the revised design and increase of anna teresa fernandez's entourage from 136,000 to 234,890 an increase of 98,890 for the fabrication, transportation and consultation during installation of an artwork for the pier 27 cruise terminal project. i'd like to introduce project manager marcus davies. >> hi mark. all right. good afternoon everyone. >> i'm very excited to be joined by our project artist on a tourism fernandez who i will invite to the podium to join us in just a minute. but first i'm here this afternoon to present revisions of an outrageous design for an artwork of an artwork for the cruise terminal public art project at pier 27. the project was last presented to the committee in december of 2023 following an artist's selection so to offer a brief refresh the port of san francisco's james r herman cruise terminal at pier 27 was

built in 2014 to host cruise ships year round and double as an indoor outdoor event center on non cruise days. >> the terminal and terminal plaza are located on the northern waterfront of the embarcadero between chestnut and lombard streets and are accessible by private vehicle public transit and on foot. >> and i'll just circle that with my mouse here and maybe you can see on the screen that is the terminal here in collaboration with the port and the bay conservation and development commission. the pedestrian entrance to the plaza just south of the historic beltline building was identified as the preferred public art zone due to its visibility from the surrounding plaza the embarcadero promenade and the cruise ships docked along the terminal building. this is the area circled in this plan view the street view from the foot of lombard street emphasizes the art location as a point of visual prominence framing gateway views to the terminal and bay beyond in one direction and the city skyline

and its landmarks in the other. it also emphasizes the approved art enrichment project goals visibility, invitation accessibility connection to the bay, the site and its surroundings and durability and maintainability within an urban and marine environment. >> here's on a terraces original conceptual proposal for the project as previously seen by the committee in december of 2023. >> as i mentioned the artwork masks meaning tides captures color and reflected form as projected across the plaza and changing light and weather throughout the day. its shape and palette recall rainbows moving water and light at sea and its scale offers contrast to the dominant dominance of the nearby built environment. the work will be made of colored polycarbonate panels framed by stainless steel tubing. the polycarbonate resin material is a lighter weight alternative to glass that offers customized geometries, translucency and durability in exterior applications. and it's the same product used

by mta and the transit shelters you see around town on a trace in the arts commission staff have met with three form a manufacturer of this polycarbonate product and have reviewed samples and conducted material tests to our satisfaction regarding their appropriateness to the rigors of the project site, they said in a detailed costing of materials as at the outset of the design development process on a terrace have found that the budget required an overall scaling down of four proposal dimensions from approximately 24ft wide 14ft eight inches high and seven feet ten inches deep to 19ft wide 11ft high and 5.5ft deep. and since the revision shown here i'm just going to dwell on this for a minute. >> upon review with the port all parties expressed a desire to restore these dimensions

that i just mentioned upon review with the port all parties expressed a desire to restore the design to the approximate proposal dimensions working with three form and or fabricator one hat one hand san francisco based custom design and fabrication company specializing in large scale public art on a terrace a revised design based on a modular construction of the polycarbonate tiles. >> >> this design approach allows for batched production and repeated assembly and permits a more dynamic and expansive form cantilevered from front to back. you can start to see that in these revised and these design revisions for tile polycarbonate also enables localized repair or replacement in the event of vandalism or damage. here you can see more emphasized the view of the cantilever in and in this design revision process.

12.75ft high and 7in or 7ft deep. >> you just make you feel serene again, that's perfect. which is do you see it full screenwriter or one more? there we go. great. >> and here's an overlap to view contrasting your previous design with our proposed revision following a thorough budget analysis, the port has generously agreed to contribute an additional funds in support of honor teresa's revision the port will be contributing an additional 61,000 plus a waiver of port fees. this coupled with savings found in the project's initial installation set aside equals the 98 890 contract increase that were that is associated with the design revision today. and as we move into construction documents i'll be returning to the committee for final design review and arts commission staff on a teresa and the port are all excited to move into next phases of the

