it. it's just so much prons.

feels like a. and moving forward. sol congratulations to you and all of the staff who are involved in putting this together. it was clearly a huge effort and a lot of careful thought and it looks like, you came wup a wonderful plan. i have a number of questions if i may. >> sure. >> were any outside consultant uses to put together this final product? >> we did have, the team that helped us with our employee engagement survey. so we had a retreat with that team of consultants. and the xk tiff team--executive team and i met with them. they didn't help us with the structure as much as our discussions. we had many many hours of our

robust discussions about what made the most sense for this reorganization. and they would have been independent viewed everybody and to it took months and months and built the city hundreds of thousands of dollars up. and that's why i was asking the question, is it i'm delighted that you were able to do this on your own, fit it in when everybody is working full-time on their jobs to come up with again, what a company would pay hundreds of thousands or millions of dollars for that we did in-house. i just think it's noteworthy. so congratulations on that. >> thank you. >> other questions, do other departments do this sort of

take a look do we need to be reorg? is it time to see our silo a problem or function spread around couple of missions. do you know, do other departments do this or as far as you know, if they do how often? >> i don't know know how often i do know that other departments do. and we've often had other departments saying how do you structure that division. soy know that, other departments do reorganize. and i think there are some other departments who we've been in touch with recently who looking at reorganizing either parts of the organization or i don't know if they're looking at major reorganization al structure. >> that's great. and that's part of getting the word out that i hope other departments will do what public works did. it's good to take a look what

worked and what didn't and you can set an example that would be great. you said, you know, you gave the memo to the mayor elect perhaps you met with him and discussed fnlt any initial reads that you feel comfortable how this may be received by the mayor elect or perhaps he has not had time to get into the weedses of this. >> yeah, did i have a chance to sit down with the mayor elect. it was a brief meeting, mostly jufpt saying hello--just saying hello to each other. we have not had a chance to talk about the reorganization or too much else with his office yet. but we are looking forward to more meetings in the weeks to come.

>> tuz. >> throughout the department to share the reorganization with them. change is hard. we get very comfortable in our work groups in our day-to-day, so we're asking people to be open for some pretty big changes for some of them. it's a challenge that we are very much staying mindful of and all of the executive team has talked about how we can try to be available for our staff and really support them during this. because it is, it is a big change and it is hard.

i think the reason no new silo was our second model was because it's natural to focus on your work team so. we're being again, very thoughtful about ensuring that we establish cross division meetings from the outset to really push that collaboration hopefully, it will not be need to be enforced for long. but i think that's another challenge that we are we're embracing that challenge and we're tackling it head on. and then, candidly, finding a great deputy direct tore take on the role of project delivery will be a challenge. i, i am excited about the job description. i think it is, i think there will be good people out there. who can do this job but making sure that we find somebody with the passion for continuous improvement who will be part of our team and really understand

the importance of these projects that we deliver is a challenge that i am optimistic about but that will be an important one. >> thank you, that makes sense. and then my last comment, it's not a question, it's a comment. one of the things that intrigued me most about the reorganization was the new asset management team. this is fantastic. it's obviously something that all taxpayers have on their mind, deteriorating and having to spend more money down the road because we neglected maintenance. soy look forward to that team succeeding and as you said, once we get it together within public works and it's a success, rolling it out to other department so that the city can final lea dress the asset and maintenance costs and needs and scheduling. so thank you for adding that new feature, i'm excite today hear about that as time goes on. thank you very much. again glazesing to the executive team all the managers

and all employees that participated in this. i'm really excite beside it, i cannot imagine it not succeeding. commissioner turner. >> thank you, i want it piggy back and concur with the excitement but i also want to thank another group of folks, in this commission, about a year ago, we set out the church for director who can lead in executive team, who can lead a multi billion dollars department, 1700 employees, build morale, deliver plan and then today, take it a step further the implementation plan. i want to take my had out to you for leading a church that was a national search. today, i stand convicted that we did not just make the right choice for the commission but for the city. i want to say when i read the plan, i was so thoroughly

impressed by something that is venue ans. to our where we stand on things, all of this was cohesive and that's often difficult to do or you pay a lot of money na less than a year's time. so i want to thank you and i do think this is a model. i more mayor elect does pickup on something that we put down, which is we're saoer ruse about the city also about who leads the city. thank you, and thank you to the team. >> here, here. commissioner blum. >> thank you. really great questions from chair post and congratulations for this h.i was not here at the outset of this commission's work to very very hard work

