5:30 pm
everyone i'm paul. >> yep. i'm the chief of public safety for the mayor's office. thank you for being here this afternoon. we have a lot to talk about regarding public safety and updates for all the events this weekend so it's my honor and pleasure to introduce to you the mayor of san francisco, daniel levy. >> thank you, paul. thank you all for being here. thank you to our law enforcement and department heads for being here as well
5:31 pm
since the day it was announced that san francisco won the bid to host the nba all star game, i've had this weekend circled on my calendar. you may or may not know this but i'm a bit of a sports guy and i am excited to watch some basketball this weekend. i also know how important an opportunity like this is for our city this weekend we have a chance to show off the best of san francisco. not only do we have the nba all-star game but we also have the lunar new year parade. one of my favorite events of the year donald san francisco is coming back and major events play a huge part in reclaiming our place as one of the great cities of the world with hundreds of thousands of visitors coming to our city for the nba all-star game and lunar new year festivities, our priority is clear we make sure
5:32 pm
everyone every single person feels safe and welcomed thanks to our public safety partners represented here and to all of our first responders. i'm confident that we will succeed. thank you to police chief bill scott. fire department chief dean chrisman. sheriff paul miyamoto i want to thank dea brooke jenkins and of course mary ellen carroll, our director of emergency management. i also want to recognize public works and s.f. mta, your tireless your tireless work will keep san franciscans safe and our streets safe and clean this weekend and every single day thereafter. i also want to acknowledge the chinese chamber of commerce president donald lew who is here and the warriors for all that they are doing to make this a successful weekend. thank you for working closely
5:33 pm
with the city to make this a fun, safe and productive weekend. while exciting large scale events like these come with safety challenges, we are taking steps and have for months to make sure that we are prepared. yesterday we activated the emergency operations center to strengthen our coordinated operations across departments. right now they are proactively monitoring monitoring events and providing support where necessary. last week we announced a new s.f. pd hospitality task force dedicated to maintaining the safety of residents and visitors to union square, moscone center and yerba buena center. this new permanent task force is a key part of this weekend's security plan but it will also remain once these events are over.
5:34 pm
along with this task force cpd and our other first responder departments are are executing robust plans and staffing at full capacity this weekend by working together as city leaders, law enforcement and community stakeholders. we will ensure that everyone can celebrate with peace of mind. i want you all to picture fans cheering outside of chase center. local businesses packed with excitement throughout thrive city and soma the mission and every other part of this great city are iconic neighborhoods will be on full display like chinatown and union square which are staples of our city and newer neighborhoods like dogpatch and mission bay are going to be teeming with people. this is the san francisco the world will see and we will be sending the message that san francisco is open for
5:35 pm
business. >> to my fellow san franciscans, here's what you can do this weekend to help all of us out while you are out enjoying the festivities or watching games at chase center. take public transit. it's free all weekends. take advantage of our great muni. follow public safety guidelines . >> say thank you to all of our first responders to our police, to our sheriffs, to our parks and rec officials. i just actually said thank you to parks and rec guy cleaning out one of the parks just a few blocks from here. >> so take a moment and thank that person that is working tirelessly on all of our behalf. and most importantly embrace this moment for our city san francisco. we are coming back. we are ready. and together we will make this
5:36 pm
a weekend to remember. and with that i would like to welcome up to the podium chief bill scott. >> thank you, mayor lori. i'm going to pick up where the mayor left off. we are ready and we are extremely excited for this weekend. >> we've been planning for this for a very long time. >> nba all-stars hadn't been to the bay area in over two decades and this is the first time that our city is actually hosting the game in the city of san francisco. and we plan to show the world what a beautiful city we have as far as the san francisco police department as the mayor has pointed out, we will be fully staff. we have our leadership team in place and i'll introduce you to some of them who are here with us starting with assistant chief david huizar who runs our operations, our commander nicole jones who is the
5:37 pm
incident commander for this incident. captain john frost who is doing a little bit of everything but he's been instrumental in the planning and will be working operations this weekend. these were our leaders but you have every member of this department both sworn and professional staff that are dedicated to making sure that our city is prepared for this big moment. >> we are at our best at times like these. i think we've proven that year after year with the great chinese lunar new year parade which is one of the best in the world apec last year. so this world what the city is made of and there are many more events so big events don't scare us because we know what this city can do. this weekend will be challenging with traffic. and i want to repeat what mayor lori has said. public transportation is free this weekend. please take advantage of it, please. we're going to have public
5:38 pm
safety will be there with you. we want people to enjoy everything that we have to offer this weekend all over the city not just the lunar new year parade and the all star festivities but we have so many things to do in this city. take advantage of it. use public transportation. traffic is going to be an issue this weekend. we know this. there will be thousands hundreds of thousands of people that will come to this city particularly on saturday. >> so please don't get frustrated with traffic if you happen to be in traffic, just expect that. >> give yourself a little bit more time and know that there will be traffic delays because of the lunar new year parade. there are going to be street closures because of some of the nba festivities. they're going to be street closures. if you go to the mta website you can see what streets will be open, how long they will be closed and also you can see what the great public transportation routes are that can alleviate you of that traffic stress. so please take advantage of that as well.