project with anticipated completion in late 2025 early 2026. so with that i'm happy to answer any questions and i would love to have a teresa join us at the podium to add anything she would like to contribute to the conversation . >> hi commissioners. thank you so much for having me. i would just like to echo some of the elements that marcus addressed in fact that the one of the major concerns that the port and also the arts commission had was the the effect vandalized or there was incredibly strong winds or something of seismic event that having just a uniform or monolithic structure that that would be really disruptive to be able to to address any fixing and thus the tile format really came about as a way to be able to address anything that got destroyed or vandalized and that way we it

would be easily replace. and so we appreciate you both the port and the arts commission being willing to work with the design to be able to improve the long lasting public element of this artwork . commissioner beltran, i'm so thrilled to see you here. teresa. she's one of my former graduate students at sfi, now an extremely successful public artist. i'm really thrilled that you did this for all the reasons that were stated by you and marcus. i was wondering you know, one of the things i first thought of when i saw the original design was the ability to get off spray paint. could you address that to spray paint removal or just vandalism in general? both. yes, we can work with the collections team and yes, the piece that the individual polycarbonate tiles can be cleaned they can be removed

tile by tile and replaced if needed they can be cleaned offsite. that's the advantage of this kind of modular approach instead of removing a whole bolded section we really can focus on damage tile by tile repair or remove as needed and address accordingly and appropriately. >> a three form is the company it's the one company that exists with this type of materials. so we did an extensive research as to what we could use that would be within the budget. the best material that exists right now worldwide actually is three form and it's this quarter x material which you've seen through the muni bus stops as you see the red ness of every bus stop hasn't decreased over time. if there's any scratch it can be actually buffed as well. so the material itself it's incredibly durable and they've

tested different types of velocity with a massive tree trunk being thrown at it. so we watched all sorts of videos. the arts commission actually watch all sorts of videos alarming blunt impact videos that definitely demonstrated the toughness and durability. >> yeah. but also the the visual beauty and element of the color itself that went in decrease over time or fade or dissolve. >> so as as commissioner walker said waymo proof i'm sorry waymo proof some waymo cars the plaza that is a festering plaza set back from the street. >> i mean is there anything in the world waymo proof? >> well as long as as long as it doesn't look like a cone like a safety cone then i think we're okay. >> right? that's a good point. it's not orange. let me thank you i i totally understand. i was wondering like what made

the the cost change but you explained it really well and i totally understand it and when i looked at the initial drawing was part of what is so wonderfully dramatic is the reflection. so and i get that that changes a bit if you let light through in that pattern. so i probably you know it just i can't wait to see it. i can't wait. >> are all of the panels now still transparent or symmetry and they're all transparent. >> they what caused the increase as well is that they additionally have brackets that attach them to the metal so there's additional hardware costs that have one thing and i think the other thing about the design is as marcus mentioned, wind can pass through much more easily than you know, a solid panel. >> so it actually you know, makes it stronger. that's right. and we actually last week met

with had our first meeting with both the port engine engineer and tracy's engineer project engineer and two to happy results and we are at the very beginning of the design development or further design development with the engineering incorporated in that process. but yes it is it's the material is stuff stuff the design is resilient and engineering friendly. >> i think it would be difficult because it doesn't look like there's electrical near but it's too bad it's not going to be lit at night. it would be so cool if it was like lit from below at night. >> it's not too incredibly far from the there's lighting in the plaza at the moment so it's not incredibly far from there. one of the things that i also i'm really proud as an artist that got restored was my artist fee which had to be greatly decreased with the initial budget so being paid just 20% was really important to be able to say that as an artist that

there's equity in that commissionaire i was on the panel that approved this design and i was very excited at the time and i do remember that there are lights around that will help to at nighttime with this so and i remember that was one of the things we were concerned about and we thought oh no, it's close enough, it can work, you know that kind of thing. >> so and i'm very excited to see the larger and that we were able to come up with the larger way of doing it because i remember that was also one of the things we talked about what were the creative could be like you know bigger. so i really i think this is evolving really nicely and i congratulate you and it's wonderful that we were able to find the funds. >> thank you to the park. yes, yes. commissioner hakimi, first of all, nice to meet you, sir. >> likewise.

