with addiction with no clear plan to enter in treatment. her store seunfortunately far too common and urgent and sobering reminder of the challenges we must address. people in our help now. what we have been doing is not working. our city needs to move with the urgency this crisis demands. it is my hope that through our legislation we will be able to quickly expand treatment and shelter capacity. implement behavioral and mental health initiatives and hiring of key public safer and behavioral health staff we are engaging and hope we can show san francisco a united front on this piece of legislation. we might not always agree on every issue. you have my commitment this we'll engage in the spirit of collaboration.

sympathy with the residents for the closure of st.s anns. this is i challenging time and you have my commitment the city will support you through this transiing. laguna honda stepped up to support st. ann's families through this. i'm pleased share all who meet admissions criteria at laguna honda have space available to them ensuring they can continue care. we must a broader strategy for supporting seniors to live and engaged in their communities. as a city, san francisco shown commitment to our seniors and that will continue as long as i'm mayor. the department of disability and aging services plays a vital role in this effort. providing resources over 70,000 older and disabled adultsanualy. include siteds base and home based services taylored mneeds. and d1, 1 in 4 seniors accesses

order. recognition of commendations from service to the city and county of san francisco. >> we got 2 commendations today. let's start with supervisor melgar. >> thank you so much. president mandelman. colleagues, today i have the honor of recognizing the distinguished career of monica walters. a dedicated advocate. [applause] for san francisco children and families. monica arrived in san francisco in 2009 after a long career working for nonprofit in washington state. upon arrival she got to work helping our most under served children and families. in our city especially members of the a ap i community. monica served on the steering committee of the ap i council. the board of chinese health

coalition and domestic violence consortium. in 2012. she took a new position as ceo of wuyee children service taking overnight role that my former colleague our former pedestrian board yee had before he was elected. she fulfilled the promise of shifth to a multilingual and racial service bottle expanding services in the san francisco block next and islander community. she lead the charge to expand the early learning centers from 6-12. becoming the largest head start program. in 2018 she took a role in the community effort to pass the baby prop c. and later served the every childhood community advisory committee. helping ensure that funding was

directed to san francisco early childhood education system as voters intended. she consistently demonstrated dedication to providing san francisco's most vulnerable children and families with the childcare and early education services this they deserve. she has never been afraid to speak truth to power and to fight for and passionate low for our babies and children in families in san francisco. with your help we'll continue to push for a universal early care and education system. i would like to thank her for her many years serving the city and the people of san francisco. i wish her the very best. as she entered retirement. i know she will be bodies. we have a resolution later on the agenda, colleagues and that will recogni her for all her

work. for the years. with that, mr. presid■8t. i would like to ask monica to come up and share a few word [applause] got my precious granddaughter with me today to celebrate this honor. president mandelman, and members of the board of supervisors, my deepest thanks. for this special recognition today. as supervisor melgar said i come before this body to support for the early childcare service to the health and success of children and families in the city. ceo chair feedback and memb of the council and in partnership with other great service agencies. supervisor melgar you have been a leader following the foot steps of supervisor yee and all

my greatest appreciation and gratitude to you and your staff who have really helped protect this such an important part of the values of san francisco. a true statement to our values as a great city in the commitment to our kids. working there has been the greatest joy and highlight of my career in the nonprofit field this amazing agency accomplishes so much do to the dedication and skill of the wonderful staff. some of whom are here today. together we have weathered the pandemic accident built new centers, launched new programs like our new workforce path way's program and subsidies for family in san francisco. i would not stand here were not for them caring daily to make sure our babies are safe and learning more each day and keeping our financials and contracts in order, too.