5:39 pm
>> in terms of the deployment for the new year's parade, our captain of operations or captain who will be in operations this weekend, eric kim of central station has all of his officers working. but we also have the deployment from all over the city to make sure that the tens of thousands of people that will be participating in that parade either in the parade or spectators that they can get there safely and without hassle if they take public transportation and if they drive. please note where the parking and the public parking will be. >> the last thing that we want to do is have traffic problems caused by people circling around the block looking for parking. so plan ahead. that information is out there. please plan ahead. we want everybody to do their part to make sure that this is as smooth a weekend as we can make it. a couple of other things that i'll say before i close. >> if you see something, say something is really important for us in public safety that we
5:40 pm
make sure that we communicate with the public that if something doesn't look right it probably is not. we don't mind you calling us. if it's an emergency, please dial 911. if it's a non-emergency dial 311. you can also get on the city of san francisco app if you want to report something that doesn't require immediate attention but we need you to report because that is how we know where to be and when we know where to be where we need to be. so please keep that in mind if you see something that doesn't look right or look suspicious. please report that to us. again we are ready and i want to thank all of our public safety partners here with me today because we are a team here in san francisco. we work as a team. we love each other as teammates and it's because of this team that we're going to have a really, really great weekend this weekend. so with that i'd like to introduce you to our fire chief kristen. >> thank you, chief.
5:41 pm
it's been a great process coordinating these events with our public safety partners. i think it's gone really smoothly. we've all collaborated in incredibly united fashion to make sure there's going to be a safe and fun event. i'd like to first of all thank mayor larry for his unwavering support for public safety. it's greatly appreciated. i'd also like to identify some members of our department, particularly our command staff who have helped us to prepare for this event. chief patrick robert, our chief of operations here. and i'd also give a special thanks to chief brown who has managed to staff us up for this event without any loss of staffing so we can conduct our normal operations in the field even during these concurrent events. so some fire safety issues that we'd like to speak about with regards to the event itself, particularly in chinatown and if you get lost fm your from your friends or family that you're participating in the event with make sure that you
5:42 pm
have a reunification area that you pre designated so that you can meet up with your friends afterwards. you're going to see a lot of our red gaiters which are small four wheeled vehicles that are along the parade route. >> those will be staffed by fire department members who are going to be engaging in potential fire suppression. they're also going to be engaging in fire prevention and they're going to be engaging in medical response as needed if you are going to stay home and watch the event, make sure you have a working smoke detector. critically important. we are really excited about this event. this group has worked really well together and i look forward and internally we have been conducting large scale exercises for weeks and months . each monday the command staff meets and we conducted a large scale exercise to ensure that we're ready and prepared for anything that should come at us. so thank you very much. and again, a shout out to chamber of commerce mayor mr. liu. >> thank you much very much for all your support throughout this process. thank you. >> i'd like to introduce sheriff miyamoto. >> good afternoon everyone.
5:43 pm
>> i'm very happy to be here because this is something that we're very good at that we've done before that we will continue to do in service to san francisco. this weekend is all about celebration and we want people to focus on that coming together as a community. with the all star weekend with the vibrancy of the lunar new year parade i for 1 a.m. very happy that i won't be carrying a dragon's head this year and i get to relax a little bit but our priority here even though we are on the shining stage is going to be safety. and as always our work together collaboratively with all of the partnerships you see up here are to help us to make sure that this weekend goes where everyone feels safe, where we are all together have a visible presence out there maintaining patrols, maintaining safe passage for people, making sure that we are answering calls for service. our staff will be in all the local places that we have identified our partnership with the police department to make sure we augment their staffing is one in which we have also
5:44 pm
canceled days off our deputies that will be out there will be working longer shifts and will be ready for anything that we face either planned or spontaneous. last night i want to bring up that we were able to actually spend a moment with one of the all time greats rick berry and members of the nba in order to honor him for his commitment because a lot of times it is overlooked that organizations that sports sports organizations contribute back to the community through us and we appreciate that partnership and in some small way are out there to support not just this community but the community coming to visit us too from the nba. so we're looking forward to that. please make sure you have a wonderful time. but also remember as the chief mentioned, let's make sure everybody celebrates responsibly because the last thing that we want is you ending up at our county jail after party. so please enjoy the weekend.
5:45 pm
and with that i would like to introduce the director of the department of emergency management, marilyn carroll. >> thank you, sheriff. we are absolutely ready for this event. as my colleagues have said, it has been months and months of planning. i am very grateful to all of my colleagues and i am especially grateful to mayor laurie and his staff who in just a little over a month in office are taking on this huge event. >> you see all of us up here but we also represent hundreds of city staff that are working on this event and will be all weekend long. you'll see our public safety folks out in the street but we also have a number of operation centers that you will not see and many, many of our diligent public servants are going to be working through the weekend. jealous of all the fun everyone else is having out there.
