clear gkts are looking for us for shawnee to stand by this i heard many people in my district and across the cities are waking up in a state of anxiety what it or is to come and some parents stopped sending their kids to school afraid to report emergencies and some don't know how to look their children in the face and tell them it is going to be okay and finally from elected officers that anxiety not what san francisco is about. this town was built by people who are immigrant and wouldn't function without people who migrate and because we get a new president we'll not abandoned our community but our

necessary sisters enacting the refugees in the western addition and journeyapantown and yesterday i personally went to the community and clerks and store managers no more produce and likely not reoriented. there is pharmaceutical services until he february 7th you but make sure you're finding ways to transfer those going forward and this impeding closing date long term to make sure there is minimal services in the neighborhood we know the community has been told this for a while and the loss that is of the by the residents

i'll take the opportunity to tell you what i will be prior pifrgz if it sounds too good to be true, it probably is. this coming year and we have different, you know, interest rates (laughter) and, you know so no surprise my are on the land use and transportation so i want to make sure we um, fulfill our commitment to the state on our housing element with our affordable housing commitment. and all of the legislation that we didn't get to. we have a deadline by the independence of this year and i'll be doing doing everything we can to make sure we negotiate with each other and with the state and the mayor's office to get to the finish line. i'll be concentrating on the legislation to finalize the co-op housing

legislation i've been working on to quite a while and required the focus on the state delegation and financing of the co-op housing has to do with with the state law needs to be changed to help us to get to the finish line and i'm committed to that and really committed to making sure that we at state community service nothing more regressive than to cut back on public and assessable transportation. um, but president mandelman and i have been part of muni gúing up to get our heads with regard around what all the stakeholders have been thinking about in terms of balancing the muni budget and putting forth a plan that was

submitted and um, last but not least i'll make sure that children in our cities are supported in their success on the childcare it takes time and have not gotten to and the services that provide children in the public schools and the way to economic recovery through all of the housing through transportation and care of our future residents. so residents for the future taxpayers i'm committed to that and with that, i have address a request that the closure of wall green on the border of district 7 have lost 4 stores in the past 5 years and last to

death and two walgreens and they're large, you know, storefronts so i'm making a request for the city attorney for some planning code changes to make this easier to fulfill the large storefronts and this serve as neighbors to the neighborhood commercial kroerd /* corridor and on the things in san francisco besides the 1 on ocean avenue we have spent time and emergency i want to make sure we have an easier minded with that and restore public transparent and last a in memoriam close the meeting in honor of colonel peter who was a

dear friend gentle kind friend. he was born on january 29, 1939 in new york's and passed away think december 5th. he grew up in the bronx and went around the world with service in distinction in korea and was a resident of west portal for decades. and married to barbara raised three children attended the schools in san francisco. and just wendy and survived by four grandchildren and survived by several siblings gene and charles and colonel was a graduate of west point and served in the u.s. army and it's

final assignment was detective commander at the presidio san francisco in the army after a very successful military career consider necessarily and i served together on the board of directors at the jewish council and voted a big part of his life supporting veterans on you've duty especially the veterans that suffer from std and homelessness and needed on enter - he spent allotment in care with everyone he met with the developers who needed the extra help and transferred in the military to work force and was a

later, sheriff temperature is an honor here today to be here with all of you and i like to take a minute and provide context on to why today is so significant. not only is today important to the members of the san francisco sheriff's office. but it it is equally important at this time community they serve. those who live and work in this great city also those who visit here and who will wait trial and those who chose to be a part of the problem rather than the solution; sheriff miomoto in words and action has continued to work to improve public safety. leading our residents those in our custody through a pandemic not one die friday covid. a stance against those in our jail who is attacked our staff. and yet fought for inmate freedoms and programs to help prepare them for potential reentry to society.

he upon has decreased over time recruited and hired more staff, launched operation safe streets. and one of the things i admire about this sheriff is his diplomacy in dealing with other government leaders in order to achieve those results that our city need in this very moment. sheriff miomoto has a wellingness to roll up his sleeves to get the work done. although rumor has it he is ready to flex more this term. reference the chronicle editorial in october. flex. a big word there for our sheriff you will see that. anyways, he managed to bolster the image and the rep station of the sheriff's office building visibility and simultaneously ensure employees are powered do their jobs.

