11:10 pm
motor boaters are coming to get fuel and leave and they don't care about kids and boats come up and down. a narrow spot east harbor is better. putting fuel thanks in west is dangerous. kids play soccer and the fuel the tanks the location for fuel tanks. fuel trucks come every other day perform it is a congested spot. got street and you bear low seat traffic with the food trucks there adding fuel trucks every 2 day system crazy. east harbor is a better place for fuel truck the the last thing is the 200 foot extension we hope it works. you would be a fast track and get it in soon you need two years of prescriptions to see whether west harbor is in. they can't build the docks next to golden gate unless they know that 200 foot extension is work

11:21 pm
i believe stated by others we got a safety issue. we choose to relect a gap dock in the west harbor.nd foremost many reasons we host over 30 regadas a year. 90% don't operate with motors. second point, i'm a believer that we need to spent money on infrastructure first that includes proper design. with brick waters. saving the docks for last. that's a baptist aesthetics we have to solve other problems first. thank you for take my points and surrender my time >> next speaker, please. >> it is mow is it my turn
11:22 pm
>> yes. >> please, go. why this is shawn i'm a slip hole nert west mirna had it for almost 4 decades. i'm the boats that does not have power i'm a sail boat with no engine and there are many and upwards of 40 or 50 like me who sail update channel and become down the channel for ingress egress to the harbor i'm opposed to the location of the propoedz fuel dodge right in the middle of the their overest point of the channel it is an abomination there will be many vessels coming inform boats that where you pump the gas is one side the boat will come in. tie up with the closest encampment to the fuel like your car and have to turn around in the channel as boats are coming in and going out this needs to
11:23 pm
be relocateed somewhere better than there in the middle of the channel this is my principle objection to had i have seen and i encourage to you put it in the east harbor those of you not sailors, sailing you can't stop your boat on a dime and turn and put your car in reverse. you have to maneuver and spinning the boat around to avoid a fwhet is could be 90 degreeings to the channel at going to be a very precurious situation and any spills there will be will go in with the tide the beach up by the volleyball courts or down to the slip. i feel that it need to relocated and thank you for your time. >> thank you. >> next speaker, please. >> good ahead. please >> good afternoon.
11:24 pm
>> i'm jon paulson. i'm a slip hole nert east harbor number 422 i have a sail boat. i would [inaudible]. to repoe everybody else the fuel dock in the west harbor the proposed location is a problem. most of the sailing that guess on in this harbor is our stall. don't have motors. and most of the small are -- sailed by youth the fuel dock be best in the east harbor. thank you for your efforts and let my time go, thank you. why next speaker, please. >> good we will move on.
11:25 pm
good ahead. speaker. move on. sfgovtv do we have other hands raised? i am on the harbor association board and working with rec and p for years on that day heard my strong upon opinion that we should a big safety issue to put the fuel dock in the west harbor it should be the east harbor by all i have a sail boat with no engine and also as -- was mentioned the youth sail in that harbor. and it is a severe safety
11:26 pm
hazzard. a body idea it needs to be relocated instead plans to the east harbor. thank you very much. >> next speaker, please. go ahead. >> ben clark neighborhood activist involved in this for a long time. thank you ashley and commissioners for allowing mow to speak. i'm ghad that the commission has no vote in front television and no actions that will give you time to step back and look at this project. in may be quieter times. you heard a lot about the relocation of the gas dock. that is absolutelies no go. but there are other flus here. i believe this project is really flued from the beginning. and i would like you in when you sit become to look at the inputs
11:27 pm
11:28 pm
i'm a resident of san francisco and i'm a slip hold nert west marina. av issues regarding the place am of the fuel dock. and the issue with safety and the second issue is environmental. safety people mentioned we have a lot of east sailing. 86 youth out sailing and they sail right down the marina and if we had the gas back there that would be a problem putting the young kids at rescue when people come to the field dock. at the field dock in that location it is tight. and maneuvering to get to the field dock will be a problem. and wutding the fuel dock at

11:30 pm
any commissioners■j requesting speak? commissioner wintroub. >> thank you. why i first of all want to commend monica and her team. for sure. thank you for your hard work this is a long process. i think a good example of a civic process wing and on going. i don't think anybody think this iss over with the latest plans. it is a complex collaboration of agencies and alotment of experts weigh nothing on environmental impact and feasibility break waters and so forth. but -- i do think that the de feo part department is listening over a year ago this of brought to commission. we approved going forward with
11:31 pm
the environmental impact review knowing there being be alegality of design changes and considerations for fuel docks and views of the bay a so forth. and will we had asked as weed approve third degree, you know moving forward with eir we will do we asked for a deeper dive into different plans designs, and in part to preserve the thoughs was big. from public comment. and we asked for an i do in financial analysis. you know how can this am needs to be a financially self sustaining department within rec and e funds from the yes or no fund theory needed elsewhere in the city. to the sustain the yacht club harbor. so, we also asked about different fee structures for
11:32 pm
sizes of boats. we asked for different fee structure for residents versus nonresidence denial you presently third degree it has been very helpful. and you know all of this to say that like this hen moving forward if i think we heard today there are improve ams to the design and the fee structure. i think it is already in a better place in terms of financial self sustainability in the future. and you know we are listening to the public. and we appreciate the engage and will work with you. i know the department will. so, thank you, everyone for your comments today. i we all take notes i know this monica and her team do as well. >> so one of my questions was going to be and come as a public comment is what are the plans for future community feedback
