recommendation passes mr. clerk would you please call item number two? item number two is the ordinance amending the campaign and governmental conduct code to update the conflict of interest code form 700 statement of economic interests filing requirements by adding, deleting and changing titles of certain designated officials and employees to reflect organizational and staffing changes and be refining disclosure requirementsor certain designate officials and employees. >> thank you president amendment thank you chair walton. so this is a little bit of housekeeping every two years e political reform act requires that san francisco review and update its conflict of interest code. sometimes we have new posit that have been created in that time. sometimes positions have gone away and so all of the departments take a look at their various folks who have to report under the political reform act and and provide updates to our clerk and our city attorney who then this was being carried by.

president peskin and then i inherited it after he left the board. we did circulate some late breaking amendments which are pretty minor but proud bressie can explain those. i want to thank kathleen reilly's and and brad and then of course of course our clerk for all their work on this. and with that i would turn it over to to our city attorney to better explain this than i have. deputy city attorney brad russ the president made and you explain what this is all about. very well. it's basically something we're required to do departments need to update this based on different duties that have changed in the intermediate in the two years that have passed. and so we engage in a process reaching out to all of them to

ordinance approving and. the amended airport surveillance technology policy governing the use of automated cense plate readers ground transportation management system and parking assist park parkin sysm. >> thank you, mr. clerk. and i believe we have diana bullock and guy clark guy clark here from the airport. >> good morning chair walton, vi cha cheryl and committee member of gentleman i'm guy clark. i'm the. for the airport and i'm here to present the amended surveillance technology policy just to provide a little background. >> the airport automated license plate reader ground transportation management system surveillance technology policy was reviewed and approved by the board back in 2021 and at t ti there was cuio ang these two technologies. but when? when the park assist parking

guidance system technology came up in our inventory in working with kuwait we discussed and reviewed and felt that it would be best to combine these into one policy. so we amended the existing policy with the parking guidance system specifically the technology description. authorize use cases two new ones were added as a justification was updated for the new part for the new technology the benefits to residents and to the department were updated. the data sharing and retention were updated. the key note there is that the parking system does not retain the license plate data. from that perspectivec>nd then compliance was updated with members of the parking management group being added to that as compliance over this particular technology and then as you mentioned the technology scription was updated. >> the two items in red were

the two areas that were updated. there the use parking guidcem still reduces the time spent searching for parking which leads to more revenue generating opportunities in the terminals and then additionally streamline the process. reducing drive time and emissions parking efficiency minimizes trafficn t roadways and helps individuals find parking spaces as well as. locate their car if for instance they don't remember where they parked they can actually put in their license plate number and it'll virtually in that moment find where they're parked via the cameras. saved or maintained a then as you can see the two items in the two use cases ila the existing use cases from the. automated license plate reader system that we. then as mentioned to newroved use cases were added due to t

something to do. i ended up wandering down here when i was a kid and found these things. ♪ [ music ] ♪ ♪ >> fascinated by them and i wanted to be a cable car equipment from the time i was a little kid. i started with the emergency at the end of 1988 and drove a bus for a yr half and i got lucky with my timing and got here a cab car and at that time, it reall took about a aveag five to maybe seven years on a bus before you could build up your seniority to come over here. basically, this is the 1890s vse ever a bus. this is your basic public transportation and at the time at its height, 1893, there were 20 different routes ask this

powerhouse, there -- and this powerhouse, there were 15 of them through out the entire city. >> i work at the cable car division and bunch with muni for 25 years and working with cable cars for 23 years. this is called the bar because these things are horses and work hard so they have to have a place to sleep at night. joking. this is called a barn because everything takes place here and the powerhouse is -- that's downstairs so that's the heart and soul of the system and this is where the cable cars sleep or sleep at night so you can put a title there saying the barn. since 1873 and back in the day it was driven by a team and now it's electric but it has a good function as being called the barn. yeah. >> i am the superintdent of cable car vehicle maintenance.

and we are on the first and a half floor of thele barn where you can see the cables are moving at nine and a half miles an hour and that's causing the little extra noise we're hearing now. we have 28 power cars and 12 californi cotal of 40 revenue cars. then with have two in storage. there's four gear boxes. it's gears of the motor. they weigh close to 20 tons and they had to do a special system to get them out of here because when they put them in here, the barn was opened up. we did the whole barn that year so it's difficult for a first of time project, we changed it one at a time and now they are all brand-new. engineer's room have the four monitors that play the speed and she monitors them and in case of an emergency, she can shutdown all four cars if she needs to. that sound you heard there, that's a gentleman building,

rebuilding a cable. the cable weighs four hundred pounds each and they lost three days before we have to rebuild them. the cable car grips, the bottom point is underground with the cable. it's a giant buy strip and closes around the kab and they pull it back. the cable car weighs 2,500 people without people so it's heavy, emergency pulling it offer the hill. if it comes offer the hill, it could be one wire but if it unravels, it turns into a ball and they cannot let go of it because it opens that wide and it's a billion pushing the grip which is pushing the whole cable car and there's no way to let go so they have to have the code 900 to shutdown in emergencies and the wood brakes last two days and wear out. a lot of maintenance.

