and thank you. the legislative people from the entrepreneurs. >> (calling names.) >> we have stated and federal people thank you, 2350u reputation so you have a written memo with the past year in the materials and i'm going to take a few minutes to highlight some of the items. at local level we have 34 items at the board of supervisors and successfully respond to over one hundred and 70 issues from their staff and one of the tape parties would support the board of supervisors by the annual budget and tells the story through informal conversation with the bureau and

presentations and proud of the work to cap the biggest and the agency has the funding for the function and several new elected officers will be on board in january and we're building relationships with them and the staff we proposed the material to brief them and setting up that in the new year. >> at the state level puc created thousands of bills and working with the enterprises tracking and analyzing nearly three hundred bills and engage with the highest impact on the agencies. in particular working closely to advocate for $8 million bonds on the 2023/24 ballot you know successfully passed it was approved by the majority of voter and will have reliable funding we'll monitored

those opportunities as they're announced and an cannot to the sfpuc and similar to last year, several bills were moving impacted sfpuc water rights. we worked to educate how the bills effect the operators like sfpuc and offered amendments mitigating negative consequences on the operations and ultimately supports the bills after the agreement bills and the bill passed. um, affordability was one of the largest issues and several proposals um, that were introduced to reduce rates we supported this with the association to advocate for the affordability. unfortunately due to the budget deficit those bills on one hand were held and

didn't move forward. and sfpuc will working closely with the senator weiner's office that bill didn't move forward but we'll continue to work with the office in 25 and several bills effected the wastewater treatment 6 note working closely 19 with senators haney's office and the sanitation for a program for the wastewater treatment, however, that bill was held due to cost. and finally, at the federal level puc continues to focus on the improvement opportunities to infrastructure funding. >> reducing the expenses to the customers most notable advocates for the drinking water program we rely on heavily and

submitted a development request for the change 3 decreases our interest rates to some of the lowest programs resulting in a savings and working closely with the establishment of a low income assistance program. and we worked would go another office to make water exempt from federal taxes they didn't move forward but we'll move to support the bill and while we anticipate any not funding will be difficult to get from the new administration we'll continue to build a collaboration and environmental justice to have removal project a critical priority and given the 1.5 capital project this advocacy will be important for the

item b is the capital improvement for the water system president tsen program. >> thank you and sca can i have the slides please good afternoon commissioner stacy i'm katie miller director of capital programs i'll have combines of 6 ab with the capital improvement program as well the water system improvement program as the end of this 2024-2025 are the 52 project with $4.0 billion in the first quarter reporting updated budget from schedules were adopted by the commission in february of 24 the current approved capital improvement program includes 52 projects and

increase of 14 projects in the previous fiscal year. 11 projects have not been initiated, 21 projects in the planning and design phases and 20 in the award or construction. about thirty percent of the project biscuit have been spent to date. there we go this is the summary of property expenditures and costs at the end of march i'm sorry at the end of sent by categories the right columns are the costs between the budget and forecast costs this table is the end of first quarter project budget are on track with only $3 million in cost increases

forecasted at this time and this pie chart is the total for the 34 regional projects and each phase of september 030th and 9 new projects were added this fiscal year for reporting purposes during the past quarters were to proceed and one project advertised for construction bids and now we'll share highlights for regional projects in construction and i'm keeping today's presentation shorter due to the full agenda. so we have the projects in construction especially in the nov valley was issued in the

construction to proceed and the incarcerated is currently mobilizing the treatment plant is 98 complete and the valley master upgrades has notice to proceed with water projects out in the bay and the corrosion is 82 percent and the san antonio the contractors mobilized and that work is just beginning the southern boulevard trail extension is about 17 percent complete and making good progress on the trail. and the roads is about 65 percent complete with the water shed as part of the improvement program about 98 percent complete at this time we're looking forward to that opening in 2025. okay.

um, few i'll um, local water enterprise in san francisco the pie chart is the budget for the 18 projects here in phase at the end of quarter 5 new projects were added to the program for reporting purposes during the past quarter one received a contradiction plastic baggies for one of the sub contractors and now hear under - apologize for the technical difficulties. >> the technical difficulties. >> i guess so it is in the air.

thank you. >> so next historically for the water projects in construction the the lead program to replace potential red parts in the retail walter's services is 43 percent complete almost halfway done with the headquarters a general contractor issued a notice to begin and the groundbreaking will begin soon the west side recycled water has to projects and it is 91 percent complete a college hill reservoir is almost complete and the entering firefighters contract reached a substantial completion.