had organized and represented first the stable men who maintained horse carriages and workers in the autoindustry. born in the 20's local 665 rose to meet challenges of a new day the boomingly economy and expansion of the commercial sector required autoand parking services and members were there to meet the needs. team sters members worked on again/off again street park, rental cars and grow dealerships the membership was awarded with wages, benefit and working conscience the envy of other regions in the us. overnight challenge they xnldzed geography, jurisdiction and credits arrangemented. today they represent workers in parcel delivery, construction, food processing bus transportation. weight and recycling airport services and the core autopark and industry trades throughout northern california. a century after founding we

the street. with the history of the valencia street corridor one thing the planning department has highlight in the its studies is that the commercial corridor has value. president commercial corridor of valencia has a proud history. that the commercial corridor of valencia is a very significant entertainment and retail zone for san francisco. no one down thes that. the focus of the project impacts the character of valencia street. it is not addressed how the impacts can be mitigate federal at all. because they are not discussed. no, the unusual circumstances i think rely on the fact that the street has a very long and

when people create greenhouse gases, we are doing so by different activities like burning fossil fuels and letting off carbon dioxide into the atmosphere and we also do this with food waste. when we waste solid food and leave it in the landfill, it puts methane gas into the atmosphere and that accelerates the rate at which we are warming our planet and makes all the effects of climate change worse. the good news is there are a lot of things that you can be doing, particularly composting and the added benefit is when the compost is actually applied to the soil, it has the ability to reverse climate change by pulling carbon out of the atmosphere and into the soil and the t radios. and there is huge amount of science that is breaking right now around that. >> in the early 90s, san

francisco hired some engineers to analyze the material san francisco was sending to landfill. they did a waste characterization study, and that showed that most of the material san francisco was sending to landfill could be composted. it was things like food scraps, coffee grounds and egg shells and sticks and leaves from gardening. together re-ecology in san francisco started this curbside composting program and we were the first city in the country to collect food scraps separately from other trash and turn them into compost. it turns out it was one of the best things we ever did. it kept 2.5 million tons of material out of the landfill, produced a beautiful nutrient rich compost that has gone on to hundreds of farms, and vineyards. so in that way you can manage your food scraps and produce far less methane. that is part of the solution. that gives people hope that

we're doing something to slow down climate change. >> i have been into organic farming my whole life. when we started planting trees, it was natural to have compost from re-ecology. compost is how i work and the soil biology or the microbes feed the plant and our job as regenerative farmers is to feed the microbes with compost and they will feed the plant. it is very much like in business where you say take care of your employees and your employees will take carolinas of your customers. the same thing. take care of the soil microbes and soil life and that will feed and take care of the plants. >> they love compost because it is a nutrient rich soil amendment. it is food for the soil. that is photosynthesis. pulling carbon from the atmosphere. pushing it back into the soil where it belongs. and the roots exude carbon into

the soil. you are helping turn a farm into a carbon sink. it is an international model. delegations from 135 countries have come to study this program. and it actually helped inspire a new law in california, senate bill 1383. which requires cities in california to reduce the amount of compostable materials they send to landfills by 75% by 2025. and san francisco helped inspire this and this is a nation-leading policy. >> because we have such an immature relationship with nature and the natural cycles and the carbon cycles, government does have to step in and protect the commons, which is soil, ocean, foryes, sir, and so forth. -- forest, and so fors. we know that our largest corporations are a significant percentage of carbon emission, and that the corporate community has significant role to play in reducing carbon emissions.

unfortunately, we have no idea and no requirement that they disclose anything about the carbon footprint, the core operation and sp360 stands for the basic notion that large corporations should be transparent about the carbon footprint. it makes all the sense in the world and very common sense but is controversial. any time you are proposing a policy that is going to make real change and that will change behavior because we know that when corporations have to disclose and be transparent and have that kind of accountability, there is going to be opposition. >> we have to provide technical assistance to comply with the state legislation sb1383 which requires them to have a food donation program. we keep the edible food local. and we are not composting it because we don't want to compost edible food. we want that food to get eaten within san francisco and feed folks in need.

it is very unique in san francisco we have such a broad and expansive education program for the city. but also that we have partners in government and nonprofit that are dedicated to this work. at san francisco unified school district, we have a sustainability office and educators throughout the science department that are building it into the curriculum. making it easy for teachers to teach about this. we work together to build a pipeline for students so that when they are really young in pre-k, they are just learning about the awe and wonder and beauty of nature and they are connecting to animals and things they would naturally find love and affinity towards. as they get older, concepts that keep them engaged like society and people and economics. >> california is experiencing many years of drought.

