a lot of people came and it was a good job, good job, good job. thank you all for what you do for low income people. i just wanted to talk to you a little bit about to address to you about the way our community is moving forward. and we just wanted to give you a few points of what's going on and, and it's it has to do with our redevelopment. we have been trying to get a meeting with the housing authority on what plaza east is going to be doing as far as our redevelopment goes. we have been here too long now, too long, and we want to move our

online for general public comment. dennis williams, if you'd like to unmute yourself, you'll have two minutes. can you hear me? yes. thank you, mr. dennis williams. good morning commissioners. good morning everyone in chambers. and i'm glad everyone made it safely with the wet weather out. i'm a community leader, board of supervisor awarded. i'm also a micro real estate developer and also the executive director of the fillmore cdc. i'm just looking for any opportunities for community preservation to partner with housing authority and our bipoc communities on a bevy of projects that's already going, has also and or also as a micro developer, part of the sf hyperlocal building trades collective, over 15 qualified

men and women citywide minorities, contractors, general contractors and developers who are unfortunately out of work and not working on any of these projects. maybe 1 or 2. is there any opportunities for local black real estate developers on any of the housing authority redevelopment projects in our bipoc communities, specifically, any joint venture opportunities with said mercy housing or tabernacle cdc? we need to put our community to work. we need to put our youth and our other small businesses to work. we live in the communities and live in san francisco. our kids go to school here. we pay taxes here, and we need we need jobs. and we've been saying this for too long without seeing any amendments to anything, any legislation pertaining to section three, which gives us priority and preference. what is the reason why there's no

compliance or any accountability being shown to on the part of these developers that are being allowed to come into our communities stifling not only jobs, but generational wealth opportunities. so just looking for opportunities myself as well as for our hyper local building trades collective. thank you. any additional general public comment in person or online? then we can close general public comment, go to item number six for the tenant representative report. anyone from citywide council, senior disabled or the public housing tenants association like to give a report out to the board. welcome, madam president. thank you, mr. president.

commissioners, i don't have much to report. we were at the hunters point shipyard last night and they gave many updates. but we're going to see that all the public housing representatives receive the information. we got last night on parks and rec and the gardening projects they have for young adults and, and high school age children. the china basin is open, not china. what is it? india. indian basin is open and we saw it when we passed by last night. it really looks nice and they're encouraging people to come out and utilize it. but i know we can't utilize it right now. but it's a it's a really nice place. they're working on it and they have park rangers there around the clock when it's open. and so we want to encourage people to

everyone, and thank you everyone for being in attendance with us this morning. and thank you to our commissioners as always, for your support. so for my general communications, i would like to congratulate both miss joyce armstrong and miss neoelegans from the public housing tenant association for their recognition at the national alliance of resident services and affordable and assistant housing, annual resident services and residence leaders conference in september. miss armstrong and miss gambs, who serve as fpta president and treasurer, respectively, were inducted into their hall of fame and from samuel little at nazar, who is the ceo. he stated that this honor exemplifies the honorees fidelity throughout their performance of public

service. the honorees dedication as public housing leaders has been exemplary and is a model for other leaders with similar values. we have deep respect and admiration for the honorees. please join nazar in extending congratulations to the honoree as a member in the hall of fame. and i'd also say please join the housing authority. and this commission in doing the same. and for this recognition, i want to congratulate both miss joyce and miss neola, as well as miss kimberly hill brown for their work at vta. and i'm excited to share this accomplishment with our commissioners and with everyone here today. and the authority looks forward to our continued work and collaboration. and in partnership with not just vta, but all our tenant councils for the betterment of residents and their representation. and i'd like to invite them both to come

