details from an officer-involved shooting incident that resulted in the death of 50 year old peter hodge in the san francisco police department. we recognize that our sworn duty as law enforcement officers imposes no more solemn obligation on us than to honor and respect the sanctity of human life. we also know that as police officers, we are sometimes required to use force, including deadly force. at times in the performance of our duties. we recognize, too, that officer-involved shootings can have a traumatic effect on members of our communities, especially for individuals, their family, and loved ones who have suffered traumas of their own encounters with the criminal justice system, wherever it may be. to any of our viewers experiencing trauma from this incident, or from the information or images that will be present during the town hall, please know that help is available to you. you may contact the san francisco department of public health's crisis line at (415) 970-3800

for trauma services. here is what we hope to accomplish today. first and foremost, it is the san francisco police department's aspiration to be a national model of 21st century policing. we work to earn the trust of those we serve by committing to transparency and to the tenets of procedural justice. in this process and in this town hall presentation, procedural justice depends on the legitimate legitimacy of police as well as our entire criminal justice system. with these town halls, we work to embody the foundational tenets of what procedural justice is all about. we will release facts known to us at this time about this incident. we will try to do so in a manner that is impartial and neutral. we will answer questions from members of the public as well as members of the news media, and we will listen to public feedback. acting commander mark mta will be presenting the facts of this

case in a few minutes, before turning the floor over to him. however, i want to emphasize that this incident is subject to multiple independent and ongoing investigations. as such, there may be some information we cannot release at this time either because the release of certain information is prohibited by law, or because the release of certain information could compromise an ongoing investigation, or because certain facts have not yet been established with certainty. in other words, we are not able to release unconfirmed information. next, acting commander mark eames presentation will include a detailed verbal narrative of the facts as we know them, as well as audio and video content from the officer-involved shooting incident. sfpd officers who responded to the scene were wearing department issued body worn cameras, which were activated while they were on their way to the incident. consistent with our body worn camera policy department general order 10.11, you will see body worn camera bwc video from those

officers from multiple perspectives at the san francisco police department. our commitment to full transparency has guided our officer-involved shooting investigations and town halls for several years now. although our practices predate the enactment of many transparency and accountability laws in california, we believe our approach has remained consistent with the letter and spirit of reforms implemented by senate bill 1421 for police transparency and assembly bill 1506 for police accountability. sfpd's commitment to transparency in this process will also be reflected in our release of information online video from this town hall, including audio recordings from 911 calls and dispatchers. and the video footage i just mentioned will be posted on sfpd's website at san francisco police.org. it will remain available there for public viewing. as a reminder, all of sfpd's governing policies and

procedures can be found on our website. san francisco police department directives mandate that we release the names of officers from officers that are involved in officer-involved shootings, unless safety concerns argue against disclosure in this matter. we identified no safety concerns, and acting commander mark m will release the names of the officers as part of his presentation. i would like to explain the investigative processes for officer involved shootings. next, san francisco has a multi-agency response to officer involved shootings, and each agency's investigation is independent. wneinvolved shootin francisco involving an on duty san francisco police officer, the following agencies immediately are immediately notified. the sfpd's investigative services detail isd is the unit responsible for investigating the events that led up to the officer involved. shooting. the sfpd internal

affairs division, iad, is responsible for conducting an administrative investigation to determine if the officer or officers responsible for the officer-involved shooting are in compliance with the standards and requirements of sfpd policy. although the investigations of both sfpd units run in parallel, each has a distinctive investigative purview and focus. each maintains a strict internal firewall to comply with legal standards and requirements. the san francisco department of police accountability dpa, conducts an independent administrative investigation. san francisco voters created dpa as a successor to the office of citizen's complaints. with their passage of proposition d in the june 2016 election. dpa investigates all sfpd incidents in which any of our officers discharge a weapon within the course and scope of their duties, and whenever that discharge results in an individual's injury or death.

