a court would issue an injunction in this case absent this settle am. i believe we should not tie the hands of the in coming mayor and board near future programs and i believe this injunction regardless of terms used as a weapon against future problems. lesson one of tir annie historian tim schneider do not obey in advance if justices and judgesment to stop san francisco from investing in programs that benefit marginalized groups let them rule. we should not obey in advance. >> i appreciate the work of the city attorney's office on this and recognize the legal terrain is not one of their choosing. and that with the current supreme court the legal terrain is hostile to gentleman programs that help the most vulnerable. so, colleagues i will vote, no on this settlement.

we invite transgender person who does not feel comfortable in your home city or your home state to come and move to san francisco where we'll love on you and protect you. every single day of your life. i want to make that as clear as day. having said that, i have no idea why this program was structured in the way it was. the way i look at it, it was just not the brightest way to structure a program. i can't help the fact that i went typeset law school and studied constitutional law and i just would not have written this program in this way. and so i think this puting before a judge having any danger of creating a president on universal program its is not something we need to do if the program is done anyway. secondly, now we are paying

peanuts 3 thousand dollars to a right wing organization and i don't want to pay them the 3 thousand dollars and i don't want to pay them a cent more especially with the likely hoofed us prevailing is slim. i just think that the haters are going to spin whatever they will spin against san francisco. every day of the week no matter what. this is not a weak move to okay this settlement agreement. quite the contrary. we will not be dumb about the way we spends money and not give it to right wing groups that attack transgender people. we'll stand up for them in creative, sophisticated ways which i hate to say this was not the most brilliant way to present a program. in the future. and i will be supporting this sethment agreement but in no way, shaper form, fox news, want

artificial intelligence the city use and reporting requirements and enforcement measures. >> supervisor ronen. >> thank you, colleagues i wanted to speak briefly. city of san francisco has been using artificial intelligence in governments since the 90's. the use of ai really picked up in the last decade with major vance in technology. the challenge is that our it system is decentralized. each department is using own ai tools without a way to track or manage. this makes it difficult for the public and policy makers to understands am which ai technologies in use and which impact they may have on people. this legislation will require the city chief information officer to create a public list of all ai tools used by the city. also ensures departments are acould you wantable for sharing

that could be sexy but jesse made even the litigators think was the place to be. and later over seeing the city attorney's office legal advice and transaction work opinions to the mary lou retton board of supervisors and other city officials, departments and commissions. legislation, memoranda, legal advice regarding every conceivable aspect of this complex city gentleman of city attorney lewis remy selected angels tow serve as chief assistant attorney the year i was elected 2000, since he lead the city attorney's office through three administrations as the longest chief aftering cyst uponant in the city's century and a half. the office history. jesse's impact on the city attorney's office and this city

[applause] >> thank you president peskin and members of board. thank you for inviting me to participate in this tribute to jesse. president peskin you could not said it better than you did in summing up just what an incredible person jesse smith is. i know his family knows that. and they are here today. but as i said and i think i have been quoteod this, that -- in

any honor role of san francisco who have really contributed whether elected officials or not. in any honor role of outstanding people who contributed to san francisco the well being of the residents. the name of jesse smith would be right up there. right up there. because not only has he provided excellent advice but has done it in a manner which people could accept. well reasoned. thoughtful. if i may say so, at the appropriate time, a great sense of humor. a super sense of humor. jesse thank you for your friendship, thank you for all that you have done for all of us. i would just say speaking for myself, to the extent anybody thought i did a good job it was because of jesse.

[applause] >> thank you, mr. president. thank you city attorney remy making a fabulous appointment to jesse smith as chief assistant that lead to my relationship with jesse i did not know him at all when i took office on january 82002 and called him in my office and came in his suit jacket and i said i like him to stay. and he said well, let's 6 months and see how it guess. and about 3-4 months later he came in my office and 30 sleeves and you should know he is a

jacket guy when he walked i knew i had him. and that was the beginning of a wonderful 20 year partnership. that was both professional and personal supervisor peskin did a wonderful job stating the contributions he made to the city over the last 25 or 30 years. the executive staff and the city attorney's office has 3 staff members jesse has been a chief assistant for 25 years the first amongst equals. everybody knew that. one of the pleasures that i had overnight my 20 year system going back and forth with his office in the morning and afternoons kicking my neat up on his conference table us and talking about every personal and