state of california and the city of san francisco and part of my personnel journey as a sheriff and your landlord i wanted give you a get out of jail key. so -- thank you. [applause] i -- i know there are a lot of things going on today and i wanted to i can i show thank you is my remarks. but as i sat here i want to be very thankful and grateful for you being here today. i know that the dawning of a new day in terms of leadership a lot

are paying attention to what is going of i want to take ape moment outside of my remarks to share how humble i feel in regards to what i have been able to do and the people i worked with my entire career. i'm looking forward to the opportunity of working with people some whom will continue on this journey some who are new to the job. but sitting here with all of you and seeing all these things happening, the lion dance team. bob carroll was under one of the lion and my tax officers at the academy. machine who taught mow to be who i am in law enforcement. and then the other lion was my friends's daughter amanda. and that represents just this segment of my life where it bridges generations it is a part of who i am. and it is an example of when my

experiences have been. and it is very special. i look out there right now and i see people i worked with for year in different areas and i think fringely you mentioned something about me being diplomatic i don't know if my family would say that. [laughter] ball it is a quality i have to make sure we do good work for the city we have to work together. there is one word i never mentioned before and in any remarks public low, that word is love. the love i have for this city is by no means more than the love i have for my family or anymore more than for my friends but i hope this in the work this i have done in the years that i have spent wearing this uniform and rising through the ranks and

askendzing to the position i'm in i hope some of this love translated to the work we have done in to the relations we shared and worked together on. all of us here collectively. any part of my life you have been know that there has been a part of that love i had for all you have all of this time and i'm very grateful to be here standing before you with the opportunity to continue on as the sheriff in san francisco. with the opportunity to condition to work with everyone here to make this place safer and better. very hopeful. for when we see coming on the horizon here very grateful for the work we have done. i know everyone acknowledged for those of you here now this have not been mentioned, know that i'm grateful for you being here. and for the work we have done

and i want to recognize mayor breed right now because there were 2 things we experienced since the first time i came on this job. one, one month or whatever after i took this position collective low we faced a pandemic. we dealt with a worldwide challenge this come once every hundred years. and the w we did in san francisco, was in the just one agency or one place or one person it it is all of us together and i think that what we did in this time can translate to when we do for the city to make it better. we already planted the seemed mayor breed i recognize the fact you were a part of that journey and he were the guiding force behind making sure we did this work to keep people safe. work to keep this city going >> regardless of what people say. regardless of the experiences we had. we come out at the end of the

tunnel together and i thank you for that. [applause] right now, tara helped me with my remarks is tearing her hair out i'm not saying anything this is on here. [laughter] and as you can bear with me please i will get back on point but i doment to recognize as i mentioned, i do want to recognize all of us that work together abb a city and the leadership and who we are how we define the city is up to us. and the work we are continuing to do i'm grateful for the opportunity to be the sheriff and to continue this work with all of you. i do want to recognize every person every member of the sheriff's office. and the sworn staff professional

staff, regardless of assignment or work; there is a sense of love this i feel for all of you. which carries me through the challenging times. which helps me to make the hard decisions that sometimes are adheres to core value and not pleasant to have to do. and i think frank took half my speech. so i will reference back to what he said about what our guiding princims of how we do our job. what you are inside or outside the sheriff's office is committed to making sure that you are safe to making sure we as a community work together. help each other. if you are in a moment where you are at your lowest point, which is usually jail. or juvenile in the the justice system we are here not just to

protect people but to give people opportunity for change. to give people opportunity to become someone better. and that translates to the work we are doing in partnership with our public safety agencies and partnership with other agencies throughout the city. because this is a group effort and something we are doing together. we have partnered with the community in ways we have not done before. that's important as well because when we are trying to message about we are all in this together. not this it is any one person job or the government's job not that it is any elected official's job alone temperature it is something we all do together. and i appreciate the opportunity to continue to be a part of this. i spent my entire civil service career in the sheriff's office. i seen people come and go. i now stand before you someone who will continue my commitment

to public service in a more role i say that a lot of people i work with through the years have moveod and entered different chaps. i recognize the current members of the department this are active but recognize those of you in the room this served previously and i want to thank you for this service. and thank you for being a part of who i am right now. your service continues through me. and through the leadership i provide to the sheriff's office. just please, everybody, thank you very much and give a round for those who have previously served. [applause] i would be remiss if i did not support under sheriff johnson in her duties to recognize people earlier today. if i did in the recognize our next mayor, who will be doing exactly what i did but mayor