dry periods. that is really hard on farms and is really challenging. compost helps farms get through these difficult times. how is that? compost is a natural sponge that attracts and retains water. and so when we put compost around the roots of plants, it holds any moisture there from rainfall or irrigation. it helps farms make that corner and that helps them grow for food. you can grow 30% more food in times of drought in you farm naturally with compost. farms and cities in california are very hip now to this fact that creating compost, providing compost to farms helps communities survive and get through those dry periods. >> here is the thing. soil health, climate health, human health, one conversation. if we grow our food differently, we can capture all that excess carbon in the atmosphere and store it in unlimited quantities in the soil, that will create

nutrient dense foods that will take care of most of our civilized diseases. so it's one conversation. people have to understand that they are nature. they can't separate. we started prowling the high plains in the 1870s and by the 1930s, 60 year, we turned it into a dust bowl. that is what ignorance looks like when you don't pay attention to nature. nature bats last. so people have to wake up. wake up. compost. >> it is really easy to get frustrated because we have this belief that you have to be completely sustainable 24/7 in all aspects of your life. it is not about being perfect. it is about making a change here, a change there in your life. maybe saying, you know what? i don't have to drive to that particular place today. today i am going to take the bus or i'm going to walk. it is about having us is stainable in mind. that is -- i $vqt is about havi

>> my name is raymond fong. i'm 1 of the owners one of 3. wine impression is a wine shop made of people that were probably dedicated their life studying line. we open august 1990, 34 years. you wonder how wine impression came along? we couldn't figure the name. my wife said, i got it, you always make a impression, call it wine impression. i thought maybe she came up with the name because both of us our favorite period of modern art is impressionism. the buildings was built in 1948.

it was one of the two, probably three buildings built first in the whole shopping center before they did the shopping center, there was golden gate park. this cemetery ran from masonic to [indiscernible] the building next door is jointly owned. [indiscernible] was a want to be [indiscernible] and they were digging new pipes and everything into it and the owner came to me and he said, what are we going to do? what am i going to do. we are digging the pipes and found a coffin half way between the kitchen and i think your refrigerator. i told him what to do. i said you are not go toog say a word. if you do they will do a archaeological survey and you won't get anything built. all i know, it is still down

there and [indiscernible] i saw the article i said, wow, i came back from a visit from china 2016 and they were there when you welcome this [indiscernible] it is similar to the--in japanese and day of the dead. i decided to do [indiscernible] i have food in there. i can do all the things --[indiscernible] and realize the mistake. the problem is they want and need and a lot has to do is they don't dine iloan. alone. a average person is 3 to 4 bottles and don't dine alone, it is family squl friends and when they have social events they come to us. we this is how the community uses the wine and think where we are

different. a lot of stores can sell a product and the product given by labels, we sell the product, but i always say, we don't just sell a wine or product, we sell satisfaction with this. >> we do in a way which is exciting engaging-the idea is bring the stories to life, because they are so relevant to the questions we all are asking today about where we belong, who are we, who do wree want to be. we wanted to be do something about food, because it is such a wonderful entrance. to get people to think what are these cultures, how did they come about and how do i relate to them. we can't live the idea

of fell in love with the sitdy. city. she visited the italian deli by oakland beach because she loved the beach and met the owner and the owner told her that this place is for sale and she decided this is her opportunity to stay in san francisco and her dream to be a business owner and open a restaurant. >> i was born [indiscernible] i graduated from a french program culinary school, then i [indiscernible] at that time, we had college of san mateo in the back yard and had a program for foreign students and we got together and went to the american embassy and this woman welcomed us and she gave both.