professional item you could imagine. the city is better for his contribution to all of us. supervisor peskin talk the ballpark to laguna honda to covid. jesse smith has been there every step of the way. and he would be the first to tell thank you he is not political. and this is true. he never attended a politicalent and never gave me a nickel. let me tell you jesse smith may be not political has the best political gentlemen of anybody in this room. had a sense of understanding how issues would play out. he would think did b t play them out and always had one job at the forefront of his mind. not just to protect the city attorney's office but to protect

the decisions that all of us make collectively. prime example of that, people ask what is the biggest power city attorney has the lawsuits that you file? opinions you give to all of it is neither it is our ability to impact an election. summary is done by the city attorney's office. with a flicking of a pen, a phrase you can influence the outcome of an election. we knew we nevermented that to be call in the question. and jesse smith was in charge of the summary the last 25 years i would very rarely ever get involved or overrule him. and you see the state of california getting sued all the time over a title and summary. you notice, never happens in san francisco. and that's because of jesse

smith's integrity and he professionalism and him understanding the power of. what the city attorney's office can do. and it is -- the ability to influence an election and nevermented embarrass me the office or you in how he handled an election. supervisor peskin as you recall, i gave a eulogy i talked about him the oracle of city hall. he was. just as much as he was the oracle of city hall jesse smith is a conscious of the city and county of san francisco. thank you very much. >> good afternoon, mr. president. the members of the san francisco city attorney's office. and to the public. so, as i was listen to our colleagues the pact that president peskin was begin my talking points. let me start are first by responding to some of what was stated. and first up saluting my pred seszors the san francisco city attorney's office we're acknowledged as the best municipal law office in the country because of the tradition of leadership by lewis rem and he dennis herrera. but the 3 of us know that central to their leader and our leadership was the decision that lewis made in 2000 to point jesse smith. and for dennis to

maintain that position for the past 2 decades. i benefit friday that decision. now, as i was upon lynch to dennis i realized he and i experienced the same thing as we began working with jesse smith. i also sat down with jesse the two of us i known and respected him but not worked closely i said i would like you to work for me as long as you can. he said, you got 6 months. . we will see what happens. after 6 months. i tell you after 6 hours i realized how truly indispensable he would be to me. and i realized that every among he stayed on beyond that were borrowed time after this first tier i quietly counted blessings after second year and here we are at the end of 3 years of him

continuing on as my chief assistant and can burglar other impacts he had i did not realize that jesse was part of the reason why one of the first decisions i made on my first days to allow the san francisco city attorney's office to not dress in willing business suits every day. but to allow business casual on friday. which horrified dennis herrera. but morale in the city attorney's office never been better. let me say that jesse's impact on our sxofs city cannot be over stated as you heard before me he lead and in so many ways by example. thorough and thoughtful and creative. with a clear understanding of

legal issues, ethical issues the larger context and the goals of every client. >> he created the gold standards and procedures how we advise our clients. ensured continuity when you there were change in governmenteen to the very moment at this moment in our city's history. he helped build our office's reputation to what it is today. president peskin and others talked about all of the many specific impacts he had a want to single out one, san francisco during the first trump era we were the tip of the spear. . in defending all parts of of our community. tradition that we built during that time will carry on as we move on into the next administration of an in coming president. beyond that work, i can't over

state how instrumental jesse was to me personally. how i have learned model so much of who i am as a city attorney to who jesse smith is. and how he has embody not just the very best of what it means to be a lawyer. but also what it means to be an amazing human being. he is someone who remembered birthdays and work anniversaries and asked about families and vacations. who has a special place when it come to stories about new and aging puppies and who brings amazing treats from his daughter's bakery. you always free to visit us any time and bring those treats. he within our office is usually the first to help all of us celebrate the moments or to offer up empathand he inthpt

someone is facing personal challenges. i have to say on behalf of our office as sad i am we will no longer be able to benefit from him every day, from his moral clarity, legal and steady hand. i can't think of someone more deserving of rewarding retirement and a bit of time off than one jesse smith. i will end by this, i think all of us in the office are in true denial that he may be leaving us. but we all know that every chapter in one's life has to end. we thank him. on behalf of our office and san francisco for sharing himself and his life with us. and we wish him the very, very best in his next life chapter. god bless, god speed. >> colleagues before we hear from a few of you give the floor to judge stewart. >> well, i want to start by acknowledging that jesse's retirement is a loss. in a way i really huge loss to the city attorney's office and the city more generally. but i want to talk about some of the ways which jesse mitigated that loss. and many of them have been mentioned i will not dwell on repeating things. president peskin or mr. president. touch on the way in which jesse left an imprint on the city scape. and mentioned many of the projects what he did not