lurie, thank you for being here. [applause] he is already showing he is smarty than me he has a cup of coffee in his hand. something i did not take the opportunity to do this morning. to the degree i usually(n mayor patterson who is in the room as well. [applause] and the reason why i do this because he is currently also lieutenant in our department and an example of how sometimes leadership trans ends your job duties and is a part of who you can be to your community. thank you for being here and for the service you do as well. it is very representative of when we are about of who we are of who i am. and kevin franklin, thank you for being here as well. work together growing up through the agency. butt left thing i want to say about that is i carry a love for the city carry a love for each of you in the work that i do here. as the sheriff. i will continue to do that as the sheriff. and the last thing is to leanne who i know i told this story hundreds of times but -- love really started for me not just with love for the city but i got to carry it on in the job itself when i met her in jail for the first day on the job. yea she was not in jail incarcerated she was working. as was i. but -- the result of this love born out of that first day in the jails was my family who is here my son joe. my daughters mia, marissa and

melanie and my son in college now jordan. i want to thank all of you for bearing with me through the challenges for being supportive and understanding because of the job and the toll it takes on all of us. perfect timing right there. and the calling that we have we can't do in public safety and law enforcement in service to the city if we did not have the support of our family friends and loved once. that's what this moment is about now. and i thank you for being here and thank you for being a part of that journey. i'm very happy to say i'm absolutely committed and energized and ready for another 4 years of keeping the city safe. thank you, everyone. (clapping.) wow. >> the view from here amazing. there are people filled are hope as far as the eyes can see i can tell you that hope takes encourage required sdlirn people that worked on the toughest challenges know that is from you full of progress. and that's if you're willing to pick yourselves up and fight on the odds of that heartbreak will be great healing this is what san franciscans are all become the greatest minds advocates arts and scientists and all of us together i'm u i know that we can create the conditions for communities businesses and

families to thrive (clapping.) and i met the mayor in 2005 i was a young pesticide transition in hunters point he didn't ask me to come to his office downtown he came to me i tell him i wanted to create a new model in addressing childhood trauma he listened and quickly became an early investor and i'm not talking about financial resources. i have persian seen him fight some tough fights so the families i serve can get what they needed. no surprise to me when the community organize said hey i was at that meeting what's up with the white guy in the back of the room you and said they'll daniel he's legit

i'm thrilled to celebrate him be today he brings the partnership to vision and that fight to city hall. >> as california's first unconcern general i learned it good government is about responsibility comes from the top and daniel lurie understood these things and lives them he does that because he loves san francisco. and he knows it is special. that is a placl. where everyone is welcome. where passion clapping we're celebrating where passion for all the different beliefs is celebrated. now that what make bringing people together to um,

the challenges requires the present and a profound ability to find common ground when we argue he is demonstrated that him over is important. everybody counts. >> i'm incredibly proud the work we started in bay area too decades ago to help children and families heal has been expanded throughout california and replicated in other it states. we start things here that take root and committee. san francisco is a hub of innovation and not just for technology but how we take care of each other and it is new day. in san francisco. mayor-elect daniel lurie i'm grateful to have been

course not without our problems following covid had to deal with difficulty federal cries crises one thing i've learned as coach my job to teach but to listen. leadership is about creating a vision for success by this a culture of collaboration and hope and enjoy with the people you're leading my players do the work and they're teaching me and i'm teach together, together to find solutions and the players determine with the quality of their play they win. i imagine mayor-elect daniel lurie job will have larger consequences

the mayor will not solve problems by himself like a coach he won't wave and magic on the one hand for better schools and a thriving economy we are going to do that together. mayor-elect daniel lurie is going to give us supervision and vision and listen and provide the navigation and ultimately censors will determine what kind of city we'll be we have a effort actually environmentalist to thrive, in fact, the same things that made the warriors a giant made san francisco great city and financial power the hub of technology and innovation and

amazing food and culture credible people have a passion and energy for life every single day. i feel that chance everyday and night for our city to reach the potential we have to channel our energy to set aside our difference and make a difference for one another like the warriors bring the individual talent to the table to make the whole better. indeed strength in numbers. and mayor-elect daniel lurie you understand or upstairs but our future is in our own hands up for us to bring the talented and effort our sacrifices to the common cause of making san francisco the best city in the world. thank you.