dollars and cents part. he was right. back in 1947 when they voted that, i'm surprised base of the technology and the chronicle paper says cable cars out. that was the the demise of the cable cars. >> (indiscernible) came along and said,stop. no. no, no, no. she was the first one to say we're going to fght city hall. she got her friends together and they started from aroupd the save the cabar community, 1947 and managed to get it on the ballot. are we going to keep the cable cars or not? head turned nationwide and worldwide and city hall was completely unprepared for t amount of backlash they got. this isust a bunch -- the city came out and said basically, 3-1, if i'm not mistaken, we want our group managed to save what we ha. and literately if it wasn't for them, there would be no cable cars. people saw

something back then that we see today that you can't get rid of a beautul and it wasn't a hiorical monument at the and now it is, and it was part of sanfrancisco. ah, we had freight back then. we don'te that ymoe. ts is the number on tourist attraction in san francisco. it's historic and the only national moving monument in the world. >> theo city of san francisco dd keep the cable car so it's a fascinating feel of having something that is so historic going up and down these hills of san francisco. and obviously, everyone knows san francisco is famous for their hills. there has been only four women that work the cable car in the 150 years and i am the second person to represent the cable car and i also know that during the 19, i think 60s and women wereot even allowed to ride on the side of a cable car so it's ingo know you can go from not riding on the side board of a cable car to actually grip and driving the cable car and it opened the door for a lot of people to have the opportunity to do what they inspire to do. >> i have some people say i wouldn't make it as a conductor at woods and i came and made it as i conductor and the best thing i did was to come to this division. it's a good division. and i like ripping cable cars. i

information only run regarding a red hyundai that was driving recklessly at mcalister and goff streets. both officers recognized that this was likely the same red hyundai that had evaded them mere minutes earlier after quimbo took the time to obtain the reporting party's information from dispatch and contacted the 911 caller via telephone to obtain a witness statement regarding the red hyundai. >> your call came out maybe maybe under five minutes so we were coming downhi way. we saw a car doing donutst over and then he took off on us and then your call came out so i saw him doing the donuts. okay, perfect. oh, yeah. this is our guy. >> yeah, the 911 caller provided after quimbo with a photograph of the hyundai which fto camo rognized as the same vehicle that had fled from him. the office conducted a computer quense plate of the red hyundai and responded tothtedddress where they made contact with the vehicle's owner's granddter.

extraordinary. after honing his skills at narcotics division for 13 years, tony was promoted to sergeant in 1998 where he worked closely with the tenderloin task force. if you've ever heard tony reminisce about those days about the high stakes busts and the intense operations, you'll quickly understand why he refers to this time in the tenderloin as the greatest job ever where i lost my place. here we go. his dedication and passion for the job were evident even in the toughest of times and it's no surprise that he was a natural leader. in 2001, tony's career reached another milestone when he was promoted to inspector and assigned to domestic violence response unit now known as the special victims unit or svu. here tony truly found his calling. for 24 years he has been the backbone of a critical unit a

on october 6th, the young man called 911 in a statef panic. >> he was telling the the caller or the call taker that his father was holding a knife to his mother's throat and threatening to kill everyone in the house. the suspect, a father of three, had been drinking all night and was violently assaulting his wife, trapping the family inside the home. to escalate the situation, he even created an incinerator device using a smirnoff bottle and a cloth. searching frantically for a lighter to cause even more harm. when the officers arrived and arrested the suspect, the family was safe from immediate danger. but their nightmare was far from over. they needed shelter, a safe place to go to escape from the threat that still loomed over them. in san francisco, shelters like la casa de la madres provide a refuge for families that are fleeing from domestic violence . but but on this night la casa

was full. and so the officers reached out to every shelter in san francisco. but they found nothing. every option was exhausted. this is where tony's true character comes in and it shines. when a sergeant from southern police station advised tony about the situation, tony took it upon himself to find a solution. he reached out to his extensive network of contacts. tony connected with the hotel council of san francisco who ferred him to a family owned hotel in union square just off geary street. the hotel which had been in business for four generations, agreed to accommodate the family at a government rate. without hesitation, tony used his own personal credit card to secu the rooms, ensuring the family's safety and peace of mind. >> but tony didn't stop there. knowing that this family's journey to healing would be long, he worked with his team to prepare hope pack packs, bags filled with essentials

like toiletries, new clothes, a stuffedma for the comfort and information on all the available services. these items were generously donated by a nonprofit called reclaiming hope which supports survivors. tony personally escorted the family to the hotel ensuring their privacy and safety by■ñ checking them in under his name and arrange for adjoining rooms with a beautiful view for downtown san francisco. >> in those moments tony's actions went far beyond the call of duty. while it's not standard procedure to use personal funds in situations like this, tony did it because he understood that the law and policy weren enough. what mattered was the well-being of this family and he wasn't going to let them fall through the cracks. his empathy, professionalism and commitment to justice were on full display.

19 years of service but for his extraordinary act that sets him apart and brought him global attentn to his exceptional abilities. on december 4th, 2024, a shocking event unfolded that would dominate the media for weeks the brutal murder of brian thomson, t ceo of united health caren mtown manhattan early in midtown manhtan early in the morning as mr. thomson walked outside his hotel. an assailant gunned him down with chilling precision. the suspect intent on evading capture used a homemade silencer and fled the scene on a bike as the investigation unfolded. >> this crime captured the nation's attention its details splashed across every television screen you could see around the world. >> cut to san francisco show sergeant harrison and his partners sergeant joseph sara uzer and just and sergeant

was on mistake checkable. >> hey guys. sergeant herren says his voice steady and sharp. >> do you guys think this guy looks like the pn there hunting for>> his colleagues pa stared at the screen, then back at the image on her hands computer a moment of realization passed between them all. >> it was him in that instance ,what had started a routine missing persons case evolved into something much greater thanks to sergeant moran's quick thinking and sharp eye. a seemingly random missing persons investigation had just led to a critical lead in a high profile murder case. this wasn't just a coincidence. this was a moment where one detective's instincts turned the tide of an an international investigation. sergeants who ran sara gouze d chow acted swiftly alerting
