. >> welcome. i'm penny colter, chief of protocol for the city and county of san francisco. >> it is an honor to share in the celebration of this memorable day of your beloved country. i'm wearing a john mama pashmina today that was acquired on a very special family trip that we took to your great country a few years ago. >> i wear it to honor the art of your country and with fine memories of an incredible trip. on that trip we were fortunate to experience new year's eve at the airport in jodhpur, don in varanasi. of course the taj mahal. we walked the kamasutra temple with yes and my then 16 year old son. >> quite interesting and perhaps the most exotic sensory

overload in experience of all. >> a traffic jam in delhi. >> i came to appreciate that the fabric and beauty of this pashmina and its handwork is far exceeded by the fabric, richness and beauty of the people of india the country's greatest treasure. >> there are many connections between our great city and your great country. san francisco is a leader in technology and you provide technology leaders google, microsoft, ibm, adobe all blessed with leaders born in india. >> you are the most populous country in the world and among the fastest growing population in the bay area. >> from 2010 to 2020 the population of residents of indian descent grew in san francisco by 144%.
5:33 pm
we are so pleased to have the people of india increasingly woven into the fabric of san francisco. it is now my great honor to introduce a man who understands the vitality of the indian culture and its importance to the fabric of san francisco. >> a man dedicated to weaving an exciting new chapter for san francisco. >> please welcome daniel l. >> thank you all very much. it's really an honor to have you all in our offices today and in the people's office. so thank you all for being here today to celebrate india's republic day. it is a day that marks the momentous occasion in 1950 when india's constitu mission came into effect laying the foundation for a strong and vibrant democracy. i want to begin by extending my deepest thanks to counsel general reddy and the entire consulate team for your partnership in strengthening
5:34 pm
the bonds between our two nations. your leadership has played a vital role in nurturing this special relationship. as we just raised the flag today we are celebrating india's remarks bbl history and progress as a nation. i speak for all san franciscans when i say we are incredibly proud to be home to a thriving indian community. your contributions across technology, business culture and countless other fields have changed and shaped our future in profound ways. i'm especially proud of our sister city relationship with bangalore, a city that has become one of the world's leading tech hubs for 17 years. san francisco and bangalore have worked side by side in innovation, education and business. i would like to extend my heartfelt thanks to jim herlihy who is not here. i know of the chair of our san francisco bangalore sister city

committee and mat of murder of misa misra. good to see you again. for their exemplary leadership in advancing this partnership. but our relationship goes beyond business. the cultural exchange exchange between our two nations in the arts and theater have played an essential and unique role in san francisco's cultural identity. so today as we honor india's republic day, i am excited for the continued growth of our partnership with india and bangalore. and i look forward to many more years of friendship and collaboration. and i was just saying to the consul general that i have not been to india for 25 years but i went to udaipur job four and jaipur and i had the most wonderful experience and it was such a beautiful. those three cities were just gorgeous and i look forward to going back to visit our sister city. so with that is my honor to present this proclamation
5:36 pm
declaring january 26th as indian-american friendship and heritage day in san francisco. >> i'll come out front. now as of now the states have horrible mayor daniel luria, chief of protocol penny colter distinguished guests. i must say good morning. so it is a great honor for me to be here today to celebrate the india republic day i will mention. so we celebrate to mark the entry into force of our constitution on 26th january 1950. in fact it was celebrated yesterday. but i thank you for organizing this flag raising ceremony at the city hall which is a which
5:37 pm
is known for its natural beauty but also we think it is a temple of democracy and also the diversity in san francisco. and i think this is a recognition of the contribution of the indian diaspora present not only in san francisco but also in the larger bay area. so now i think of the indian diaspora over 14,000 strong. so mostly they are known to be very hardworking entrepreneurship and also innovative. so their contribution to this socio economic fabric of the bay area and also the cultural diversity is very well appreciated by all the leadership here. and also this is a day also to celebrate the strong and enduring partnership between india and the us in general and also india and san francisco in particular because we see like we are seeing the growth in the relationship the last few years . in fact yesterday the secretary
5:38 pm
of state marco rubio while congratulating india on his republic day stated that the u.s. and india partnership will be the defining partnership of the 21st century. and just this morning prime minister modi spoke with president trump. so they also like agreed to further deepen the partnership in all areas of relationship especially trade, technology, investment, defense and energy. so i think there is a significant opportunity for promoting this partnership. you see the san francisco and the bay area as you rightly mentioned as the tech capital of the us. and all the indian delegations who are visiting us i think as san francisco become much further destination. just last year alone we have hosted two chief ministers from the states of telangana and tamil nadu who are equal to the governors. so they led a very high level business allegations and also the industries minister from the state of karnataka in which bengaluru is there. we have this extensive partnership even these and very
5:39 pm
