different. i'm the product of the san francisco schools. i started when i was 10. i joined the band and that was the most interesting instrument to play. and you have to be able to put yourselves in different situations. that's what made me better. if you do with two or three ingredients, that makes it pretty boring. most people know me for playing with carlos santana, touring the

world all over the place. phenomenal place with music and also being around him you have a lot of fun and learning a lot about music and things beyond music too. this place is history, i have been here many many times like any 70s and seen some really incredible groups and that is being here a number of times is kind of a full circle moment. it's really something that we cherish when we play is getting the energy back and forth with the audience and kind of a symbiotic thing. playing for the home crowd and your family is really a meaningful thing to be and just a fun place to be in. a lot of

3:56 pm
i took a seven year break. and then i came back. i worked in the library for a long time. when i started working the san francisco history centre, i noticed they had the hippie collection. i thought, if they have a hippie collection, they really need to have a punk collection as well. so i talked to the city archivist who is my boss. she was very interested. one of the things that i wanted to get to the library was the avengers collection. this is definitely a valuable poster. because it is petty bone. it has that weird look because it was framed. it had something acid on it and something not acid framing it. we had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. it wasn't a big stretch for them to start collecting in the area of punk. we have a lot of great photos
3:57 pm
and flyers from that area and that. that i could donate myself. from they're, i decided, you know, why not pursue other people and other bands and get them to donate as well? the historic moments in san francisco, punk history, is the sex pistols concert which was at winterland. [♪♪♪] it brought all of the punks on the web -- west coast to san francisco to see this show. the sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to san francisco. they skipped l.a. and they skipped most of the media centres. san francisco was really the biggest show for them pick it was their biggest show ever. their tour manager was interested in managing the adventures, my band. we were asked to open to support the pistols way to that show. and the nuns were also asked to open the show. it was certainly the biggest crowd that we had ever played to.
3:58 pm
it was kind of terrifying but it did bring people all the way from vancouver, tee seattle, portland, san diego, all up and down the coast, and l.a., obviously. to san francisco to see this show. there are a lot of people who say that after they saw this show they thought they would start their own band. it was a great jumping off point for a lot of west coast punk. it was also, the pistols' last show. in a way, it was the end of one era of punk and the beginning of a new one. the city of san francisco didn't necessarily support punk rock. [♪♪♪] >> last, but certainly not least is a jell-o be opera. they are the punk rock candidate of the lead singer called the dead kennedys. >> if we are blaming anybody in san francisco, we will just blame the dead kennedys.
3:59 pm
>> there you go. >> we had situations where concerts were cancelled due to flyers, obscene flyers that the city was thought -- that he thought was obscene that had been put up. the city of san francisco has come around to embrace it's musicians. when they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. that was, at -- in a way, and appreciation from the city of san francisco for the musical legends. i feel like a lot of people in san francisco don't realize what resources there are at the library. we had a film series, the s.f. punk film series that i put together. it was nearly sold out every single night. people were so appreciative that someone was bringing this for them. it is free. everything in the library is free. >> it it is also a film producer who has a film coming out. maybe in 2018 about crime. what is the title of it?
4:00 pm
>> it is called san francisco first and only rock 'n' roll movie. crime, 1978. [laughter] >> when i first went to the art institute before the adventures were formed in 77, i was going to be a painter. i did not know i would turn into a punk singer. i got back into painting and i mostly do portraiture and figurative painting. one of the things about this job here is i discovered some great resources for images for my painting. i was looking through these mug shot books that we have here that are from the 1920s. i did a whole series of a mug shot paintings from those books. they are in the san francisco history centre's s.f. police department records. there are so many different things that the library provides for san franciscans that i feel like a lot of people are like, oh, i don't have a library card.
4:01 pm
i've never been there. they need to come down and check it out and find out what we have. the people who are hiding stuff in their sellers and wondering what to do with these old photos or old junk, whether it is hippie stuff or punk stuff, or stuff from their grandparents, if they bring it here to us, we can preserve it and archive it and make it available to the public in the future.