>> i'll provide a 34ur78 summary consisting of 52 projects for a budget of 3 pointed $8 billion the program is 99 percent complete with only two active projects one in planning and one in construction this table is a summary of expenditures at cost variances for the two remaining projects no cost variances studio report at this time. the recovery ground project is 90 percent complete with the two you recidivism construction contracts to rehabilitate wells it is complete is start up testing in the past quarter the phase two is completed to complete the installation of

south well and pipeline connection to cal water received a notice to complete the construction and i contractor mobilizing for the capture planning for the facility is underway and that complete my report and i'll be happy to answer any questions you may have. >> commissioners any comments and questions. >> it looks like the pie charts all of those contracts came in at bid or maybe a little bit over or are we seeing adjustment numbers here in your projections? >> that's a great question. we reum, base lined the project when we submitted the last rectifying for this last year

those cost estimate were on the 2023 numbers we have been steady with a few exceptions most of contractors with the bids are coming in with close to the engineer estimate we have a couple of out layers one of the ozone with 28 percent higher and low bid the engineers was $85 million i believe and the low was $125 million after thorough investigation um, we decided to accept that low bid and move forward with the project that funding will come out of the future budget so we will be requesting a higher biscuit for that particular project when we come back in the next two year budget cycle you, you but sufficient funding to get the contract underway that's

the fiscal year 2024-2025 report. >> good afternoon. i'm black wood and the sfpuc director talked about i presented the quarterly performance mom report for the first quarter of 2024-2025 and may i have the slide please. as of the end of first quarter 6 audits and one performance audit were completed as of december 30th, '14 additional audits with performance audits

one bond overview and focused on the revenue. in the first quarter 7 were completed and in july the kr0er78dz released the 2023 and followed by fiscal year fy2022-23 and cyber security in the what i recall inventory count were completed in 2024. i'd like to take a moment to now discuss the sunsetting for the oversight committee and the plans to carry out this function going forward. our book was completed to make sure the proceeds from revenue bonds are expended authorizing and bond resolution applicable so for purposes and uses authorize the bond resolution and for capital

improvements. as this committee will sunset in january of 2025 to make sure the function are uninterrupted will partner with the controller's office with the auditor to make sure the complete final days are ongoing scheduled for this quarter and coordinate any follow-up on the recommendation every 6 months until they're closed. going forward the bureau will assume the historic oversight and formalize the audits into the bc audit plan and leveraging a relationship with the auditor will help the bureau make sure our services and those of the independent auditors will provide sufficient costs and

time efficient audits for the revenue bonds. as you know, we actively monitor the recommendations throughout the agency to make sure their addressing implemented according to their deadlines. during the first quarter 11 recommendations were closed across too audits based on the revenue those are crystal aspirins as of december 30th 3 recommendations remain open for the citywide procurement public assessment. moving forward we anticipate the completion of the following items which i the chapter 6 dedicated authority and board of supervisors budget analysts conflict of interest audit the board of supervisors budget legislative work order and the

president and item 6 e is the fiscal year fiscal year 2024/25 budgetary report through december of 24 and lair are bush. >> hi, everybody can i have the slides? >> got it. >> hello commissioners my name is laura bush i'm the deputy cfo and here to present the fiscal year fiscal year 2024/25 variance report welcome you to the fiscal year that's my first time presenting to the new commission we provide a quarterly update on the budget and at the beginning of meeting.