skilled bengaluru team here partnership. they also interact with the industry minister and agreed to further deepen this partnership. and also we had a minister visit from the state of the pradesh. so now we we are having a larger delegation coming from us to india. and what is happening in fact the indian diaspora is a living bridge between india and the us. and also like large number of indian tourists are visiting us. last year according to the us travel and tourism office. i think 2.1 million indian tourists visit us which is a 50% growth over the 2019 pre-pandemic level. i think even understand that we estimate that 400,000 indians must have endured san francisco . so even though indian students are also coming in large numbers to study in the us in california alone we have over 28,000 students and we have large number of students in the university of san francisco according to the city and also the state university in san
5:40 pm
francisco. so we see large opportunities and we hope that the the planned visit of the governor to some to india this year will also strengthen the the partnership between california and india because california is an important trading partner of india. we have close to 12 billion of bilateral trade in merchandise goods. and also i think indian companies also invested a lot in the bay area. so according to the world trade center, los angeles in california we have to 22 indian owned establishments creating law and order and employment and also paying wages of $1.44 billion every year. and in san francisco bay area alone we have 7000 employment creation and around 160 companies indian owned companies. but we have a large number of indian-americans who are entrepreneurs. they are creating hundreds to thousands of jobs in the bay area. so also the indian diaspora is contributing a lot. and we hope that alone madam agenda is due in return for the back that the quite the india is starting to go back india is
5:41 pm
growing a lot. so a lot of opportunities i think governor newsom when he was mayor he visited bengaluru i think even after 2013 edward at that time he visited india but i request you also i invite you to visit india. he will be happy to facilitate your visit to india especially to strengthen this successful partnership between san francisco bengaluru. thank you very much. thank you for hosting this event. >> thank you for s.f. gov tv san francisco govovovovovovovovv

good morning may learn more got got. >> good morning assistant chief was in the morning i did assistant chief wong what a gentleman you are my man oh yes good morning. >> yeah good morning class. take your seats. what do you do? >> time to okay. all right. good morning, class 285. i'm going to be brief in my comments and i'll turn it over to mayor. i just want to welcome you to the san francisco police department. i know this is a very exciting
5:43 pm
day. most of you i saw last week during your your one week orientation if you will and again i told you we'd see you this week. so it's it's a pleasure. it's really a pleasure to see you here. this is you are the largest class that we've had. i think since 2017 2018 somewhere around here first full class that we've had since that time and we are extremely excited to see you because we need you in this city now we're all going to give you a little bit of advice in terms of how to get through this academy time for me 30 almost 36 years ago it was the same as it is for you and you're looking at living proof that you can get through this. it's not going to be easy. most of you are here because this is what you wanted to do all your life for a lot of you some of you are here because you've decided that you want to give back to your city. some of you were here because you wanted to help people but it's all a common theme. keep that in your heart when you're doing push ups. keep that in your heart when you're when you're instructors
5:44 pm
are trying to drill into you policies and procedures and what's right and how we do business in san francisco, keep that in your heart when you graduate from this academy and you're going through your after your program keep that in your heart your entire career because this job is about serving people. this job is about serving each other. this job is about the same values that you brought here that made you want to sit in these seats this morning is what you need to keep throughout your career. if you do that you will be okay . if you do what's right you will be okay. you're going to learn a lot. you're going to make mistakes. you're going to have some stress throughout your career including in this academy. but keep that in your heart. so with that i'm going to turn it over to mayor and then you'll hear a little bit from all of us just to give you some encouragement. but thank you for being here. welcome to the san francisco family and military. thank you, chief scott i'm about 16 days into this job so i got a little feeling that you
5:45 pm
all are going through right now . it's all new. it's all a little wild. but i got to tell you something. i love my job. i love this city and i've been talking for the last year and a half that public safety is the city's number one priority. we are down over 500 police officers. we have to prioritize keeping our citizens safe, making sure that they feel safe and not just our city but feel safe. and that means that you have a incredibly important role to play in the comeback of our city. so when chief scott told me that this is the largest class we've had in 78 years, that that brings a smile on my face because this community is relying on s.f. pd to do its job, to do it well, to do it with compassion and to take
5:46 pm
care of community and that's why you all are here. we will have your backs once you get through this and it sounds like it's not going to be easy but i know you can do it. please know that there is a city out there that needs your help and so when you're going through these tough times, remember that you're not doing it for yourself. you're doing it for your community. you're doing it for your family, your friends and you're doing it for the greatest city in the world. you know, there's been a lot of talk i hear talk of all these different police forces in new york city. i remember hearing just a few weeks ago the city attorney there, the attorney general there said oh, new york has the best police department in the country as a pd we we are the best police department in this country but we need help and we need you. so whatever it is that got you
5:47 pm