11:33 pm
meetings and presenting the latestity rigz and what is we know a long process. >> sure. so, we had the community meeting the zoom meeting on december thishd there were 85 people in this meeting. we have post third degree presentation slides deck online and a thousand people on our e mail mailing list this receive director link to the deck and a sum row of the q & a that we heard that meeting. upcoming we have a presentation to the bay conversation and development commission design review board and everyone on this list will get a specific ini have tigz to that as well on january sick. following, i'm available and i met with the people you heard from today to review the slides and the plans help to condition
11:34 pm
to. help to collaborate with the folks using the space or want to use the space. yea. can i ask you. um when it come to significant occurrence expressed like around the location of the fuel dock, who are you bring nothing? >> what experts consults and than i can be part of the presentation process? >> sure. we have one member that criminalitied great low our harbor match they're is here today. we work with engineers, our teach austin nicole. we locked at 14 different locations for the fuel dock between the west harbor and the east. there are alegality november further analysis i can share or we can analyze those based on birth orientation, swells and
11:35 pm
waves and traffic. is a consideration. but one we look at the options for east harsher if it is okay i gallon into a bit here. the most viable am option would lose 25 slips. we would lose 25 slips and it would cost approximately three million more for the increased remodeiation required. and it does not pencil our financial model. tell not work. that being said, we are doing additional struggling the design process and get another cost estimate. at 30%. design, so -- you know we can still keep it open to consideration if there is funding available. and i mentioned we are had spoke went environment and the police department.
11:36 pm
we were prepared not have a fuel dock. but we were not nought the ordinance meant there is no fuel dock this is temperature and -- due to the harbor master involve instead development this location and the west harbor where it was originally planned to be relected to. we are all looking with that location of am -- cutting back, there is a land -- i will share it. i want to add to the first part and tuck about the field dock. the public input monica out lined the immediate and the next month. but just to provide more context, we will be submitting to the planning department for environmental review that has an entire public comment process
11:37 pm
associated with temperature and hearings associated with it. monica pointed out we have other regulators, including having hearings and of course, any final concept come become to you all for your approval and there is out reach and conversation included in this. there are multiple points for people to share their thoughts, manyy know. some maybe new based on learning this new plan. and multiple opportunity to continue to incorporate things that are feasible in design before concept approval and after.
11:39 pm
which we have done. every person who spoke today, has not supported those. they have not support today harbor. not supported. fee increases. because we had to have a small are harbor. they have in the anyway. i will leave it to that. but to say we e..ing on locations the most feasible location to mob ca's point we don't have to have a fuel dock in this harbor >> we have almost 9 miles of coast line in san francisco. there is no luthat requires it to have a fuel dock if people don't think it is safe which is not what our experts tell us we don't have to include it in a
11:40 pm
plan. we are we will continue it look at the possibility of other locations but i continuing is important to remember that this is a -- house of cards, if you will. and you can't pull one string without all unraffling. and people need to understand the come mrekity and liering of the poses of the creation. sorry i gone on long the fuel dock gets me excited. monica. >> sure. to point out if i can get my presentation. on the left hand side of the screen you seat protrusion of lan. and had is where the existing pump out is the dock you see the existing pump out. with a relocated fuel dock we are looking at cutting down this protrusion of land. it is in the necessary.
11:41 pm
right it is not like an infrastructure leadership. we being pull in to widen channel and the opening in this like. so, this is also what we are looking at. i think we should talk about this if everyone will insist on manage this is expensive for rec and p we have partners out there. >> all right employment to ask questions? >> okay. >> i really need to expedite this i need get out of here. are we -- did you get to say everything you wanted say, ma ca. i did and i'm happy to give my e mail and requests for the reports and document eggs or happy to share directly and --

so. >> thank you. >> >> okay. i have i quick question. can i ask why were -- why was the commune that you presented you know the 14 different likes made why they were not interested in the expanded location in the west harbor? >> that was not one we study recently. this location this sarah referenced was from the original 2023 plan. when we had the entire build out of that right all of the slips it had a fuel dock there. >> and no one want this is anymore. >> i want to make a comment about one caller this call in the and said this the commission here you know already just agrees with the department. i don't think that is true.
11:43 pm
many of us -- really care about this project. and remediation. i wanted to say that. you know and we want to thank the department and your w for like carey said for answering mark for identification item this is is preserve the view. you know things like that house of cards, yes, it is but you know, i think safety is the most important and the clone up. thanks. >> all right. moving on to the next item on the agenda. why okay we are on 13 general public comment. patricia this is general.
11:44 pm
>> replied from the last one i'm talking to you about process. when we had the play ground at -- laguna and chest nut. the public said than imented wanted it in reverse buzz of safety of small children we were ignored and had to be reversed a bit. number two. item 4. it started 7 years ago. they discovered there were hazzard waste in the basement and the dug out because of home will situation. it took us 6 years to get a fence around it. it was condemned because of that.