so let's go forward. >> um, so the projecting positive operating results for cleanpowersf and schultz wastewater those privileges and close of business no immediate concern with the policies to keep an eye on that. >> we have the retail value in the budget that is the main course of revenue shortfall and some linking impacts to maintain the issues and that is the low labor and non-labor. >> so similar to the revenues projected below budget to the volume and any possible no agreements up there? offset by the cost sharing projects like

the cost index. the power revenues are below budget and volumes and retail sales offset by higher sales and the cost from high generations the cleanpowersf retail is the final rate that is lower than the budget and this is offset by retail revenue and cost savings. as i mentioned our year-end financial goals are protected and wanted to note right now my team working on reviewing the puc key financial policies and will bring it to the commission which we're ready and in the next slide will detail that. >> with the operating is down by $7.3 million and, however, we anticipate the savings in the

domestic projects $8 million additionally some legal testaments from the fund balance leaving a net impact of $3.3 million for the year-end fund balance and as i mentioned down about $15 million as with the lower volumes and as i mentioned in the fiscal year and the projections are detailed we are still experiencing. >> madam president. seeing some delaying billing issues the total amount that none of that money is detailed and there was about $50 million in outstanding money we collected some of that will have an impact. >> thanks dennis. >> i'm on the side we have offset by the quarters and index

service. >> um, moving on. to wastewater the net operating results is down $6 million. and we also anticipate $3.2 million leaving us with a nets impact balance. on the other side water is down and also same thing we have some stormwater that remain uncollected. and the fills are offset by $7 million is a one time cost saving for the foundation project. >> on the east side this is the manager will provide. >> um, on moving on to power have positive net operating result in power $56.6 million and slightly down $7.2 million

and since um, at large driven by retail sales by a few million dollars and offset by sales up and steam is below biggest but pass there so an offset in savings on the eastern side we have $55.5 million developing cost savings projects from the cost and $7.7 million in gas and steam costs and savings projected to budget that was carved forward if last year and the budget contingency in spending we also seeing higher generations in the next quarter. >> last but not least cleanpowersf we also have a positive net operating cost of and on the side down slightly

so as the program let them means the budget scheduled online to be a cip and many of the projects were to reflect the updated information. um, so at postage level not see on the line line 0 we start and highlight a couple of projects here for you today on the left is one of our on and off project for the replacements you specifically on i win street with the 24 inch height trench excavation and this project he anticipate will be done by january of 2025 in the middle is the projects it is good in the

project lds project this location ask 18 street where we are the contractors is installing what we call in place liner into the existing pipe and it is essentially like soft inside of pipe with hot water and that material expands very fun kind of work we're looking at on the sewers and on the right is our new stakeholders wastewater treatment project here as you can see the contractor is doing the framework for our bye lodge facility and if you look at it today it is actually looking

more developed the project is the new project is going well. and currently this project the overview completion is 40 percent built. >> um, here you see is the base one status the overall number of project is 70 projects one project moves if close out to completed and the rest of the number of projects maintained the same, as i mentioned, earlier we have the basin and some of the pukts some have been completed came in lower we than we exceeded; right? from the projects most of contract are a 10 percent contingency and then the funds are relooked to the program construction projects a

couple of our major undertaking plans network and bio went up to prices we see that reflect in the construction costs here and due to the increased, you know, our major construction projects the percent looks like it is decreasing was the projects are bigger in price; right? and the the same percent complete higher prices are coming in but overall because of the projects are lower than la it was seen last quarter but overview the program is lower than last year in the last fiscal year. >> for the ssi that is table 3 go as i mentioned because of base line we have a variance. and same with the facility and

infrastructure project. um, and overall i want to mention that we the overall program um, the executive summer you'll see we are at 67.7 complete for the ssi p program and fiscal year and it fiscal year we increased from 120 to one hundred 27 projects. >> um, we also like to talk about some of our milestones and start with a photo here this is the ribbon cutting celebration at the el taraval project an emergency departmental postage we are in the area we like to

partner with the agencies in completing the projects together to minimize the construction to the public. in the quarter 6 projects are as you can see four in design and two construction contracts awarded. we also like to highlight the two major projects it is just the digest and overall we're peeking construction this summer and construction is over 70 percent or 71 percent complete and the overall project is. that's the progress and finally our new project is this project is overall a 67 complete a construction is at 89 percent complete we testing the project