>> commissioner fielder, aye. >> commissioner preston, aye. >> chair mandelman, aye. >> commissioner richards, aye. >> commissioner sauter, aye. >> commissioner sherrill, aye. >> commissioner walton. >> there are 11 i's the motion to elect commissioner sauter at vice chair is approved. >> congratulations. >> okay. madam clerk on to item 6 please. >> 5. election of chair and vice chair for 2025 — action. >> welcome executive director. >> thank you for leading the transportation authority commissioner dorsey and commissioner sauter it is lovely to and excited to work with you and the staff and special welcome and heart felt thank you
4:30 pm
to chair mandelman and others before him for the last four years we're privileged to have that during the time coming out of pandemic and our prop l authorization. thank you very much. and look forward to presenting the 2024 credit and thanks to our deputy the communications director. for the newer members of the board i want to have statutory rules in the presentation of a policy startup we are your staff and in the capacity we work as a management team doing policies and regional transportation from a funding startup those are board approved measures. and as a lead as we have the projects
4:31 pm
primarily yerba buena island and with the management agency is in world a separate entity but the same governing body this is two plans to fund and deliver and repeat with transparent and accountability but the planning activity are some of the highlights of last year with the regional level with planned bay area and a bag coming together with the regional plan with the transforming and stabilizing transit and goes to the voters we demonstrate this in the community with more collaboration the shortfall particularly was a focus on the
4:32 pm
community and talking about that throughout the year and legislation was a good year lawyer and came to the governor's desk one passed and one did not wand was vetoed and in district one and district 11 the range shuttle launch we were pleased to join that and with the transportation authority and going forward will conduct effort on some of the ongoing plans and study. and eco friendly study for downtown and other travel studies for transportation partners and transit we're seeing particularly downtown but on the west side planning citywide with this coming looking at the
4:33 pm
system regional travel into the northern part and our countywide plan 2050 plus this is our sales tax you're seeing the planning study with the capital study and projects rather that are underway with funding we provided in each district in the supervisor and our capacity as commissioners those are projects completed last year and others about to join and working with you all to oversee this project and have perhaps new initiative and thank you for the opportunity to funding this is a picture of last 15 years of sales tax revenues that generate one hundred and $8 million for one hundred and 15 and
4:34 pm
definitely took too dip you're seeing the recovery of our revenues. we managed this and studied that carefully to make sure leverage and other money and the following volunteered approval expenditure plan. here's a picture of the remote for november of 2022 a strong citywide endorsement for the continuous of half percent sales tax that is precisely passed by 71.9 percent and as you can see it funded projects large and small throughout the city and again, we're proud this past year and we're able to complete the dozens of two dozens 5-year plan in every category that is capital and you'll see streets and roads and transit and vehicles and the like but also 10 percent of the funding goes
4:35 pm
to paratransit service you'll see what we leveraged as chair the former chair mentioned quite a few grant we received last year and very exciting $304 billion commitment to the portola that is downtown rail extension for cal train and rally know that vice chair melgar is tracking this and understand this is a regional investment and that's it but we've been supporting for many, many years but regional project that references the transit center itself and electrified caltrans and speaking of that broke ground you're seeing a whole set of projects large and small across the city that
4:36 pm
received grants and proud to help to secure from the largest to the smaller ones in visitacion valley and in the southeast so we see large project muni and vehicle and programs seawall and have low projects here and continuing, of course, of large project yerba buena island and chair of the he organization led the event and breaking and ribbon cutting we're keeping that work for more benefits to the region. >> here's the policy decisions we had the transportation authority last year and next generation bay area study with
4:37 pm
the m t c regional study on managing lands and pricing and a v a hearing last november we updated the public has happening on the ground with the state and federal level and sfmta did several hearings on vision zero. here's happy pictures of so many celebrations and couldn't put them all on the same pam but the electrification was an achievement and seeing rider excitement and response on those quieter and farther and cleaner trains on yerba buena island and happy to break ground and the taraval migrations to commissioner engardio and you're
4:38 pm
seeing a whole number of projects that will be funded through the construction and oversight on and by that i pane we funded other agencies butted and keeping our eye on that partnering with them to help keep them moving forward on the reporting to the public on their progress and projects we believe we contracted for are shown and that is primarily on yerba buena island and supporting 8 thousand units of housing 27 percent are affordable and all those right hand is yerba buena island and with the retrofitting project one hundred and $030 million under construction ass radio at
4:39 pm
top of yerba buena island heading down to electrically and we're so excited it is in the running for a very hard to pete for for state grants and then the housing endorsement of the grants. this slide talks about thriving to marry they get the fund they need and through mtc and other replacement vehicles light rail and buses and 2023 electrified buses and then, of course, funding facilities for all of those including the poters yard replacement yard and housing projects in presidio and