5:46 pm
but we're really thrilled to do it. i wanted to just reiterate i represent nine on one operations for the city. we absolutely are fully staffed up this weekend waiting to take calls for folks that are in need of help. if you are not in need of a life safety help or see a problem that's dangerous, please use 311 the other resources that are out there. you can go to s.f. gov. the very top of that page will click on that. >> it takes you to the all star page everything you could possibly need as far as where to get tickets, the street closures, other events that are going on will be there to help you out. >> furthermore absolutely encourage you to sign up for alert s.f. if you haven't already. you can do that through the website. you can do it just by texting your zip code to 888777 should
5:47 pm
there be a change in conditions in the street or something happens that we need to get information to you quickly. >> that is the best way to do that. so we really encourage folks to do that. it's going to be great. i agree it's going to be probably traffic is going to be our biggest issue. so please be prepared. we always like people to be prepared. the department of emergency management and we have the resources out there for you to do so. and with that i think i'm turning it back to the mayor. >> thank you. >> all right. we're happy to thank you, marion. >> marion has been the driving force behind our preparations for months and months now. so thank you for your incredibly hard work and for your leadership. really appreciate it. with that, we'll open it up for questions. >> question just raise your hand. i could give you had mentioned
5:48 pm
the comparison to mean that you all would have the backup of other police agencies on this one. tell me about how that's going to pose a challenge for this event as compared to other police agencies that would help you guys out? >> yeah, no, absolutely. apex had the number one eight pack was a national security event so that in and of itself triggers a whole nother level of actually 2 or 3 other levels of security measures that we had to have in place. so we had to have that mutual cooperation. we've taken a look at our deployment. we feel that we have enough officers to do the job and do it very well. >> and in the event that some unforeseen circumstance happens there's too there's always the option of mutual aid. but you know, the relationships that we have with bordering agencies even before an official mutual aid request goes in we call our we call in backup and many agencies will respond to that. it takes a while to actually do an official mutual aid request.
5:49 pm
but we've made those phone calls and make sure that we have contingency plans all the way up the chain up to mutual aid. if we had that schedule of of event. but we feel that we have enough people we're coordinating with our sheriff's department and you'll see sheriff miyamoto's deputies on out in the field. so we're good. >> we're ready for sort of a two part question. >> one, any specific credible threats at this time? and then also wondering if you've sort of learned if you're monitoring patterns of behavior in other words, looking at the truck attack from new orleans, the truck attack in germany this morning as a way to harden our defenses here in the city and prepare for that kind of a random answer to the first question no, no non-credible threats. but look, you know, most of these events you know, there's sometimes it's known, sometimes it's not. we have to be prepared for everything. so new orleans was a wake up
5:50 pm
call for for all of us in terms of seeing kind of what some of the issues were there i think across the nation including here in san francisco, we pay close attention to things that we could do better and we need to do better to do everything that we can to ensure a safe event and that's what we have done and we believe that we have we have the correct measures. >> you know, these these types of attacks where people are using cars to kill people, it's a real thing. but we're we're prepared for that as well. so i mean when you when you get to the parade route and even some of the venues that are associated with the all-star game, you will see a high level of security and fortification of the route. so we're prepared. >> have there been or will there be unscheduled encampment sweeps in preparation for this weekend? every single day we are trying to get people in the shelter off the streets. it's why we passed that
5:51 pm
fentanyl state of emergency ordinance yesterday. i think the board of supervisors once again we're not going to change what we do and what we're doing today. we're not changing that tomorrow. we have to get people off the streets and into the help that they need to stay in their home. okay. what you guys are doing i know that a lot of this is about like the physical security of this this is a ticketed event with all kinds of things that are going on. so we need to be smart about, you know, fraud for some of these events too and what people should look out for so that they can enjoy these games without being cheated out of money online fraud, that kind of stuff. it's not just the tickets to that to chase. i think that you know, they're all electronic. i think we have full confidence in the warriors and the nba. they've been through this many times. they have been let me just say this. the warriors the nba have been obviously just working incredibly hard on this event for well well more than a year now. we have full confidence in their ability to pull this
5:52 pm
event off. but let's be clear we also want people that aren't going to chase to have a great time. we opened up, you know, nba alley on powell street this morning. we want fans enjoying this event all over this city and that's why we want you taking muni all weekend long for free. get downtown enjoy what's going on in union square. and listen, let me end with this. let's have some fun this weekend. the people behind me have been working hard to keep the residents and the visitors safe here in our great city and we get to welcome the world and let's show it off and let's have some fun this weekend. thank you all for being here and thank you to all of our partners here. thank you, chief also for hosting us. thanks