potrero hill neighborhood house. also the mayor, summer youth and afterschool employment and training programs, gang prevention program, and the founder of the french girls club, the community pride cleanup program, black history and summer youth expression talent show coordinator and president of the board of directors. during the span of 30 years, she was brought over to the sfha in 1997 to be part of an elite group of public housing residents, training to be property managers. she soared to the rank of acting property manager, property manager, resident employment specialist, resident services and management analyst before retiring from sfha in 2010. she is the president of the dwellings resident council and the president of the sfha public housing tenant association. she is an activist, advocate and fierce in her fight for economic justice and equal rights for everyone. the honorable mayor ed lee appointed her to the hunters point shipyard citizen advisory committee and she is a member of the community investment and infrastructures. legacy foundation committee. in 2017, the sfha appointed her to the

this is such an honor. such an honor. how are you? yeah, sure. and just because we want to commemorate this in particular, i just want to take public comment specifically from any members of the public who also want to send their regards and speak their own accommodations in respect to the leadership of vta and in particular, joyce armstrong and neil ganz. joyce. good morning, commissioners chair joaquin torres, our esteemed assessor. my name is linda richardson. i am a long time san francisco resident, and i have had the privilege and the honor to know joyce armstrong,

neil ganz and kim brown. i can attest to the dedication, the commitment these women work tirelessly around the clock. i mean, for decades. and as the proclamation mentioned, they are very accessible. they have integrity. they really care about the community. and by bestowing this award actually, is that they are a model for a lot of leaders, especially the young people that are going to be following their footsteps. they need to know that in order to get to where these women are today, that it takes a lot of commitment and dedication and that's what joyce, neil, kim, that's what they are known for in this city. and so i just want to come out here, and i know that a lot of people in the community that ascribe to what i've just said to know that

two women. they're my sisters and we have known each other for decades. and we've been working in the community. anything that was on my mind and that was troubling me, i can always go to joyce and iola and they will give me good advice on what i should do. i love them both deeply and we'll always be friends and they have done a tremendous job in this community. a tremendous job that people just don't know. but i know and i know what they've been into and what they've been doing and how they've been doing it. and they have been a big part of plaza east. i just have to say that, you know, they've been a big part of us. so thank you, joyce. and neola and i love you. love you both. thank you.

hello. greetings. good morning, president torres. commissioners ceo letizia i'm thor kozlowski. i'm the executive director of the office of community investment and infrastructure. and as you know, you just heard from the biographies, these two young ladies participate in our hunters point shipyard citizens advisory committee were appointed by mayor ed lee. and i just want to say thank you both so much for all the work you do on that committee and all the work you do in the community. this national recognition. and well done for you guys to give them a recognition this is a great work representing representing the housing authority, the hunters point shipyard work is not easy. the community and the residents around it want to know what's happening. and you just heard them report on our committee meeting last night. so they're spreading the word, letting people know and they're modeling good leadership, good representation in the neighborhood for young folks,

for their peers and everybody who sees them be in the community and shows the best of themselves at all times. and miss kimberly brown worked with her for a long time as well. and anyway, we just got a great community. so i just want to applaud them all. thank you, thank you, thank you, thank you so much. good morning. i too want to say congratulations to miss joyce and miss ganz. i have been had the honor of working with them from being a clerk all the way up to being a director at the housing authority. and they have. thank you. and they have molded me and guided me and showed me how to work in our community and how to come and represent ourselves professionally and personally. and so i to congratulate you and thank you. and i love you both. love you. pfizer. wow. i don't usually cry and get emotional.

i'm 53. i first met joyce armstrong when i was 18 as omega boys and girls club at the potrero hill neighborhood house and of course, growing up in the bayview hunters point, i had many examples of leadership, especially with the big five. but my life has been a beautiful movie. i was blessed to be directly in office, like work office, shoulder to shoulder with joyce armstrong and the great neil neil maxwell. enola maxwell. i've learned so much from them. so that's like 35 years. we reunited at the housing authority 2004. neil became my treasurer. ft-a we've been working hard and strong for

decades. i've learned so much from them and we all know they've been through some tremendous adversity these past couple of years, but they keep pushing. y'all keep praying for them. keep uplifting them. keep encouraging them because they carry a lot, not just their families. they are serving leaders. they give to this city. people respect them nationwide. they seek their advice and knowledge. so let's keep them encouraged. let's keep our residents, leaders encouraged as we encourage and pray for all of you. thank you. any more comments from members of the public in honor of the leadership and service of joyce armstrong and neil ganz, we do

