expected to appear on the board of supervisors agenda of january 28th 2025 unless otherwise stated. that completes my initial announcements. >> thank you mr. clerk would you please call item number one? >> item number one is ordinance amending the administrative code to extend the sunset date of the cannabis oversight committee from january 1st, 2025 to january 1st, 2027 and providing that the ordinance shall be retroactive to january 1st, 2025. >> thank you m this morning we are joined by president randleman thank you chair walton and thank you supervisors dorsey and chen and congratulations supervisor chen on your first meeting of a committee of the san francisco board of supervisors. thanks for stepping in today. >> so this is a pretty simple ordinance. >> i believe it would amend the administrative code to extend the sunset date for the currently existing cannabis

oversight committee from january 1st, 2025 when this committee expired to january 1st, 2027. >> so it is a retroactive of ordinance. >> the committee goes back to 2018 when then supervisor sandra lee feuer introced legislation to establish it and the purpose of the committee was to advise the board of supervisors and the mayor regarding implementation and enforcement of city laws and regulations relating to cannabis in 2021 the board adopted legislation introduced by supervisor connie chan to extend the sunset dates for the committee from december 3rd to 2021 until 2025. >> i generally am of the belief that we are probably over oversight committed in this city but this is a oversight committee that seems to be doing good work in both the

members and and our staff who work with them seem to believe it would be useful to keep it going for at least a little while longer. the committee has played an important role in helpi inform the work of the office of cannabis. the committee issues recommendations related to grant priorities for supporting equity operators facilitates discussions about processes and venes city representative and other professionals to weigh in on local and statewide issues as they arise. extending the sunset date will allow the committee to continue to do that work. >> they're looking at a number of things including temporary cannabis event events and i think and promoting and ways to promote effective regulation addressing challenges related to the illicit market, supporting the the illicit markets and so i think we

preserve the cultural legacy of the district. thank you so much mr. clerk colleagues this ordinance before us today is reestablishing the african-american arts and cultural district community advisory committee a significant initiative aimed at preserving and promoting the rich cultural heritage heritage= of the community. as part of this effort this will extend the timeline for the critical chess report which for lack of a better reference just gives you the information on what the cultural district will do of the importance of the cultural district etc. ensuring adequate time for thorough review and planning. additionally a new sunset date june of 2028 will establish to provide a clear framework for future progress and accountability in this vital project and i don't see anyone on a roster with any questions or comments. >> mr. clerk, would you please go for public comment on item number two? yes members the public who wish

talk about the city and solutions and welcome to the show. >> thank you an honor to be here. >> let's a srt by talking about people traeld don't consider that much the business programs what does the city need to have that. >> most people think of homeless they think of people they see on the street in the tenderloin and many people experiencing homeless have not visible to the average person and a lot of those people are children or older adults and families that is what we see at the department of homeless on top of homeless among the black community we don't realize there. 40 percent of our homeless populationist with the african-americans and only 5 percent of the population today

the with the african-american and the same thing about the communities that over represent and we we try to make sure there is equity in the system and reaching the goals not seeing by the public as much we know that housing is essentially what everyone needs to thrive in the community. >> quite correct some of the solutions often vulnerable or smaller scale how do we expand those solutions as we go about. >> a attended in the homeless he roman numerals seeing none, three interventions need presentation for z'the people experiencing homes in the first place and pouting are ways for people to get to permanent housing on their own and need shelter so really need all three

of the intefrjz for people to assess one the things we often don't understand meet people where they are and sometimes did have the documents or other things to move into housing. they maybe waiting on disability income or themes so we have to be prepared to have things ready to use the sheltered are reality important. we know that ultimately preservation ask one of the most important toltz we can put into our systems if people don't have that mri better off for many reasons but way cheaper to have someone out of homeless in the first place and the permanent housing is a wonderful tool for many people can't get housing on their own and needed case management or other services to be able to

assess the other part of their life employment and things. >> so the home by the bay plan can you explain the basics and how to address the needs? >> sure the home by the bay the strategic plan the 5-year plan to prevent homelessness i want to do what at mayors said homeless is not just owned by the department of 40e789s but the responded didn't has to include a number of stakeholders what that requires is really a collaborative approach we're really continuing to work very close with the 0 department of public health and law enforcement or the department of - aye. >> by linking to the voices of people exercising homelessness

need to create programs without listening to the people experiencing and finding what is like for them to go through the system we're not going to make that better and ultimately will not be successful. your first goal really to produce inexacerbated in our system remarkably equity and also want to reduce the number of people experiencing unsheltered homelessness in 5 years and over all address homelessness by 15 percent your offer arching goals for us and some people said that didn't seem like enough or didn't seem bold enough to given where we are not just a a city but country wiring proud of that goal and look forward to implementing the work that it takes to get there and hoping

