including budget, academies, events, communication and out reach to other government agencies and the public. >> do we need to do a public comment again? >> after the report. >> okay. >> thank you. good morning president morgan and vice president phrasier. command staff, kathy. sandy tong this is my report since the last meeting on november 13th. i joined the mayor in union square alliance and maceys for the great tree lighting event that is a public event this was smaller. but still fun and excite to see that light go up. the next day advertised the mea and dhr leadership development graduation. that our grut in this program were chief ma loyal and brown.

who are here. congratulations to them it is an 8 week project program that allows them to interface with leaders to learn more about how to were prop vied. guidance and leadership, skills to their respective divisions and departments. >> thank you all of you for attending the graduation on the 15th. graduated 49 folks and there are now working quite dill gently and thankful for participate in the graduation and families. we had a labor management meetoth 19th. i met with the mayor on the 19th this is an introduction meeting getting to when he is looking at and what we're looking at for the fire department. >> week of thanksgiving was busy. we in the st. anthony on

tuesday. opportunity to pass out socks. hot chok let to the community. a fun event. that many of the command staff participated in and very grateful to have that opportunity. the next day at the salvation army a competition. san francisco fire and police mayor breed participated. because we won last year to year mayor joined the police department's team and turkey carving. we were voted on by their staff and it was a time so, as we go last we're we won other■y we haa wish bone pulling event contest. we you know again. second year in a row next year i participate we will win again despite the mayor's assistance with the police. >> on thanksgiving, we had a number of other opportunity. the turkey carving at glide. i think upon many of us from the staff carved two or three

turkys. it was fun. we want to self help for elder low assisted the staff there, police, sheriff, park and rec the rangers to help with the delivery of foods and prom viedys meals to those that were in attendance. another fun opportunity to connect thank you to asa to bring a lot of members on to assist. and after that i visited station 49 and also ems command staff also provide and -- staff provided a number of meals for station 49 members and the paramedic members the best smelling meal i smelled all week. did an excellent job >> thank you vice president phrase and nakajo for tending the [inaudible] on december the second for our level 1s and m2 graduates of ems academy who

a number of them participate. december the fourth, myself, chief met with mayor transilgz tome to discuss priorities. and issues and occurrence we have in the upcoming period and especially in terms of next year's budget. >> on the fifth i attended the community signing of the newark accept bleat woman of catherine stefani and after the annual park and rec tree lighting at golden gate park. in terms of things we sent out 54 offer for other next h twro academy this is 137 academy. last thursday you all are aware the tsunami warning that was a good in the end lesson for i think all of us to be able to better understand the processes

and how these events come in without a lot of information. one challenges we did have the main challenge was we did not have information the warning goes out to everyone and then it is one difficult to access what is happening. and then even miles an hour difficult for those of us in the leadership position to know how best to responded because the information we needed in order to provide the appropriate response is looking. and there was a team's meeting with city leadership and those involved to discuss what was happening in the mobile homeful trying to get information in the momentful and then able to provide the communications necessary for the public and we with at headquarters have phone calls dem and the communication center was as well. upon we activated fdoc another great resource for you to

coordinate what the next steps are going to be. we were on a team's call division two mike thomas son with chief brown to coordinate a number activities as well. we were arab to get out communications to the field. we did assist as needed with police and the sheriffs. and park rangers to put out communications along the water front. along the coast to be able to tell mobile home it evacuate those areas. fortunately, we had that warning get cancel in the a short period of time. that in terms of the actual official ending of that warning we waited until it was an official announcement before we alerted our peopleful had an after action. thank you to chief brown and smith who head that discussion. we have a number of action items for future work to be done in

preparation. there are additional meetings we will have with dem and other leadership to discuss the over all city response. we did receive budget instructions the left week. from the mayor's office. this was a meeting that the the finance directors had with the mayor's office. to project the next year of the two years fiscal outlook it looks dire that is going to be something we'll be struggling with and focussing on in this next period to determine how we will address the asked 12 or 15% reduction in all departments citywide. so, it will be ape challenging year. challenging few years we will have more instruction and direction going forward. and then ~ifiablely, on a good note congratulationses to our commander phil buck low from fire reserve and his retirement.

president phrasier made reference to looking forward to whatever detailed information we have on this 15% deficit. for the member of the department we have to operate on a two year budget cycle and just like comment we needed budget deficit was coming. but now we are here as well. and as you see -- and hear from the bay area how deficits are affecting various cities. i will be really interested with our clothe on the fire commission of how we as a fire department will handle that. so. we will stay tuned for this. and the director will address it at some point. the other issue is that your report on the tsunami warning, thank you very much for that. as a citizen, we are all aware of it because of the alert on

we want to stay on our drills and training. you know. you brought update deficit which is scary, too, our budget, you know. because, you know, you know, with this -- um -- you know, with the -- you know who know what is is coming with the new administration and funding and grants of this nature. you know we need to still keep facilitating the fire department to give you what you need. to save lives and protect the city. we will you know, you know condition to add haveicate for you. whatever we can do.