you're a pretty hard act to follow. good morning, commissioners. morning. hi, bennett. sorry. sfgovtv. we do have slides for this, too. thank you. thank you. thank you so much. our first slide is staffing. last time we met, we were short. two staff members and assistant manager and a maintenance tech. and during the reporting period, that was still true. however, we hired an assistant manager on november 12th, and yesterday we made an offer to a maintenance tech that has been working as a temp. so we're just about fully staffed again. so really happy to report that i went down and met the new

assistant manager. she has a lot of experience, strong ties in the communities we met with the tenant council and introduced her. so that's exciting news for us. next slide please. i think i should probably apologize for not being here. last month. we had a leadership training, so i haven't been here since the august report. so if you have any questions going back a couple of months, i can also take those. but last month we did completed 205 work orders, which is the largest amount we have ever done. at the end of october, we had two work orders left. both of those were for vacant units. in september, we had 16 work orders left. when we ended the month that was because we opened a bunch right before the first of the month and didn't close them for a couple of days. none of them were emergency work orders in

september and october, both there were no emergency work orders that went over one day, or went from one month to the next. is there any questions on the work order report? i do really thank you very much. i know that we engage in a lot of back and forth in the meetings, and i do really want to acknowledge all the work that you do in trying to sort of take the feedback and making making changes. so thank you very much. and i appreciate the end of balance total. thank you very much. yeah. there's a little story behind that because i looked at it one month. so the property management software we use is pretty complicated. and there's a lot of manually adding things up. and i noticed that there was a discrepancy. so i said we need to start adding this up each month because sometimes you're carrying things over from a month before. as you first pointed out, it's also interesting for several months, when we first started talking, we had zero work orders left over at the end of the month, but the last 3 or 4 months we've had them overhanging each month.

so i've been tracking that. thank you. next slide please. could we? this is a snapshot of the next five slides. it it it was what we used to use before. so if we could just go past this if you don't mind. and i'll go through it frame by frame. the first one is occupied units. in october we moved one person in so that was the only change on this slide. this is vacant and rentable. this number went from 6 to 7. and in reality we turn two units over. but one was rented and the other remains rentable. next slide please. vacant and under remodeling is exactly what it sounds like. and you will see that this number

reduced by two in october. and those are the two that i just discussed. one went to the vacant and rentable category and one went to the occupied category. next slide please. these are units that are offline because they need significant repairs. they also include four units for security and services. and the employee unit just on the with regards. thank you again so much for this. it's really it's very helpful with regards to the address with other funds are those for those units needing extensive repairs that we're seeing here in that 18 number that we'll need them. is the intent here to draw down from funds to be awarded as part of the rfp process? that's my understanding. okay. great. all right. so and then in terms of when that that scope of work would, would begin just based on

our timeline of the rfp, can we speak just generally about that or if we can speak specifically, even better. so that's for the vacant unit rfp. the proposals are due today. so it's closing today. so our hope is we'll do the scoring and bring it to commission for approval next month. and our hope is by early next year we'll be able to start the work for all the vacant units. okay, great. so the rfp process will conclude today by what time? 3 p.m. by 3 p.m. so for those individuals that are seeking to benefit from contracting dollars that are available for these types of repairs, they would need to respond by 3 p.m. today. the information is on the website. correct. and then we'll come back and hear that item to formally approve the decision with regards to those applications. after your internal commission that will take place. i want to say in the second week of december, and again, that will be a special meeting again when we'll hear that item for the

plaza east there. and then that work will then hopefully commence after conversations with the awardee in january of 2025. okay, great. thank you. okay. that was very helpful. next slide please. these are the same numbers again altogether showing the movement between the buckets of units. next slide please. these show the move ins which there was one and there were no move outs. i don't have a slide on occupancy, but i do want to mention that we have seven units and we have applicants we have had in the last couple of months, seven applicants. some have declined the unit, some are in process, some are getting pretty close to moving in. so that's exciting news. we're we will report on that after they move in. i will