the cost we have homekey dollars that provide money to the counties our acquisitions and able to leverage that. >> can you you, you talk about the voucher programs how they help public housing and help landowners into the whole thing. >> sure we have voucher emergency vouchers from the federal government during covid and dispersing those with the housing authority and the programs one they can help prevent people from 0 becoming homeless and people are in danger of becoming homeless with a necessity they can stay in the place they have and people are experienced homeless and in a shelter and kwobtd with the

system the best way for them to find it themselves with the help of a case manager or a housing locate our that makes sense in san francisco we will have a number of buildings in certain neighborhoods in san francisco and a number of places in san francisco we find across the decide but don't have an easy option with a number of neighborhoods so emergency housing voucher program we partnered in bay view and been successful in making sure that people from that neighborhood and that neighborhood kind of a proximity for people who have experienced homelessness with born and raised in bay view and, you know. instead of putting in a place across town a

unit available able to work with them to find their units in the neighborhood eventually and we hope when lvrndz will see the value got a number of landowners buildings with a lot of vacancies we think that it is really um, helpful for them and hopeful for us we can work together and see the number of units in partnerships we can get people housed with a steady income from the rent. >> thank you i appreciate you coming into here today. you know. this is great. >> thank you chris appreciate that. >> that's it for in episode and for sfgovtv i'm chris thanks for

>> [indiscernible] it was something i remembered learning in middle school, but it was a far away concept. >> i go to the beach a lot. a lot of plastic on the shoreline and it made be sad to see what is going on and wanted to make a change. >> i have many [indiscernible] and i would say it is hard to change the mind. especially of those who do not believe in climate change. >> i feel learning about the environment through my a p science courses and i think that made me to not only have the [indiscernible] also help the community. >> hello everybody. >> many interested in the climate action fellowship, i care for the environment and want to make a difference. >> when i had the opportunity joining the climate action fellowship,

what made the program special is i could collaborate work with a small group of high schoolers and on sfusd and they are all passionate about certain topics. >> i decided to join the climate fellowship. i wanted to build my project on my own and contribute to the environment. >> a proje is called reducing food waste and school cafeterias, accept not only focusing on food waste, we are focus on the package the food come in and what makes it appealing to students and what doesn't and why kids are throwing it out. so, we are trying to figure out a way to number one, reduce food waste, and figure out ways to reduce plastic coming in, so it doesn't end up in landfills and the ocean which again is very harmful to the environment.

>> my project focuses on water conversation. in the design i'll introduce about water resources in san francisco bay area. also suggest ways to protect our water resources, not only at home, but outside the house and with our community. >> our project called the bridging cultural generational divides and this refers to sort of the knowledge gap between the asian american community and the environmentalism movement. >> what made we want to work on the project is our personal experiences >> we come from a chinese household and found it deaf cult to talk about--i felt relatable what we are trying to do with this project. >> i would like to see reasonable materials, like a set of plastic forks, forks you can bring back and

they wash it and you can use it again, and food that hopefully isn't moldy and soggy. something fresh and vegetables for sure, because a lot of food is very unhealthy, which is bad for the students. >> i would say we should [indiscernible] education and raise public awareness. >> i want people to know maybe your actions can have a impact on those not interested and help get interested in the topic. >> i think we should use a more hands on approach when we want to draw in youth. >> if we bring it to their attention and show the entire picture, maybe they'll start to figure out what they are doing is wrong and one less person is already a change, so maybe everyone will follow them, which is what we hope would happen.

>> we have certificates for everyone. >> my favorite part about the program is making a change in the world. i am saying to others and doin something about it. >> i think i was surprised the connection after the program. i have to realize that i actually can have a impact. >> we really do bring perspectives to this group. >> my parents they would like--i feel happy because they are adopting sustainable lifestyle with me. yes!

[cheers] >> shared spaces have transformed san francisco's adjacent sidewalks, local business communities are more resilient and their neighborhood centers are more vibrant and mildly. sidewalks and parking lanes can be used for outdoor seating, dining, merchandising, and other community activities. we're counting on operators of shared spaces to ensure their sites are safe and accessible for all. people with disabilities enjoy all types of spaces. please provide at least 8 feet of open uninterrupted sidewalk so everyone can get through. sidewalk diverter let those who have low vision navigate through dining and other activity areas on the sidewalk. these devices are

rectangular planters or boxes that are placed on the sidewalk at the ends of each shared space and need to be at least 12 inches wide and 24 inches long and 30 inches tall. they can be on wheels to make it easy to brin in and out at the start and the end of each day. but during business hours, they should be stationary and secure. please provide at least one wheelchair accessible dining table in your shared space so the disability people can patronize your business. to ensure that wheelchair users can get to the wheelchair accessible area in the park area, provide an adequate ramp or parklet ramps are even with the curb. nobody wants to trip or get stuck. cable covers or cable ramps can create tripping hazards and difficulties for

wheelchair users so they are not permitted on sidewalks. instead, electrical cables should run overhead at least ten feet above sidewalk. these updates to the shared spaces program will help to ensure safety and so that we can all enjoy these public spaces. more information is available at sf.govt/shared spaces.