4:40 pm
thank you for the opportunity to the street side vision zero means much need focus on the high injury network he seeing prop l and advantec consulting engineers tax that are our proposition d and later on talking about the a many of those focused on the pedestrian improvement and traumatizing and quick build i'll not go over all of them you'll see them over and over but a major policy a couple years ago that is finally starting to initiate this year and on the streets reconstruction i hope you're seeing the benefits in our district and citywide, of course, with the taraval the repaving and the richmond and you'll see in here they really are sprinklers throughout the city and the setback that is
4:41 pm
happening as we speak this coming year an 19 after a state project on caltrain and programs important and very popular improvement we see in those citywide. assessable access to the curve and signals very exciting to see more of those rolling out dedicated prop l signals just not enough money, however, we're pleased to support that important teresa with the long term advocacy for that and an event there as well by traffic calming and schools engineering and in particular it is important and popular with the public. moving to the prop a vehicle registration a $10 per
4:42 pm
vehicle per year that is collecting $5 million not a large pot but goes to pedestrian safety and repaving and so you're seeing stuff of our the paving part in 2024 japantown and along eight and clay and loeven worth and some mentioned we provided for the other projects there. moving to proposition d a 3.25 fee on retail trips in san francisco. we administer about funding $8 million for street safety projects and we receive the other half hour for the muni service and this past year we allotted $7.7 million to quick build projects on the high injury network and traufrp projects that sfmta administers
4:43 pm
citywide. and then the transportation fund this is our $4 per vehicle registration fee comes to us on the office of air district for projects that help with emissions reduction and you'll see the focus on bicycle parking and transit electrification of shuttles and finally, on transparency and accountability we continue to make sure we are doing torrance includes clean audits as well as compliance audits for the west side bridges and other fund we administer to her team our deputy for financing the administration and everyone that helps to make sure we have excellence in reporting and proud of this of the work we receive for that year after year and triple a bond rating we
4:44 pm
maintain the highest possible for the government sales tax revenue bond like ours and appreciate the boards support for procuring the funds last year and finally, in the you get in that a photo at the southeast facility this a wonderful place for the off site we talk about working together as a team as well as with our partners about how to particularly make sure we're making the ta workplace excellent and this is working on the excellence workplace initiative though make sure a great environment for the staff and make sure we hosted some events but certainly d b partnering with the women and
4:45 pm
transportation and girls summit and finally, our 80 anniversary in the election of 2024 and created did transportation authority in 1989 and happy to lgbtq with everyone that special milling and, of course, we extend our staff an amazing community representing each one of your districts that gives us feedback for everything that comes to you and our chair will report out each month on they're meeting. >> thank you again, we appreciate you and the boards working with each of you appreciate it thank you. . thank you very much. director. >> excellent report any questions or committees
4:46 pm
colleagues? >> okay. >> with that, let's go to public comment on this item please madam clerk. >> so you will if you're tired. you just put our is soul in the don't understand whether you say your salary if you don't rectify what you're doing you'll ugly and about kill people and therefore your soul. there is no zero vision zero zero didn't exist just a point. so the
4:47 pm
stupid the level of stupidest is extreme with this is about nature on the water do you understand? >> not electricity. >> on water. the first presentation will be free. >> people don't want to be trapped in the city either. (clearing throat). >> looks like advertise it for the public comment let's go to public comment madam clerk. >> going to the caller. hi caller you're two minutes begins now. >> hi, good morning everyone this is calling. i wanted to um,
4:48 pm
start by saying that, you know, the general public comment didn't understand the difference within sfmta and the sf today. so, you know, i just think that in caution i want to share my views that may enexemption all the work but more difficult for san francisco whether it is by mta or sfmta some relationship there. i say the best things in support of economic recovery i know was mentioned in former chair mandelman opening comments is to stop making it difficult for people to live and shop here and congestion pricing is a great way too kill retail and there was some great staff that
4:49 pm
sounds like this staff is doing some great work on funds projects. but this year is a sort of a big might we are facing a massive cliff a lot of work needs to be done i've not heard and single person in this board meeting talk about (bell ringing) cutting costs that is what everyone on the board should be focused on when everyone on the staff should be focused on how we cut costs sounds like you're trying to kill the golden goes and yet we $5 million is raised an cars and if you want to end car use you'll end that revenue stream (bell ringing) >> thank you for your comments. >> there is no additional
4:50 pm
public comment. okay. public comment is closed. (gavel) >> let's take action on this item. >> an action item yes. i have a motion from chair mandelman do i have a second? commissioner walton seconds. thank you. >> yeah. >> on the motion to approve item 6 commissioner chan, aye. >> commissioner chen, aye. >> commissioner dorsey, aye. >> commissioner engardio, aye. >> commissioner fielder, aye. >> commissioner mahmood, aye. >> chair mandelman, aye. >> vice chair melgar, aye. >> commissioner sauter, aye. >> commissioner sherrill, aye.