report to the board on the length of time it took us to process the applicants that seem to be of some interest a few months ago. so we continue to track that. just a quick question for clarification. i see that you put under pending both the sort of needing extensive repairs and offline, but those offline will just remain offline because they're needed for security, storage and things like that. or is the plan to eventually take those? because i just wonder whether they wouldn't necessarily be in the pending unless at some point they're going to go into a rentable unit? so those two different categories, does that make sense? sure. exactly. so ultimately that is an owner question. but i will tell you the intent. as far as i know it, those units will stay offline. hud has kind of a weird way of counting them. if it was a different type of building, we wouldn't even count them as a resident unit because they're not really resident units. there is a service office, there's a security office, there's two security offices, and there's a

storage office. and i think we intend those to stay that way. but i can't speak necessarily for what may happen in coming years. okay. thank you. commissioner. so they are on our books, they're offline and we have to obtain approval for from hud to have offline units so they will continue to remain offline. thank you. that concludes my report. are there any questions? how are you? planning for the season that we're in right now. do you mean the weather? yeah. well, we did last month. we did a gutter cleaning. so we do that twice a year. we do it after the rain. sorry. after the leaves fall and before the leaves fall. so. so we took care of that, you know, summer and winter we do daily walks of the entire property to check for floods and blockages,

downspouts that, that get blocked up, things like that. security does a walk every night. they also check on maintenance items. we have some dehumidifiers in place in case of leaks or things like that. so how is and how is coordination going with the city on any other outstanding issues? i mean, i know we have a very specific budget to deal with issues on site maintenance, etc. are there any other additional items that the city could be supportive in, and how is that coordination going? i'd say it goes well. i mean, i think what you're asking about would be things that come up that are unbudgeted or unplanned. so when that happens, per our management agreement, we ask for approval. we get bids, we get things done. that may have been not foreseen when we did the budget. so it's going well. we're the property manager

is getting the bids needed. the san francisco housing authority is approving them. we continue to meet. is it biweekly? we meet with services, the housing authority and the john stewart company and discuss the needs of the property, how things are going with the residents, strategize on things going forward and further supportive to city department agencies such as the police department, department of public works. are there department of homelessness and supportive housing? are there other? are there any other additional issues that you're in conversation with them about or need their support on? not at this time. okay. great. thank you so much. all right. happy thanksgiving. happy thanksgivin. we also have a services update from fr consulting. good

morning. good morning. good morning commissioners i'm camille heagney a service coordinator at plaza east. shaquan burdette a services coordinator at plaza east. for the month of october, services has successfully assisted with all up to date relocations. hosted a coffee hour for eight residents. provided weekly hot meals to 24 families on site every wednesday. we partnered with the tenant association to offer senior programing bingo on the last tuesday of each month. 16 residents attended. our last one assisted with scheduling healing and wellness one on one for two residents on site with d.p.h. we partnered with booker t to provide halloween giveaway with the trick or treat. we had pumpkin pickups. they also provided us with some used bikes to give away to residents on site. yes, we were also able to assist property management with outreach for work order meetings

important in our community for older people. okay. because our seniors cannot, you know, they don't want to go anywhere else. they don't want to go to booker t, they don't want to go down the hill or whatever the case may be. they want to stay in their own community. that's why i created this senior program. okay. as far as our service providers are concerned, you know, with the things i have, their calendars, i have their fliers, i have everything to show you if you need that evidence to show you what they really have been doing in the community. now, they have not reported to me that they were doing 150 something residents or whatever the case may be. we have been doing our most of our work in the community. what what they have been doing, we don't know. okay. it's a few residents are mostly come to us and tell us either where are they? they can't get in touch with them.