morgan and violent fraser and commissioner nakajo. kaeth, chief tong of command staff i'm deputy chief of administration my report for october/november 2024. we begin with chief brown in home land security. and i will speak to what the chief tong about during the tsunami warning and the either quake that occurred in the first bullet point under home land security. and this first top bullet time the fire department operational center and i thought may be the commission would want to know wham is this what the fdoc a designated space to manage large scale incidents from the fire department. it allowed for resource allocation, communication, situational awareness. and so in this top bullet point. the fdoc is used throughout the

year many time in events. to monitor situations or to develop our event action plans for some of those events throughout the year. where we have i warningor another emergency we stand up that operation and's center and per of what chief brown has been doing it is planning for upgrades in our operation's center. you can imagine, it is a technology. tech, technology heavy in technology. and the systems in there it monitor communication and situational awareness and our cad and some are due to end of life. part of the planning process and chief brown and smith in home land security is planning for upgrades with it for the fdoc operation's center. throughout october and november we discussed we had float week

the u.s. or search and rescue exercise. marine rescue patrol and air show command i will show pictures following this slide here. we also deplayed 5 members of the fema task force 3 from the fire department to georgia for the stoles assist with k-9's and lodgist cal component. many things coming to san francisco in the coming year. and chief brown and home lands security planning for the mayor also the [inaudible] all star game and the superbowl and fifa soccer games. so much happening and chief tong e cluded to chief brown completing the leadership program. congratulations to her.

emergencies. this photo touches the administration to nert and i will try to give you backgrounds what this is that picture the top in your view is months of partnership and buildingly with the japanese consulate reaching to commissioner nakajo to request presence if the fire department in discussers regarding disasters. we went to the meeting with many consulates to discuss disasters this occurred, lessons learnd and how we deal with them here in san francisco. which lead to a second meeting that occurred at the klamath on the pier or the port. where this ties to chief brown

and her long time leadership in nert. and then to the transition to lieutenant honda who you see in this top left picture. is lieutenant honda giving i presentation at the of nert. did a fantastic job had a short time and irrelevant brought it together. for all the folks in attendance and so many were very appreciative of that. and look to nert now go to their consulates and provide training there. we were planning and coordinating these meetings chief brown was working with the japanese consulate wife on a nert training for them and did deliver that. the picture here all of that with a disaster council and seminar at the japanese consulate that evening. great to see everybody outside

office and many of you were present during his retirement party at headquarters. we appreciate you being there. chief beaufort 30 years in the fire department working it's station 25, 17, 10, station one, 7, 2. had a career and served the city and county well. served 5 years the president of local 7 nooet navy nought members. an incredible leader. meantor -- life coach of the confident, just incredible person as you all know. and he will be missed here in the fire department i wanted acknowledge him i should have put his face on here you remember the face. who can forget this face. but we thank him for his service and miss him gritly.

move to recruitment and out reach. the many -- many events attended by lieutenant anderson and fiernt wilson you one here is at the south east community center. this was the second, first sponder career path way fair. what do you see there? many of the folk gone through emt and now work and giving back to that program. to -- assist in recruitment efforts. also at the event, sue our paramedic was honored at that event. received a 2024 volunteer of the year award for her w with city mt and the work outside of it. >> this next event was at the south city diversity employment

of art you remember weave partnered with them for the mural at fire department headquarters. we are look nothing a partnership with them for the chief's residents and the backyard we have early designs with the intent of having that space. ewe lies with the bhu for membership to come and have meeting in a serene area to improve the health of members. i want to thank chief mou for allowing our vhu unit we have officer academies they come in the officer, cad mes and delivering information on the unit what it is and what is does and the resources that they have to them as officers for themselves, families and members. if they are struggling this has

care they need so they can ref turn to their healthy self and to work if they have been off. under office of employee health, doctor c had 70 return to work screenings. 84 new hire for 135th acad people 8 promotion and 57 probation screenings. participate in health and safety planning and continued the annual healing and wellness subcommittee. i think i mention third degree doctor c is e mersing himself in the fire department to learn our culture and traditions the calls we go on and the types of injuries that we receive in the fire department. . so he can better assist in getting our folks health and he wing with our labor management worker's comp committee. to -- get our folks health and

he back to work. other initiatives is the first bullet point the health and wellness program we have not had -- i'm sorry annual health and wellness program for men years. this is an effort to bring that program back. and also to leverage that program to receive grants to further build this program out. what that program looks like now is that our members go to the doctor and receive annual physical. they have a forethat you will would be signed. no other information and brought become to the fight to say that, yes this was done. intent of this we work close low with local 798 on this. we are close to launch. the intent is not to use it as a tool for you to put folks off duty is used to get our folks to

the doctor. because as firefighters we often don't go until there is something happening and want to drive health and well ness and say, go to the doctor. if you do have this form signd and brought in. we also garthed data and the division of training. we have data from all of our academies the time they start to the time they leave. at the end of that academy. doctor c coordinated 3 day voeng evenly and the screenings we discussed earlier. and conducted i mote with

vendtory explore fitness training and education options. vendor we met with to have sdougz well rounded fitness program health and well ness and physical fit thanes surrounds resilience and he taught by individuals who have gone through difficult times. some individuals who were in the military or manipulate lost their leg and gone through something significant that have learned resill scombrens come out and speak to members. who have behavioral health experts that will come out and speak to our members. this have physical trainers that will w with our members to keep them health and he if they have a injury coordinate with doctors. provide pt to help our folks get back to work and healthy quick and so we hope to move that forward and that's where this other grant would help if we