mention was one aspect of it i think is interesting, jesse was -- if not a pioneer an early practicer in his role as real estate attorney in public/private partnerships. projects that require the city to get together with another so it can leverage the resource of both and benefit both. the ballpark, mission bay, also the warrior stadiums are examples of that. there are other public projects he imprinted on. but that is -- way in which jesse, he read everything and knew how those could work. what the tools were and are made them come to fruition. jesse left an impact on the

institutions of the city and the officials of the city. in ways that are too extensive to measure. he gets the difference between the role of the city attorney and the role of policy makers. and -- he will tell and you he trained the other deputies to tell you what the law says about the subject you want to adopt a policy on. but also to tell you the risks. and attives that don't pose same risks but accomplish your goal. he did not tell what you to do. you make that decision and hopefully in sdard of state law i'm not say willing is never a time. but you don't want them to be

too many times and on that note i want to also say something about angels that he is really dear to my heart he understands the rule of law and cares about it. you may think as a supervisor. he is telling me i can't do this or will doll nothing but cost money or the settlement supervisor reasonen. it is frustrating. i did not like to say. you know when i was a deputy, what? but and i made 1 of our deputies go fight a battle we lost 20 years before. advises the clientses and we are seeing at the national level of what happens when officials of government think the law does not apply to them and do when they want. we don't in the city for all

that we get criticized we may have a bit of push the envelope rule. jesse is the person in the office who, there are so many things that he has written and always legally sounds and thoughtfully crafted. and willing to be creative so that there is a way if possible to get to the result the policy makers want. um -- i was thinking about what our former city attorneys did and thinking that -- city attorney remy saw a diamond in the rough and brought him in to burnish himself. dennis herrera helped him and made him free to get better at what he did. and city attorney chu wore him

[laughter]. i'm kidding david. it was ko covid in part that wore him out. i want top say one way in which jesse was a pin in body part bunkham. i can't talk the way i used to with the other deleted anymore. but -- he was so good and so comprehensive. had a list that was like a half an inch to inch thick of the issues to talk through with dennis and senior staff. i could think of 10. on the litigation side. house. i felt like i can never keep up with the guy and realized don't try. he inspired me and inspired all of the deputies you see and many who are not here today, by the incredible work ethic. the quality of the work that he did. and the integrity and he ethical

[applause]. >> steve began his journey in food justice after recognizing the power of farmer's markets to bring people together and address inequities accessing fresh food. urban farm in atlanta inspired him to dedicate his life to creating agricultural will projects. after move to san francisco in 2009, steve became a member of the free farm in the western edition transforming abandoned lot in a thriving urban farm that produced over 2,000 pounds of produce in the first year all donated to those in need.

in 2011 steve expanded by designing and developing the texas street farm in potrero hill that served residents of potrero annex public housing. the farm provided free produce, gardening education and a welcoming space for the neighborhood to connect. steve's efforts included everything from building gardenos residents door steps to workshops and children's programs with the goal of fostering the sustainability and resilience. steve's dedication extends to the heart of the city farmer's market served the manager and director for near low a decade. under his leadership the market host the largest market food access program in the nation distributing a million dollars annually in assistance for free fruit and vegetables.

his work benefited low incomeim grant communities and supporting small farmers across california. i had the privilege of getting to know steve the last few years we worked together to protect food access for city's vulnerable residents. when the heart of the city farmer's market was relocated from the home of 40 years at un plaza to the traffic and near by fulton plaza without clear commitments from the city regarding the duration of the move or any measures to mitigate the impact of the relocation. steve advocated for the farmers and venders relied on markets for livelihoods and the community that was left out of any discussions. around moving the farmer's market. i have no doubt that without steve's leadership the farmer's market would not have survived

peskin,ville rew kirb and he an dria come up to the front? >> first, thank you for patience in sticking around so long. colleagues, today i'm absolutely thrilled to offer a special commendation to the hard working members of the mental health sf implementation working group. in 2019, i wrote the legislation creating mental health sf to create a coordinated system of care out of what was then a hodgepodge of separate programs not serveingly the vulnerable members in a sustained way. my vision for a proactive mental health care system that anyone experiencing a cries could navigate and met with compassion and free, high quality care in creating health sf legislated a