you know, and a few other things that's going on. i had given them a contract to follow for our community, like an mou. we have not had any satisfaction there. okay. and, you know, it's just it's just not working. in other words, not working. so what we're doing now is trying to get our all our le to the housing authority so we can have a meeting to try to find out what will be our moving forward position. okay. we need to know because you know, we've been in this in this board for a long, long time. we've had people to come into the into the community telling us all kinds of different things that they're, they're going to do. excuse me, they're going to do, but never

do, you know, resonate. and, you know, we've been disappointed and we've been let down and we feel like we're lost. okay. so therefore we are just asking to please, you know, come and meet with us, please. and let us know. give us some some some, you know, rest to our minds, to our residents mind, to our community. we need that. you know, we have been in the community for a long, long time. we know what goes on there. and we you know, i'm not standing before you today. just to lie. you know, i'm telling you what's happening in plaza east. i am the resident council. people come to me, they tell me what's going on in their units. i've been working with with ron bowen. he's good at what he does. he tries hard, you know,

to you know, let our tenants know that, you know, we can count you know, on him and he and i have, you know, gotten a really good rapport with each other. miss martha, he would tell me, you know, just tell me whoever is in the community that comes to you, you know, because they do come to me and who comes to you and let you know what's going wrong with their units. let me know. you know, and this is the kind of respect in the community that we need. everybody wants respect in their community. everybody deserves respect in their community. we are just not tossed on a, you know, tossed away like the wind. we are a community, a community of people who need, you know, and who are trying to move forward so we can do other things in this, this year coming up so we can do better things for our community. okay. so

morning. so i think so obviously we have two reports today. one is the finance report. and the other one is an update on the investment that we have done for the authority. and this report is really a focus looking backwards because we're going to look at what we did in fiscal year 2020 for. right. so our fiscal year ended september 30th, 2024. and if you look at the housing choice voucher program, just looking at the revenues, the revenues were in line with what the approved budget was. so there's really not much discussion to be had over there. on the expenses line, we did have a savings over the budget of about roughly $3 million. a lot of that was really concentrated in the it modernization that we plan to take on in 24. and that was pushed out to fiscal year 25. so that money will be spent on the

it modernization. and the other part is the tenant services money that we talked about when we did our fiscal year 25, and we gave you the details behind that, that was also pushed out to 25. you know, just as a background, we have about 200 vouchers currently out on the street. if we look to spend the tenant services portion on those 200 vouchers, that will be about $1 million. so we expect in 25, even without issuing any additional vouchers, there'll be $1 million spent from tenant services for those 200 vouchers, helping them with application fees, security deposits, utility expenses, so forth and so on. thank you. okay. and then the other thing i wanted to discuss, and as bennett gets to the slide, we always talk about the admin fees for hcv. but there's another portion of the hcv

project that we rarely talk about. and that's really the hap funding. next slide. they have funding of 394 million. next slide please. and what i wanted to do was really take an opportunity and break down the hap funding into really what are all the different services that we provide. we keep talking about the hcv bucket, but really if you look at this slide, these are all the services that we provide for that 394 million. so we provide, you know, 844 vouchers for the veterans affair. and this is obviously just like it sounds right to provide rental assistance for veterans. we also have 110 vouchers out on a monthly basis for the family unification program. and this is really to address families who are at risk of being separated from their children due to lack of adequate housing. we also do the foster to youth independence. and this

we highlighted in our 25. right. and this is providing vouchers to youths between 18 and 18 to 25 years old who've been in foster care and want to come out of that foster care. and this is one we highlighted where for this program, we specifically got 17 competitive vouchers for the foster youth. and the way you get those competitive vouchers is you have to have a utilization that's above 90%. i think a current utilization at the end of october was almost 90, 94, 95%. and then the last part of this is the homeownership program. and we see we have in totality we address seven families in home ownership. and, you know, just to highlight this in ever since i existence, prior to last year, we had four people in home ownership. last year we were able to move three people into home ownership. and so that's

quite a feat when you think about what we've had in the history. and again, this the home ownership, the foster youth independence and the fss programs are areas of programs that we highlighted that will focus on fy 2025 as we look to spend our money. next slide please. and i'll keep going until there's any questions. so the next slide is on the emergency housing voucher. and again once over here you'll see we are strictly we are pretty much in line with the budget. obviously we have additional admin subsidy. not sure we were able to use the vouchers of the 906 by the end of september. obviously by today we're well above the 906 vouchers that were leased on the administrative expenses front. again, the savings that you see over there