self determination. after being removed from her a car just two weeks old jessie found education 40 in her foster mom patty with trials and tribulation with the scholarships program she was the first person to graduate from college in the san francisco unified school district school of the law graduated with honored and works in the office with the public defender's office and has from the moment jessie stepped foot in san francisco know this was testament to the power of service is he to the communities. not only because of what she continues to do for others but because of people who have showed up to support her

along the way. i couldn't be prouder so welcome jessie to administrator the oath of office (clapping.) thank you so much rental housing you didn't can i've been honored and privileged to be h when i came here started college at age of 18 wide eyed never can i imagine you'll swear in the 46 mayor of san francisco

(clapping.) and i entered this mayors race not at a politician but a dad who couldn't explain to my kids what were you seeing on the streets that's never hit me as hard last month at generally hospital after meeting doctors and specialtiesend our tour there i stood in quiet of nursery surrounded by babies in critical condition some of them recovering from fentanyl exposure a heart breaking picture of our city's addressing the crises on our streets. as i

listened to the nurses and the tons of patients i heard that familiar sound of hope the same hope i hired on every street corner in every neighborhoods in san francisco make no mistake, hope is alive and well in san francisco. (clapping.) the nurses assured me with the right treatment and care those babies are resilient they get better. after seeing a instagram you experience one mother committed that was my baby and me i want everyone to know recovery is possible she said and she's right. (clapping.) and recovery is possible but needs to be more than a

possibility in san francisco it must be our mission together, together we can all get better do better and return san francisco to its rightful place as the grrlt city in the world (clapping) san francisco is long been known for the trial attorneys and inclusion if you nothing widespread drug use and seeing people if crises it is the skirt safety is not a specific and feeling you hold when you're walking down the street that insecurity ask human right people south of market and the mission and beyond. i refuse to believe this is who we are you

voted for accountability a clear mandate that my administration will work to fulfill every single day. but as coach said lasting change didn't happen overnight it it takes time. but if we're consistent and aren't afraid to make tough decisions san francisco will rise to new heights. (clapping.) now with the largest deficit we can't hide in the 23ish8 reality we must make rethinking the way we operator we need to stop spending and prioritize and make the investments that are critical to getting san francisco up and running again and when we coyote the other

side and we will we must sure that every san franciscan shares prosperity from this moment this is a new structure isn't mayor's office that allows for opportunity for city department to work together effectively to solve the preying problem problems we are having a cross section of people if every segment. we will fight everyday for san francisco future and safer more affordable city for all. (clapping.) we can't continue to triage the crises we face if we turn this city around good intentions are not enough and strong values we must act with a focus on results

and create the solutions that last far beyond 6 tenure of this administration. starting today, we are treating the fentanyl crises as an emergency that it is. as we speak as we speak the san francisco police department and sheriff's department are shifting resources and personnel this bring drug dealers to justice and clean up our streets (clapping.) today what has been a temporary will be a permanent shutter of this administration the fentanyl is not a 9 to 5 operation does take a break and neither will we (clapping.)

that's why i'm introducing a state of fentanyl emergency services to be pass the bury i look forward to working with it in coming board of supervisors for their approval i want to thank all of you for your shared commitment to stop mental illness on our streets. thank you. >> thank you. (clapping.) this authorization will fast track a partnership to stand up temporarily shelter beds and address the homeless on our streets it is time. that is time to move pass the politicians it is time to redefine how politics works in our city we stand united we send a clear message to the city and to the country

that you don't come to san francisco to deal drugs or do drugs on our street if you do you'll be held accountable (clapping.) this is truly a new era of a open session and mutual respect been city hall and others on the front line without you we can't carry on this vision for change this is why you have any guarantee will be zero cuts to sworn officers 9-1-1 officers and firefighters and nurses. (clapping.) and our first reading who are here today looking at for all of

without good data. >> we will also think embedding the first reading units and until now the only on the first reading have had to take those suffering from mental illness or addiction to hospitals or jail.o= announce this spring opposing the first 24/7 friendly drop off center. >> this this will create better pastas to treatment and give police the authority to hold those who rife help accountable as we move people off the streets into recovery expand the journey home providing increased transportation and so forth for those ready to reunite with loved one or outside of san francisco. outcomes on the streets to focus our investments in high nonprofits service providers. this will save us money but help the nonprofits shape and better serve the needs of most vulnerable san franciscans. more accountability and effective distribution of our reservoirs clears the path to san francisco recovery (clapping.) making our streets safer and cleaner will super charge the revitalization of our downtown corridor i'm excited to announce we've been latino the this dedicated police unit will have a safe assignment for workers and shoppers and visitors in the market street and not just when there is a conference in town but every single day three