13 person body to over see. many whom serve odz that body since the very beginning of the initiative. the iwg done important work the past 5 years in identifying key strategies and challenges of mental health sf implementation. they prosecute moted the need for a probust, stable workforce to realize better out come and the goal. highlighted need for cordination and stream lining the 3 crisis sponse temand other street teams and more. what our city has been able to implement since passing has been nothing short of incredible. in 2020, through mental health sf we launched the cries response team a paramedic emt and support specialist jobs to respond to individuals with crisis on our streets. in 20 twoot office of coordinated care. provides access to mental health

public works who does extraordinary work for the people of san francisco day in and day out. supervisor safai? thank you for this short introduction you are right. i'm so excited recognize the dedicated operations team and public works. but to jada durreden. the department director of operations for the department. her amazing leadership, vision and dedication taking care of our city. i got a few things to say i will call you and up may call up carla first before. over cease the staff of a thousands folks. street cleaners, tree pruners, guard ins. stationary engineers, assessment maceons carpenters and many crafts. trade workers, plumbers,

laborers all of them who keep san francisco safe, clean and beautiful. their work in projects too numerous to listil highlight great work they do daily. operations crews make our streets safer for commute sxors visitors helping us reach a payment and commission index score of 75. we got good roads. best in the region. made repairs to the third street bridge when damaged. the giant's game crucial to our economy. and celebrated warrior's success preparing for and clean up after victory parades and other tremendous things that that organization criminalities to our city. under her hard work cleaning crews high traffic areas and corridors are pristine helping

now growing young street trees in the city's nursery in soma and a lot of that started with the work we did with director short and jada. the operation's teams bonified on display during the apec summet last year and yes, it was 100% success. it is further solidified oi global hub. i could go on and on much of it often not recognized. yes we have a 24 hour department. director short. and it is twhoon works on amazing thin budgets and makes the work happen daily. that's what makes our world class city and jada is the person to lead this work. i want to tell you about her background.

started in 200 two of the first female assessment mason it was unusual at the time. 4 years later a level one supervisor. and a year after a level two supervisor over seeing the entire assessment shop that thes when we met. shattered the glass ceiling as she rose through the rank in a field dominated by men. her next step acting superintendent enemy urban forestry before her current role in 2021. she achieved all this while raising 3 kids, earning 2 associate friday city college of san francisco and a bachelors from san francisco state university and business management and many women do, their mothers, daughters, students, employees. and they are leaders. and that's who jada is that's why i wanted bring her in today.

a mentor for those who come behind her at public works. knows first hand the tough how tough the journey secommitted to lifting up folks especially women and women of confirm instrumental partnering with unions, nonprofit and workforce development opportunity for folks in the reentry community. gives those a second chance and those withhold have not had an opportunity top have meaningful work experience and a career path to better themselves and support families. she is a lead in career development for workforce and a champion of the racial equity action plan. i had the honor to know her for over 20 years. and i had the opportunity to work side by side with her in 2005. and i'm inspired by her journey and he leadership and the person that she is.

state wide daylighting law. we know, last year the state passed the daylight to save lives bill. would be will be enforceod january first, 20 twitch. whether or not a curb is marked or not. local jurisdictions were allowed impelement warnings for daylighting and the mt a made the announce ams in november. in order to eliminate confusion and promote equity across all neighborhoods, this resolution urges mt a to paint red zones at every crosswalk and intersection in the city. painting red zones offer a visible reminder to comply with the daylighting law and reduce the risk citations and protect low income families from pred tory fees.

legislation prioritize drug free and addiction recovery options in thes portfolio of supportive housing for individuals exiting homelessness this would require funding from the prop 1 state mental health bond voters passed last march, where it is authorizing recovery housing used for recovery housing and drug free option in san francisco. our city's port foalier of housing psh for drug to the randle provisions of housing components when not legally required to do so. these mandate from the statute harm reduction flot fee drug addiction part of live and providing the use of drugs may not be a reason for eviction. the exclusivity of of that practice presented drug free option for recovery members