is really related to both the it modernization that we were going to undertake in 25 got pushed out. and also some of the tenant services that got pushed out, that will probably end up spending in fy 2025. and i think on the next slide, please, i think this is just to give you an overall of where we stand with the number of vouchers issued on e ave. as you can see, back in october 2022 when we started this program, we were barely over 300 and over the last over the over the last fiscal year, we've really ramped up the number of vouchers to exceed the 906 vouchers that were awarded to us. okay. next slide please. this is on the central office cost center. the

management fee revenues as we expected for each program were in line. so we expected the management fee revenues to be in line. the other revenues of 1.8 million is a lot of ancillary revenue that we get from the north beach surplus from the dividends we get from our insurance companies. we had about an additional 100 k when we sold our our cars that we had when we had a reduction in force, we had extra vehicles that we no longer needed. so we got 100 k. so all in all, the total is about to $1.8 million that we have in other revenues on the expenses line. our compensation was over budget. this was really related to the pension and the health benefit that we pay for retirees. and so i think there's just a

miscategorization of where i think the expenses lie versus where the budget lied. but as you can see in the overall, the total expenses is just slightly above the approved budget. so we have a saving there. and then obviously the additional saving will be spent as we look to undergo the it modernization in 25. okay. on the hope six project or programs that we have, these really address plaza east and north beach properties. you know, as we've told you in the past, the amount of revenues that we get from hud is passed on 100% to these properties. in addition, in 2023, we gave out an additional 730,000 to plaza east to cover the insurance expenses. and to date in fiscal year 24, we've given them

another 554,000 to cover the additional expenses. right. and this does not address the amount of money of capital funds that we have allocated to its plaza east. so that's an additional amount of money. and i think that totals, if i'm not mistake, close to $8 million. okay. the next slide is public housing. on the public housing again this is one where we draw down the subsidy as needed. and we have these pension withdrawal liabilities that we pay either on a monthly or quarterly basis. our pension withdrawal liability at the end of september 2024. september 30th fiscal year was approximately $12 million. thus far, we've paid $3 million towards that pension trust liability, and we paid just 1.8

million in fiscal year 2024. the next slide will be mainstream and mainstream. this is really serving the non elderly people with disabilities. we serve about 200 families in this program. out of the 229 available units that we have. so we have a pretty high utilization and we'll look to increase that for the non elderly disabled people. the mod rehab this is the senator hotel. this is on this is the sro building i guess it was supposed to convert to rad. not sure when that conversion will take place. and the last slide is just basically a combination of all the programs that you see in here. again, those savings are really a delay. and just keep in

mind we've talked about this many times, but those savings in each one of those programs, be it housing choice voucher, be it emergency housing or be it in public, in public housing, those dollar amounts are to stay with those programs. they can't be co-mingled in in total. so i you know, the number may look big. but again they're very specific to those individual programs. next slide on the hcv metrics. thank roy. good morning commissioners. just want to give a quick update on the hcv metrics for the calendar year 2024. so currently we're spending around 34 million a month for the hab expense. and that's really to pay for the subsidy for the hcv program and for this month, we received 34.5 from hud and the full for the full year. our funding

authority, plus the reserve we had in 2023 added up to 406 million. and our spending is right at 406 million. so we've been in conversation, we've heard because currently we are projecting a small shortfall for this calendar year because we are working with our contractor cvr and ppm, making sure we process all the some of the outstanding moving, really some of the holes we have with some of these developers. so we do expect to have some expense to process this month. so we don't have the number for the full number yet, but based on all the projections we see, we may end up either a small shortfall or really estimated reserves. that's really small, like 100,000. so right now we're working with hud. we've been providing some data to hud and they will provide some funding if you need to. so that's going to be a reconciliation that we have to do with the team. we had local office and the shortfall