here today, bring that through. chief scott so bring that through with you over these next number of months. we need you. we're counting on you. thank you. thank you for being here. you're not how we can get enough. thanks. i'm here to tell you thank you for putting yourself out there not only for you and your family but for me, for this city, the greatest city in the world. thank you for being willing put yourself out out there. so thank you all. chief. thank you. okay, i'm going to keep those are all right. >> good morning. for those of you that i have not met last week i'm assistant chief david lazar. i oversee operations where so excited to have you. assistant chief walsh and i were sitting in this class together about 33 years ago so it's been a while for us but we know what it's like to be here on day one. i also know that it was a very challenging morning for you and as the mayor has said, congratulations for making the decision to join the best
5:48 pm
police department in the country. >> i hope you're all here for one reason and that reason is to help people to help san franciscans, our merchants, our visitors, our residents and everyone that comes and enjoys our city. and we need you for me in operation and i oversee about 80% of the department i oversee all patrol all the investigators special operations in the air force so every day it's city it's the demand of needing more police officers to walk the beaches and to engage in and meet the community. and so we want you to get through this academy. it's challenging. it's nine months. september 11th is your graduation. and so i just wanted to offer up a couple things to you. i want to say this number one, as challenging as it has been this morning and as it will be moving forward, there were 3008 people that applied for this department and 2023 there was 3165 last year. we're on a trajectory to go
5:49 pm
even higher. a lot of people want to be seasoned and yet but you got them and you are for those of you with the suits on you got that final friday call that said hey, just show up on monday and we're glad that you're here so now it's your job to keep it and this is a team effort. you have to work together and all of you need to work together to succeed to make it to the very end. there's two things i want to say as i as i as i conclude. one is one is this take it one day at a time. take it one week at a time. i mean i threw the september 11th date out of you. you'll get there one day at a time, one week at a time. stay focused. this is your life for the next nine months you have to stay focused. the second and final thing is you represent the san francisco police department. that means you're a model citizen. that means that you represent all of us. you wear our patch now you represent our organization. this is this is this is how you
5:50 pm
need to behave both on duty and off duty as a model citizen. i stay out of trouble off duty . stay out of trouble while you're here, work hard and you'll graduate and you'll you'll be grateful. and this has been a fantastic career. we have no regrets and you'll do great. so congratulations and i'll see you all along the way. good morning, class. i'm acting assistant chief walsh. i want to give you news that probably we don't normally talk about but one of the groups i oversee is background and they're actually so pleased with this class that not only did they get a class that is doing the numbers that we need but actually candidates that they truly believe in. they believe that every one of you should be here. there was a let's just fill a number there like these candidates are going to make a difference. so what i'm asking is you carry that forward and by doing that you got to remember the team concept.
5:51 pm
everything you're going to do from this point forward is going to be about the team and teams have healthy competition. you should strive to be the best. you should strive to work harder but at the same time no team. let's other people on the team slow down and fail. so make sure that on your team you're helping those people get through because that's what you're going to do your entire career and you're going to do it with the merchants and the residents. you're always going to look at that group of people and help them because that's why you're all in here. i am really excited about this class. i have high hopes for you. i wish you nothing but success and i know that you're going to make all of us proud and you're going to be really proud to be wearing those patches at the end of this and just to reiterate with age she was our said i love military history and things like that and some of you may have heard this but remember the only easy day was yesterday and for the academy staff who appreciate this if you're on time you're late so always be ready ready to go move forward and
5:52 pm
congratulations for your first day here in the academy. thank you all right. >> okay, everybody. so i was academy director about ten years ago, something like that. so i saw some classes through the academy. so i'm going to offer you some advice. so first of all, you have an all star team in the back of the class that's going to lead you through this journey so trust in them. they're going to be hard on you but totally give them 100% of your trust. they're vested in your success . okay? so no matter how hard it is they're trying to push you through. remember to get your rest you and i'll tell you what i taught every class when i was here. work hard. try your best when it's time to rest get your rest so you're at your best when you're here it's super difficult but the city needs you. there's a lot of work to do so i'm going to thank you in advance for the work you do for this city. it's not going to be easy but it's it's it's for the success of the city and you're an important part of that. so thank you very much for accepting this role and we'll
5:53 pm
do everything we can to get you through this and i'm sure you know the city acceptance. so thank you very much. okay, class 285 we hope to see every one of you at graduation and we will be checking in from time to time. but those instructors in the back although you might not think so from the day for the next nine months but they love you. they want you here. they want you to succeed and i guarantee you because we all did it you'll come up to them later in your career and you will thank them for what you learned in this academy. so with that, let's get it started class i did right by brought you work hard but you got a job that you to learn how to do. thank you. i was ready for you to get ready to go. all right.
5:54 pm
thank you, class. thank you, class