>> so we're talking about 12 years ago. i always say that our number one success story was you. was director short, i remember when was it, november 9th that you actually said? i remember that. even though you've had all of these ideas but taking a year to think about it and get everyone involved, again i tip my hat and congratulate to get to go this point. this is pretty complex. and it looks like, and it is going through with our vision and the strategy and mission of

the commission will be considering its annual report. as part of 4.413 and that it needs to be filed within. and following its first year being instituted so this happened in october of last year. and the surnt annual report for fiscal year 23-24 was distributed to commission members and has been posted to the public for review.

really stands out for the amount of work, it's asked to do and asked staff to do as well. and that's a lot to of course and should be commended. and as part of that, big part of the commission's job is, and you can see both the number of those and the dollar value of them. and you can also see the non contract aspect of the commission's work having heard

19 various informational reports on different functions of the department and as well as hearing 54 public comments, about various topics. and i'm sure in 23 in the next annual report we'll actually see that as a higher number given we've had more participation. just a reminder that the calendar meetings that this commission approved at a previous meeting, and then also that the commissioners, we have three commissioners be reappointed this past year, commissioner post, commissioner turner and commissioner zoubi and commissioner blume received her initial appointment to fill

the vacant seat that had been hereafter the resignation of commissioner seagal. everybody has a long amount of time left on their terms after those appointments. commissioners putting in work and putting effort and being outstanding group of commissions for the city to do its job excellency and i'm happy to take any questions about the annual report. if there is a resolution included in the to forward it then to the mayor and the clerk of supervisors and po to* post it on our own website as well. >> thank you very much, secretary fuller. secretary fuller, and i worked on this together and i thank

him for all the effort he put in. can you comment secretary fuller so the rest commissioners know, you did do a survey of other commissioners and what type of other reports other commissions produced? >> yes, so the we did do another commissions and as mentioned, all commissions, it is a requirement. i don't know how many have annual reports and then they're just not easily found on their website. we try our best to make sure that every document we create is readily available for the public. but we found a great variety in annualle reports from ones that

are very, two-pages, very simple to others, i have to call it out, the department of environment clearly spent a great deal of time on theirs it goes on to a lot of action on every action that they took every year. we felt that our website documents that quite well. so found this, this happy medium that is checking all the boxes and really, fulfilling both the letter and the spirit of the charter mandate on it. >> thank you, secretary fuller put it much lightly than i would. one is that commissioners don't do annual report and the one that he called out taxpayer was a excessive waste of taxpayer resources i would not have

i imagine the mayor elect is going to have some questions and definitely some prerogatives, that's a good question about how we would engage and acknowledge, i agree. and the board. >> and the board of supervisors and controllers both who point us. >> good morning, commission directer of policy with the government affairs team. so the incoming mayor will have a liason to commissions. we have not heard, we have not seen who any of the appointments are but i assume that they will be reaching out at least to manager full and her then maybe to the commission as a whole. they are start to go meet, the transition team with different members of the government. so they may be reaching out to you chair at some point. same with the board of supervisors, we know we have four new board of supervisors we're going to have a new one

coming in. already reaching out to the new supervisors and their teams to let them know that we're here for them. director short as well plans to reach out for the. so, i would say, like i don't think that's wrong, there is nothing wrong with saying congratulation to see people. there is no prohibition, it's a beautiful thing to our county but feel free to reach out and congratulate them as they come into office. but we'll keep you informed if we have any questions what the function of the commission is and through your director short is our main, liason with the mayor's office that she too will do the same thing. thank you. >> commissioner zoubi and turner, follow-up, i'm satisfied that we don't need to do anything but i didn't make the request. so do you have more that you