team. so on, in terms of restricted cash, we don't have any cash left right now. we've been spending all the funding received from hud. so we are and this is as a result of all the leasing plan we implemented this year and last year. so we issued 400 ppe last year. we've been pulling name on the waitlist and providing some voucher. but for 2024, and this is the first time since i've been with agency had applied offset to our budget authority. at first, when they did the renewal, they recaptured 10 million and then later during the year last august, they also did a second offset. and from what we heard, that's the first time hud did this type of offset across the country. and that second offset is really resulting in this situation, because if it wasn't for that offset of 5 million, we would definitely would have that 5 million reserve. but due to due to that offset in august, we are in this situation where we may be end up, we may end up in a shortfall for 2024, but shortfall, meaning we are

spending more than our budget authority and hud will provide some additional funding and can you again just talk about the offset actions that were taken by hud? so one was 10 million. when was that? during the calendar year. that's when the for the renewal of 2024 calendar year, because typically for the renewal hud, use your expenditure, the total expenditure from the prior year and then apply a small inflation factor. but this year what they did since we had over 4 million reserves last year, 40 million reserve, they offset our renewal instead of giving us the full funding for the amount of expense we did last year, we spent like 320 million last year. so we will instead of giving us a 370 million renewal plus inflation, they offset 10 million. so we end up with only 360 million budget authority for 2024. so that was one way for her to force us to use the reserve. we have so, so but that

first offset didn't have it was 10 million, but we still had some reserves ready to cover all the expense. the second offset, they did in august 2024, that's really that's really what's impacting us. did they give any indications that they were going to be pursuing a secondary offset that would be out of practice for them, even though they have the statutory right to do so? yeah, they have the statutory right to do it. there was no indication they were going to do a second offset. and but they gave no indication that we should be expecting or planning for a second offset. there was no indication. yes, exactly. when they did the offset, we actually we appealed offset. we provided all the documentation to show that with the second offset, that's going to put the agency at risk of shortfall and did anyone within hud give us any indication that this was about to be put into motion from the regional office or otherwise? no, no, it came as a surprise for everyone. it was just a notification that thank you. yeah. and that's irrespective of the countless

conversations that the housing authority is having on how frequent a basis is the housing authority speaking with hud monthly basis on a monthly basis? yes, we are a shortfall team and the local office so, so local office and the shortfall team on a monthly basis of connection and no indication there was going to be an offset of this size to materially impact our ability to put vouchers on the street in san francisco. yes, exactly. great. thank you. and this is are two different offices from earth. so there's one office that's doing the offset and the shortfall. team is not the office that's going to help us. so the left hand doesn't know what the right hand is doing. they're not communicating with each other. it's indicative of how bureaucracies work. and we're seeing that happen in effect us right now. yeah. thank you. thank you. good question. no more questions for me. any questions from commissioners. all right. all right. thank you.

and then my next report is just to give you a quick update on the investments that we have done for the authority. as you know, the overall goal, the purpose of the investments. next slide please. next slide. is really just to help help us pay off the pension liability that we had. right. and then the other benefit that we get from these is we can fund different initiatives like the turkey drive, like the toy drive and all that. and the objective will always remain. sorry, just a quick question. the pension liability number was 14 here, but on a previous slide i think that was 14 as of september 30th. that was the overall pension. there was a 12 number that was earlier. yeah, exactly. and so the 12 numbers as of

assembled grocery bags. with all the thanksgiving fixings across 93 different sites and community partners. this month. and so this annual event is important for our agency's goal to serve our residents in the present while supporting them in their pursuit of success in the future by distributing turkeys on an annual basis. this helps provide stability for our residents during the busy season of givin, and it enables our communities to grow closer together and consistent annual traditions, which is really important, and we're really proud of the work that we've done so far as it relates to giving back to our residents and the community at large. and i'd like to thank the a philip randolph institute for leading the turkey giveaways, as well as our other partners at e burns, llc, the san francisco police department and sheriff's department, the rec and parks department, the mayor's office