hundred and 65 days a year (clapping.) from engaging local artists to once a designation for world class tours we're building the safe urban corridor that is inviting to all. my job not to demand the private sector be back in the office but make i want to be downtown for work and with your family and financiers i'll say none of this none of this can happen in the hotel destroy industry /* industry and want to welcome the hotel management and thank you for coming together to reach an agreement to end the longest hotel strike in the city people back to work in time for the

hoiltdz and our hotel are welcoming visitors enabling us to have the john hopkins and the all-star game in february to host that. (clapping.) and no denying no denying if san francisco is coming back there is a rising sense of pride and optimism for the city can't be stopped with that momentum we must plan for the next housing and economic boom within the first one hundred days to have housing and help new businesses and building permits get them quickly (clapping.) to our small businesses who i know have been suffering. the era of a new restaurant going

through 40 inspections and re6 50 answers is over that's our promise to you. (clapping.) we can on or near wait to build we must create those conditions. now better corroboration will be a hallway mark that will keep one department from tearing up the maintenance and another from doing to two weeks later we have allowed far too many people to lose faith in government. i know we can restore that as your mayor i'm going to take am at the problems here in san francisco because that's what you elected me to do. and i know

that many feel a great sense of fear and loss about the state of our country right now i share those concerns. san francisco has long been an historic place for human rights and tax on lgbtq+ hate crimes and vilification are happening across the country including here at home. san francisco must be a city for everyone to feel safe and valued and empowered standing against discrimination and fighting no later than what comes our way (clapping.) as your mayor i'll tell you the truth when they're hard trust the challenges head of us are e

in response, the word of hearing officer milky, tell you as i look at this incredible crowd i feel that hope but not enough but the courage to act now is the time for action that's where our come back back begins there are green sheets where else but my standard for success is sky-high it is- (clapping.) the greatest, however, of my life to serve as your mayor in the critical moment in history i'm asking you every single one of you to join me in reclaiming our place as the green light city in the world with a new era

first i want to express my deep concern for everyone affected by the wildfires down in southern california and our first responders working to keep them safe. given this morning's earthquake and the one we had about ten minutes ago i want to remind san franciscans of the importance of emergency preparedness. i'm working with the department of emergency management to ensure our city's resilience and i look forward to working with s.f. in a similar manner in 2017. when the north bay was ravaged by fires we saw this devastation firsthand. entire communities lost overnight. we coordinated across regions to raise resources to hit those hit hardest. when one of our communities is hurting we all feel it. the very best thing that we can

do right now is to come together. san francisco has already sent a strike team down to support the efforts in southern california and stands ready to assist as we review our own emergency preparedness. it's never been more clear to me that one of the cornerstone cornerstones of public safety in this city is our great san francisco fire department and those who work tirelessly to safeguard the lives of san franciscans. today i am honored and privileged to announce that i am appointing battalion chief dean crispin as fire chief of the san francisco fire department. >> this is a role that carries

immense responsibility and requires a unique combination of vision, leadership and a profound connection to the people of this great city. battalion chief chris ben brings 34 years of distinguished service and unwavering commitment as a first responder and advocate for underserved populations. he served as captain of chinatown, north beach and so much stations and battalion chief to some of the busiest stations across the city. he has been recognized three times three times for bravery and service for two san franciscans for rescuing the elderly from fires in the tenderloin. battalion chief bowen also served as a 911 responder and has acted as incident commander at over 50 major incidents in san francisco. dean like myself is also a

native san franciscan and a father of two boys. >> he comes from a family that is committed to service. his mother immigrated to the us from nicaragua at the age of 12 and his father is a retired captain of the fire department's arson squad. his grandmother was a senior citizen advocate in the mission and the founder of the latin american senior citizens association under battalion chief chris leadership. we will advance approaches that make san francisco safer, stronger and more resilient. in his role as fire chief he will help coordinate san francisco's emergency preparedness public safety initiatives and lead san francisco fire departments community engagement programs while overseeing talented battalions of firefighters across this city. battalion chief crispin for your decades of service and deep commitment to community

citizens of this city. our department stands ready to protect you and your loved ones. should disaster strike, we vigilantly train daily and have a comprehensive plan in place. however, we're not complacent. >> we'll continue to work with our partners at dbm to update and implement disaster plans. mom raised in the mission district. thank you for your love guidance and grace. you spent 65 years of your life worrying about dad and i getting injured in the fire. thank you for your sacrifice, dad. i know you're smiling down on us. >> for 30 years you told me to go to headquarters. well it took 34, but i finally listened to you and kelly and the boys.