11:45 pm
i dress said up as a little old lady and went in rec and park. fact is it is nothing has been done. i offered to raise money. and have been ignored. refused to have i meeting with me. i offered her to raise money for the three million dollars for plumbing i think raise that in a day. but we are denied the right to work as a team. and will i intends on continuing to fight to work as a team with the department. and i am willing to hire an outside person to look at the hazmat issue.
11:46 pm
i would like to try to open doors. >> thank you. >> thank you. >> thank you. >> seeing no public comment it closed. we are on item 14 commissioner matters. and matters, commissioners >> item 15 new business, commissioners? >> great. >> okay. any discussion on item 16 the communication? great. now 17, adjournment. a motion and second to adjourn? move we adjourn. >> second. >> all in favor? >> aye >> opposition? >> happy holidays. we are adjournd and happy holidays everyone, thank you.

years. we definitely want them to stay here for many, many years to come. but more importantly, we know that they looked at so many locations and they chose san francisco. we're so proud, we're so happy, and we're so excited. and we are looking forward to what this facility means. it's not just a training facility for afc, but the public will be able to see this training happen up close and personal. so many young emerging soccer fans and players will be able to have an opportunity to witness this and to experience this and potentially go into the facility and have direct access, and i think that's what makes it special. it's not just about a training facility. it's about bringing the community together. this team is the first bay area team that we have that celebrates and uplifts women's soccer. and we're so grateful that they chose san francisco, and we're looking forward to
11:52 pm
their long term commitment to this city. it's going to be so exciting. i can't wait until they break the ground next year in 2025, and open it up in 2027. it is going to be a game changer. san francisco is rapidly becoming a sports destination, whether it's the warriors and the nba all star game that's next year or the laver cup we know that roger federer is bringing to san francisco in the fal■ñ of next year. all of these incredible bay area teams are amazing, but i don't think anyone is more excited about any team than they are about bay fc being in the heart and soul of san francisco, so we are grateful to be here and we want to thank everyone from the treasure island development authority to the office of economic and workforce development, to bay fc and their visionary leadership and their, you know, willingness to really be trailblazers and open the door to especially young girls and women who have hopes and dreams of being on that field
11:53 pm
and making a difference. they are champions, but theyirationae really want to thank everyone. with the city. that also had a lot to do with helping to put this deal together, but i want to especially thank the supervisor, who is fortunate enough to represent district six. he has been a real champion for all the projects going there. we already have over 1000 units with 1200 more units to come. amazing park and open space. and again treasure island people said it will never happen. but that vision of ferry service. anyone can go on the island using our ferry terminals. there's so much that is happening on treasure island. it is rapidly becoming a destination in san francisco to live, to work and play, just like our downtown will be. ladies and gentlemen, please welcome our supervisor, matt dorsey. thank you. thank you, mayor breed. you know, there are
11:54 pm
moments in history in bay area sports that are really significant. mayor george christopher brought the then new york baseball giants to san francisco in the late 1950s. mayor ed lee got the warriors to come here and tragically didn't live to see the chase center opening. today's signing represents another historic moment, and i just want to express my gratitude to mayor london breed for her leadership, for bringing bay fc to san francisco and how much it means to me. among the legacies that mayor breed is has brought our city. this is one of them. and i will say on behalf of my district and the residents i represent in treasure island, we are so appreciative. thank you, mayor breed. now, i also want to express my gratitude to bay fc. the national women's soccer league has seen such stellar growth and it's so exciting. i know that this means a lot to
11:55 pm
the neighborhood of treasure island and also to as a district six supervisor. i am just honored that i get to represent the warriors, the giants and bay fc. it means a lot to me, but i would really like to introduce the ceo of bay fc, brady stewart. thank you very. thank you. supervisor dorsey. today is truly a historic day for bay fc. our goal is to build an iconic global sports franchise, and there is no better place for us to do it. do it in than the iconic city of san francisco that we all love. we are making history with this training facility for our team, and we're so appreciative of the warm welcome that we've gotten from the entire bay area, but from san francisco specifically. we absolutely would not be here
11:56 pm
without the partnership and vision of multiple people in the san francisco community. of course, director beck at tida, thank you so much for your support. i want to thank the office of economic and workforce development. they have been our deep partners on this from day one problem solving with us. so thank you so much. supervisor dorsey, who welcomed us into his district and his community from day one. helping us to bring this vision to life has been such a huge advocate of ours. so thank you, supervisor dorsey. and of course, i have to thank mayor london breed. it's. this is her vision. i think she was talking about back when we were just a glimmer on the eye of the bay area. she recognized our potential, saw the vision for what we could be. welcomed us into the city of san francisco and really helped to drive the vision for us. we are so, so
11:57 pm
deeply grateful for your leadership. thank you. all right. first, this signing ceremony of this training facility and then next up, a soccer arena somewhere in san francisco. i am matt, i am manifesting that vision. it is going to happen. all right, come on over. okay. i want to thank you. 1990. it's official. all right. thank you.