the san francisco district attorney's office, independent investigations bureau iib, is responsible for determining the legality of the officer involved shooting based on their independent investigation and review. the district attorney of the county of san francisco will make their final decision as to whether the involved officer's actions complied with the laws of the state of california. all notified agencies dispatched investigators and appropriate personnel to their respective and independent investigations. finally, i would like to point out that we take community feedback very seriously. based on feedback from prior officer involved shooting townhalls, we will also take questions and answers. answer them to the extent that we're able to. understanding that this incident remains an ongoing investigation, we will allocate one hour for public comment and questions. thank you very much for joining us today. and now,

acting commander mark m. the officer involved shooting or ois discussed in this presentation occurred on friday, december 20th, 2024 at approximately 1:38 a.m. the ois was preceded by an aggravated assault that occurred about seven hours earlier on thursday, december 19th, 2024, at approximately 6:30 p.m. during the investigation, officers identified the driver of a black suv that recklessly chased a bicyclist on an e-bike on the sidewalk and injured two pedestrians in the process. the suspect continued chasing the bicyclist and rammed his vehicle into the rear tire of the e-bike, causing the rider to be ejected from the bike and catapulted onto the street. the rider of the e-bike was able to get up and flee from the suspect. the suspect moved the e-bike closer towards the rear

of his suv and attempted to put it into the rear cargo area. the suspect then took a bag from the e-bike, placed it in the rear cargo area of his suv and drove away. during their investigation, officers located the suspect, who was working as an armed security guard on the 100 block of grant avenue. during the attempt to place the suspect under arrest in ois occurred. in this presentation, you will hear the following police terminology and radio code language commonly used by officers 916 is a suspicious person in a vehicle. 903 is a passing call. a passing call is a response to a specific area to increase police presence. 221 is a person with a gun. 245 is an aggravated assault. is a collision with injury. 408 is an ambulance. 1020 is location, 1030 is a stolen vehicle or wanted person. code 33 is

emergency clear. the radio channel code for is no further assistance required. stop sticks are a tire deflation devices. bola wrap or wrap is issued to members of the specialist team and tactical unit. it is a handheld remote restraint device that discharges an eight foot bola style kevlar tether to temporarily restrain or entangle an individual. bwc is body worn. camera. dispatch is the department of emergency management dispatcher and radio communications system. eri or extended range impact weapon is a less lethal force option. officers use this weapon to deploy a projectile, commonly referred to as a beanbag or a 4d foam baton. eri are designated designed to temporarily incapacitate an individual. dac is used to reference the intent to strike a subject with an eaw

super soft beanbag. red light is a verbal announcement to other officers of the intent to deploy the aiw spec or specialist. is a member of the sfpd specialist team. the sfpd specialist team is an on call specialized unit, often referred to as spacex, within the special operations bureau, consisting of patrol officers and sergeants trained in responding to high priority crimes in progress. resolving critical incidents, dignitary protection, crowd control, waterborne operations, and assisting the tactical unit with high risk warrant service. blue on blue is a term used by officers to alert each other of potential crossfire. the precise chronology of this incident is currently under investigation. we are still in the very early stages of an administrative investigation that can take months to complete, and our understanding of the incident may change as additional

evidence is collected and reviewed. the times presented are approximate. the following is a summary of the events as they are understood today, and may evolve as further information is learned through the investigation. as of december 30th, 2024, we believe the facts are as follows. on thursday, december 19th, 2024, at approximately 6:30 p.m, officers responded to the area of sutter and kearney streets regarding a possible vehicle collision with injuries. on scene, officers determined that the driver of a black suv chased a person riding an e-bike on the west sidewalk of kearney street. in the process, the suv struck and injured two female pedestrians who were walking on the sidewalk. the driver did not stop and continued chasing the bicyclist onto sutter street, approximately mid-block. the suv swerved and rammed into the rear of the e-bike, causing the rider to be ejected. the bicyclist quickly got up and ran into a