morning. mary ellen and i were on the phone within 100 and 20s she texted me and said did you feel that? and she immediately got her team going and coordinated across departments to make sure that everything was safe and sound and it was. and we immediately started talking about all the tabletop exercises that have been going on continue to go on at fleet week. they had an exercise and so i just want to tell the people of san francisco that this crew behind me is prepared and we will continue to be prepared. we will not stop. we have more work to do. we can always be more prepared. things are coming out as fast and furiously as we see down in los angeles. there is no such thing as being to prepared. and so once again our hearts go

out to our neighbors. for our brothers and sisters in the fire department down there 30 members down there now we're thinking about you and we continue to stay in touch with officials to see how we can be helpful with that. >> so we've got a moment for a couple of questions. members of the media folks want to raise their hands and walk on your first question. hi nice to be with kqed. you just said there's 30 members who have gone down to l.a. are more potentially going down and how long are you expecting they'll be there? i'll let you answer that question. >> thank you mary. and thank you for the question . i was actually just got off a call right before this press conference with my colleagues in l.a. from the department of emergency management. >> there they are. they have been working nonstop since before the fire started and they're tired and they are in the process of requesting additional assistance. they know that we are ready to

go. not only my department but i'm coordinating management leads from other departments to go down to help. well you have to understand is that there is a process by which they county and the city must request the assistance. the worst thing is to arrive uninvited before they're ready. so that is in process and i fully expect that we will get those mutual aid requests within the coming days. the fire chiefs can speak more to this. this is an active response. the fires are still burning. they're not in recovery yet. some of the things that they are just getting up they've had some shelters up or they're getting assistance centers. centers up. there will be weeks months and years of recovery and assistance that l.a. will need. we are there to be partners. we happen to have a really very close relationship with l.a. and in emergency management world we actually speak on a regular basis every week, every friday. so we're getting ready to go

and we'll mayor's office will be able to share that information once more resources go down. i also just want to thank the fire department. the most important thing right now is firefighting capability and the fire department is providing the need the fulfilling the requests that are coming through. >> so the question is to tong remaining with the department once this transition is complete and if so, in what position? >> we have a transition plan in place and on january 21st the transition will be complete and they're going to spend the next 11 days transitioning. and i just want to once again thank you for your service to the city and county of san francisco. appreciate you. sorry. yes, sir. hold on, sir. let me tell you what we're going to do over the phone to figure out how we're managing our resources with sending

people to to south l.a. and how we're making sure that we're still safe during standard. those we're going down south are working on an overtime basis or how is that being managed to make sure we still detect and the cisco and resources? >> i've been assured by everybody up here that we are well resourced that we are committed to public safety here in san francisco first and foremost and any additional resources that we can provide down south we will. but we are at full staff and doing well here in san francisco. >> last one right carol and and also maybe a better sense of and understand that the requests haven't come in yet but a better sense of what those requests might include in terms of ways that san francisco will be of assistance go for the very first thing i want to share on behalf of unofficially on the behalf of the county of los angeles is to that cash assistance is the

only assistance they need from the public right now. they have been inundated with material goods and it is frankly it isn't super helpful because then the fire department has to deal with those. so from the public please go to county of los angeles. they have ways in which people can make donations for the city fire right now as the most important weather conditions are going to be bad going into next week is my understanding. so they'll be continuing to need fire. what the kind of assistance that they'll need moving forward is what any disaster does. so the emergency management so that is management skills from across all disciplines to help coordinate the response the assistance to community debris removal is going to be a massive next step and that's something i'm hoping that will be able to send some of our

public works management teams down to assist with. and beyond that we're going to hear from l.a. and they will tell us what they need and we will provide as we able. let me just reiterate that the support factor i was doing you and i have this in common i was in new york city on september 11th 2001 and was part of the recovery efforts through a foundation. and then what we saw in the north bay fires as well we came together we had a relief concert at at&t, then at&t park now oracle park. people need support through cash and we will share links at our web site on on city websites in the in the coming days. that is really the only thing that can be helpful at this time for our first responders and for those that have lost everything. i want to once again thank fire chief tang and congratulate our