4:51 pm
>> and commissioner walton, aye. >> there are 11 ayes we have final approval. >> you thank you so much and thank you to the staff for this really well prepared report and on to item 6 please. >> 7. other items: introduction of new items - information. >> it looks like no new items introduced by my colleagues. let's take public comment on this item. >> oh, we don't need to take public comment these items are introduced; right? >> i don't care what you say. >> we don't take public comment no items introduced okay. thank you. >> public comment is closed. appropriate madam clerk on to item 8.
4:52 pm
>> 8. public comment. >> yes. 8 so you'll be fine. that's - >> i know i will because i know i see you, you are - the 5 new commissioners don't worry about everything will be fine. >> and the revolution. talk about money it is about amendments. as of this afternoon. and i know what i'm talking about. you are seeing no revolution so this is you have no government the government
4:53 pm
wants to get rid of you. i think we are - i think i see you this in the afternoon. >> it is what it is for public comment. >>. okay. chair going to the first commenter. >> hello you have two minutes to speak now. >> thank you very much. i would like to comment there was some wonderful stuff in the presentation that was just made but a few things that stand out one that mentioned earlier throwing one hundred thousand dollars for a study for laguna honda for a full station is a ridiculous request. as is continually trying to reduce cars when well over half of the city relies on them and 5 hundred thousand car
4:54 pm
registrations actually means way more people using that and right many are not just driving by themselves they have are a family and can't get it through public transportation or bike. so the continued effort to erode our funding taking out meters or suggesting or trying to reduce car use but focusing on all forms of transportation around in the city without damaging economic recovery. is just questionable and luckily this gathering someone that probably you shourntd be looking at it and bond issues to come before the voters (bell ringing) and the recommendations of muni
4:55 pm
working group will further exacerbate the conditions causing our economic recovery to stall. stop doing things that make it harder for people to get in and around and park in san francisco. it is pretty simple. thank you. >> moving to the next speaker. >> hello caller you're two minutes begins now. >> thank you hi, everyone it is may calling on i - want to clear up this thing i have the privilege of serving as the executive director of connected sf an organization in san francisco brings together neighborhood groups. we have an active membership of over 20 thousand people. we can reach around one hundred thousand people if we need to. i have
4:56 pm
never been contacted by any city agencies or outreach of any kind i think we have probably the headquarters quickest alternate to reach identified coalition but really trying to do real outreach meaningful outreach i appreciate someone on the staff will pay mow or reject me and we can go through there or anyone on the body can connect us. the other comment i would like to make as part of the public comment and facing a fiscal cliff knock it off with the other garbage it is time to cut funding and cutting cost frankly vision zero is a (bell ringing) complete disaster been no
4:57 pm
improved trendline since that was implemented in 2014 and we're showing about the same number up and down a little bit but more 2022 particularly bad year and (clearing throat) the reason is sdgsz is not working not on safety but it would have gone down the highway (bell ringing) >> thank you for your comments there is no additional public comment for this item. >> okay. public comment is closed. (gavel) madam clerk let's go on to the next item, please. >> 9. adjournment. >> we're adjourned
4:58 pm
4:59 pm
you know. yea. >> so, what is coming up next for what is that for? >> oh , firefighter backsterinvited mow to a fire station to see the cool stuff firefighters use to put out fires. you have seen the had doors open like a space ship from out of nowhere. i close my eye its is like i'm there right now! wow! whoa. watch out, man. what is that for? >> what is this? these are fire engines they might look alike they are both red. white top and red lights on top. this is a new 2021 fire engine
5:00 pm
and this is an older 2014 fire engine. if you can't tell, this one is shorter and narrower than our older fire engines. they have cool things like recessed lights. roll up doors. 360 degree cam ares and more that is important as the city is moving toward slower and safer streets adding parklets and bulb outs and bike lanes we need to decrease our footprint to keep us and the community safer on emergency scenes. >> what's back there? >> when is not guilty fire engine. great question. i want to see, sure. >> let's go back and look at the equipment and the fire pump on the fire engine. >> this is a fire pump. it is cool all the colors and all that. this fire pump and this engine holds 500 gallons of water that is a lot.
5:01 pm
>> a lot of water. >> it is push out 1500 gallons a minute of water. we can lose our 500 gammons quickly. why we use hoses like this to connect to a fire hydrant and that gives us unlimited amount of water to help put a fire out temperature is important we have enough fire engine in san francisco to put fires out. so we can reduce the injuries and minimize loss of life and minimize property damage. [music] >> mr. will. mr. will. will! >> oh. daydreaming. thanks, everybody for watching! bye!