parking garage located at 233 sutter street, leaving the e-bike behind. the suspect exited his suv and unsuccessfully attempted to place the e-bike into the rear cargo area of his vehicle. the suspect removed a bag that was attached to the e-bike, placed it in the back of his suv and fled the scene. officers reviewed video footage of the incident and observed that the black suv had alternating flashing lights on. similar to emergency response vehicles, they were also able to obtain a description of the suspect, including that he was armed and wearing a gun belt and wearing some type of uniform with patches on the shoulders. one witness provided officers with a license plate, which they determined did not match the model of that vehicle, indicating the plate may have been switched. officers were able to locate video of the suspect switching the license plates on campton place. the information obtained led officers to believe that the

suspect was an armed security guard that worked in or around union square. on december 20th, 2024, at approximately 1:15 a.m, officers located a black suv parked on the 100 block of grant avenue. they examined the suv and discovered front end damage consistent with the earlier crash. as officers were inspecting the vehicle, an armed security guard exited the store and asked what they were doing. the subject's clothing and physical build matched the suspect description from the aggravated assault. the security guard was recognized as mr. peter hodge. based on information gathered during their investigation, officers met at a nearby location to formulate a tactical plan to take the suspect safely into custody. at approximately 1:30 a.m, officers responded to the 100 block of grant avenue to take mr. hodge into custody for the aggravated assault. upon arriving on scene, officers saw mr. hodge standing in front of a

business on the east sidewalk of the 100 block of grant avenue. officers gave mr. hodge multiple commands to put his hands up and to turn around. mr. hodge partially raised his hands and stated quote. for what? what are you worried about? officer number three told mr. hodge, quote, we are going to use force against you. just put your hands up. just put your hands on your head. mr. hodge slowly started walking westbound toward the officers in the street. officer number two told mr. hodge, quote, stop walking this way. mr. hodge again asked, quote, for god's sake, what the fuck are you worried about? mr. hodge then turned away and took a few steps northbound on grant avenue. officer number one said, quote, i'm a wrap him and activated his bolawrap at mr. hodge, which was unsucssful. mr. hodge lowered his hands and continued to walk northbound.

officer number two gave a less lethal warning by saying, quote, red light, red light, less lethal, less lethal. to alert other officers that the eaw might be deployed, mr. hodge moved his right hand toward his waistband area. officers number four and five yelled out, quote, he's reaching! he's reaching. officer number two discharged the eaw as mr. hodge reached for his waistband. mr. hodge then raised his right hand with the firearm in it as he pivoted towards the officers standing in the street. mr. hodge quickly took a shooting stance with his feet shoulder width apart, two hands on the handgun slightly bent forward while pointing at the officers in the street. officers number one, three and four, and sergeants one, two and three discharged their firearms at mr. hodge, who then fell to the ground. a team of officers approached mr. hodge, placed him into custody, secured his handgun, and immediately rendered aid. the san francisco

fire department medics responded and transported mr. hodge to a local hospital, where he was later pronounced deceased. the suspect in this incident was identified as peter francis hodge jr, and his date of birth is august 10th, 1974. crime scene investigators from the san francisco police department forensic services division responded and collected physical evidence from the scene, including but not limited to, the following one loaded glock 31 firearm containing 14 357 unfired cartridges, one fired 357 caliber cartridge casing, 21 fired, 223 caliber cartridge casings, eight fired 40 caliber cartridge casings, two air projectiles, two air casings, and one bolawrap prong and kevlar cord. officers on scene were wearing department issued

on december 19th, 2024, at 6:30 p.m, the san francisco's department of emergency management received multiple 911 calls regarding a suv driving on the sidewalk and being involved in crashes with pedestrians and a bicyclist. we will now play the 911 call made by the witnes, who observed the suv driving on the sidewalk near the intersection of kearny and sutter streets. san francisco 911. what's the exact location of the emergency? i'm not certain. i just passed through the intersection of kearny and sutter, and somebody in a, like, an suv was driving rapidly on the sidewalk, and i saw some people running after this vehicle, so i got it. okay. okay. and you saw this. you saw