i'm chris you're watching san francisco rising the rebuilding and reimaging and our guests the executive director of the homeland security and today to talk about the city and solutions and welcome to the show. >> thank you an honor to be here. >> let's a start by talking about people traeld don't consider that much the business programs what does the city need to have that. >> most people think of homeless they think of people they see on the street in the tenderloin and many people experiencing homeless have not visible to the average person and a lot of those people are children or older adults and families that is what we see at

the department of homeless on top of homeless among the black community we don't realize there. 40 percent of our homeless populationist with the african-americans and only 5 percent of the population today the with the african-american and the same thing about the communities that over represent and we we try to make sure there is equity in the system and reaching the goals not seeing by the public as much we know that housing is essentially what everyone needs to thrive in the community. >> quite correct some of the solutions often vulnerable or smaller scale how do we expand those solutions as we go about. >> a attended in the homeless

he roman numerals seeing none three interventions need presentation for the people experiencing homes in the first place and pouting are ways for people to get to permanent housing on their own and need shelter so really need all three of the intefrjz for people to assess one the things we often don't understand meet people where they are and sometimes did have the documents or other things to move into housing. they maybe waiting on disability income or themes so we have to be prepared to have things ready to use the sheltered are reality important. we know that ultimately preservation ask one of the most important toltz we can put into our systems if people don't have that mri

better off for many reasons but way cheaper to have someone out of homeless in the first place and the permanent housing is a wonderful tool for many people can't get housing on their own and needed case management or other services to be able to assess the other part of their life employment and things. >> so the home by the bay plan can you explain the basics and how to address the needs? >> sure the home by the bay the strategic plan the 5-year plan to prevent homelessness i want to do what at mayors said homeless is not just owned by the department of 40e789s but the responded didn't has to include a number of stakeholders what that requires is really a

collaborative approach we're really continuing to work very close with the 0 department of public health and law enforcement or the department of - aye. >> by linking to the voices of people exercising homelessness need to create programs without listening to the people experiencing and finding what is like for them to go through the system we're not going to make that better and ultimately will not be successful. your first goal really to produce inexacerbated in our system remarkably equity and also want to reduce the number of people experiencing unsheltered homelessness in 5 years and over all address homelessness by 15 percent your offer arching goals for us and some people said that didn't seem like enough or

didn't seem bold enough to given where we are not just a a city but country wiring proud of that goal and look forward to implementing the work that it takes to get there and hoping will be can he have in 5 years. >> we are here the property interrupt trip to the lovely agreement can you talk about that and then maybe talk about how public housing will be a solution? >> one of the very exciting things about that building it accommodates names families in a neighborhood with grocery stores and transportation a little bit out of the tenderloin when we think of families with children finding places in the area that are enacted by homeless. so very

again community space and actually have a partnership with the housing authority the housing authority has different kinds of vouches they have available and in case with the vouches we use those vouchers with the unit and help to cut the cost we have homekey dollars that provide money to the counties our acquisitions and able to leverage that. >> can you you you talk about the voucher programs how they help public housing and help landowners into the whole thing. >> sure we have a few voucher emergency vouchers from the federal government during covid and dispersing those with the housing authority and the programs one they can help prevent people from 0 becoming

homeless and people are in danger of becoming homeless with a necessity they can stay in the place they have and people are experienced homeless and in a shelter and kwobtd with the system the best way for them to find it themselves with the help of a case manager or a housing locate our that makes sense in san francisco we will have a number of buildings in certain neighborhoods in san francisco and a number of places in san francisco we find people experiencing homeless across the decide but don't have an easy option with a number of neighborhoods so emergency housing voucher program we partnered in bay view and been

successful in making sure that people from that neighborhood and that neighborhood kind of a proximity for people who have experienced homelessness with born and raised in bay view and, you know. instead of putting them in a place across town a unit available able to work with them to find their units in the neighborhood eventually and we hope when lvrndz will see the value got a number of landowners buildings with a lot of vacancies we think that it is really um, helpful for them and hopeful for us we can work together and see the number of units in partnerships we can get people housed with a steady income from the rent. >> thank you i appreciate you coming into here today. you