[indiscernible] but my grandma's cookie the memories of the [indiscernible] very powerful. when you channel these memories there is a image because it is a experience all 5 senses get if to it. i think that is why city is so important for immigrants. the first thing you [indiscernible] we got to eat. you got to nourish the body and you remember and i went from memory

really. >> i remember my grand mother telling me stories that when she first opened in 1971, people really didn't know much about vietnamese food and she started selling the italian deli food and half the food and half vietnamese food and she stands in the corner trying to pass samples just to lur customers into the restaurant and try vietnamese food. i think when you enter a new place and you have your family and you have each other and food is what holds your family together. at least for my family for sure, that is the time we get to enjoy food, make connections, bond, sit together and be together. i just remember my grand mother and mom working hard all the time and once a week we would have family dinners. we gather and she would cook

the food. all the kids we always look forward to that. my grand mother coming in 1971, she brought vietnamese food in san francisco. we are one of the first vietnamese arrest raunt restaurant in san francisco. >> for san francisco to have this map and look at all the people who came here and made things you can only find in sf. we are the place to get a mission burete. burrito. that could be overlooked and not seen [indiscernible] >> important because it

us with the legacy business recognition really shows their support of small local businesses. >> a legacy business is a business that has been around and open in san francisco for at least 30 years. legacy businesses are the most foundational businesses in our neighborhood corridors. they provided services and a place for community to gather for often times for generations. they are really part of the culturally fabric that makes san francisco neighborhoods so unique. >> the idea is take what i think is [indiscernible] about immigration, about belonging, about some of the amazing history of the city. >> district 10 is the place to be. having a opportunity to represent the last real black community here in san francisco was very important to me. not only just the black community, but all the communities of the color in district 10 from bayview hunter point to potrero hill to visitation valley to dog patch to little hollywood. [music] my family originally migrated from louisiana and they came in settled in san francisco. my grand father worked on the ship yard, i had great uncles and aunts who worked thin shipyard or did domestic work for families here in san francisco. most of my entire life it was my mother and i. i was raised by a single mom,

single apparent. parent. we lived with imy grand futher and potrero hill and spent early time in san francisco and spnt time living in the haight. it was important to me to become the supervisor of district 10 for so many different reasons. one is the place where i'm originally from, the place where i actually had my biggest opportunity after graduating from college coming and working as executive director of young community developer jz having the opportunity to run for the board of supervisors and be able to effect policy, effect change in the very community where my family is from. >> my name is kelly, the owner manager along with my husband ken. >> mission blue we are neighbors first and so when we first came to the neighborhood we entered the

stories and got involved and learned there was a opportunity to get plugged into the merchant corridor and so we see mission blue as setting the table for the community to come together around good coffee, good pastries. >> when we move today the neighborhood we were volunteers to the [indiscernible] i asked what is a butterfly of this area and says the mission blue and we said if we open anything we will call it mission blue. because the neighborhood was so beautiful and we wanted to be a part of becoming along with the neighborhood. we want td to add value. and, one of the great great heavy secrets of the valley, we are awhere the cross town trail starts. if you are not familiar with cross town trail, it is a 17 mile trail across san francisco and cuts through not only our commercial corridor, but the

greenways, and there are six gardens built by the neighbors for the neighborhood and they have been here over three decades and they are a incredsable treasure. >> the rolling farmer market, arrives every saturday morning 10 a.m. and there is fruits and vegetables and they take ebt and accessible to every of the neighbors so we have a whole neighborhood with fresh fruits and vegetables and we love to ask local musicians to come. it is really like a ecosystem saturday morning, which is one of our goals. what a neighborhood is all about. >> my name is lisa, and i'm coowner of sf dog parler. we have been here going on 9 years. it is in visitation valley i walk to

who runs the potrero hill archive. this space is used for number of different things. the pharmacy being one of them. what makes us unique is we maintained the original character of the space. if you look up here, you see the ancient retrofitting. these are the original fixtures of what was here in the early 1920's or so. one of my favorite parts is sitting in that chair out front and saying hello to people when they come in and one of my favorite parts is when someone asks me oo recommend a book. you have home, you have work, well a third place is a place where you look for community and you build community, and i think of christopher's and other businesses like that as a third place. i had kids who come in that i knew when they were born and they come in