so i'm i'm going to ask some different questions. i really want to understand and i love the new design but i have to say what i approved a few months ago was complete different experience and this looks different from a viewer experience i want to be sure i'm understanding what's happening is that okay if i don't? >> please too? >> can i see the original design? yes. yeah. the proposal to your proposal. thank you. so originally was was we won one piece with the light that was what was extra or new was actually the light and how it reflected so we're basically with the new design we're not going to have that you will have that. >> okay, we will. okay. so the pink is a picture over here. maybe that's what it is a presentation. yeah. you know yeah. when i look at this it's extraordinary when i look at the other one. sorry i'm it's no it's not as magical as this one. >> well the the focus on this was to illuminate that the focus on the other renderings was to create more of a focus

on the actual design of the piece and less we spend a lot of time with the designer and i created a whole like almost like a sand clock. >> yeah, yeah. a sun study with all the different which i didn't go into paying the designer to do that again with the because we ran through different iterations of the designs knowing that we were trying to fit the budget and when the port asked us to increase the size then we focused on a design that would actually play more with the illumination and so thus that you see the arch, the arching of the wave. >> so it's on the on the new design, on the new design so that really will enhance what you see here on the floor will be cast more dramatically through that wave like form. >> thank you. was that was my concern no it's not it's still i was i i'm it's i appreciate all that but i as

a commission i do have to make sure that what we approve makes if i may in this rendering here we have the benefit of some some lovely digital rendering but there is a consistency in the materials throughout all of the iterations you've seen today. >> this is the polycarbonate material, this is the material we would be using so it will have the same and this is integral to the design as i understand it it will have the same shadow casting and color casting and it would move through through the time of the day as well through the year depending on where the sun is slanted. so the the main elements of the piece are the color, the light play with those colors and the fact that it really contrasts with all the forms that are in the surrounding area. i don't think the the embarcadero needs one more object and it's city scape busses. we're pretty much inundated

with them and so really trying to create a circular you know not just the arch but the circularity of the form through the light play this thing is very important and thus which is why we wanted to work with three form because their material can provide this and it can provide it safely because i was part of the original reviewing of this and i remember that that one of the issues was if it gets vandalized so that has been addressed and thank you for doing that. thank you know it's very, very important for me as an artist to present these elements which are what's most important about the piece. >> that's it. that's a trick about presenting on you know on digital if it's the other thing i wanted to clarify so you are raising your fee has raised about $9,000 and you just said that the port will pay 61,000 of that that's that's right and waive their

fees on top and waive the fees and then we've we've found some additional savings around the installation costs. >> so on us it's actually just one third really increase on the budget i'm sorry because it was at 100,000 basically they covered basically two thirds of that cost basically correct. and then we found the rest in the existing budget pretty budget. okay, perfect. thank you so much looking forward. thank you. questions call us back to the comment the current iteration here. >> that's a good view of it. yeah. so so what you see here sorry for like you me what you see in terms of the shade of the arch that would be what would be cast in color. >> wonderful. beautiful. thank you. it would be the same kind of that that the dynamic light casting and the really saturated color that you see as a result of of sun through that polycarbonate and perhaps even at that ambient night at a light at night from the surrounding fixtures will have a nice cast as well. so even though this example

looks opaque, the panels are transparent in the light it's the rendering. yeah great. so i wanted to say thank you for coming. thank you marcus for your work on this. i want to thank the port for stepping up and really making sure that they get something they're happy with something that will be beneficial to the city and the waterfront. thank you. and a trace of for your flexibility and working with the budget and working the design so it will still work in the space. so thank you for that. i just wanted to follow up on the comment and question about the graffiti. i know that you had mentioned scratches can be buffed off. can graffiti spray paint be buffed off or is that some yes move okay. >> yeah, those are the material they it comes with there's a type of solvent or cleaner that can be used that can be chemically removed and we've the product is back been recommended and actually given to us in sample form by three form that our collections team has done so so sorry has done