this construction contract will help to meet the plex and were able to test it up to 250 million gallons a day we're excited we do test the facility in the wet weather into spring months before we'll completely turnover the facility to wastewater and lots of appreciation to both wastewater enterprise and to the project team to keep collaboratively on this effort and that's all i have and open to questions. >> thank you for the report and kudos on the progress. >> i also think that wastewater has many balls in the air with the work they do everyday

partnerships are important because this is a communicated where a long history of kind of not us but predecessors doing the wrong thing in the community in memoriams of contributing to the environmental health hazards and lack of opportunities so the fact the community benefits policy and the justice policy and the investment in the contracts center and the local investments and other programs are part of giving back to the community and like it is great to hear the stories and invited them to come out to the future meetings are with that one and to share the stories and hear someone like me reflect on what i learned. i feel like there is this agency stands out in so

many procedures like the hiring of the agreement highest in the investing public agencies investing in the infrastructure and wouldn't be surprised we have the same type of outcomes with the lbe participation in volume and kind of an idea i wanted to share here, you know, probation there is opportunity and more, you know, opportunity to do more courage the prime contractors to do more lbe contractors and community contractors there is opportunities to more the i daresay with the commissioners we're leading the way if regards. one of the things i was thinking about potentially for this presentation in the future maybe even a separate permission across infrastructure and investing enterprises and getting a sense of projects like

biosolids and they're the $1770 million investment and getting a sense how we're going deeper by investing those dollars in the lbe contractors with how much of those contracts are being sub contracted to local business enterprises or contractors in the community so some of the things about um, for future presentation i'd like to see them if i can think out loud we have all that published on the dashboard but happy to share that with the commission. >> that's perfect and maybe for me and others on the judge

organed the opportunity to about the biosolids and that's where we started overseeing and came up with the name to start having an opportunity to um, bid on those jobs. you know, i'm very, very thankful for the further discussion? for giving us the opportunity to actually be on, you know, for the community community contractors to have a liaison to be participating with some of the bigger contractors that has given us a chance with the smaller contractors giving us an opportunity to grow but, you know, head works was a headache for us and we met with many

let's talk about art in the city and how art installations are funded. >> the arts committee was funded in 1932 and support civic review, design investments and art galleries. projects we have are funded by the city's art enrichment ordinance which provides 2% of construction costs for public art. >> so art is tied to construction. there's been a great deal in the southwest of the city. can you talk about some of the projects there? >> sure. our city has some exciting projected in the

bayview-hunters point coming up. one artist created a photo collage. in the picture pavilion, one artist formed a collage of her one-year residency coming together with residents, and anchoring the new center is a landmark bronze sculpture, inspired by traditional ivory coast currency which the artists significantly enlarges to mark that it's a predominantly african american

community in bayview hunters point. >> are there any art installations around town that uses light as a medium? >> yes. the first is on van ness between o'farrell and geary. it's funded with the m.t.a.s van ness geary street project. another project is for the central subway. it is one of ten artworks commissioned for the new line. it's over 650 feet long, consists of 550 l.e.d. panels between the powell street station and the union street station. it's called lucy in the sky, and the lights are patterned with unique sequences so that

commuters can experience a unique pattern each time they pass through. >> perfect. what about the early day sculpture that was removed from the civic center? >> this is a question that cities have been grappling with nationwide. following the removal of early days in 2018, there was a toppling of statues in golden gate park as well as the removal of the christopher columbus statue. we are partnering with the parks department as well as the community to engage with the public to develop guidelines to evaluate the existing monuments and memorials in the civic arts collection and evaluate the

removal of a monument or statue but also installing new ones. >> finally, it seems like the weather might be nice this weekend. if i fancy taking a walk and seeing some outdoor art, where would you suggest i go? >> well, i would suggest the embarcadero. this work was commissioned with funds from the fire station 35. this suggests the bow of a boat and the glass panel surrounding the structure depict the history of fireboats in the bay area. >> and where can i go from there? >> then, i would walk up to the justin herman plaza to check out the work of the art