of housing and community development, the california highway patrol, as well as our human services agency for their dedicated work in this annual tradition and we are also headed towards working for our next holiday event, where we're doing toy giveaways. and we primarily work with the same departments in this work. and then i'd like to. talk about a serious incident that we had occurred this year on our two largest public housing sites that are being transformed, that is, both sunnydale and potrero. and earlier this year, the authority received a very alarming report that individuals trespassing and vacant units were allegedly

making rent payments to an edmc employee. the authority immediately reached out to the city attorney's office with a request to investigate this matter. since then, the city attorney's office has spoken to over three dozen witnesses and two dozen people. and this month, the san francisco city attorney's office issued a memorandum. allegations of illegal rent collection by edmc employee lance wittenberg cannot be substantiated, detailing its investigation into reports of illegal activity involving a contract service provider of the housing authority of the city and county of san francisco. the memorandum has just been shared with the authority's board of commissioners. the city attorney has conducted an extensive investigation into allegations of illegal rent collection at potrero hill. first reported in the newspaper mission loco, and

has discovered no evidence to support the claims of the individuals who claim to have paid eugene berger management corporation employee lance wittenberg. none could provide corroboration for their claims. four of those individuals claim to have paid mr. wittenberg during times when he was not employed by bmc. and though we are heartened to see no evidence of wrongdoing on the part of our contractor, bmc, three non leaseholders reported being extorted by unknown men under threat of violence, and that is deeply troubling to us as an agency, we are disturbed by the fact that people may be targeting vulnerable people in the community. we take this matter very seriously. while all the claims of illegal rent collection were made by non

leaseholders, people who were unlawfully occupying buildings slated for demolition, it is unacceptable to prey on vulnerable people under any circumstances. we will continue to work with law enforcement, the city attorney's office and other agencies to root out this behavior. this situation underscores the need to keep unhabitable housing units, which are scheduled for demolition. uninhabited squatting is simply not safe. it's not fair to or safe for our lease holding residents, and it is not safe for the non leaseholders either. we urge anyone with knowledge or evidence of illegal rent collection to contact the city attorney's office by email. that email address is city attorney at sf city@t.org. again, city attorney at sf city at t.org.

immigrants and chinese flooding into our communities, especially plaza east, with john stewart not allowing or having no knowledge of how to get long standing black residents in d5 and also d10. we're hearing complaints over there of the same thing. we're not our black residents and long standing residents are not being allowed. so, you know, to move into our buildings and they lay vacant, especially at plaza east, as we have numerous vacancies. and i do will touch on the capital improvement process. but i was really a question of what's going on. and we're getting no reply and response from that. also at plaza east, miss tanya stated that several units will still be set aside for the security detail for john stewart to have storage and different things, but they should have their own storage and should not be using potential three bedroom, four bedroom units that

could be going to black households and families that are crying out to, you know, to live in their own community, their long standing communities. so plaza east fr h truly gives no pg and e assistance. how do i know? i just needed pg and e assistance and several others, and we were told that they have no funding. right? i don't understand how every unit has come up to you guys commission and can give inflated numbers. we have no knowledge as our resident council stated. also, our resident council, mr. calvin stated just before that he has roaches and rodent infestation currently and the solution was he had to purchase the cats. right? and it's not fair. john stewart has also told mr. ron stated today for the commission that there have been slow to fully staff and this has been a problem since they've been here. same thing we stated with ms. who's subsequently been removed,

their lease policy even says in its highlight that their appliances can be given to plaza east residents in any condition. and we've been having for several years now an influx of old shoddy, used appliances. i was victim of such. i had no washer because it stopped. it was already used. we protested because we were seeing bedbugs coming from these vacant units where these appliances are kept and roaches, and they would inhabit your home. so these policies are bad that john stewart is pushing on our people. and we've been protesting this fact. but yet again, you guys are always and i'm trying to say this commission, you guys give them praises in our faces. and so many people and even legal teams on this zoom meeting that are listening to this, and it's egregious. and lastly. which was the head of the dac and been in every meeting and actually give points that because we've been