>> i see no requests for public comment. great. thank you so much craig. then i am calling item seven new business and announcements. this item allows commissioners to introduce new agenda items for consideration to report on recent art activities and to make announcements. >> commissioners thank you chair affairs i commissioner beltran here and i just wanted to announce that i am in a collaboration. i sort of refer to it at the full commission meeting with artist and professor cristobal martinez for at sfmoma about sort of deep listening and storytelling through sound and it's his group is called post commodity and we are actually going to have a live performance of the seven collaborators who are creating this on march 22nd and march 23rd at sfmoma. so i'm very excited about that. and then i also had announced at the full commission meeting i don't have dates yet but my

pieces that were sculptural renditions of areas around the san francisco art institute are created as snow globes are going to be exhibited this summer at an exhibition celebrating the art institute. i just want to i was fortunate to go out to the fort mason as a fog event and it's been as if art week in san francisco so all of the venues across the city were activated with artists and art dealers and art collectors and so it was packed at fort mason. >> and i really want to applaud our arts community a lot of our the for profit arts, the galleries around town that show artists work and support our artists businesses and keep artists here living in san francisco there's some amazing art out there. there was some amazing artists

and presentation about the artists who were at mo and currently for injured and beautiful design work. we have a great city and i just really applaud all of us. you know, we we support our nonprofits community a lot with these public art projects and programs but there's also a thriving arts community and entertainment community with with clubs, with performers and film film industry here. so all of it is really starting to activate right now and it's very exciting. so i'm glad to be in touch with it. thank you commissioners. i, i will add to that also celebrating our art small businesses it is hard to have a small business in san francisco especially in art small business and i can speak from experience so i was actually also reminded of how amazing our arts community is not that

i ever forget but it's nice when you get this little reminders. >> so we were fortunate enough on the corridor where my little art shop is my little mom and pop is on balboa street and we did a lunar new year night market and parade two weekends ago now and it was amazing and it was well attended and the community came out and there was so many cute kids and lion dancers and little mini lion dancers and it was just such an amazing celebration of community of the arts. we had art vendors out and then personally at my shop i actually had a show come down two weeks before and so in putting up a show to make sure i had amazing art in the gallery for the lunar new year event i actually dug through a lot of the art that you know has not been picked up from prior shows and i was able to put an amazing show together of

women artists from my community. most of them are asian women artists and some of the work is from when we did an art show in macao we actually started it here and then brought it over to macao in 2019 and yes i still have art from that. folks haven't picked up but it was just so amazing to go through the work that i still have and be reminded just how awesome and beautiful the work that is coming out of our community is and then also feeling so again the goose bumps sometimes the work that women artists are doing in our community you know not to not give shine to the male artists in our community of course they are also doing amazing work but as i was pulling out the work realizing that i had enough work to do pretty much all asian women artists in honor of lunar new year felt very special and the work is is i

mean the caliber of the work is just stellar and so i just felt so honored to revisit some of the artists that i get to work with and celebrate the artists in our community and i just wanted to share that with you guys. the work will be up for a couple more months. we're giving it a lot of shine and another chance for some of that work to sell so feel free to come out and you can help me celebrate the year of the snake lunar new year and some of the amazing women artists that we have in our community. >> but thank you balbo and 36th avenue it's creative by q art studio and gallery. i also wanted to mention that with all the everything going on with all the arts there's also an amazing exhibition right now at bam for that is called making their mark works from the shah agha collection. kamel shah is an amazing collector and has been for i

>> i'm paul. i worked at sfgov for 3 years now. >> as a cylinder kid i was in photographer, i went to college for broadcast journalism. early on i paintd and enjoyed art. artists other most interesting people i interviewed. they have an interesting take on life and how they see the world. i mean, i find it inspiring. you know to talk to them and show case their work. >> it is hart to be a full time artist anywhere. there is thousands of them and you can only name one or two in the country. the biggest challenge was i did

not finish college because the department change and i had got an internship my junior year. i really like today the nbc affiliate and i hung out with the photographers and the editors. and about 2-1/2 months into it than i offered me a job as an editor. this is great. i went to the new department and said, i will not do you know the afternoon classes for my senior year and he said, well, you know, we can't give you the degree then. so i dropped out and started work. but i did finish. what i would tell the younger audience this has a passion for multiple things is -- you know stick with it, because it is not going to work out t. is first people are going to discount you and -- get in your way, but you gotta believe in yourself.