today. my name is leo sosa. i'm the founder and executive director for devmission. we're sitting inside a computer lab where residents come and get support when they give help about how to set up an e-mail account. how to order prescriptions online. create a résumé. we are also now paying attention to provide tech support. we have collaborated with the san francisco mayor's office and the department of technology to implement a broad band network for the residents here so they can have free internet access. we have partnered with community technology networks to provide computer classes to the seniors and the residents. so this computer lab becomes a hub for the community to learn how to use technology, but that's the parents and the

adults. we have been able to identify what we call a stem date. the acronym is science technology engineering and math. kids should be exposed no matter what type of background or ethnicity or income status. that's where we actually create magic. >> something that the kids are really excited about is science and so the way that we execute that is through making slime. and as fun as it is, it's still a chemical reaction and you start to understand that with the materials that you need to make the slime. >> they love adding their little twists to everything. it's just a place for them to experiment and that's really what we want. >> i see. >> really what the excitement behind that is that you're making something. >> logs, legos, sumo box, art, drawing, computers, mine craft,

and really it's just awaking opportunity. >> keeping their attention is like one of the biggest challenges that we do have because, you know, they're kids. they always want to be doing something, be helping with something. so we just let them be themselves. we have our set of rules in place that we have that we want them to follow and live up to. and we also have our set of expectations that we want them to achieve. this is like my first year officially working with kids. and definitely i've had moments where they're not getting something. they don't really understand it and you're trying to just talk to them in a way that they can make it work teaching them in different ways how they can get the light bulb to go off and i've seen it first-hand and it makes me so happy when it does go off because it's like, wow, i helped them understand this concept. >> i love playing games and i

love having fun with my friends playing dodge ball and a lot of things that i like. it's really cool. >> they don't give you a lot of cheese to put on there, do they? you've got like a little bit left. >> we learn programming to make them work. we do computers and programming. at the bottom here, we talk to them and we press these buttons to make it go. and this is to turn it off. and this is to make it control on its own. if you press this twice, it can do any type of tricks. like you can move it like this

and it moves. it actually can go like this. >> like, wow, they're just absorbing everything. so it definitely is a wholehearted moment that i love experiencing. >> the realities right now, 5.3 latinos working in tech and about 6.7 african americans working in tech. and, of course, those tech companies are funders. so i continue to work really hard with them to close that gap and work with the san francisco unified school district so juniors and seniors come to our program, so kids come to our stem hub and be exposed to all those things. it's a big challenge. >> we have a couple of other providers here on site, but we've all just been trying to work together and let the kids move around from each

department. some kids are comfortable with their admission, but if they want to jump in with city of dreams or hunter's point, we just try to collaborate to provide the best opportunity in the community. >> devmission has provided services on westbrook. they teach you how to code. how to build their own mini robot to providing access for the youth to partnerships with adobe and sony and google and twitter. and so devmission has definitely brought access for our families to resources that our residents may or may not have been able to access in the past. >> the san francisco house and development corporation gave us the grant to implement this program. it hasn't been easy, but we have been able to see now some of the success stories of some of those kids that have been able to take the opportunity

and he says it's a program that teaches you computers and art. and i still remember the day he walked in there with a baseball cap, full of tattoos. nice clean hair cut. i want to learn how to use computers. graduated from the program and he wanted to work in i.t.. well, eduardo is a dreamer. right. so trying to find him a job in the tech industry was very challenging, but that didn't stop him. through the effort of the office of economic work force and the grant i reached out to a few folks i know. post mates decided to bring him on board regardless of his legal status. he ended his internship at post mates and now is at hudacity. that is the power of what technology does for young people that want to become part of the tech industry.

it stays on site and this is filing out forms for people that are eligible so not just about your 22 page form but other community services and benefits there's an economic and safety public benefit if we nationalize all people to be a citizen with the network no objection over $3 million in income for those but more importantly the city saves money $86 million by reducing the benefit costs. >> thank you.
